As an Indian, and now as a politician

I've become rather concerned about

the hype we're hearing about our own country,

all this talk about India becoming a world leader,

even the next superpower.

In fact, the American publishers of my book,

"The Elephant, The Tiger and the Cell Phone,"

미국 출판사는 "인도: 다음 21세기의 힘"이란

added a gratuitous subtitle saying,

불필요한 부제목을

"India: The next 21st-century power."

덧붙이기도 하였습니다.

And I just don't think that's what India's all about,

하지만 전 그게 인도의 전부도, 전부여야 한다고

or should be all about.

생각하지 않습니다.

Indeed, what worries me is the entire notion of world leadership

정말이지, 제가 걱정되는 것은 세계 리더십에 대한 생각이

seems to me terribly archaic.

너무 구식이란 것입니다.

It's redolent of James Bond movies

그건 제임스 본드 영화나 키플링의

and Kipling ballads.

발라드를 생각나게 합니다.

After all, what constitutes a world leader?

결국 무엇이 세계 리더를 만들까요?

If it's population, we're on course to top the charts.

그것이 인구 수라면 우리는 물론 최상위권 입니다.

We will overtake China by 2034.

우리는 2034년까지 중국을 능가할테니까요.

Is it military strength? Well, we have the world's fourth largest army.

그렇다면 군사력일까요? 음, 우린 세계에서 4번째로 큰 군대를 갖고 있습니다.

Is it nuclear capacity? We know we have that.

그것이 핵무기의 소유 여부일까요? 우리가 핵무기를 갖고 있음을 압니다.

The Americans have even recognized it,

in an agreement.

Is it the economy? Well, we have now

the fifth-largest economy in the world

And we continue to grow. When the rest of the world took a beating last year,

we grew at 6.7 percent.

But, somehow, none of that adds up to me,

And so I wondered, could

what, in other words, people like to call "soft power."

Soft power is a concept invented by a Harvard academic,

Joseph Nye, a friend of mine.

조셉 나이가 발명한 개념입니다.

And, very simply, and I'm really cutting it short because of the time limits here,

시간 제한 때문에 짧고 간단하게 설명하자면

it's essentially the ability of a country to attract others

소프트 파워는 결국 한 나라의 문화, 정치적 가치,

because of its culture, its political values,

외교 정책 등으로 다른 이들의 관심을 끄는

its foreign policies.

한 나라의 능력입니다.

And, you know, lots of countries do this. He was writing initially about the States,

아시다시피 많은 나라들은 이것을 하고 있죠. 조셉 나이는 먼저 미국에 대해 설명합니다.

but we know the Alliance Francaise

그렇지만 알리앙스 프랑세스(프랑스 문화원)는

is all about French soft power, the British Council.

The Beijing Olympics were an exercise in Chinese soft power.

Americans have the Voice of America and the Fulbright scholarships.

But, the fact is, in fact,

that probably Hollywood and MTV and McDonalds

have done more for American soft power

around the world than any specifically government activity.

So soft power is something that really emerges

partly because of governments,

but partly despite governments.

And in the information era we all live in today,

what we might call the TED age,

I'd say that countries are increasingly being judged

by a global public that's been fed

on an incessant diet of Internet news,

그치지 않는 인터넷 뉴스들과

of televised images,

핸드폰으로 전송된 화면들,

of cellphone videos, of email gossip.

이메일로 퍼지는 소문들,

In other words, all sorts of communication devices

다시 말하자면 모든 종류의 소통수단들에 의해서

are telling us the stories of countries,

각 나라들의 이야기들이 전해지고 있습니다.

whether or not the countries concerned want people to hear those stories.

이 나라들이 각자 국민들에게 이런 소식들을 듣게 하고 싶든 상관없이 말입니다.

Now, in this age, again, countries with access

다시 한번 말하지만 이 시대엔, 여러 소통 수단과

to multiple channels of communication

각종 채널의 정보 근접력을 가진 나라들이

and information have a particular advantage.

조금 더 유리합니다.

And of course they have more influence, sometimes, about how they're seen.

그리고 물론 그들은 그들이 어떻게 보여지는지에 대해 더 많은 영향력을 갖고 있습니다.

India has more all-news TV channels

인도는 그 어떤 나라보다 많은

than any country in the world,

뉴스 TV 채널을 갖고 있습니다.

in fact in most of the countries in this part of the world put together.

