President Mohamed Nasheed of the Maldives did something unusual.

He held his cabinet meeting underwater.

He literally took his ministers scuba diving, as it were,

말하자면 부처 장관들에게 스쿠버 다이빙을 시키면서

to warn the world that his country could drown

세상에 경고를 보낸 것입니다.

지구 온난화를 늦추지 않으면 자국이 바다에 잠길 거란 사실을요.

unless we control global warming.

Now I don't know whether he got his message across to the world or not,

그의 메시지가 세상에 제대로 전해졌는지는 알 수 없습니다.

but he certainly caught mine.

하지만 제게는 확실히 전해졌습니다.

I saw a political stunt.

제게는 정치적 쇼처럼 보였죠.

You see, I'm a politician,

저도 정치인입니다.

and I notice these things.

그런 걸 자주 접하죠.

And let's be honest,

솔직히 말씀드리면

the Maldives are distant from where I come from --

몰디브는 제가 사는 곳에서 멀리 떨어져 있습니다.

my country is Bhutan --

저는 부탄 사람입니다.

so I didn't lose any sleep over their impending fate.

그들이 처한 운명에 대해 걱정할 이유가 없는 곳이죠.

Barely two months later, I saw another political stunt.

약 두 달 뒤에 또 다른 정치쇼가 있었습니다.

This time, the prime minister of Nepal,

이번에는 네팔의 수상이었죠.

he held his cabinet meeting on Mount Everest.

그는 에베레스트산에서 국무회의를 열었습니다.

He took all his ministers all the way up to the base camp of Everest

그는 장관들을 에베레스트의 베이스 캠프까지 올라오게 했습니다.

to warn the world

그리고 세상에 경고했죠.

that the Himalayan glaciers were melting.

히말라야의 빙하가 녹고 있다는 사실을요.

Now did that worry me?

제가 그걸 듣고 걱정했을까요?

You bet it did.

그렇다고 생각하시겠죠.

I live in the Himalayas.

저도 히말라야에 살고 있습니다.

But did I lose any sleep over his message?

그렇다고 그의 메시지에 잠을 설쳤을까요?

No.

아니요.

I wasn't ready to let a political stunt interfere with my beauty sleep.

저는 그런 정치쇼에 단잠을 설칠 그런 사람이 아닙니다.

Now fast-forward 10 years.

그렇게 10년이 흘렀습니다.

In February this year,

그리고 올해 2월에

I saw this report.

이 보고서를 접하게 되었죠.

This here report basically concludes

이 보고서는 기본적으로 이런 결론을 내리고 있습니다.

that one-third of the ice on the Hindu Kush Himalaya mountains

힌두쿠시 히말라야 빙하의 3분의 1이

could melt by the end of the century.

금세기 말까지 녹아 버린다는 겁니다.

But that's only if,

하지만 그 정도도 그나마

if we are able to contain global warming

우리가 지구 온난화를 억제하여

to 1.5 degrees centigrade over preindustrial levels.

산업화 이전의 수준보다 1.5℃ 높을 때 그렇습니다.

Otherwise, if we can't,

반면, 온난화를 억제하지 못하면

the glaciers would melt much faster.

빙하는 더 빨리 녹아버릴 겁니다.

1.5 degrees Celsius. "No way," I thought.

1.5℃는 말도 안된다고 생각했어요.

Even the Paris Agreement's ambitious targets

파리기후협약의 야심찬 목표 조차도

aimed to limit global warming to two degrees centigrade.

지구 온난화를 2도로 제한하는 게 목표입니다.

1.5 degrees centigrade is what they call the best-case scenario.

그것도 1.5℃는 최상의 시나리오라고 합니다.

"Now this can't be true," I thought.

절대 그럴 리가 없다고 생각했어요.

The Hindu Kush Himalaya region

힌두쿠시 히알라야 지역은

is the world's third-largest repository of ice,

세계에서 세 번째로 큰 빙하의 보고입니다.

after the North and South Poles.

북극과 남극 다음으로 말이죠.

That's why we are also called the "Third Pole."

바로 그 때문에 그곳을 "제3의 극지"로 부르기도 합니다.

There's a lot of ice in the region.

엄청나게 많은 빙하가 있죠.

And yes, the glaciers, they are melting.

그렇습니다. 그 빙하가 녹고 있어요.

We know that.

