The world today has many problems.

But you don't have to take my word for it.

The World Bank says

that girls' education is one of the best investments

소녀들을 교육하는 일은 한 나라가 할 수 있는

that a country can make.

최고의 투자라고 합니다.

It helps to positively impact

이는 지속 가능 개발 목표 17개 중

nine of the 17 Sustainable Development Goals.

아홉 개의 목표에 긍정적인 영향을 끼치는 데 도움을 준다는 겁니다.

Everything from health, nutrition, employment --

건강, 영양, 고용부터 모든 것들이요.

all of these are positively impacted when girls are educated.

소녀들이 교육받으면 이 모든 것들이 긍정적인 영향을 받게 된다는 거죠.

Additionally, climate scientists have recently rated girls' education

게다가, 최근 기후학자들은 소녀 교육이 지구 온난화를 막을 수 있는

at number six out of 80 actions to reverse global warming.

80개의 정책 중 6번째라고 하고 있습니다.

At number six, it's rated higher than solar panels and electric cars.

태양 전지판과 전기 자동차 보다 높은 순위입니다.

And that's because when girls are educated,

이는 소녀들이 교육을 받으면

they have smaller families,

and the resulting reduction in population

그에 따르는 인구 감소가

reduces carbon emissions significantly.

But more than that, you know, it's a problem we have to solve once.

Because an educated mother is more than twice as likely

Which means that by doing it once,

we can close the gender and literacy gap forever.

I work in India,

which has made incredible progress

in bringing elementary education for all.

However, we still have four million out-of-school girls,

그러나 여전히 인도에는 400만 명의 소녀들이 학교를 다니지 않습니다.

one of the highest in the world.

And girls are out of school because of, obviously poverty,

social, cultural factors.

But there's also this underlying factor of mindset.

I have met a girl whose name was Naraaz Nath.

Naaraaz means angry.

나아라즈는 '화가 난'이라는 뜻입니다.

And when I asked her, "Why is your name 'angry'?"

제가 그녀에게 "왜 '화가 난'이 너의 이름이니?"

she said, "Because everybody was so angry when a girl was born."

라고 물었을 때, 그녀는 "여자애가 태어났을 때 모두가 화가 났었다"라고 했습니다.

Another girl called Antim Bala,

다른 소녀의 이름은 안팀 발라였습니다.

which means the last girl.

이름의 뜻은 '마지막 소녀'입니다.

Because everybody hoped that would be the last girl to be born.

모두 그 아이가 태어나는 마지막 여자아이이길 바랐기 때문입니다.

A girl called Aachuki.

아춘키라는 소녀가 있습니다.

It means somebody who has arrived.

'도착한 사람'이라는 뜻입니다.

Not wanted, but arrived.

'원하지 않았지만 도착한 사람'이라는 말입니다.

And it is this mindset

이러한 사고방식이

that keeps girls from school or completing their education.

소녀들이 학교를 다니지 못하게 하고, 교육을 끝마치지 못하게 하는 것입니다.

It's this belief that a goat is an asset

염소는 '재산'이지만,

and a girl is a liability.

여자아이는 '빚'이라는 거죠.

My organization Educate Girls works to change this.

저희 'Educate Girls'는 이런 생각을 바꾸는 일을 하고 있습니다.

And we work in some of the most difficult, rural,

저희는 가장 어렵고, 시골이며, 외진 부족의 마을에서

remote and tribal villages.

일을 하고 있습니다.

And how do we do it?

저희가 하는 일을 설명드리자면,

We first and foremost find

저희는 최우선적으로

young, passionate, educated youth from the same villages.

그 마을에서 젊고, 열정적이며, 교육받은 젊은이들을 찾습니다.

Both men and women.

남자와 여자를 구분하지 않습니다.

And we call them Team Balika,

그리고 그들을 '발리카 팀'이라고 부릅니다.

balika just means the girl child,

발리카는 소녀 아이를 뜻합니다.

so this is a team that we are creating for the girl child.