실은 아시아의 대부분을 합친 것보다 많을 정도입니다.

But, the fact still is that it's not just that.

하지만 제 요점은 그것만이 아닙니다.

In order to have soft power, you have to be connected.

소프트 파워를 갖기 위해서, 연결되어 있어야합니다.

One might argue that India has become

어떤 사람은 인도는 벌써

an astonishingly connected country.

놀라울 정도로 잘 연결되어 있는 국가라고 말할지 모르겠습니다.

I think you've already heard the figures.

이미 그 관련 숫자에 대해 들으신 적이 있으리라 생각합니다.

We've been selling 15 million cellphones a month.

인도에선 한달에 1500만개의 핸드폰이 팔리고 있습니다.

Currently there are 509 million cellphones

현재 인도안에서 5억 9백만개의

in Indian hands, in India.

핸드폰이 사용되고 있습니다.

And that makes us larger than the U.S. as a telephone market.

In fact, those 15 million cellphones

are the most connections that any country,

including the U.S. and China,

has ever established in the history of telecommunications.

But, what perhaps some of you don't realize

is how far we've come to get there.

You know, when I grew up in India,

telephones were a rarity.

In fact, they were so rare that elected members of Parliament

had the right to allocate 15 telephone lines

원하는 곳에 15개의 전화선을 설치할 수 있는

as a favor to those they deemed worthy.

권리를 받기도 하였습니다.

If you were lucky enough to be a wealthy businessman

그당시엔 당신이 운이 좋은 돈많은 사업가이거나

or an influential journalist, or a doctor or something, you might have a telephone.

영향력 있는 기자이거나 의사이거나 하면, 전화를 갖고 있었을지도 모릅니다.

But sometimes it just sat there.

하지만 어쩔 땐 무용지물로 설치된채로 있기도 했습니다.

I went to high school in Calcutta.

전 칼커타에 있는 고등학교를 나왔습니다.

And we would look at this instrument sitting in the front foyer.

그리고 우린 로비에 있는 그 물건을 볼 수 있었습니다.

But half the time we would pick it up

하지만 반 정도는 전화기를 집어 들었을때

with an expectant look on our faces,

기대에 한 표정으로 말입니다.

there would be no dial tone.

발신음 소리가 나지 않았습니다.

If there was a dial tone and you dialed a number,

발신음이 있는 상태에서 번호를 누르면

the odds were two in three you wouldn't get the number you were intending to reach.

희한하게도 3분의 2의 정도 경우에는 제대로 원하는 곳에 연결되지 않았습니다.

In fact the words "wrong number" were more popular than the word "Hello."

그래서 "여보세요"란 것보단 "잘못 거셨습니다"가 더 많았지요.

(Laughter)

(웃음)

If you then wanted to connect to another city,

만약 다른 도시와 연결하고 싶다면,

let's say from Calcutta you wanted to call Delhi,

예를 들어 캘커타에서 델리에 걸고 싶다고 합시다,

you'd have to book something called a trunk call,

장거리 전화를 예약해야 했는데

and then sit by the phone all day, waiting for it to come through.

그러면 전화 옆에 하루종일 앉아서 연결될때 까지 기다려야 했지요.

Or you could pay eight times the going rate

아니면 일반 요금보다 8배 더 많은 요금을 지불하고

for something called a lightning call.

번개 콜이란 걸 연결해야 했습니다.

But, lightning struck rather slowly in our country in those days,

하지만 그당시 그 번개는 인도에선 조금 느린 편이었고

so, it was like about a half an hour for a lightning call to come through.

30분 정도는 기다려야 들어왔습니다.

In fact, so woeful was our telephone service

사실, 인도의 전화 시스템은 1984년 당시

that a Member of Parliament stood up in 1984 and complained about this.

국회 의원이 불평했을 정도로 형편없었습니다.

And the Then-Communications Minister replied in a lordly manner

그리고 전화국장이 거만하게 대답했던 내용은

that in a developing country

개발도상국가에서

communications are a luxury, not a right,

커뮤니케이션은 사치지 권리가 아니라고 하면서

that the government had no obligation to provide better service,

정부는 더 나은 서비스를 제공할 의무가 없었고

and if the honorable Member wasn't satisfied with his telephone,

존경스런 의원님이 전화서비스에 만족하지 않으신다면

could he please return it, since there was an eight-year-long waiting list

8년정도 걸릴 긴 예약 리스트가 있으니

for telephones in India.