우리도 알고 있죠.

I have been to those in my country.

저는 우리나라에 있는 빙하를 찾아갔습니다.

I've seen them, and yes, they are melting.

그곳에 가보니.. 네. 빙하가 녹고 있었습니다.

무방비 상태였어요.

They are vulnerable.

"But they can't be that vulnerable," I remember thinking.

빙하가 그렇게 취약할 리가 없다고 생각했습니다.

But what if they are?

만약 그렇다면 어떻게 될까요?

What if our glaciers melt much more quickly than I anticipate?

만약 예상보다 빙하가 훨씬 빨리 녹는다면요?

What if our glaciers are much more vulnerable than previously thought?

빙하가 생각보다 훨씬 무방비 상태라면 어떻게 될까요?

And what if, as a result, the glacial lakes --

그리고 만약에 그 영향으로 빙하호가..

now these are lakes that form when glaciers melt --

그곳에는 빙하가 녹으면서 만들어진 호수가 있는데요.

what if those lakes burst under the weight of additional water?

늘어난 물의 무게 때문에 호수가 터지면 어떻게 하죠?

And what if those floods cascade into other glacial lakes,

그리고 그 물이 다시 다른 빙하호로 쏟아져 들어가서

creating even bigger outbursts?

훨씬 더 크게 넘쳐 터진다면요?

That would create unprecedented flash floods in my country.

그러면 전국에 사상 유례가 없는 갑작스런 홍수가 일어날 겁니다.

That would wreck my country.

우리나라 전체를 파괴할 겁니다.

That would wreak havoc in my country.

우리나라에 막대한 피해를 줄 것입니다.

That would have the potential to literally destroy our land,

문자 그대로 우리 국토를 파괴할 잠재력을 가진 것입니다.

our livelihood, our way of life.

우리 삶, 우리 생활방식까지도요.

So that report caught my attention

그렇게 그 보고서는 저의 관심을 끌었습니다.

in ways that political stunts couldn't.

정치쇼와는 다른 방식으로 말이죠.

It was put together

이 보고서를 만든 곳은

by the International Centre for Integrated Mountain Development, or ICIMOD,

국제 통합 산악개발센터, 즉 ICIMOD라는 단체입니다.

which is based in Nepal.

본부가 네팔에 있죠.

Scientists and experts have studied our glaciers for decades,

과학자들과 관련 전문가들은 수십 년간 우리 빙하를 연구했습니다.

and their report kept me awake at night, agonizing about the bad news

그들의 보고서에 밤잠을 설쳤고, 나쁜 소식에 고통스러웠어요.

and what it meant for my country

제 조국과 민족에 어떤 영향을 미칠지 걱정스러웠습니다.

and my people.

So after several sleepless nights,

그렇게 며칠을 잠 못 이루다가

I went to Nepal to visit ICIMOD.

네팔로 가서 ICIMOD를 방문했습니다.

I found a team of highly competent and dedicated scientists there,

그곳에서 매우 실력있고 헌신적인 과학자들을 만났습니다.

and here's what they told me.

그들은 제게 이런 말을 해주더군요.

Number one:

첫 번째.

the Hindu Kush Himalaya glaciers have been melting for some time now.

힌두쿠시 히말라야의 빙하는 이미 전부터 녹고 있었다고 합니다.

Take that glacier, for instance.

예를 들어, 이 빙하의 경우는

It's on Mount Everest.

에베레스트산의 빙하입니다.

As you can see, this once massive glacier has already lost much of its ice.

보시는 것처럼, 한때 거대했던 빙하가 이미 상당 부분 사라졌습니다.

Number two:

두 번째.

the glaciers are now melting much more quickly --

현재는 빙하가 훨씬 빨리 녹고 있다고 합니다.

so quickly, in fact, that at just 1.5 degrees centigrade of global warming,

사실 그 속도가 너무 빨라서 1.5℃의 지구 온난화만으로도

one-third of the glaciers would melt.

빙하의 3분 1이 녹을 거라고 합니다.

At two degrees centigrade of global warming,

2℃의 지구 온난화로는

half the glaciers would disappear.

빙하의 절반이 사라진다고 하고요.

And if current trends were to continue,

만약 지금 추세가 계속된다면

a full two-thirds of our glaciers would vanish.

빙하의 3분의 2가 사라져버릴 것입니다.

