So, a little while ago,

members of my family had three bits of minor surgery,

and we got three sets of bills.

For the first one, the anesthesia bill alone was 2,000 dollars;

So I'm a journalist. I'm like, what's up with that?

I found out that I was actually, for the expensive one,

being charged 1,419 dollars for a generic anti-nausea drug

that I could buy online for two dollars and forty-nine cents.

I had a long and unsatisfactory argument with the hospital,

the insurer and my employer.

Everybody agreed that this was totally fine.

But it got me thinking, and the more I talked to people, the more I realized:

nobody has any idea what stuff costs in health care.

병원비가 어떻게 구성되어있는지 제대로 알고 있는 사람이 없는 것 같아요.

Not before, during or after that procedure or test

do you have any idea what it's going to cost.

아무도 모르는 것 같아요.

It's only months later that you get an "explanation of benefits"

결국 몇 달 뒤가 되어서야 "혜택 설명"을 받는데

that explains exactly nothing.

그것은 아무 도움이 안 되죠.

So this came back to me a little while later.

좀 지난 후에 또 비슷한 일을 경험하게 되었습니다.

I had volunteered for a buyout from the New York Times,

where I had worked for more than 20 years as a journalist.

I was looking for my next act.

It turned out that next act was to build a company

telling people what stuff costs in health care.

I won a "Shark Tank"-type pitch contest to do just that.

Health costs ate up almost 18 percent of our gross domestic product last year,

작년 국내 총생산의 거의 18%를 차지했던 의료비가

but nobody has any idea what stuff costs.

어떻게 구성 되었는지는 아무도 모르죠.

But what if we did know?

하지만 알았다면 어땠을까요?

So we started out small.

그래서 작게 시작했죠.

We called doctors and hospitals

의사들과 병원에 전화를 걸어

and asked them what they would accept as a cash payment for simple procedures.

간단한 시술을 현금으로 받으면 얼마 받을지 물어봤어요.

Some people were helpful.

어떤 사람들은 도움이 되었어요.

A lot of people hung up on us.

하지만 많은 사람들은 전화를 끊었죠.

Some people were just plain rude.

They said, "We don't know,"

or, "Our lawyers won't let us tell you that,"

though we did get a lot of information.

We found, for example, that here in the New York area,

These pricing variations existed for all the procedures

and all the cities that we surveyed.

Then we started to ask people to tell us their health bills.

In partnership with public radio station WNYC here in New York,

we asked women to tell us the prices of their mammograms.

People told us nobody would do that, that it was too personal.

But in the space of three weeks,

400 women told us about their prices.

Then we started to make it easier for people to share their data

into our online searchable database.

It's sort of like a mash-up of Kayak.com and the Waze traffic app for health care.

We call it a community-created guide to health costs.

우리는 이것을 지역사회 자체 수립 의료비 가이드라고 불러요.

Our survey and crowdsourcing work grew into partnerships

with top newsrooms nationwide --

in New Orleans, Philadelphia,

San Francisco, Los Angeles, Miami and other places.

We used the data to tell stories about people who were suffering

and how to avoid that suffering, to avoid that "gotcha" bill.

A woman in New Orleans saved nearly 4,000 dollars using our data.

There are a lot of people who are going to in-network hospitals

and getting out-of-network bills.

And then there was the hospital that continued to bill a dead man.

죽은 사람에게도 계속하여 돈을 청구하는 병원도 있었어요.

We learned that thousands of people wanted to tell us their prices.

They want to learn what stuff costs,

find out how to argue a bill,

help us solve this problem that's hurting them and their friends and families.

We talked to people who had to sell a car to pay a health bill,

go into bankruptcy,

skip a treatment because of the cost.

Imagine if you could afford the diagnosis

but not the cure.

We set off a huge conversation about costs

involving doctors and hospitals, yes, but also their patients,

or as we like to call them, people.

We changed policy.

A consumer protection bill that had been stalled

in the Louisiana legislature for 10 years

passed after we launched.

Let's face it:

솔직히 말하면

this huge, slow-rolling public health crisis

is a national emergency.

국가적 비상 상태입니다.