전화를 반납해도 된다고 하였습니다.

Now, fast-forward to today and this is what you see:

자, 오늘날로 돌아와서, 이젠 한달에 1500만 개의 핸드폰이

the 15 million cell phones a month.

판매되고 있습니다.

But what is most striking is who is carrying those cell phones.

하지만 가장 놀라운 것은 누가 이 핸드폰을 갖고 있느냐입니다.

You know, if you visit friends in the suburbs of Delhi,

아시다시피 델리 교외의 친구들을 만나러 가면

on the side streets you will find a fellow with a cart

길 옆에 16세기에 디자인 된 것같은

that looks like it was designed in the 16th century,

수레를 끌고 있는 사람이

wielding a coal-fired steam iron

달군 숯을 쓰는 다리미 -

that might have been invented in the 18th century.

마치 18세기에나 발명되었을 법한 -를 사용하고 있는 것을 볼 수 있습니다.

He's called an isthri wala. But he's carrying a 21st-century instrument.

그는 이스트리 왈라(인도에서 다림질, 세탁을 직업으로 삼는 사람)라 불리지만, 21세기에 발명된 물건을 갖고 있습니다.

He's carrying a cell phone because most incoming calls are free,

그가 핸드폰을 갖고 다니는 이유는 대부분 수신 전화는 공짜기 때문입니다.

and that's how he gets orders from the neighborhood,

그리고 그는 그렇게 주변에서 주문을 받아

to know where to collect clothes to get them ironed.

어디서 일감을 받아와 옷을 받고 다림질할지 압니다.

The other day I was in Kerala, my home state,

at the country farm of a friend,

about 20 kilometers away from any place you'd consider urban.

And it was a hot day and he said, "Hey, would you like some fresh coconut water?"

어느 더운 날 친구가 "코코넛 주스 좀 마실래?"라고 했습니다.

And it's the best thing and the most nutritious and refreshing thing you can drink

코코넛 주스는 그곳에서 마실 수 있는 가장 영양가 있고 맛있는 것이었습니다.

on a hot day in the tropics, so I said sure.

그래서 전 좋다고 대답했지요.

And he whipped out his cellphone, dialed the number,

그러자 친구는 핸드폰을 꺼내더니 번호를 누르자

and a voice said, "I'm up here."

"저 지금 위에 있습니다"란 목소리가 들렸습니다.

And right on top of the nearest coconut tree,

그리고 가장 가까이 있던 코코넛 나무 위에

with a hatchet in one hand and a cell phone in the other,

전문 코코넛 수확자가 한손엔 도끼와 다른 한손엔 핸드폰을

was a local toddy tapper,

들고 있었고

who proceeded to bring down the coconuts for us to drink.

그는 우리가 마실 코코넛을 따다 가져다 주었습니다.

Fishermen are going out to sea and carrying their cell phones.

어부들은 바다에 핸드폰을 가지고 나갑니다.

When they catch the fish they call all the market towns along the coast

그들이 고기를 잡으면 해변가 시장 골목에 전화를 해서

to find out where they get the best possible prices.

가장 좋은 가격을 알아냅니다.

Farmers now, who used to have to spend half a day of backbreaking labor

농부들은 하루의 반을 등이 휘어지도록

to find out if the market town was open,

도시 시장이 열렸는지,

if the market was on,

장이 시작되었는지,

whether the product they'd harvested could be sold, what price they'd fetch.

수확한 작물들이 팔릴 수 있는지, 어떤 가격에 팔리는지 알기 위해 돌아다녀야 했습니다.

They'd often send an eight year old boy all the way on this trudge

이들은 이 장거리 여정에 8살난 소년을 보내어

to the market town to get that information and come back,

시장에 가 정보를 얻어오게 한 뒤

then they'd load the cart.

카트를 채우곤 하였습니다.

Today they're saving half a day's labor with a two minute phone call.

이제 그들은 2분 전화 통화로 하루의 반씩이나 걸렸던 노동력을 아낍니다.

So this empowerment of the underclass

그래서 이러한 사회 저변층에 대한 기능 부여가

is the real result of India being connected.

인도가 연결된 진짜 이유입니다.

And that transformation is part of where India is heading today.