Number three:

세 번째.

global warming means that our mountains receive more rain and less snow ...

지구 온난화로 인해 산에는 눈보다 비가 많이 내리게 될 것입니다.

and, unlike snowfall, rain melts ice,

눈과 달리, 비는 얼음을 녹이죠.

which just hurts the health of our glaciers.

그렇게 되면 우리 빙하는 온전히 유지될 수 없습니다.

Number four:

네 번째.

pollution in the region has increased the amount of black carbon

빙하 지역의 공해는 검은 탄소량을 증가시키고

that's deposited on our glaciers.

그것은 빙하에 축적됩니다.

Black carbon is like soot.

검은 탄소는 그을음 같은 것입니다.

Black carbon absorbs heat

검은 탄소는 열을 흡수하고

and just accelerates the melting of glaciers.

빙하를 더 빨리 녹게 만듭니다.

To summarize,

정리하죠.

our glaciers are melting rapidly,

우리 빙하는 급속히 녹고 있습니다.

and global warming is making them melt much more quickly.

지구 온난화로 그 속도가 훨씬 더 빨라지고 있습니다.

But what does this mean?

그게 무슨 의미일까요?

It means that the 240 million people

그것이 의미하는 바는.. 2.4억 명의 사람들.

who live in the Hindu Kush Himalaya region --

힌두쿠시 히말라야 지역에 살고 있는 수많은 사람들.

in Afghanistan, Pakistan, India, China, Nepal, Bangladesh, Myanmar

아프가니스탄, 파키스탄, 인도, 중국, 네팔, 방글라데시, 미얀마,

and my own beloved country, Bhutan --

그리고 제 사랑하는 조국, 부탄까지

these people will be directly affected.

그곳 사람들이 직접 피해를 본다는 것입니다.

When glaciers melt,

빙하가 녹아버리고

when there's more rain and less snow,

눈보다 비가 많이 내리면

there will be huge changes in the way water behaves.

물길의 움직임도 크게 변화하게 됩니다.

There will be more extremes:

더 극심한 상황이 발생하죠.

more intense rain, more flash floods, more landslides,

폭우도 많아지고, 홍수와 산사태도 늘어납니다.

more glacial lake outburst floods.

빙하호도 더 자주 범람할 겁니다.

All this will cause unimaginable destruction

이 모두가 상상도 못할 파괴를 일으킬 것입니다.

in a region that already has some of the poorest people on earth.

이 지역은 지구상 가장 가난한 사람들이 사는 곳입니다.

But it's not just the people in the immediate region

하지만 바로 그 지역 사람들만 피해를 받게 되는 것은 아닙니다.

who'll be affected.

People living downstream will also be hit hard.

하류 지역에 사는 사람들도 큰 피해를 입게 될 것입니다.

That's because 10 of their major rivers

왜냐하면 그곳의 10개 주요 강들이

originate in the Hindu Kush Himalaya mountains.

힌두쿠시 히말라야 산맥을 발원지로 하고 있기 때문입니다.

These rivers provide critical water for agriculture

그 강들은 농업에 반드시 필요한 물의 공급원이고

and drinking water

하류 지역 16억이 넘는 인구의 식수원이기도 합니다.

to more than 1.6 billion people living downstream.

That's one in five humans.

전 인류의 5분의 1에 해당하죠.

That's why the Hindu Kush Himalaya mountains

바로 그 때문에 힌두쿠시 히말라야 산맥을 두고

are also called the "water towers of Asia."

"아시아의 급수탑"이라고 부르는 것입니다.

But when glaciers melt,

하지만 빙하가 녹고

when monsoons turn severe,

우기도 극심해지면

those rivers will obviously flood,

그 강들은 틀림없이 범람할 것입니다.

so there will be deluges when water is not required

물이 불필요할 때 폭우가 내리고

and droughts will be very common,

물이 절대적으로 필요할 때는 오히려 가뭄이 빈번해질 것입니다.

when water is desperately required.

In short, Asia's water tower will be broken,

다시 말해, 아시아 급수탑은 그 기능을 잃게 되고

and that will be disastrous for one-fifth of humanity.

우리 인류 5분의 1에게 재앙이 찾아올 것입니다.

Should the rest of the world care?

나머지 사람들이 그걸 걱정할까요?

Should you, for instance, care?

예를 들어, 여러분은 어떤가요?

