As an Indian, and now as a politician

I've become rather concerned about

the hype we're hearing about our own country,

"India: The next 21st-century power."

And I just don't think that's what India's all about,

और मुझे नहीं लगता की भारत इन सभी के बारे में है,

or should be all about.

Indeed, what worries me is the entire notion of world leadership

seems to me terribly archaic.

After all, what constitutes a world leader?

If it's population, we're on course to top the charts.

Is it military strength? Well, we have the world's fourth largest army.

The Americans have even recognized it,

Is it the economy? Well, we have now

And we continue to grow. When the rest of the world took a beating last year,

Soft power is a concept invented by a Harvard academic,

And, very simply, and I'm really cutting it short because of the time limits here,

But, the fact is, in fact,

And in the information era we all live in today,

I'd say that countries are increasingly being judged

by a global public that's been fed

on an incessant diet of Internet news,

of televised images,

of cellphone videos, of email gossip.

In other words, all sorts of communication devices

are telling us the stories of countries,

हमे दुनिया भर के देशो की कहानिया बता रहे है,

whether or not the countries concerned want people to hear those stories.

सम्बंधित देश उन कहानियो को बताना चाहे या न चाहे तो भी.

Now, in this age, again, countries with access

अब, इस युग में, जिन देशो के पास

to multiple channels of communication

विभिन्न सूचना के संसाधनों तक पहुच है,

and information have a particular advantage.

And of course they have more influence, sometimes, about how they're seen.

India has more all-news TV channels

than any country in the world,

in fact in most of the countries in this part of the world put together.

But, the fact still is that it's not just that.

लेकिन, तथ्य यह है की सिर्फ यह ही नहीं है.

In order to have soft power, you have to be connected.

'नर्म शक्ति' के लिए चाहिए की आप सभी से जुड़े रहे.

One might argue that India has become

कुछ लोग यह दावा कर सकते है की भारत

an astonishingly connected country.

आश्चर्यजनक रूप से एक जुदा हुआ देश बन रहा है.

I think you've already heard the figures.

मुझे लगता है की आपने सभी आंकड़े सुन ही लिए होंगे.

We've been selling 15 million cellphones a month.

हमारे यहाँ एक महीने में १.५ करोड़ मोबाईल बिक रहे है.

Currently there are 509 million cellphones

फिलहाल ५०.९ करोड़ मोबाईल है,

in Indian hands, in India.

भातियो के हाथो में, भारत में.

And that makes us larger than the U.S. as a telephone market.

In fact, those 15 million cellphones

are the most connections that any country,

But, what perhaps some of you don't realize

You know, when I grew up in India,

or an influential journalist, or a doctor or something, you might have a telephone.

But sometimes it just sat there.

I went to high school in Calcutta.

And we would look at this instrument sitting in the front foyer.

But half the time we would pick it up

there would be no dial tone.

In fact the words "wrong number" were more popular than the word "Hello."

If you then wanted to connect to another city,

और अगर आप को किसी दुसरे शहर में बात करनी हो,

let's say from Calcutta you wanted to call Delhi,

मान लीजिये, कलकत्ता से दिल्ली,

you'd have to book something called a trunk call,

तो आपको "ट्रंक काल" आरक्षित करवानी पड़ती थी,

and then sit by the phone all day, waiting for it to come through.

और फिर फोन के आगे पुरे दिन आस लगे के बैठते की कब फोन आ जाये.

Or you could pay eight times the going rate

या फिर आप आठ गुना दाम दे सकते थे,

for something called a lightning call.

' लाइटनिंग काल' के लिए.

But, lightning struck rather slowly in our country in those days,

हमारे देश में तब बिजली(ligthning) भी धीरे ही गिरती थी.

so, it was like about a half an hour for a lightning call to come through.

उस ' लाइटनिंग काल' के लिए भी हमे आधा घंटा इंतज़ार करना पड़ता था.