그리고 그런 변화가 오늘날 인도가 추구하고 있는 한 부분입니다.

But, of course that's not the only thing about India that's spreading.

하지만 물론 이것은 인도에 퍼지고 있는 유일한 현상은 아닙니다.

You've got Bollywood. My attitude to Bollywood is best summarized

발리우드가 있습니다. 발리우드에 대한 제 견해는

in the tale of the two goats at a Bollywood garbage dump --

발리우드 쓰레기 더미의 두 염소 이야기로 함축됩니다 --

Mr. Shekhar Kapur, forgive me --

셰카 카푸르 씨(인도의 유명한 영화 제작자), 용서해주십시오 --

and they're chewing away on cans of celluloid discarded by a Bollywood studio.

이들은 발리우드 스튜디오에서 버려진 셀룰로이드 캔을 씹고 있었습니다.

And the first goat, chewing away, says, "You know, this film is not bad."

첫번째 염소가 "이봐, 이 필름은 맛이 나쁘지 않아"라고 했지요.

And the second goat says, "No, the book was better."

두번째 염소는 "아니, 책이 더 나았어"라고 했습니다.

(Laughter)

I usually tend to think that the book is usually better,

저도 책이 더 낫다고 생각하는 편이지만

but, having said that,

생각해보면

the fact is that Bollywood is now

중요한 사실은 발리우드가 이제

taking a certain aspect of Indian-ness and Indian culture around the globe,

미국과 영국에서의 디아스포라만이 아닌 아랍과 아프리카, 세네갈과 시리아까지도

not just in the Indian diaspora in the U.S. and the U.K.,

인도적인 것과 인도 문화를 널리 퍼뜨리는 데

but to the screens of Arabs and Africans, of Senegalese and Syrians.

중요한 역할을 하고 있다는 것입니다.

I've met a young man in New York whose illiterate mother

전 세네갈의 작은 마을에 살며 한 달에 한 번

in a village in Senegal

발리우드 영화를 보기 위해

takes a bus once a month to the capital city of Dakar,

문맹임에도 불구하고 버스로 다카르 수도에 가는

just to watch a Bollywood movie.

어머니를 둔 뉴욕의 젊은이를 만난 적 있습니다.

She can't understand the dialogue.

그녀는 대화를 알아듣지 못했지요.

She's illiterate, so she can't read the French subtitles.

문맹이니까 불어 자막도 읽지 못했습니다.

But these movies are made to be understood despite such handicaps,

하지만 이 영화들은 이런 문제가 있는 사람들도 이해할 수 있게 만들어져 있었고

and she has a great time in the song and the dance and the action.

그래서 그녀는 노래와 춤과 액션과 함께 즐거운 시간을 보내며

She goes away with stars in her eyes about India, as a result.

결과적으로 인도에 대한 좋은 생각이 남게 됩니다.

And this is happening more and more.

그리고 이런 일은 더 늘고 있습니다.

Afghanistan, we know what a serious security problem

아프가니스탄, 우리는 아프가니스탄이 세계적으로도

Afghanistan is for so many of us in the world.

안보상 심각한 위협이 되고 있음을 압니다.

India doesn't have a military mission there.

인도는 거기에 주둔하는 군대가 없습니다.

You know what was India's biggest asset in Afghanistan in the last seven years?

지난 7년간 아프가니스탄에 있는 인도의 가장 큰 자산은 무엇이었을까요?

One simple fact:

한가지 간단한 사실을 알려드리자면

you couldn't try to call an Afghan at 8:30 in the evening.

아프간 사람에게 저녁 8시 30분에 전화하면 안됩니다.

Why? Because that was the moment

왜냐고요? 왜냐면 그땐 인도의

when the Indian television soap opera,

드라마가 그 나라 언어로 더빙되어 Todo TV로

"Kyunki Saas Bhi Kabhi Bahu Thi," dubbed into Dari, was telecast on Tolo T.V.

방영되는 시간이기 때문이지요.

And it was the most popular television show in Afghan history.

그리고 이건 아프가니스탄 역사상 가장 인기있는 TV쇼였습니다.

Every Afghan family wanted to watch it.

모든 아프간 가족이 보고싶어 했지요.

They had to suspend functions at 8:30.

그들은 모든 일을 8시 30분에 끝내야 했습니다.