간단히 말씀드리면 소녀들을 위한 팀입니다.

And so once we recruit our community volunteers,

저희가 자원봉사자들을 모집하면,

we train them, we mentor them, we hand-hold them.

그들을 훈련시키고, 상담하고 가까이서 관찰합니다.

That's when our work starts.

저희가 하는 일은 이렇게 시작됩니다.

And the first piece we do is about identifying every single girl

우리는 먼저 학교를 가지 않는

who's not going to school.

But the way we do it is a little different and high-tech,

at least in my view.

Each of our frontline staff have a smartphone.

저희의 현장 직원들은 각각 스마트폰을 갖고 있습니다.

It has its own Educate Girls app.

스마트폰에는 Educate Girls 앱이 탑재되어 있습니다.

And this app has everything that our team needs.

이 앱은 저희 팀이 필요한 모든 것이 들어 있습니다.

It has digital maps of where they're going to be conducting the survey,

설문조사를 할 곳의 디지털 지도를 보여주고,

it has the survey in it, all the questions,

설문조사에 들어있는 모든 질문이 들어있으며,

little guides on how best to conduct the survey,

저희가 얻는 정보가 실시간적으로, 높은 퀄리티를 가질 수 있도록

so that the data that comes to us is in real time and is of good quality.

So armed with this,

our teams and our volunteers go door-to-door

저희 팀들과 자원봉사자들은 학교에 입학하지 않았거나,

to every single household to find every single girl

중퇴한 소녀를 하나하나 찾기 위해

who may either we never enrolled or dropped out of school.

모든 가정을 방문합니다.

And because we have this data and technology piece,

정보와 기술력 덕분에

very quickly we can figure out who the girls are and where they are.

소녀들의 신원과, 위치를 신속하게 파악할 수 있습니다.

Because each of our villages are geotagged,

저희는 봉사중인 마을의 지리적 위치 정보를 기록하고

and we can actually build that information out

그 정보의 양을 매우 빠르게

very, very quickly.

축적시킬 수 있습니다.

And so once we know where the girls are,

그래서 일단 소녀의 행선지가 파악되면,

we actually start the process of bringing them back into school.

And that actually is just our community mobilization process,

it starts with village meetings, neighborhood meetings,

and as you see, individual counseling of parents and families,

그리고 여러분들이 보시다시피 부모님과 가족에 대한 상담을 통해

to be able to bring the girls back into school.

소녀들이 학교로 좀 더 수월하게 돌아오도록 노력합니다.

And this can take anything from a few weeks to a few months.

이는 몇 주 부터 몇 달 까지의 시간이 걸릴 수 있습니다.

And once we bring the girls into the school system,

소녀들을 교육 시스템에 복귀시킨 후

we also work with the schools

저희는 학교와 협력해서

to make sure that schools have all the basic infrastructure

학업에 필요한 모든 필요 시설을 갖출 수 있도록 지원합니다.

so that the girls will be able to stay.

어렵게 돌아온 소녀들이 다시 잘못되지 않기 위해서죠.

And this would include a separate toilet for girls,

여기에는 따로 구분된 여자 화장실,

drinking water,

마실 물 등

things that will help them to be retained.

소녀들이 학교에 계속 머물 수 있도록 지원하는 모든 것들이 포함되어 있습니다.

But all of this would be useless if our children weren't learning.

하지만 소녀들이 배우지 않는다면 이 모든 것들은 소용이 없겠죠.

So we actually run a learning program.

그렇기에 저희는 직접 교육 프로그램을 운영합니다.

And this is a supplementary learning program,

학업을 지원하는 과정으로 이루어져 있습니다.

and it's very, very important,

보충 교육 프로그램이라고 할 수 있습니다.

because most of our children are first-generation learners.

왜냐하면 대부분의 우리 아이들은 '1차 학습자'이기 때문입니다.