In fact, so woeful was our telephone service

यह इनती खस्ताहाल थी की,

that a Member of Parliament stood up in 1984 and complained about this.

एक सांसद ने १९८४ में संसद में शिकायत भी कर थी.

And the Then-Communications Minister replied in a lordly manner

और तब के हमारे संचार मंत्री ने गर्वित लहजे में उत्तर दिया,

that in a developing country

की हमारे जैसे विकासशील देश में,

communications are a luxury, not a right,

संचार एक विलासिता है न की अधिकार,

that the government had no obligation to provide better service,

और यह की सरकार बेहतर सेवा देने का कोई दायित्व नहीं है,

and if the honorable Member wasn't satisfied with his telephone,

और अगर माननीय मंत्री महोदय अपने फोन से संतुष्ट नहीं है,

could he please return it, since there was an eight-year-long waiting list

for telephones in India.

Now, fast-forward to today and this is what you see:

अब वापस आज में आते हुए आप देखते है की,

the 15 million cell phones a month.

देश में एक महीने में १.५ करोड़ मोबाईल.

But what is most striking is who is carrying those cell phones.

परन्तु, जो सबसे ज्यादा चोकाने वाली बात है, वह यह है की उन मोबाईल को कोन इस्तेमाल कर रहे है.

You know, if you visit friends in the suburbs of Delhi,

क्या आप जानते है की अगर आप दिल्ली के किसी उपनगर में अपने मित्र से मिलने जाते है,

on the side streets you will find a fellow with a cart

तो सड़क के किनारे आप एक ठेले वाले को पाएंगे,

that looks like it was designed in the 16th century,

जिसे देखने पर ऐसा लगेगा की वह सोहल्वी सदी के लिए बना है,

wielding a coal-fired steam iron

वह एक कोयले की इस्त्री चलाता है,

that might have been invented in the 18th century.

He's called an isthri wala. But he's carrying a 21st-century instrument.

He's carrying a cell phone because most incoming calls are free,

And it's the best thing and the most nutritious and refreshing thing you can drink

on a hot day in the tropics, so I said sure.

to find out where they get the best possible prices.

Farmers now, who used to have to spend half a day of backbreaking labor

किसान , जो की आधा दिन कड़ी कमर तोड़ मेहनत में निकाल देते थे,

to find out if the market town was open,

यह जानने में की कस्बे का बाज़ार खुला है की नहीं,

if the market was on,

की बाज़ार चालु है या नहीं,

whether the product they'd harvested could be sold, what price they'd fetch.

की जो फसल उन्होंने काटी है वह बिकेगी या नहीं, उनकी कीमत क्या होगी.

They'd often send an eight year old boy all the way on this trudge

वे कई बार एक आठ साल के बच्चे को ऊबड़-खाबड़ रस्ते पर

to the market town to get that information and come back,

then they'd load the cart.

Today they're saving half a day's labor with a two minute phone call.

So this empowerment of the underclass

is the real result of India being connected.

भारत के संपर्क में रहने की वजह से हुआ है.

And that transformation is part of where India is heading today.

और यह परिवर्तन केवल उसका हिस्सा है जहाँ भारत जा रहा है.

But, of course that's not the only thing about India that's spreading.

लेकिन, बेशक भारत में सिर्फ एक यही चीज़ नहीं है जो तेज़ी से फल-फूल रही है.

You've got Bollywood. My attitude to Bollywood is best summarized

आपके पास फिर बॉलीवुड है. मेरा बॉलीवुड की तरफ दृष्टिकोण बहुत सारांशित है

in the tale of the two goats at a Bollywood garbage dump --

दो बकरियों की एक कहानी बॉलीवुड के कचरे के ढेर में,

Mr. Shekhar Kapur, forgive me --

and they're chewing away on cans of celluloid discarded by a Bollywood studio.