Weddings were reported to be interrupted

그래서 결혼식이 방해받았다는 보고도 있었는데

so guests could cluster around the T.V. set,

하객들이 TV 근처에 모여있다가

and then turn their attention back to the bride and groom.

TV를 끄고 나서야 신부와 신랑에게 주의를 돌린다는 것이지요.

Crime went up at 8:30. I have read a Reuters dispatch --

로이터 통신은 범죄율이 8시 30분에 올라갔다고 합니다 --

so this is not Indian propaganda, a British news agency --

그러니까 이건 인도를 광고하는 게 아니라 영국 뉴스였습니다 --

about how robbers in the town of Musarri Sharif*

무사리 사리프의 한 도시에선 8시 30분에 도둑들이

stripped a vehicle of its windshield wipers,

와이퍼와 휠 캡, 사이드미러 등

its hubcaps, its sideview mirrors,

떼어낼 수 있는 모든 부분은

any moving part they could find, at 8:30,

다 떼서 도망갔다고 합니다.

because the watchmen were busy watching the T.V. rather than minding the store.

왜냐하면 경비들은 가게에 신경쓰는 대신 TV를 보고 있었거든요.

And they scrawled on the windshield in a reference to the show's heroine,

그리고 도둑들은 유리에 쇼의 여주인공에 대해 쓰고 갔습니다.

"Tulsi Zindabad": "Long live Tulsi."

"툴시 진다바드" : 뜻은 "장수하세요 툴시"

That's soft power. And that is what India is developing

그게 바로 소프트 파워입니다. 그리고 그게 인도가

through the "E" part of TED:

TED의 "E", 즉 엔터테인먼트 사업을 통해

its own entertainment industry.

발전시키고 있는 것입니다.

The same is true, of course -- we don't have time for too many more examples --

많은 예제들을 위한 시간은 없지만,

but it's true of our music, of our dance,

인도의 음악, 인도의 춤

of our art, yoga, ayurveda, even Indian cuisine.

인도의 예술, 요가, 아유르베다 (인도 전통 의술), 인도 음식까지도 마찬가지입니다..

I mean, the proliferation of Indian restaurants

제 말은, 제가 70년대 중반에 학생으로서

since I first went abroad as a student, in the mid '70s,

유학을 왔을 때 인도 식당의 숫자가 급증했고, 이젠

and what I see today, you can't go to a mid-size town in Europe or North America

유럽이나 북아메리카에서 중간 정도 크기의 도시에 가면 인도 식당을

and not find an Indian restaurant. It may not be a very good one.

볼 수 있습니다. 맛있는 곳은 아닐지도 모르겠습니다.

But, today in Britain, for example,

Indian restaurants in Britain

영국의 인도 식당들은

employ more people than the coal mining,

석탄 탄광과 조선 공장과 철과 강철 사업의

ship building and iron and steel industries combined.

고용자들을 모두 합한 것보다 더 많은 사람을 고용하고 있다고 합니다.

So the empire can strike back.

그러니까 왕국은 다시 반격할 수 있는 것입니다.

But, with this increasing awareness of India,

하지만 인도에 대해 급증하는 관심과

with yoga and ayurveda, and so on,

여러분과 저 그리고

with tales like Afghanistan,

아프가니스탄의 이야기와 함께

comes something vital in the information era,

지금 정보시대에는 중요한 것이 있습니다,

the sense that in today's world

지금 이 세계에서는

it's not the side of the bigger army that wins,

큰 군대가 있는 쪽이 이기는 게 아니라

it's the country that tells a better story that prevails.

더 좋은 이야기를 하는 쪽이 승리하는 것입니다.

And India is, and must remain, in my view, the land of the better story.

제 생각에 인도는 좋은 이야기의 나라이며 앞으로도 계속 그래야 합니다.

Stereotypes are changing. I mean, again, having gone to the U.S.

편견들은 바뀌고 있습니다. 또 제가 70년대 중반에

as a student in the mid '70s,

미국에 유학간 경험을 꺼내자면

I knew what the image of India was then, if there was an image at all.

전 인도에 대한 이미지가 있다면, 아니 있기나 한다면 무엇이었는지 알았습니다.

Today, people in Silicon Valley and elsewhere

이젠 실리콘 밸리나 다른 곳의 사람들이

speak of the IITs, the Indian Institutes of Technology

IIT, 즉 인도공과대학에 대해 MIT에 대한 숭배처럼

with the same reverence they used to accord to MIT.

