So, what is capitalism?

자본주의란 무엇일까요?

Capitalism, fundamentally, is a series of marketplaces.

기본적으로 자본주의는 일련의 시장이라고 볼 수 있습니다.

You can have a marketplace for lemonade,

레모네이드를 판매하는 시장이 있을 수 있고요.

a marketplace for lemons,

또한 레몬을 파는 시장도 있습니다.

a marketplace for trucks that transport lemons,

레몬 운반을 위한 트럭 시장도 있고요.

a marketplace that fuels those trucks,

트럭에 넣을 연료를 파는 시장도 있지요.

marketplaces that sell wood to build lemonade stands.

레모네이드 받침대 용도로 나무를 파는 시장도 있습니다.

However, capitalism of course, as we know,

어찌됐건, 우리가 잘 알고 있는 자본주의란 것은

is this either celebrated term

과연 축복 받을만한 것일까요.

or condemned term.

혹은 비난 받을만한 것일까요.

It's either revered or it's reviled.

숭배되어야 할까요, 비판받아야 될까요?

And I'm here to argue that this is because capitalism,

저는 이 문제를 논의해보고자 하는데 왜냐하면 자본주의가

in the modern iteration, is largely misunderstood.

현대로 와서는 대체로 잘 못 이해되고 있기 때문이죠.

In my view,

제 관점으로는

capitalism should not be thought of as an ideology,

자본주의를 이데올로기로 이해해서는 곤란합니다.

but instead should be thought of as an operating system.

대신 하나의 운영 체제로 이해할 필요가 있습니다.

Think of your iPhone.

여러분의 아이폰을 생각해보세요.

Your iPhone merges hardware with software.

아이폰은 하드웨어와 소프트웨어를 결합하고 있습니다.

Apps and hardware.

각종 앱들과 하드웨어를 말이죠.

Now think about all the hardware as the physical reality all around you,

이제 하드웨어를 여러분이 직면한 물리적 현실 세계라고 생각해보시고요.

and think of the apps as entrepreneurial activity,

앱들을 기업가적 활동이나

creative energy.

창의적 에너지라고 생각해보세요.

And in-between, you have an operating system.

그 둘 사이에 운영 체제가 자리하게 됩니다.

As you have advances in hardware,

하드웨어가 발전하는 만큼

you have advances in software.

소프트웨어 역시 발전하기 마련이고요.

And the operating system needs to keep up.

운영 체제 역시 이들의 발전을 따라가기 위해

It needs to be patched, it needs to be updated,

패치로 수정하거나 업데이트가 필요하기도 하죠.

new releases have to happen.

새로운 버전이 공개되기도 하고요.

And all of these things have to happen symbiotically.

그리고 이러한 모든 일들은 일련의 과정으로 일어나게 됩니다.

The operating system needs to keep getting more and more advanced

운영 체제는 더욱 더 진화함으로써

to keep up with innovation.

혁신을 따라잡을 수 있어야 하겠죠.

And this is why, fundamentally,

이러한 근본적인 이유로 인해

when you think about it as an operating system,

여러분이 운영 체제를 떠올릴 때

it devolves the language of ideology

이데올로기적 관념을 배제해야 하며

away from what traditional defenders of capitalism think.

이는 전통적 자본주의 옹호론과는 거리가 있습니다.

But even if you go to the constitution,

하지만 미국 헌법을 들여다보면

you'll notice, before the founders even got to the First Amendment --

헌법 제정자들은 수정 헌법 제1조 즉

with free speech, free religion, free press,

언론, 종교, 출판의 자유에 앞서

they thought about patents and copyright.

They talked about the government's role in promoting arts and sciences.

It's the reason why I could not start a search engine tomorrow called Goggle.

Google doesn't own Gs,

but I couldn't do it because there could be some confusion.

So even property rights have ambiguity built into them.

재산권 역시 모호한 부분이 존재해왔습니다.

And on and on.

And by 1900, you have other types of property that come into being.

For instance, imagine that in 1900, you owned 100 acres of land

가령, 당신이 1900년도에 100에이커의 땅을 가졌다고 칩시다.

someplace in the Midwest.

중서부 어디에선가 말이죠.

It's very easy to see where your fence ends,

여러분의 땅이 끝나는 울타리를 찾기는 어렵지 않아요.

your neighbor's property begins.

거기서 이웃의 땅이 시작될 테고요.

Now let me ask you,

그럼, 질문을 한 번 해보겠습니다.

where in the sky does your property end?

여러분이 소유한 하늘은 어디에서 끝날까요?

Does it end at 1,000 feet,

1천 피트 상공에서 끝납니까?

5,000 feet, 10,000 feet?

5천 피트, 혹은 1만 피트?

It makes no difference,

사실 그건 별로 중요하지 않죠.

because other than the novelty of a few hot-air balloons,

왜냐하면 신기한 열기구를 제외하고는

man couldn't fly.

But within three years, he could.

Now all of a sudden, it was very much relevant

And indeed, that's exactly what happened.

And five or ten years from now,

when Amazon wants to deliver a package over your house to your neighbor

from that UPS truck,

we're going to have to decide: Does you property end at five feet,

Where does it end?

And there is no ideology

that will tell you where your property ends.

It's an operating system.

And similarly,

we're going to see this with automobiles.