I usually tend to think that the book is usually better,

but, having said that,

the fact is that Bollywood is now

taking a certain aspect of Indian-ness and Indian culture around the globe,

not just in the Indian diaspora in the U.S. and the U.K.,

सिर्फ अमेरिका और ब्रिटेन के प्रवासी भारतीयों मैं ही नहीं,

but to the screens of Arabs and Africans, of Senegalese and Syrians.

बल्कि अरब और अफ्रीका के पर्दों पर भी, सेनेगल और सीरिया के भी.

I've met a young man in New York whose illiterate mother

में एक युवा लड़के से न्यू योर्क में मिला, जिनकी अनपढ़ माँ

in a village in Senegal

सेनेगल के एक जांव में रहती थी,

takes a bus once a month to the capital city of Dakar,

just to watch a Bollywood movie.

She can't understand the dialogue.

But these movies are made to be understood despite such handicaps,

And this is happening more and more.

Afghanistan, we know what a serious security problem

अफगानिस्तान में हमे पता है की सुरक्षा एक बहुत बड़ा मसला है.

Afghanistan is for so many of us in the world.

अफगानिस्तान हम में से बहुत लोगो के लिए है.

India doesn't have a military mission there.

भारत का वह कोई सेन्य अभियान चालु नहीं है.

You know what was India's biggest asset in Afghanistan in the last seven years?

क्या आप जानते है की अफगानिस्तान में पिछले सां सालों में भारत की सबसे बड़ी संपत्ति क्या थी?

One simple fact:

एक बहुत ही छोटा सा तथ्य:

you couldn't try to call an Afghan at 8:30 in the evening.

आप अफगान में शाम ८:३० बजे फोन नहीं कर सकते the.

Why? Because that was the moment

क्यों? क्योकि यह वो समय था

when the Indian television soap opera,

"Kyunki Saas Bhi Kabhi Bahu Thi," dubbed into Dari, was telecast on Tolo T.V.

so this is not Indian propaganda, a British news agency --

That's soft power. And that is what India is developing

The same is true, of course -- we don't have time for too many more examples --

but it's true of our music, of our dance,

I mean, the proliferation of Indian restaurants

since I first went abroad as a student, in the mid '70s,

So the empire can strike back.

But, with this increasing awareness of India,

with yoga and ayurveda, and so on,

comes something vital in the information era,

Stereotypes are changing. I mean, again, having gone to the U.S.

as a student in the mid '70s,

I knew what the image of India was then, if there was an image at all.

Today, people in Silicon Valley and elsewhere

speak of the IITs, the Indian Institutes of Technology

with the same reverence they used to accord to MIT.

This can sometimes have unintended consequences. OK.

I had a friend, a history major like me,

मेरा एक दोस्त है, इतिहास पढ़ा हुआ, मेरी तरह,

who was accosted at Schiphol Airport in Amsterdam,

by an anxiously perspiring European saying,

"You're Indian, you're Indian! Can you help me fix my laptop?"

We've gone from the image of India as

land of fakirs lying on beds of nails,

and snake charmers with the Indian rope trick,

और सपेरो की रस्सी वाले जादू की,

to the image of India as a land of mathematical geniuses,

से उस छवि तक जहा भारत को गणितज्ञों की धरती,

computer wizards, software gurus.

कंप्यूटर के जादूगरों की धरती, सोफ्टवेयरों के गुरुओं की धरती तक.

But that too is transforming the Indian story around the world.

लेकिन यह भी भारतीय कहानी को बदल रहा है.

But, there is something more substantive to that.

लेकिन, वहा और भी कुछ ठोस है.

The story rests on a fundamental platform

यह कहानी एक आधारभूत ढांचे पर खड़ी हैं,

of political pluralism.

राजनितिक बहुवाद के.

It's a civilizational story to begin with.

यह एक सभ्यता की कहानी है.

Because India has been an open society for millennia.

India gave refuge to the Jews, fleeing the destruction of the first temple

by the Babylonians, and said thereafter by the Romans.

That's the Indian story.

Islam came peacefully to the south,

slightly more differently complicated history in the north.

