Clearly, we're living in a moment of crisis.

Today there is a raging debate

as to how best we lift people out of poverty,

how best we release their energies.

On the one hand, we have people that say

the aid system is so broken we need to throw it out.

And on the other we have people who say

the problem is that we need more aid.

And what I want to talk about is something that compliments both systems.

We call it patient capital.

The critics point to the 500 billion dollars spent

On the other side, as I said, there are those who say

That when it comes to the rich, we'll bail out

and we'll hand a lot of aid,

but when it comes to our poor brethren,

we want little to do with it.

They point to the successes of aid:

the eradication of smallpox,

and the distribution of tens of millions

Both sides are right.

And the problem is that neither side is listening to the other.

Even more problematic, they're not listening to

After 25 years of working on issues of

poverty and innovation,

it's true that there are probably no more market-oriented

individuals on the planet

than low-income people.

They must navigate markets daily,

making micro-decisions, dozens and dozens,

and yet if a single catastrophic health problem

And so we need both the market

Patient capital works between,

It's money that's invested in entrepreneurs who know their communities

and are building solutions

to healthcare, water, housing, alternative energy,

thinking of low income people not as passive recipients of charity,

but as individual customers, consumers, clients,

people who want to make decisions in their own lives.

기업가들에게 투자하는 자금입니다.

Patient capital requires that we have

"인내하는 자본"에게 필요한것은

incredible tolerance for risk,

손실을 두려워 하지 않는 두둑한 배짱과

a long time horizon in terms of allowing those

사업가들이 시장을

entrepreneurs time to experiment,

우리가 가진 최고의 측정기로 여기고

to use the market as the best listening device that we have,

충분히 실험해 볼 수 있도록 해주는 장기적인 안목,

and the expectation of below-market returns,

그리고 시장의 평균적인 수익에는 미치지 못하더라도

but outsized social impact.

그보다 훨씬 큰 사회적인 파급효과를 기대하는 자제력 등입니다.

It recognizes that the market has its limitation,

and so patient capital also works

with smart subsidy to extend the benefits of a global economy

제대로 활용 전세계적인 경제의 혜택이 커져

to include all people.

Now, entrepreneurs need patient capital

이제 사업가들에게 "인내하는 자본"이

for three reasons.

필요한 이유 3가지를 말씀드리겠습니다.

First, they tend to work in markets

첫째, 이 자본은 하루에

where people make one, two, three dollars a day

1,2,3 달러 정도를 벌고 그 정도의 수입 수준에서

and they are making all of their decisions within that income level.

Second, the geographies in which they work

have terrible infrastructure --

no roads to speak of, sporadic electricity

and high levels of corruption.

Third, they are often creating markets.

Even if you're bringing clean water

여러분이 시골 마을에 깨끗한 물을

for the first time into rural villages, it is something new.

And so many low-income people

have seen so many failed promises broken

and seen so many quacks and sporadic medicines offered to them

that building trust takes a lot of time,

takes a lot of patience.

It also requires being connected to a lot of management assistance.

Not only to build the systems,

the business models that allow us

to reach low income people in a sustainable way,

but to connect those business

사업을 다른 시장, 정부, 혹은 회사 등과 연결해

to other markets, to governments, to corporations --

확실한 협력적 관계를 구축

real partnerships if we want to get to scale.

규모를 더 키우고자 할 때도 그렇습니다.

I want to share one story

"세류 관개 기술"이라고 불리는 혁신적인

about an innovation called drip irrigation.

관개 관련 기술 이야기를 해드릴까 합니다.

In 2002 I met this incredible entrepreneur

2002년에 인도에서 아미타바 사당기라는

named Amitabha Sadangi from India,

대단한 사업가를 만나게 되었습니다.

who'd been working for 20 years with some of the poorest farmers on the planet.

그는 지구 상에서 가장 가난한 농부들을 위해 20년간 일했죠.

And he was expressing his frustration

그리고 그는 원조 시장이 전체 저소득층 농부를

that the aid market had bypassed low-income farmers altogether,

despite the fact that 200 million farmers

alone in India make under a dollar a day.

They were creating subsidies

either for large farms,

or they were giving inputs to the farmers

that they thought they should use, rather than

At the same time Amitabha was

obsessed with this drip irrigation technology

that had been invented in Israel.

It was a way of bringing small amounts of water

directly to the stalk of the plant.

And it could transform

이 기술로 드넓은 사막이

swaths of desert land into fields of emerald green.

에메랄드 빛 초원으로 변할 수도 있지요.

But the market also had bypassed low income farmers,

하지만 시장도 저소득층 농부들을 그냥 지나쳤습니다.

because these systems were both too expensive,

왜냐하면 이 시스템은 너무 비쌌고

and they were constructed for fields that were too large.

