Let me talk about India

मी भारताबद्दल बोलेन

through the evolution of ideas.

क्रमशः कल्पनांच्या माध्यमातून.

Now I believe this is an interesting way of looking at it

because in every society, especially an open democratic society,

it's only when ideas take root that things change.

Slowly ideas lead to ideology,

lead to policies that lead to actions.

In 1930 this country went through a Great Depression,

which led to all the ideas of the state and social security,

and all the other things that happened in Roosevelt's time.

In the 1980s we had the Reagan revolution, which lead to deregulation.

And today, after the global economic crisis,

there was a whole new set of rules

So ideas change states.

And I looked at India and said,

really there are four kinds of ideas

which really make an impact on India.

The first, to my mind,

is what I call as "the ideas that have arrived."

These ideas have brought together something

which has made India happen the way it is today.

The second set of ideas I call "ideas in progress."

Those are ideas which have been accepted

but not implemented yet.

पण अजून अंमलात आणल्या गेल्या नाहीत.

The third set of ideas are what I call as

तिसर्‍या प्रकारच्या कल्पना ज्यांना मी म्हणतो

"ideas that we argue about" --

वादग्रस्त कल्पना -

those are ideas where we have a fight,

ज्यांवर आम्ही भांडतो अशा कल्पना,

an ideological battle about how to do things.

And the fourth thing, which I believe is most important, is

"the ideas that we need to anticipate."

Because when you are a developing country

in the world where you can see the problems that other countries are having,

you can actually anticipate

what that did and do things very differently.

Now in India's case I believe there are six ideas

which are responsible for where it has come today.

The first is really the notion of people.

In the '60s and '70s

we thought of people as a burden.

We thought of people as a liability.

Today we talk of people as an asset.

We talk of people as human capital.

And I believe this change in the mindset,

of looking at people as something of a burden

has been one of the fundamental changes in the Indian mindset.

And this change in thinking of human capital

is linked to the fact

that India is going through a demographic dividend.

As healthcare improves,

as infant mortality goes down,

fertility rates start dropping. And India is experiencing that.

India is going to have

a lot of young people with a demographic dividend

for the next 30 years.

What is unique about this demographic dividend

is that India will be the only country in the world

In other words, it will be the only young country in an aging world.

And this is very important. At the same time

if you peel away the demographic dividend in India,

there are actually two demographic curves.

खरंतर दोन डेमोग्राफिक आलेख दिसून येतील.

One is in the south and in the west of India,

एक आहे दक्षिण व पश्चिम भारताचा

which is already going to be fully expensed by 2015,

because in that part of the country, the fertility rate is

only in those cases can you really get the benefit

of a demographic dividend.

In other words, if you don't really invest in the human capital,

The second thing in India has been the change in

the role of entrepreneurs.

When India got independence entrepreneurs were seen

as a bad lot, as people who would exploit.

But today, after 60 years, because of the rise of entrepreneurship,

entrepreneurs have become role models,

and they are contributing hugely to the society.

This change has contributed

to the vitality and the whole economy.

The third big thing I believe that has changed India

तिसरी मोठी गोष्ट ज्यामुळं माझ्या मते भारतात परिवर्तन घडून आलं

is our attitude towards the English language.

ती म्हणजे आमचा इंग्रजी भाषेकडं बघण्याचा दृष्टीकोन.

English language was seen as a language of the imperialists.

इंग्रजी भाषेकडं साम्राज्यवाद्यांची भाषा म्हणून बघितलं जायचं.

But today, with globalization,

पण आज जागतिकीकरणामुळं,

with outsourcing, English has become a language of aspiration.

आऊटसोर्सिंगमुळं, इंग्रजी ही महत्त्वाकांक्षेची भाषा बनली आहे.

This has made it something that everybody wants to learn.

यामुळं ती सर्वांना शिकावीशी वाटू लागली आहे.