But all of these religions have found a place and a welcome home in India.

लेकिन, इन सभी धर्मो को भारत में अपनी जगह मिली है और भारत में इनका स्वागत किया गया है.

You know, we just celebrated, this year, our general elections,

जैसा की आप को पता है, हमने इसी साल जश्न मनाया है, हमारे राष्ट्रीय आम चुनाव,

the biggest exercise in democratic franchise in human history.

मानव के इतिहास में लोकतान्त्रिक मताधिकार का सबसे बड़ा आयोजन.

And the next one will be even bigger, because our voting population

और अगला इससे भी बड़ा होगा, क्योकि हमारी जनसँख्या

keeps growing by 20 million a year.

२ करोड़ सालन की रफ़्तार से भड रही है.

But, the fact is

लेकिन, यह भी सच है की

that the last elections, five years ago,

पिछले चुनावो ने, पांच साल पहले,

gave the world extraordinary phenomenon

दुनियां के सामने एक अशाधारण धटना हुई,

of an election being won by a woman political leader

एक महिला के चुनाव जितने की,

of Italian origin and Roman Catholic faith, Sonia Gandhi,

इटालियन मूल की और रोमन कैथोलिक में विश्वास वाली, सोनिया गाँधी,

who then made way for a Sikh, Mohan Singh,

और उन्होंने एक सिख के अपनी जगह दे दी, मन मोहन सिंह,

to be sworn in as Prime Minister

by a Muslim, President Abdul Kalam,

in a country 81 percent Hindu.

This is India, and of course it's all the more striking

because it was four years later that we all applauded

the U.S., the oldest democracy in the modern world,

more than 220 years of free and fair elections,

which took till last year to elect a president or a vice president

who wasn't white, male or Christian.

So, maybe -- oh sorry, he is Christian, I beg your pardon --

and he is male, but he isn't white.

All the others have been all those three.

All his predecessors have been all those three,

and that's the point I was trying to make.

But, the issue is

that when I talked about that example,

की जब लोग इस उदहारण की बात करते है,

it's not just about talking about India, it's not propaganda.

वे सिर्फ भारत के बारे में बात नहीं करते है, यह कोई मुद्दा नहीं है.

Because ultimately, that electoral outcome

क्योकि अंत में, उस चुनाव के परिणाम

had nothing to do with the rest of the world.

It was essentially India being itself.

And ultimately, it seems to me,

that always works better than propaganda.

Governments aren't very good at telling stories.

But people see a society for what it is,

लेकिन, लोग समाज को उसी नज़र से देखते है जो की वह समाज है,

and that, it seems to me, is what ultimately

और यह, जैसा की मैं सोचता हु, अंत में,

will make a difference in today's information era,

अंतर लाएगा, आज के इस सूचना के युग में,

in today's TED age.

So India now is no longer

तो भारत अब,

the nationalism of ethnicity or language or religion,

because we have every ethnicity known to mankind, practically,

we've every religion know to mankind,

with the possible exception of Shintoism,

We've got all of that.

हमारे पास यह सब कुछ है.

We don't even have geography uniting us,

हमारी भोगोलिक स्तिथि भी एक भांति की नहीं है.

because the natural geography of the subcontinent

क्योकि यहाँ उपमहाद्वीप का प्राकृतिक भूगोल,

framed by the mountains and the sea was hacked

पहाड़ो और समुद्र से तराशा हुआ, खंडित कर दिया गया,

by the partition with Pakistan in 1947.

१९४७ के पाकिस्तान के बंटवारे की वजह से.

In fact, you can't even take the name of the country for granted,

वास्तविकता में, आप इस देश का नाम भी सिर्फ बोलने के इए नहीं बोल सकते.

because the name "India" comes from the river Indus,

क्योकि यह नाम "इंडिया", इंडस नदी से लिया गया है,

which flows in Pakistan.

But, the whole point is that India

is the nationalism of an idea.