넓은 땅에서 사용하도록 만들어졌거든요.

The average small village farmer

작은 마을에 사는 농부는 평균적으로

works on two acres or less.

2 에이커 이하의 땅을 경작합니다.

And so, Amitabha decided that he would take that innovation

and he would redesign it from the perspective

of the poor farmers themselves,

because he spent so many years listening to what they needed

not what he thought that they should have.

And he used three fundamental principles.

The first one was miniaturization.

The drip irrigation system

had to be small enough that a farmer only had

to risk a quarter acre,

even if he had two,

because it was too frightening, given all that he had at stake.

Second, it had to be extremely affordable.

In other words, that risk on the quarter acre

And third, it had to be what Amitabha calls

infinitely expandable.

What I mean is with the profits from the first quarter acre,

the farmers could buy a second

and a third and a fourth.

As of today, IDE India, Amitabha's organization,

has sold over 300,000 farmers these systems

and has seen their yields and incomes

double or triple on average,

but this didn't happen overnight.

In fact, when you go back to the beginning,

And so we needed grants. And he used significant grants

to research, to experiment, to fail,

to innovate and try again.

And when he had a prototype

and had a better understanding of how to market to farmers,

that's when patient capital could come in.

And we helped him build a company, for profit,

and start looking at sales and exports,

and be able to tap into other kinds of capital.

Secondarily, we wanted to see if we could export

this drip irrigation and bring it into other countries.

And so we met Dr. Sono Khangharani in Pakistan.

And while, again, you needed patience

which is one of the remote and poorest areas of the country.

And though that company has just started,

our assumption is that there too

we'll see the impact on millions.

But drip irrigation isn't the only innovation.

We're starting to see these happening all around the world.

In Arusha, Tanzania, A to Z Textile Manufacturing

탄자니아의 아루샤에서는 "A to Z 섬유회사"가

has worked in partnership with us,

with UNICEF, with the Global Fund,

지금은 7000 명이 일하는 공장을 차렸습니다.

to create a factory that now employs 7,000 people, mostly women.

And they produce 20 million lifesaving bednets

for Africans around the world.

Lifespring Hospital

that would use the technology of Google Earth,

so that all people could have access,

and a severe and public decision

not to engage in any form of corruption.

So that in the terrorist attacks of November

they were the first responder,

and are now beginning to scale, because of partnership.

He recently authorized the creation of a Social Innovation Fund

Invest financial assistance, but also management assistance.

And then measure the returns,

both from a financial perspective

and from a social impact perspective.

When we think about new approaches to aid,

it's impossible not to talk about Pakistan.

We've had a rocky relationship with that country

and, in all fairness,

the United States has not always been a very reliable partner.

But again I would say that this is our moment

People like Rashani Zafar,

who created one of the largest microfinance banks in the country,

and is a real role model for women inside and outside the country.

And Tasneem Siddiqui, who developed a way

called incremental housing,

where he has moved 40,000 slum dwellers

that are building schools across the country.

It's not hyperbole

이런 시민 사회 단체들과

to say that these civil society institutions

이런 사회 사업가들이

and these social entrepreneurs

진정으로 탈레반을 대체하고 있다 해도

are building real alternatives to the Taliban.

과장이 아닐 것입니다.

I've invested in Pakistan for over seven years now,

이제껏 저는 파키스탄에 7년 넘게 투자했는데

and those of you who've also worked there

그 곳에서 일 해 보신 분들은 파키스탄 사람들이

can attest that Pakistanis are an incredibly hard working population,

and there is a fierce upward mobility in their very nature.

President Kennedy said that

those who make peaceful revolution impossible

I would say that the converse is true.

That these social leaders

who really are looking at innovation

to the 70 percent of Pakistanis who make less than two dollars a day,

provide real pathways to hope.

And as we think about how we construct aid for Pakistan,

while we need to strengthen the judiciary,

On one of my last visits to Pakistan,

I asked Dr. Sono if he would take me

to see some of the drip irrigation in the Thar Desert.

And we left Karachi one morning before dawn.

It was about 115 degrees.

And we drove for eight hours

along this moonscape-like landscape

with very little color, lots of heat,

조용히 8시간 동안 달렸습니다.

very little discussion, because we were exhausted.

피곤해서 서로 대화도 별로 없었습니다.

And finally, at the end of the journey,

I could see this thin little yellow line across the horizon.

And as we got closer, its significance became apparent.

That there in the desert

was a field of sunflowers growing seven feet tall.

Because one of the poorest farmers on Earth

had gotten access to a technology

that had allowed him to change his own life.

기술을 활용할 수 있었기 때문입니다.