And the fact that we have English is now becoming

आणि आम्हाला इंग्रजी येतं ही वस्तुस्थिती आता बनत आहे

a huge strategic asset.

एक अतिशय मोक्याचं साधन.

The next thing is technology.

त्यानंतरची गोष्ट आहे तंत्रज्ञान.

Forty years back, computers were seen

४० वर्षांपूर्वी, संगणक समजले जात

as something which was forbidding, something which was intimidating,

प्रतिबंधित वस्तू, अशी वस्तू जिचा धाक होता,

something that reduced jobs.

अशी वस्तू जिच्यामुळं रोजगार कमी झाले.

Today we live in a country

आज आपण अशा देशात राहतो

which sells eight million mobile phones a month,

of which 90 percent of those mobile phones

are prepaid phones

because people don't have credit history.

Forty percent of those prepaid phones

are recharged at less than 20 cents at each recharge.

That is the scale at which

technology has liberated and made it accessible.

Twenty years back,

when there was a report on bank computerization,

They didn't want the unions to believe that they were actually computers.

And when they wanted to have more advanced, more powerful computers

they called them "advanced ledger posting machines."

So we have come a long way from those days

where the telephone has become an instrument of empowerment,

and really has changed the way Indians think of technology.

And then I think the other point

is that Indians today are far more

comfortable with globalization.

Again, after having lived for more than 200 years

under the East India Company and under imperial rule,

इस्ट इंडीया कंपनी आणि त्यांच्या बादशाही सत्तेखाली,

Indians had a very natural reaction towards globalization

believing it was a form of imperialism.

But today, as Indian companies go abroad,

as Indians come and work all over the world,

Indians have gained a lot more confidence

and have realized that globalization is something they can participate in.

And the fact that the demographics are in our favor,

because we are the only young country in an aging world,

makes globalization all the more attractive to Indians.

And finally, India has had

the deepening of its democracy.

लोकशाहीची मुळं घट्ट रुजवली आहेत.

When democracy came to India 60 years back

it was an elite concept.

तेव्हा ती एक अभिजनवादी संकल्पना होती.

It was a bunch of people who wanted to bring in democracy

मूठभर लोक होते ज्यांना लोकशाही आणायची होती

because they wanted to bring in the idea of

universal voting and parliament and constitution and so forth.

But today democracy has become a bottom-up process

where everybody has realized

the benefits of having a voice,

the benefits of being in an open society.

And therefore democracy has become embedded.

I believe these six factors --

the rise of the notion of population as human capital,

the rise of Indian entrepreneurs,

the rise of English as a language of aspiration,

globalization as a positive factor,

and the deepening of democracy -- has contributed

to why India is today growing

at rates it has never seen before.

But having said that,

then we come to what I call as ideas in progress.

Those are the ideas where there is no argument in a society,

but you are not able to implement those things.

And really there are four things here.

One is the question of education.

For some reason, whatever reason -- lack of money,

lack of priorities, because of religion having an older culture --

primary education was never given the focus it required.

But now I believe it's reached a point

where it has become very important.

Unfortunately the government schools don't function,

दुर्दैवानं सरकारी शाळा कार्यक्षम नाहीत,

so children are going to private schools today.

म्हणून आज मुलं खाजगी शाळांमध्ये जात आहेत.

Even in the slums of India

भारताच्या झोपडपट्ट्यांमध्येदेखील

more than 50 percent of urban kids are going into private schools.

शहरी मुलांपैकी ५० टक्क्यांहून अधिक खाजगी शाळांमध्ये जात आहेत.

So there is a big challenge in getting the schools to work.

तर त्या शाळांना कार्यक्षम बनवणं हे एक मोठं आव्हान आहे.

But having said that, there is an enormous desire

among everybody, including the poor, to educate their children.

So I believe primary education is an idea

which is arrived but not yet implemented.

Similarly, infrastructure --

for a long time, infrastructure was not a priority.