That means there's nobody at home to help them with homework,

이는 아이들의 과제를 도와줄 수 있는 사람이 집에 없다는 말이고,

there's nobody who can support their education.

그들의 교육을 지원해줄 사람이 아무도 없다는 뜻입니다.

Their parents can't read and write.

아이들의 부모님들은 읽거나, 쓰지 못합니다.

So it's really, really key

그 결과 실제 핵심 사업은

that we do the support of the learning in the classrooms.

저희가 교실 내의 교육을 후원하는 일입니다.

So this is essentially our model,

우리가 하는 일의 핵심은

in terms of finding, bringing the girls in,

소녀들을 찾아 학교로 복귀시키고

making sure that they're staying and learning.

학교에 다니는지, 학업에 열중하는지 확인하는 게 우리가 하는 일이라 할 수 있죠.

And we know that our model works.

그리고 우리의 활동이 효과가 있다는 것을 확신하고 있습니다.

And we know this because

왜냐하면

a most recent randomized control evaluation

가장 최근의 '무작위적성에 기초한 활동 평가'에서

confirms its efficacy.

우리 '활동의 효율성'이 긍정적이라는 결과가 나왔습니다.

Our evaluator found that over a three-year period

심사자는 지난 3년의 기간 동안

Educate Girls was able to bring back 92 percent of all out-of-school girls

Eduacte Girls가 학교에 다니지 않았던 모든 소녀의 92%를

back into school.

학교로 돌려보냈다는 것을 알아냈습니다.

And in terms of learning,

our children's learning went up significantly

as compared to control schools.

So much so, that it was like an additional year of schooling

for the average student.

And that's enormous,

when you think about a tribal child who's entering the school system

학교 체제에 처음 들어갔다는 것을 감안한다면

for the first time.

굉장한 결과입니다.

So here we have a model that works;

저희에겐 효과 있는 모델이 있습니다.

we know it's scalable,

운용 가능한 '적절한 크기'를 가진 모델이라고 보고 있는데요.

because we are already functioning at 13,000 villages.

왜냐하면 저희는 이미 13,000개의 마을에서 일하고 있기 때문입니다.

We know it's smart,

이 모델은 스마트한 특징을 가지고 있습니다.

because of the use of data and technology.

데이터와 기술을 기반으로 운영되고 있습니다.

We know that it's sustainable and systemic,

저희는 이 모델이 지속 가능한 시스템이라고 믿고 있습니다.

because we work in partnership with the community,

왜냐하면 저희는 지역 공동체와 협력하고 있지만

it's actually led by the community.

사실상 이를 주도하는 쪽은 그 지역 사회입니다.

And we work in partnership with the government,

또한 저희는 인도 정부와도 협력체계를 갖추고 있어

so there's no creation of a parallel delivery system.

정부의 정책과 중복되는 일은 발생하지 않습니다.

And so because we have this innovative partnership

이와같이 우리는 지역사회, 인도 정부

with the community, the government, this smart model,

그리고 스마트 모델과의 혁신적인 협업을 통해

we have this big, audacious dream today.

크고 야심적인 꿈을 현실로 만들고자 노력하고 있습니다.

And that is to solve a full 40 percent of the problem

앞으로 5년 안에, 학교를 다니지 않는

of out-of-school girls in India in the next five years.

And you're thinking, that's a little ...

You know, how am I even thinking about doing that,

제가 어떻게 이런 일을 할 수 있는지, 생각하는지 궁금하실 겁니다.

because India is not a small place, it's a huge country.

인도는 작은 나라가 아니라 무척 큰 나라이기 때문이겠죠.

It's a country of over a billion people.

십억명이 넘는 인구를 가진 나라이며,

We have 650,000 villages.

6십 5만여 개에 달하는 공동체를 가진 나라입니다.