His name was Raja,

그의 이름은 라자였습니다.

and he had kind, twinkly hazel eyes

그는 다정하고 반짝이는 녹갈색 눈에

and warm expressive hands

제 아버지를 떠오르게 만드는

that reminded me of my father.

따뜻한 손을 가지고 있었습니다.

And he said it was the first dry season

그는 생전 처음으로 건기에

in his entire life that he hadn't taken

자신의 아이 12명과 손자/손녀 50명을 데리고

his 12 children and 50 grandchildren

이틀 동안 사막을 지나

on a two day journey across the desert

하루에 50센트를 받는

to work as day laborers at a commercial farm

for about 50 cents a day.

Because he was building these crops.

And with the money he earned he could stay this year.

And for the first time ever in three generations,

his children would go to school.

아이들은 학교에 갈 것입니다.

We asked him if he would send his daughters as well as his sons.

And he said, "Of course I will.

Because I don't want them discriminated against anymore."

When we think about solutions to poverty,

we cannot deny individuals

their fundamental dignity.

Because at the end of the day,

왜냐하면 세상이 끝날 때,

dignity is more important to the human spirit than wealth.

And what's exciting is to see so many entrepreneurs across sectors

그리고 여러 분야에 걸쳐 많은 사업가들이

who are building innovations that recognize

사람들이 원하는 것은 자유와 선택, 그리고 기회라는 것을

that what people want is freedom

알아 주는 사업을 한다는 것은

and choice and opportunity.

기쁜 일입니다.

Because that is where dignity really starts.

여기서 진실로 존엄성이 시작되기 때문입니다.

Martin Luther King said that

마틴 루터 킹은 이렇게 말했죠.

love without power is anemic and sentimental,

힘 없는 사랑은 생기 없고 감상적일 뿐이고

and that power without love

사랑이 없는 힘은

is reckless and abusive.

무책임하고 남용되기 쉽다고.

Our generation has seen both approaches tried,

우리 세대는 무력도 써봤고 사랑도 베풀었지만

and often fail.

자주 실패하는 것도 지켜 봤습니다.

But I think our generation also might be the first

하지만 저는 우리 세대가 처음으로 무력과 사랑

to have the courage to embrace both love and power.

둘 다를 포용할 수 있는 용기를 지녔다고 생각합니다.

For that is what we'll need, as we move forward

우리가 꿈으로 다가서고

to dream and imagine what it will really take

우리 모두가 함께 하는 세계 경제를 만드는데

to build a global economy that includes all of us,

그리고 모든 인간은 평등하게 태어났다는 근본적인 명제를

and to finally extend that fundamental proposition

지구상의 모든 사람들에게 적용하려면

that all men are created equal to every human being on the planet.

바로 이게 필요하기 때문이죠.

The time for us to begin innovating

지금은 개혁을 시작하고 여러 계층을 아우르는

and looking for new solutions, a cross sector, is now.

새로운 해결책을 찾아야 할 때입니다.

I can only talk from my own experience,

제 경험에만 의한 것이기는 하지만,

but in eight years of running Acumen fund,

I've seen the power of patient capital.

저는 "인내하는 자본"의 힘을 보았습니다.

Not only to inspire innovation and risk taking,

but to truly build systems that have created

more than 25,000 jobs

and delivered tens of millions of services and products

to some of the poorest people on the planet.

I know it works.

이런 것이 제대로 돌아간다는 걸 저는 알고 있습니다.

But I know that many other kinds of innovation also work.

하지만 다른 종류의 혁신도 제 구실을 할 것이라는 것도 알고 있습니다.

And so I urge you, in whatever sector you work,

그래서 이렇게 부탁드립니다.

in whatever job you do,

어떤 분야에서 일을 하시든

to start thinking about how we might

어떤 일을 하시든

build solutions that start

우리가 도와주려는 사람들의 관점에서 출발해서

from the perspective of those we're trying to help.

해결책을 생각하시기 바랍니다.

Rather than what we think that they might need.

그들에게 뭐가 필요할 것이라 지레 짐작하시지 말구요.

It will take embracing the world with both arms.

그러려면 두 팔로 세계를 안아야 할 것입니다.

And it will take living with the spirit of generosity and accountability,

또한 진실되고 인내하는 마음으로

with a sense of integrity and perseverance.

관용과 책임감의 정신이 가득 찬 삶을 살아야겠죠.

And yet these are the very qualities

그러나 세대를 통해

for which men and women have been honored

사람들은 바로 이런 덕목들을

throughout the generations.

본받고자 했습니다.

And there is so much good that we can do.

우리가 할 수 있는 좋은 것들이 너무나도 많습니다.

Just think of all those sunflowers in the desert.

사막에 있던 해바라기들을 생각해 보세요.