자동차에서도 비슷한 광경을 목격하게 될 것입니다.

A few years after the Wright brothers figured out flight,

human beings started using more and more cars.

And all of a sudden,

the regulatory system -- the operating system --

had to be patched to all of a sudden address the safety of consumers.

소비자의 안전을 다루기 위해 추가되었습니다.

That the consumers of vehicles were presenting danger to horses,

또한 자동차를 사용하는 사람들 역시 말에게 위협이 되기도 하고

other pedestrians, trolleys, what have you.

다른 보행자나 노면전차 같은 것에도 위협이 되었죠.

And all of a sudden,

따라서 갑자기

the drivers of these automobiles had to have driver's licenses, eye exams,

자동차 운전자들은 운전면허나 시각 테스트를 통과해야만 했고

registered motor vehicles, speed limits,

자동차 등록제나 속도 제한

rules of the road,

도로 규칙도 따라야했죠.

so that horses, pedestrians, could coexist with cars.

그렇게 함으로써 말과 보행자는 자동차와 공존할 수 있게 되었습니다.

It had to be backwards compatible.

그야말로 역호환성이 성립된 것이죠.

So a new invention had to basically fit advances from the past.

즉, 새로운 발명이란 예전부터 이어진 발전들과 기본적으로 조화되어야하죠.

Similarly, five or ten years from now,

마찬가지로, 5년 혹은 10년 뒤에

we're going to see the same thing with self-driving cars --

우리는 자율주행차를 통해서도 똑같은 현상을 보게될 것이며

coexisting with human-driven cars.

이는 사람이 운전하는 차량과 공존할 것입니다.

The reason why this is important, is in 10 years,

이 문제가 중요한 이유는 10년 뒤

another thing is going to happen beyond drones and self-driving cars,

드론이나 자율주행차보다 훨씬 더한 것들이 등장할 수도 있기 때문입니다.

but you're going to see the most valuable economy in the world --

그러나 여러분들은 목격하실 것은 세계에서 가장 경제력이 높고

the largest economy in the world --

세계에서 가장 큰 경제대국이

is going to be a country run by communists.

어느 공산주의 국가가 될 것이란 것입니다.

The Chinese seem to be very good at capitalism.

중국인들은 자본주의에 매우 능숙한 것처럼 보입니다.

And this is going to have fundamental problems

그리고 이는 근본적 문제를 야기할 것이며

and present an identity crisis for the United States.

미국에게 있어 정체성의 위기를 초래할 것입니다.

Because for a long time,

왜냐하면 아주 오랜 기간

free markets coincided with liberties such as free speech, free press,

자유시장 경제는 자유주의와 동일시되었기 때문입니다.

언론의 자유, 출판의 자유, 종교의 자유 같은 것 말이에요.

free religion.

And all of a sudden, this equation is going to be decoupled.

그리고 어느 순간엔가 이러한 방정식은 갑자기 깨지게 될 것입니다.

And when it gets decoupled,

이 둘이 분리될 때

we might find that democracy, the multitude of voices,

민주주의, 대중의 목소리가

actually impedes capitalism

실제로 자본주의를 저해할 수 있습니다.

because a state that does not have any pretense of limited government

왜냐하면 작은 정부를 표방하지 않는 어떤 나라가

can very quickly mandate a regulatory framework for drones,

드론에 대한 규제 프레임을 재빨리 규정해버릴 수도 있기 때문입니다.

for electric cars, for self-driving cars,

전기차, 자율주행차도 마찬가지고요.

for any new innovation

그 외의 새로운 혁신에 대해서도요.

where they feel that they can leapfrog Western societies.

그들이 서구 사회를 뛰어넘을 수 있다고 생각하는 분야죠.

And this is a very unique thing in the American experience.

그리고 이것은 미국에게 매우 독특한 경험이 될 것입니다.

And this is why it's very important to think of American capitalism

이러한 이유로 미국식 자본주의에 대한 관점이 중요해지게 됩니다.

as an operating system and not as an ideology.

이를 하나의 운영 체제로 생각해야지, 이데올로기로 생각하지 말아야합니다.

Because when you think about it as an ideology,

왜냐하면 이것을 이데올로기로 생각하는 순간

you can have good politics make for very, very bad policy.

훌륭한 정치가 매우 잘못된 정책을 만들 수 있고요.

That market outcomes and democratic voices

시장의 산출물과 민주적 발언권

and battles for votes

그리고 참정권 투쟁들이

can end up stifling progress.

매우 지리멸렬한 과정으로 끝날 수 있기 때문이에요.

So over the next few years,

향후 몇 년 후에

as this political cycle plays out,

이러한 정치적 순환기가 도래하면

you're going to see American democracy

여러분들은 미국식 민주주의가

rise to meet the challenges that capitalism poses and modernity poses.

자본주의와 현대사회가 가져오는 난제에 직면하는 것을 지켜보게 될 것입니다.

And I ask policymakers to think about --

그리고 저는 정책결정자들에게 이렇게 생각하라고 요청하고 싶습니다.

decoupling ideology from economics,

이데올리기를 경제로부터 분리하라고요.

and think about how good policy can ultimately become good politics.

그리고 어떻게 좋은 정책을 궁극적으로 좋은 정치로 이어갈 지 고민하라고요.