Those of you who have been to India have seen that.

तुमच्यापैकी जे भारतात आले आहेत त्यांनी हे बघितलं आहे.

It's certainly not like China.

But today I believe finally infrastructure is something

which is agreed upon and which people want to implement.

It is reflected in the political statements.

राजकीय वक्तव्यांमध्ये त्याची झलक दिसते आहे.

20 years back the political slogan was, "Roti, kapada, makaan,"

२० वर्षांपूर्वीच्या राजकीय घोषणा होत्या, “रोटी, कपडा, मकान,”

which meant, "Food, clothing and shelter."

म्हणजेच "अन्न, वस्त्र आणि निवारा.”

And today's political slogan is, "Bijli, sadak, pani,"

आणि आजची राजकीय घोषणा आहे, “बिजली, सडक, पानी”

which means "Electricity, water and roads."

And that is a change in the mindset

where infrastructure is now accepted.

So I do believe this is an idea which has arrived,

The third thing is again cities.

It's because Gandhi believed in villages

and because the British ruled from the cities,

therefore Nehru thought of New Delhi as an un-Indian city.

For a long time we have neglected our cities.

And that is reflected in the kinds of situations that you see.

But today, finally, after economic reforms,

and economic growth,

I think the notion that cities are engines

And I think now you're seeing the move towards improving our cities.

Again, an idea which is arrived, but not yet implemented.

The final thing is the notion of India as a single market --

because when you didn't think of India as a market,

you didn't really bother about a single market, because it didn't really matter.

And therefore you had a situation

where every state had its own market for products.

Every province had its own market for agriculture.

Increasingly now the policies of

are moving towards creating India as a single market.

So there is a form of internal globalization which is happening,

which is as important as external globalization.

जे बाह्य जागतिकीकरणाइतकंच महत्त्वाचं आहे.

These four factors I believe --

माझ्या मते हे चार घटक,

the ones of primary education,

जसे प्राथमिक शिक्षण,

infrastructure, urbanization, and single market --

पायाभूत सुविधा, शहरीकरण, आणि एकत्रित बाजारपेठ,

in my view are ideas in India

या माझ्या मते भारतातील अशा कल्पना आहेत

which have been accepted, but not implemented.

ज्या सर्वमान्य असूनही प्रत्यक्षात उतरु शकल्या नाहीत.

Then we have what I believe are the ideas in conflict.

त्याशिवाय माझ्या मते काही वादग्रस्त कल्पनाही आहेत.

The ideas that we argue about.

अशा कल्पना ज्याबद्दल आमच्यात मतभेद आहेत.

These are the arguments we have which cause gridlock.

या अशा वादांमुळं आम्ही प्रगतीला खीळ घालतो.

What are those ideas? One is, I think, are ideological issues.

या कल्पना कोणत्या? एक आहे, माझ्या मते, आमचे तात्त्विक मुद्दे.

Because of the historical Indian background, in the caste system,

भारताच्या ऐतिहासिक पार्श्वभूमीमुळं, जातीव्यवस्थेमध्ये,

and because of the fact that there have been many people

आणि या वस्तुस्थितीमुळं की असे खूप लोक आहेत

who have been left out in the cold,

a lot of the politics is about how to make sure

that we'll address that.

And it leads to reservations and other techniques.

It's also related to the way that we subsidize our people,

and all the left and right arguments that we have.

A lot of the Indian problems are related to the ideology

of caste and other things.

This policy is causing gridlock.

या धोरणामुळं अडथळे निर्माण होतात.

This is one of the factors which needs to be resolved.

The second one is the labor policies that we have,

दुसरा म्हणजे आमचे कामगार कायदे,

which make it so difficult for

जे अवघड करुन टाकतात

entrepreneurs to create standardized jobs in companies,

उद्योजकांसाठी कंपन्यांमध्ये विशिष्ट रोजगार निर्मिती करायला,

that 93 percent of Indian labor

जिथं भारतीय कामगारांपैकी ९३ टक्के

is in the unorganized sector.