이야기하곤 합니다.

This can sometimes have unintended consequences. OK.

이는 가끔은 의도치 않은 귀추를 가져오기도 합니다. 맞습니다.

I had a friend, a history major like me,

전 저처럼 역사 전공을 한 친구가 있습니다.

who was accosted at Schiphol Airport in Amsterdam,

어느날 그에게 암스테르담 스키폴 공항에서

by an anxiously perspiring European saying,

"당신 인도 사람이죠! 맞죠! 제 노트북 좀 고쳐주실래요?"라고

"You're Indian, you're Indian! Can you help me fix my laptop?"

당황하며 진땀을 흘리던 한 유럽사람이 외치듯 말을 걸어 왔다고 합니다.

We've gone from the image of India as

우리가 만든 인도의 이미지는

land of fakirs lying on beds of nails,

바늘침대에 누워있는 수도승들과

and snake charmers with the Indian rope trick,

뱀과 함께 인도 밧줄 묘기를 선보이는 마술사의 나라에서

to the image of India as a land of mathematical geniuses,

수학적 천재들, 컴퓨터 마법사, 소프트웨어 구루들의

computer wizards, software gurus.

나라가 되었습니다.

But that too is transforming the Indian story around the world.

하지만 그것 역시 세계에 알려진 인도의 이야기를 바꾸고 있지요.

But, there is something more substantive to that.

하지만 이에 더 실재적인 것이 있습니다.

The story rests on a fundamental platform

이 이야기는 정치적 다원성에

of political pluralism.

기초하고 있습니다.

It's a civilizational story to begin with.

이것은 문명적인 이야기로부터 시작됩니다.

Because India has been an open society for millennia.

왜냐하면 인도는 수천 년간 열린 사회였기 때문이지요.

India gave refuge to the Jews, fleeing the destruction of the first temple

인도는 바빌론인들, 그리고 로마인들에게 핍박을 받아온

by the Babylonians, and said thereafter by the Romans.

유태인들을 구해주었습니다.

In fact, legend has is that when Doubting Thomas, the Apostle, Saint Thomas,

게다가 전설 중 하나는 기원후 52년쯤 '의심 많은 토마스'라고 불린

landed on the shores of Kerala, my home state,

사도인 성 토마스가 저의 고향인 케랄라의

somewhere around 52 A.D.,

해변에 도착했고,

he was welcomed on shore by a flute-playing Jewish girl.

플룻을 부는 유태인 소녀가 반겨주었다고 전합니다.

And to this day remains the only Jewish diaspora

그리고 이것은 지금까지도 반유대주의와

in the history of the Jewish people, which has never encountered

단 한번도 맞부딪힌 적이 없는 유일한 유태인 디스포라로

a single incident of anti-semitism.

남아있습니다.

That's the Indian story.

그게 인도의 이야기입니다.

Islam came peacefully to the south,

이슬람교는 북쪽엔 조금

slightly more differently complicated history in the north.

어렵고 복잡한 역사가 있겠지만 남쪽엔 평화롭게 상륙하였습니다.

But all of these religions have found a place and a welcome home in India.

하지만 이 모든 종교들은 인도에서 반겨지고 자리잡을 수 있었습니다.

You know, we just celebrated, this year, our general elections,

아시다시피 우리는 얼마 전에 세상에서 가장 큰 민주적 선거권인

the biggest exercise in democratic franchise in human history.

올해의 총선거를 지냈습니다.

And the next one will be even bigger, because our voting population

그리고 우리나라 투표자 수는 매년 2000만 명씩 늘어나기 때문에

keeps growing by 20 million a year.

내년엔 심지어 더 커질 것입니다.

But, the fact is

하지만 중요한 것은

that the last elections, five years ago,

5년 전 우리의 지난 선거가

gave the world extraordinary phenomenon

세계적으로 아주 특이한 현상을 보여줬다는 것인데,

of an election being won by a woman political leader

이 선거에선 이탈리아 태생과 로마 카톨릭 교의

of Italian origin and Roman Catholic faith, Sonia Gandhi,

여성 정치 리더, 소니아 간디가 이겼고

who then made way for a Sikh, Mohan Singh,

시크교인인 모한 싱에게 총리를,

to be sworn in as Prime Minister

회장으론 이슬람교도인 압둘 칼람을

by a Muslim, President Abdul Kalam,

임명하였습니다.

in a country 81 percent Hindu.