It's the idea of an ever-ever-land,

emerging from an ancient civilization,

एक प्राचीन सभ्यता से उभरती हुई,

united by a shared history,

इतिहास के योगदान से संगठित हुई वि,

but sustained, above all, by pluralist democracy.

और इन सबसे ऊपर, बहुवाद लोकतंत्र से निरंतर स्थिर बनी रही.

That is a 21st-century story as well as an ancient one.

यह एक इक्कीसवी सदी की कहानी है, और एक प्राचीन कहानी भी हैं.

And it's the nationalism of an idea that

और यह उस कल्पना का राष्ट्रीयकरण है जो

essentially says you can endure differences of caste, creed,

कहता है की आप भिन्न भिन्न प्रकार की जाती, पंथ,

color, culture, cuisine, custom and costume, consonant, for that matter,

रंग, संस्कृति, खान-पान, प्रथा एवं पहनावे को मानते है,

and still rally around a consensus.

औए फिर भी एक आम सहमति बना लेते है.

And the consensus is of a very simple principle,

और यह सहमती एक बहुत ही सरल सिद्धांत पर है,

that in a diverse plural democracy like India

की भारत जैसे इस अनेकता के लोकतंत्र में

you don't really have to agree on everything all the time,

आपको हमेशा एक ही बात पर सहमती नहीं बनानी पड़ती,

so long as you agree on the ground rules

जब तक आप उस नियम कायदे क़ानून मानते रहे

of how you will disagree.

की आप कैसे असहमति जताते है.

The great success story of India,

यह भारत की सफलता की कहानी है,

a country that so many learned scholars and journalists

एक देश जिसके बारे में पंडित विद्वानों और पत्रकारों ने

assumed would disintegrate, in the '50s and '60s,

यह सोच लिया था की वह खंडित हो जायेगा, ५० व ६० के दशक में,

is that it managed to maintain consensus on how to survive without consensus.

लेकिन इन्होने इस बात पर सहमती बना ली की असहमति में भी कैसे जिया जाये.

Now, that is the India that is emerging into the 21st century.

अब यही वो भारत है जो इक्कीसवी सदी में उभर रहा है.

And I do want to make the point

और मैं यही कहना छह रहा था

that if there is anything worth celebrating about India,

की, अगर भारत के बारे में कुछ उल्लासपूर्ण hai,

it isn't military muscle, economic power.

तो वह ना तो सेन्य शक्ति है, न ही आर्थिक ताकत.

All of that is necessary,

और वो जो कुछ भी आवश्यक है,

but we still have huge amounts of problems to overcome.

लेकिन हमारे पास अभी भी बहुत सारी समस्याएं है सुलझाने के लिए.

Somebody said we are super poor, and we are also super power.

किसी ने कहा था की हम अति दरिद्र है और अति शक्तिशाली भी.

We can't really be both of those.

We have to overcome our poverty. We have to deal with the

hardware of development,

the ports, the roads, the airports,

all the infrastructural things we need to do,

and the software of development,

और विकास के सोफ्टवेयर का,

the human capital, the need for the ordinary person in India

मानव संसाधन का,एक आम आदमी की जरूरत का

to be able to have a couple of square meals a day,

की वह दो वक्त की रोटी खा सके,

to be able to send his or her children

अपने बच्चो को भेज सके

to a decent school,

एक अच्छे विद्यालय में,

and to aspire to work a job

और एक ऐसी नौकरी की khwaish

that will give them opportunities in their lives

जो उन्हें जिंदगी में ऐसे अवसर दे सके

that can transform themselves.

की वे अपने आप को परिवर्तित कर सकें.

But, it's all taking place, this great adventure of conquering those challenges,

लेकिन, यह सब हो रहा है, यह एक महान रोमांचक यात्रा है इन सभी चुनौतियों पर काबू पाने की,

those real challenges which none of us can pretend don't exist.

But, it's all taking place in an open society,

in a rich and diverse and plural civilization,

That's why India belongs at TED,