असंघटीत क्षेत्रात आहेत.

They have no benefits: they don't have social security;

त्यांच्यासाठी कसल्याही सुविधा नाहीत. त्यांच्यासाठी सामाजिक सुरक्षा नाही.

they don't have pension; they don't have healthcare; none of those things.

त्यांच्यासाठी निवृत्तीवेतन नाही, त्यांच्यासाठी आरोग्य सुविधा नाहीत, अशा कोणत्याही गोष्टी नाहीत.

This needs to be fixed because unless you can bring these people

हे सुधारलं पाहिजे कारण जोपर्यंत या लोकांना आणलं जात नाही

into the formal workforce,

मुख्य कामगार प्रवाहात,

you will end up creating a whole lot of people who are completely disenfranchised.

आपल्या हक्कांपासून पूर्णपणे वंचित असणारा असा जनसमुदाय तुम्ही निर्माण करता.

Therefore we need to create a new set of labor laws,

म्हणून आम्हाला बनवले पाहिजेत नवे कामगार कायदे,

which are not as onerous as they are today.

जे सध्याच्या कायद्याइतके कठीण नसतील.

At the same time give a policy for a lot more people to be in the formal sector,

त्याचबरोबर, भरपूर लोकांना मुख्य प्रवाहात आणणारी धोरणं असतील,

and create the jobs for the millions of people that we need to create jobs for.

आणि ज्यांना रोजगाराची गरज आहे अशा लक्षावधी लोकांसाठी रोजगार निर्मिती करतील.

The third thing is our higher education.

तिसरी गोष्ट म्हणजे आमच्याकडचं उच्च शिक्षण.

Indian higher education is completely regulated.

भारतातील उच्च शिक्षणक्षेत्र पूर्णतः नियमबद्ध आहे.

It's very difficult to start a private university.

एखादं खाजगी विद्यापीठ सुरु करणं खूप अवघड आहे.

It's very difficult for a foreign university to come to India.

एखाद्या परदेशी विद्यापीठासाठी भारतात येणं खूप अवघड आहे.

As a result of that our higher education

परिणामतः आमच्याकडील उच्च शिक्षण

is simply not keeping pace with India's demands.

भारताच्या गरजांची पूर्तता करण्यास कमी पडत आहे.

That is leading to a lot of problems which we need to address.

यातून अनेक समस्या उद्भवत आहेत, ज्याची आम्ही दखल घेतली पाहिजे.

But most important I believe

पण माझ्या मते सर्वात महत्त्वाच्या

are the ideas we need to anticipate.

कल्पना म्हणजे अपेक्षित कल्पना.

Here India can look at what is happening in the west

यासाठी भारताला बघावं लागेल घडामोडींकडं पश्चिमेतल्या

and elsewhere, and look at what needs to be done.

आणि इतर ठिकाणच्या, आणि ठरवावं लागेल काय करायचं आहे ते.

The first thing is, we're very fortunate

सर्वप्रथम, आम्ही अतिशय भाग्यवान आहोत

that technology is at a point

की तंत्रज्ञान अशा टप्प्यावर आहे

where it is much more advanced

जिथं ते खूपच जास्त प्रगत आहे

than when other countries had the development.

तेव्हापेक्षा जेव्हा इतर देश प्रगतीपथावर होते.

So we can use technology for governance.

तर आम्ही शासनयंत्रेसाठी तंत्रज्ञान वापरु शकतो.

We can use technology for direct benefits.

आम्ही थेट लाभासाठी तंत्रज्ञान वापरु शकतो.

We can use technology for transparency, and many other things.

आम्ही पारदर्शक कारभारासाठी आणि अशा अनेक गोष्टींसाठी तंत्रज्ञान वापरु शकतो.

The second thing is, the health issue.

