I am an astrodynamicist --

And it's my job to study and predict motion of objects in space.

Currently we track about one percent of hazardous objects on orbit --

hazardous to services like location,

agriculture, banking,

television and communications,

and soon -- very soon --

even the internet itself.

Now these services are not protected from, roughly, half a million objects

the size of a speck of paint

all the way to a school bus in size.

통학 버스 크기까지 다양합니다.

A speck of paint,

페인트 조각 크기라 할지라도

traveling at the right speed,

특정 속도로 움직이다가

impacting one of these objects,

이런 물체들과 충돌하게 된다면

could render it absolutely useless.

완전히 손상시킬 수 있는 위력을 가지고 있습니다.

But we can't track things as small as a speck of paint.

하지만 현재는 페인트 조각 크기의 파편들을 추적하는 것은 불가능하며

We can only track things as small as say, a smartphone.

So of this half million objects that we should be concerned about,

we can only track about 26,000 of these objects.

And of these 26,000, only 2,000 actually work.

Everything else

그것을 제외한 나머지는

is garbage.

쓰레기입니다.

That's a lot of garbage.

정말 어마어마한 쓰레기들이죠.

To make things a little bit worse,

우주 쓰레기 문제가 더 심각해지는 이유는

most of what we launch into orbit never comes back.

궤도로 쏘아올린 대부분의 발사체들이 지구로 복귀하지 않기 때문입니다.

We send the satellite in orbit,

궤도로 진입한 인공위성은

it stops working, it runs out of fuel,

연료가 떨어지면 작동을 멈춥니다.

and we send something else up ...

그러면 이를 대신할 또 다른 위성을 쏘아 올리죠.

and then we send up something else ...

그리고 다시 쏘아 올리고

and then something else.

계속해서 쏘아 올립니다.

And every once in a while,

때때로

two of these things will collide with each other

우주 쓰레기들끼리 충돌하거나

or one of these things will explode,

폭발할 수도 있습니다.

or even worse,

더 나쁜 경우에는

somebody might just happen to destroy one of their satellites on orbit,

궤도에 있는 인공위성들 중 하나를 실수로 파손해서

and this generates many, many more pieces,

most of which also never come back.

Now these things are not just randomly scattered in orbit.

It turns out that given the curvature of space-time,

there are ideal locations

there are actually no space traffic rules.

None whatsoever, OK?

What could possibly go wrong with that?

그러면 잘못될 만한 일이 뭐가 있을까요?

Now, what would be really nice

이런 게 있으면 좋지 않을까요.

is if we had something like a space traffic map,

우주 교통량을 보여주는 지도라든가

like a Waze for space that I could look up

우주용 Waze같은 내비게이션 앱이 존재해서

and see what the current traffic conditions are in space,

현재 우주 교통 상황을 보여주거나

maybe even predict these.

교통량을 예측하는 거예요.

The problem with that, however,

하지만, 문제는 이겁니다.

is that ask five different people,

각기 다른 5명에게 이런 질문을 한다고 치죠.

"What's going on in orbit?

"궤도에 무슨 일이 일어나고 있을까요? 우주 쓰레기는 어떻게 처리될까요?"

Where are things going?"

and you're probably going to get 10 different answers.

이렇게 묻는다면 10 가지의 서로 다른 답을 듣게 될 겁니다.

Why is that?

왜 그럴까요?

It's because information about things on orbit is not commonly shared either.

궤도 위의 우주 쓰레기들에 대한 정보가 일반인들에게 공유되지 않기 때문입니다.

So what if we had a globally accessible,

우주를 안전하고, 지속 가능하게 하기 위해

open and transparent space traffic information system

우주의 모든 것들의 위치를 대중들이 알 수 있도록

that can inform the public of where everything is located

전 세계에서 접근이 가능하고, 개방적이며, 투명한

to try to keep space safe and sustainable?

우주 교통 정보 시스템을 구축한다면 어떨까요?

And what if the system could be used

그리고 이 시스템을 이용해서

to form evidence-based norms of behavior --

현상에 기초한 행동 규범을 만들면 어떨까요?

these space traffic rules?

즉, 우주 교통법규 말이죠.

So I developed ASTRIAGraph,

그래서 저는 오스틴에 위치한 텍사스 대학교에서

the world's first crowdsourced, space traffic monitoring system

세계 최초로 크라우드 소싱으로 구축된 우주 교통 모니터링 시스템인

at the University of Texas at Austin.

ASTRIAGraph를 개발했습니다.

ASTRIAGraph combines multiple sources of information from around the globe --

ASTRIAGraph은 전 세계의 정부, 산업체 그리고 학계로부터 취합한

government, industry and academia --

다양한 정보를 결합해

and represents this in a common framework that anybody can access today.

Here, you can see 26,000 objects orbiting the earth,

multiple opinions,

and it gets updated in near real time.

그것도 실시간으로 업데이트되서 말이죠.

But back to my problem of space traffic map:

우주 교통량 지도 문제로 다시 돌아가서

What if you only had information from the US government?

여러분이 미국 정부로부터만 정보를 얻는다면 어떨까요?

Well, in that case, that's what your space traffic map would look like.

그때 만들어지는 우주 교통 지도는 이런 모습일 것입니다.

But what do the Russians think?

러시아 입장에서는 어떨까요?

That looks significantly different.

전혀 다른 판단을 할 것입니다.

Who's right? Who's wrong?

누가 옳고, 누가 틀린 걸까요?

What should I believe?

무엇을 믿어야 할까요?

What could I trust?

어느 쪽을 신뢰할 수 있을까요?

This is part of the issue.

이것은 중요한 문제입니다.

In the absence of this framework to monitor space-actor behavior,

우주 행위자들의 행동을 관찰할 이런 시스템의 부재로

to monitor activity in space --

우주 물체들이 어떤 움직임을 보이는지 감시할 수 없고

where these objects are located --

to reconcile these inconsistencies

불균형을 조정하여 정보를 공개하지 못한다면

and make this knowledge commonplace,

we actually risk losing the ability

인류의 이익을 위해

to use space for humanity's benefit.