81% 인구가 힌두교인데도 말입니다.

This is India, and of course it's all the more striking

이것이 인도이고, 더 놀라운 사실은 이 일이 있은 지

because it was four years later that we all applauded

4년 후 우리는 220년 이상의 공평하고 자유로운 선거를 해온

the U.S., the oldest democracy in the modern world,

현대의 가장 오래된 민주주의 국가인 미국에서

more than 220 years of free and fair elections,

대통령이나 부통령이 백인이 아니거나, 남자가

which took till last year to elect a president or a vice president

아니거나, 기독교인이 아닌 사람이 작년에 뽑힌 것에 대한

who wasn't white, male or Christian.

사실에 박수를 보냈다는 것입니다.

So, maybe -- oh sorry, he is Christian, I beg your pardon --

그러니까 아마도 -- 아이쿠, 그는 기독교인이군요, 죄송합니다 --

and he is male, but he isn't white.

그리고 그는 남자지만 백인은 아니죠.

All the others have been all those three.

다른 후보들은 셋 다 백인, 남자, 기독교인이였는데 말입니다.

All his predecessors have been all those three,

그의 모든 전임자들은 모두 셋 다 역시 백인, 남자, 기독교인이었고

and that's the point I was trying to make.

이것이 제가 말하고자 하는 것입니다.

But, the issue is

하지만 중요한 건

that when I talked about that example,

제가 이 예들에 대해 이야기 할 땐

it's not just about talking about India, it's not propaganda.

인도에 대해서만 말하는 것이 아닙니다, 선전이 아닙니다.

Because ultimately, that electoral outcome

왜냐하면 궁극적으로 선거의 결과는

had nothing to do with the rest of the world.

다른 나라들과 연관이 전혀 없기 때문이에요.

It was essentially India being itself.

중요한 건 인도가 스스로의 자리를 갖고 있다는 것입니다.

And ultimately, it seems to me,

그리고 궁극적으로 전 이것이

that always works better than propaganda.

선전 보다 언제나 더 낫다고 생각합니다.

Governments aren't very good at telling stories.

정부는 이야기를 들려주는데 솜씨가 별로 없습니다.

But people see a society for what it is,

하지만 사람들은 한 사회 그 자체를 보고

and that, it seems to me, is what ultimately

저는 그것이 궁극적으로 현대의 이 정보 시대와

will make a difference in today's information era,

TED 시대에 차이점을 만들 것이라고

in today's TED age.

So India now is no longer

그래서 인도는 더이상

the nationalism of ethnicity or language or religion,

민족성이나 언어나 종교의 나라가 아닙니다.

because we have every ethnicity known to mankind, practically,

왜냐하면 우리는 인간에게 알려진 모든 민족성을 갖고 있고

we've every religion know to mankind,

인간에게 알려진 모든 종교를,

with the possible exception of Shintoism,

신토교(일본 토착 형태의 신앙)는 제외하고, 포용하고 있기 때문입니다.

though that has some Hindu elements somewhere.

이런 것엔 비록 힌두교적인 면이 있겠지만 말입니다.

We have 23 official languages that are recognized in our Constitution.

우리는 헌법에 명시된 23개의 정식 언어가 있습니다.

And those of you who cashed your money here

그리고 현금으로 입장료를 내신 분들은

might be surprised to see how many scripts there are

루피 지폐에 얼마나 다른 언어로 단위가 쓰여져 있는지

on the rupee note, spelling out the denominations.

보면서 놀라셨는지도 모르겠습니다.

We've got all of that.

우린 이 모든 것을 갖고 있습니다.

We don't even have geography uniting us,

우린 심지어 우릴 묶어주는 지리적 사실도 없습니다.

because the natural geography of the subcontinent

왜냐하면 산맥과 해협에 의한

framed by the mountains and the sea was hacked

자연적인 지형의 국경은

by the partition with Pakistan in 1947.

1947년 파키스탄과의 정치적 분할로 깨졌습니다.

In fact, you can't even take the name of the country for granted,

실은, 이 나라의 명칭조차 당연하게 받아들일 수 없습니다.

because the name "India" comes from the river Indus,

왜냐하면 '인도'라는 이름은 인두스 강에서 온 것인데

which flows in Pakistan.