दुसरी गोष्ट म्हणजे, आरोग्याचा मुद्दा.

India has equally horrible

भारतामध्ये आहेत तितक्याच भयानक

health problems of the higher state of cardiac issue,

आरोग्य समस्या हृदयविकारांच्या,

the higher state of diabetes, the higher state of obesity.

मधुमेहाच्या, लठ्ठपणाच्या.

So there is no point in replacing a set of poor country diseases

तर मग काहीच अर्थ नाही, गरीब देशांतील आजारांच्या जागी

with a set of rich country diseases.

श्रीमंत देशांतील आजारांना स्थान देण्यात.

Therefore we're to rethink the whole way we look at health.

म्हणूनच आम्हाला फेरविचार करायला हवा आमच्या एकूणच आरोग्यविषयक दृष्टीकोनाचा.

We really need to put in place a strategy

आम्हाला खरंच अशी योजना राबवली पाहिजे

so that we don't go to the other extreme of health.

जेणेकरुन आम्ही आरोग्यविषयक दुसर्‍या टोकावर जाऊन पोहोचू नये.

Similarly today in the West

त्याचबरोबर आज पाश्चिमात्य देशात

you're seeing the problem of entitlement --

तुम्हाला दिसतील समस्या हक्कांच्या -

the cost of social security, the cost of Medicare, the cost of Medicaid.

सोशल सिक्युरीटीची किंमत, मेडीकेअरची किंमत, मेडीकेडची किंमत यांविषयी.

Therefore when you are a young country,

म्हणजेच एक तरुण राष्ट्र म्हणून,

again you have a chance to put in place a modern pension system

तुम्हाला परत संधी आहे एक आधुनिक वेतन यंत्रणा राबवायची.

so that you don't create entitlement problems as you grow old.

जेणेकरुन भविष्यात अशा हक्कांविषयी समस्या उद्भवू नयेत.

And then again, India does not have the luxury

आणि वरुन भारताला परवडणार नाही

of making its environment dirty,

आपलं वातावरण खराब करणं

because it has to marry environment and development.

कारण त्याला वातावरण आणि विकास यांचा मेळ घालायचा आहे.

Just to give an idea, the world has to stabilize

तुमच्या माहितीसाठी, जगासाठी मर्यादा आहे

at something like 20 gigatons per year.

काही २० गिगाटन्स प्रतिवर्षी इतकी.

On a population of nine billion

नऊ अब्ज लोकसंख्येसाठी

our average carbon emission will have to be about two tons per year.

आपलं सरासरी वार्षिक कार्बन उत्सर्जन असलं पाहिजे साधारण दोन टन.

India is already at two tons per year.

भारत अगोदरच वार्षिक दोन टनपर्यंत पोचला आहे.

But if India grows at something like eight percent,

पण जर भारत आठ-एक टक्क्यानं वाढत राहिला,

income per year per person will go to 16 times by 2050.

तर दरडोई वार्षिक उत्पन्न १६ पट वाढेल २०५० पर्यंत.

So we're saying: income growing at 16 times and no growth in carbon.

तर आम्ही म्हणतोय की, उत्पन्न १६ पटीनं वाढेल आणि कार्बन अजिबात न वाढता.

Therefore we will fundamentally rethink the way we look at the environment,

म्हणूनच आम्हाला मुळातूनच फेरविचार करावा लागेल आमच्या पर्यावरणविषयक दृष्टीकोनाचा,

the way we look at energy,

ऊर्जाविषयक दृष्टीकोनाचा,

the way we create whole new paradigms of development.

विकासाचे आराखडे बनवण्याच्या एकंदर दृष्टीकोनाचा.

Now why does this matter to you?

आता याचा तुमच्याशी काय संबंध?

Why does what's happening 10 thousand miles away matter to all of you?

१० हजार मैलांवर घडणार्‍या या सर्वाचा तुमच्याशी काय संबंध?