And I don't think government's going to help us out anytime soon.

그리고 정부가 우리를 금방 도울것 같지도 않고요.

But what if the answer was really simple:

make all the prices public all the time.

가격을 항상 공개하는 것이죠.

Would our individual bills go down? Our health premiums?

Be really clear about this:

확실히 해둬야 할 것은

this is a United States problem.

이 문제가 미국에서나 볼 수 있는 문제라는 것입니다.

In most of the rest of the developed world,

선진국들에 사는 거의 대부분의 환자들은

sick people don't have to worry about money.

돈 걱정을 할 필요 없어요.

It's also true that price transparency will not solve every problem.

가격 투명성이 모든 문제를 해결할 수 없는 것을 알아요.

There will still be expensive treatments,

비싼 치료는 여전히 있을 것이고

huge friction from our insurance system.

보험 제도와 엄청 큰 마찰도 있을 수 있습니다.

There will still be fraud

사기를 치는 사람도 여전히 있을 것이고

and a massive problem with overtreatment and overdiagnosis.

과잉 진료와 과도한 진단도 계속 있을 것이에요.

And not everything is shoppable.

그리고 모든 것이 구매가 가능한 것도 아니에요.

Not everybody wants the cheapest appendectomy

누구든지 가장 저렴한 맹장 수술을 받고 싶어 하거나

or the cheapest cancer care.

가장 저렴한 암 치료를 받고 싶어 하는 것도 아닙니다.

But when we talk about these clear effects,

하지만 이런 분명한 효과에 대해 계속 이야기 할수록

we're looking at a real issue that's actually very simple.

우리는 아주 간단한 문제를 살피고 있다는 것을 알 수 있어요.

When we first started calling for prices,

우리가 제일 처음에 가격을 물어보려고 전화를 했을 때

we actually felt like we were going to be arrested.

곧 체포될 것만 같이 느껴졌어요.

It seemed kind of transgressive to talk about medicine and health care

의학과 의료 서비스에 대해 말하는 게 다소 관습에 거스르는 것 같기도 하면서

in the same breath,

and yet it became liberating,

해방감도 주었던 이유는

because we found not only data

우리가 찾은 것이 데이터뿐만이 아니라

but also good and honest people out there in the system

그 시스템 안의 착하고 정직한 사람들도 찾았기 때문입니다.

who want to help folks get the care they need

사람들이 감당할 수 있는 치료비로 치료를 받을 수 있도록 돕고자 하는

at a price they can afford.

사람들말입니다.

And it got easier to ask.

그래서 사람들에게 다가가서 물어보기 더 쉬워졌어요.

So I'll leave you with some questions.

생각해 볼만한 질문들을 몇개 드릴께요.

What if we all knew what stuff cost in health care in advance?

만약 미리 병원비의 어떤 항목이 얼마일지 알게 되면 어떨까요?

What if, every time you Googled for an MRI,

만약 MRI 사진 촬영이 얼마일지 구글에 검색해 볼 때마다

you got drop-downs telling you where to buy and for how much,

레이저 프린터기를 살 때 처럼 어디에서 얼마에 살 수 있는지

the way you do when you Google for a laser printer?

쉽게 알 수 있으면 어떨까요?

What if all of the time and energy and money that's spent hiding prices

만약 힘들게 진료비를 숨기려는 시간과 에너지를

was squeezed out of the system?

시스템에서 없애버리면 어떨까요?

What if each one of us could pick the $19 test every time

만약 우리 모두가 522불 대신

instead of the $522 one?

19불인 검사를 항상 고를 수 있게 된다면 어떨까요?

Would our individual bills go down?

개개인의 부담금이 내려갈까요?

Our premiums?

또는 보험료가요?

I don't know, but if you don't ask, you'll never know.

저도 잘 모르겠어요. 하지만 물어보지 않으면 알 수 없죠.

And you might save a ton of money.

그리고 돈도 많이 아낄 수가 있겠죠.

And I've got to think that a lot of us and the system itself

그리고 우리들 중 많은 이들과 제도 자체가

would be a lot healthier.

더 건강해질 것 같아요.