이 강은 파키스탄에 흐르고 있기 때문입니다.

But, the whole point is that India

하지만 가장 중요한 점은 인도가

is the nationalism of an idea.

아이디어, 생각의 민족주의를 갖고 있다는 것입니다.

It's the idea of an ever-ever-land,

이 생각은 오래 전부터

emerging from an ancient civilization,

고대 문명으로 부터 시작된 것입니다.

united by a shared history,

공통으로 갖고 있는 역사에 의해 하나되고

but sustained, above all, by pluralist democracy.

결국 다원적 민주주의에 의해서 유지되어 왔습니다.

That is a 21st-century story as well as an ancient one.

그것은 21세기의 이야기이자 고대의 것이기도 합니다.

And it's the nationalism of an idea that

아이디어의 민족주의란

essentially says you can endure differences of caste, creed,

본질적으로 다른 카스트, 교파를 넘어선 것입니다.

color, culture, cuisine, custom and costume, consonant, for that matter,

인종, 문화, 식문화, 관습, 의문화, 언어 등을 다 포함해서 말입니다.

and still rally around a consensus.

그리고 여전히 합의를 의한 노력이 계속 되고 있습니다.

And the consensus is of a very simple principle,

이 합의랑 아주 간단한 원칙입니다.

that in a diverse plural democracy like India

인도처럼 다양한 다원적 민주주의에 있어서

you don't really have to agree on everything all the time,

여러분은 모든 것에 대해서 항상 동의할 필요는 없습니다.

so long as you agree on the ground rules

다만 어떻게 동의하지 않을 것인지 대한

of how you will disagree.

기본적 규칙에 대한 동의는 있어야 합니다.

The great success story of India,

많은 똑똑한 학자들과 기자들이

a country that so many learned scholars and journalists

50년대와 60년대에 분리될 것으로 예측한

assumed would disintegrate, in the '50s and '60s,

인도의 성공신화는 의견을 일치할 줄 알고

is that it managed to maintain consensus on how to survive without consensus.

의견 일치 없이 살아남는 법을 배워서임이라고 생각됩니다.

Now, that is the India that is emerging into the 21st century.

이제 인도가 21세기로 접어들고 있습니다.

And I do want to make the point

그리고 전 인도에 대해 축하할

that if there is anything worth celebrating about India,

그 무언가가 있다면 그것은 군대의 힘도, 경제적 힘도

it isn't military muscle, economic power.

아니라는 사실을 확실히 하고 싶습니다.

All of that is necessary,

이 모든 것은 필요하지만

but we still have huge amounts of problems to overcome.

우린 아직도 해결해야하는 많은 문제가 있습니다.

Somebody said we are super poor, and we are also super power.

어떤 사람들은 우리가 매우 가난하고 하고, 매우 강력하다고 합니다.

We can't really be both of those.

We have to overcome our poverty. We have to deal with the

hardware of development,

the ports, the roads, the airports,

all the infrastructural things we need to do,

and the software of development,

the human capital, the need for the ordinary person in India

인적 자본과 평범한 사람이 인도에서 하루를 먹고 살고

to be able to have a couple of square meals a day,

자녀를 좋은 학교에 보내고

to be able to send his or her children

그들 자신을 바꿀 기회를 줄

to a decent school,

직장들에

and to aspire to work a job

가고싶은 마음을

that will give them opportunities in their lives

들게 할 수도

that can transform themselves.

있어야 합니다.

But, it's all taking place, this great adventure of conquering those challenges,

그러나 그 모든 곳에서, 이런 도전을 정복하려는 위대한 모험은 일어나고 있습니다.

those real challenges which none of us can pretend don't exist.

모든 도전들-우리가 실제적으로 맞닥뜨리고 있는 것들 말입니다.

But, it's all taking place in an open society,

하지만 이것은 모두 풍부하고 다양하며

in a rich and diverse and plural civilization,

여러 문명이 있는 개방 사회에서,

in one that is determined to liberate and fulfill

우리 스스로를 자유롭게 하고

the creative energies of its people.

창의적 에너지로 가득 채울 곳에서 시작하였습니다.

That's why India belongs at TED,

그게 인도가 TED에 속하는 이유이고,

and that's why TED belongs in India.