Number one, this matters because

एक, संबंध आहे कारण

this represents more than a billion people.

एक अब्जाहून अधिक लोकांशी हे निगडीत आहे.

A billion people, 1/6th of the world population.

एक अब्ज लोक, जगाच्या लोकसंख्येच्या एक षष्टांश.

It matters because this is a democracy.

संबंध आहे, कारण इथं लोकशाही आहे.

And it is important to prove

आणि हे सिध्द करणं महत्त्वाचं आहे

that growth and democracy are not incompatible,

की विकास व लोकशाही विजोड नाहीत,

that you can have a democracy, that you can have an open society,

की तुम्ही लोकशाही राबवू शकता, की तुम्ही मुक्त समाजव्यवस्थेत राहू शकता,

and you can have growth.

आणि तरीही तुम्ही विकास साधू शकता.

It's important because if you solve these problems,

हे महत्त्वाचं आहे, कारण जर तुम्ही या समस्यांचं निराकरण केलंत

you can solve the problems of poverty in the world.

तर तुम्ही दारिद्र्याच्या जागतिक समस्येचं निराकरण करु शकता.

It's important because

हे महत्त्वाचं आहे कारण

you need it to solve the world's environment problems.

त्याची तुम्हाला गरज आहे जागतिक पर्यावरण समस्या सोडवण्यासाठी.

If we really want to come to a point,

जर आपल्याला खरंच निष्कर्षाप्रत यायचं असेल,

we really want to put a cap on our carbon emission,

जर आपल्याला खरंच कार्बन उत्सर्जनावर नियंत्रण ठेवायचं असेल.

we want to really lower the use of energy --

आपल्याला खरंच ऊर्जेचा वापर कमी करायचा असेल.

it has to be solved in countries like India.

अशा समस्या भारतासारख्या देशांमध्ये सोडवल्या गेल्या पाहिजेत.

You know if you look at the development

तुम्हाला माहित्येय, विकासाकडं एक नजर टाकली तर

in the West over 200 years,

पश्चिमेकडं २०० वर्षांमध्ये,

the average growth may have been about two percent.

सरासरी विकासदर साधारण दोन टक्के असेल.

Here we are talking about countries growing at eight to nine percent.

इथं आपण अशा देशांबद्दल बोलतोय जे आठ ते नऊ टक्क्यानी प्रगती करत आहेत.

And that makes a huge difference.

आणि त्यामुळं याचं महत्त्व खूप जास्त आहे.

When India was growing at about three, 3.5 percent

जेव्हा भारताचा विकासदर होता तीन, साडेतीन टक्के

and the population was growing at two percent,

आणि लोकसंख्या वाढत होती दोन टक्क्यांनी,

its per capita income was doubling every 45 years.

तेव्हा त्याचं दरडोई उत्पन्न दर ४५ वर्षांनी दुप्पट होत होतं.

When the economic growth goes to eight percent

जेव्हा आर्थिक वाढ आठ टक्क्यांवर जाते

and population growth drops to 1.5 percent,

आणि लोकसंख्या वाढीचा दर उतरतो दीड टक्क्यांपर्यंत,

then per capita income is doubling every nine years.

तेव्हा दरडोई उत्पन्न दुप्पट होतं दर नऊ वर्षांनी.

In other words, you're certainly fast-forwarding this whole process

थोडक्यात, जलदगतीवर जाते ही संपूर्ण प्रक्रीया

of a billion people going to prosperity.

एक अब्ज लोकांच्या संपन्नतेकडं जाण्याची.

And you must have a clear strategy

आणि तुमचं धोरण स्पष्ट असायला हवं,

which is important for India and important for the world.

जे महत्त्वाचं आहे भारतासाठी आणि जगासाठी.

That is why I think all of you

म्हणूनच मला वाटतं की तुम्ही सर्वांनी

should be equally concerned with it as I am.