How is it that I'm standing here,

제가 이 자리에서

saying that one small organization

어떻게 한 작은 단체가

is going to solve a full 40 percent of the problem?

문제의 40% 전부를 해결할 수 있다고 얘기할 수 있는 것일까요?

And that's because we have a key insight.

왜냐하면 저희에겐 문제의 핵심을 파악할 수 있는 능력이 있기 때문입니다.

And that is,

다시 말씀드리자면

because of our entire approach, with data and with technology,

데이터와 기술의 자료에 기초한

문제에 대한 통합적인 접근 방법의 결과로

인도의 5%의 마을에 학교를 다니지 않는 소녀들

that five percent of villages in India

40%가 사는 것으로 분석 되었는데 이 결과는 퍼즐의 큰 조각에 해당됩니다.

have 40 percent of the out-of-school girls.

제가 인도 전역을 돌아다닐 필요가 없다는 말입니다.

And this is a big, big piece of the puzzle.

이 문제의 큰 부분을 실질적으로 해결하기 위해서는

Which means, I don't have to work across the entire country.

약 35,000개의

I have to work in those five percent of the villages,

문제의 5%의 마을에만 집중하면 되는 것입니다.

about 35,000 villages,

이것이 또한 굉장히 중요한 정보이기도 합니다.

to actually be able to solve a large piece of the problem.

왜냐하면, 이 마을들은 학교를 다니지 않는

And that's really key,

소녀들의 수 뿐 아니라,

because these villages

영양실조, 발육부진, 빈곤, 유아 사망,

not only have high burden of out-of-school girls,

아동 결혼 등의 관련 지표에 있어서도

but also a lot of related indicators, right,

문제를 지닌 지역으로 분류되기 때문입니다.

like malnutrition, stunting, poverty, infant mortality,

그러므로 이곳에서 일하고 집중함으로써

child marriage.

이러한 지표에서 큰 변화를

So by working and focusing here,

이끌어낼 수 있는 것 입니다.

you can actually create a large multiplier effect

이는 저희가 160만 명의 소녀들을

across all of these indicators.

학교로 돌려 보낼 수 있음을 의미합니다.

And it would mean

that we would be able to bring back 1.6 million girls back into school.

제가 이 일을 십 년 넘게 해오면서,

한 번도 저에게 이런 말을 한 소녀가 없다는 것을 알려 드리고 싶습니다.

I have to say, I have been doing this for over a decade,

예를 들어, "전 집에 있고 싶어요",

and I have never met a girl who said to me,

"소를 방목하고 싶어요", "제 형제를 돌보고 싶어요",

you know, "I want to stay at home,"

"꼬마 신부가 되고 싶어요"

"I want to graze the cattle,"

이런 말은 소녀들 어느 누구도 하지 않았습니다.

"I want to look after the siblings,"

제가 만난 모든 소녀들은 모두 학교에 가고 싶어하고 있습니다.

"I want to be a child bride."

우리는 진정으로 이 문제를 해결코자 합니다.

Every single girl I meet wants to go to school.

저희는 이 백육십만 소녀들의 꿈을 이뤄줄 수 있으면 합니다.

And that's what we really want to do.

결코 많은 것을 필요하지 않습니다.

We want to be able to fulfill those 1.6 million dreams.

저희 방법으로 소녀들를 찾고 학교에 입학시키는 일은

And it doesn't take much.

약 20달러의 비용이 듭니다.

To find and enroll a girl with our model is about 20 dollars.

소녀가 배우고 있도록 지원하고 학습 프로그램을 제공하는데

To make sure that she is learning and providing a learning program,

40달러가 더 필요합니다. 지금이 이것을 실천할 때입니다.

it's another 40 dollars.

소녀는 진정으로 저희가 가진 가장 큰 자산이기 때문입니다.

But today is the time to do it.

저는 사피나 후세인이고, 소녀들을 교육시키고 있습니다.

Because she is truly the biggest asset we have.