Remember, I didn't care when I heard that the Maldives

생각해보세요. 저도 몰디브를 걱정하지 않았습니다.

could disappear underwater.

그곳이 물에 잠긴다고 해도요.

And that is the crux of the problem, isn't it?

가장 심각한 문제는 바로 그거예요. 그렇지 않나요?

We don't care.

우리는 관심이 없습니다.

We don't care until we are personally affected.

개인적으로 피해를 입기 전엔 우린 신경쓰지 않습니다.

I mean, we know. We know climate change is real.

우리는 이미 알아요.

실제로 기후변화가 일어나고 있고

We know that we face drastic and dramatic change.

급격하고 엄청난 환경 변화에 직면하고 있다는 걸 압니다.

We know that it is coming fast.

변화 속도도 빠르다는 걸 알죠.

Yet most of us

그런데도 우리 대다수는..

act as if everything were normal.

그 모든 걸 당연하다는 듯 여기고 있습니다.

So we must care,

모두가 관심을 가져야 합니다.

all of us,

우리 모두가요.

and if you can't care for those who are affected by the melting of glaciers,

녹고 있는 빙하로 피해 받는 사람들에게는 관심이 없다면

you should at least care for yourself.

적어도 여러분 자신에 대해 걱정해야죠.

That's because the Hindu Kush Himalaya mountains --

왜냐하면 힌두쿠시 히말라야 산맥은

the entire region is like the pulse of the planet.

전체가 지구의 맥박과 같은 곳이기 때문입니다.

If the region falls sick,

그 지역이 병들면

the entire planet will eventually suffer.

결국 이 지구 전체가 고통받게 됩니다.

And right now,

바로 지금도

with our glaciers melting rapidly,

급격히 녹고 있는 빙하로 인해

the region is not just sick --

그 지역이 병든 것뿐만 아니라

it is crying out for help.

도움을 구하는 비명을 지르고 있습니다.

And how will it affect the rest of the world?

그것이 이 세상 다른 곳에 어떤 영향을 미칠까요?

One obvious scenario is the potential destabilization

확실한 시나리오 한 가지는 사회 불안정의 가능성입니다.

caused by tens of millions of climate refugees,

수천만 명의 기후변화 피난민들로 인해서 말이죠.

who'll be forced to move because they have no or little water,

그들은 물부족으로 어쩔 수 없이 이동해야 하거나

or because their livelihoods have been destroyed

삶의 터전이 파괴되어 이동해야 할 겁니다.

by the melting of glaciers.

빙하가 녹고 있기 때문에요.

Another scenario we can't take lightly

간과할 수 없는 또 다른 시나리오는

is the potential of conflict over water

물 확보를 위한 분쟁 가능성입니다.

and the political destabilization in a region that has three nuclear powers:

그리고 핵능력을 가진 3개국의 정치정 불안정 가능성입니다.

China, India, Pakistan.

중국, 인도, 파키스탄 말이죠.

I believe that the situation in our region is grave enough

저는 우리 지역이 매우 심각한 상황이라고 생각합니다.

to warrant the creation of a new intergovernmental agency.

새로운 국가간 협력기구를 만들어야 할 정도로 말이죠.

So as a native from that part of the world,

따라서 그 지역에서 나고 자란 사람으로서

I want to propose here, today,

오늘 이 자리에서 제안하고 싶은 것은

the establishment of the Third Pole Council,

제3극지 협의회 설립입니다.

a high-level, intergovernmental organization

최고위의 국가간 조직으로서

tasked with the singular responsibility

단일 책임을 맡는 겁니다.

of protecting the world's third-largest repository of ice.

세계에서 세 번째로 큰 빙하의 보고를 지키기 위해서요.

A Third Pole Council

이 제3극지 협의회는

would consist of all eight countries located in the region

해당 지역의 8개국 모두가 회원국으로 참여하게 됩니다.

as member countries,

as equal member countries,

동등 자격의 회원국으로 말이죠.

and could also include representative organizations

여기에는 관련 대표기관도 참여할 수 있고

and other countries who have vested interests in the region

그 지역에 이해관계가 있는 다른 나라도 비투표 회원국으로 참여할 수 있습니다.

as non-voting members.

But the big idea

하지만 더 큰 그림은

is to get all stakeholders together to work together.

이해 당사국이 한데 모여 힘을 합치자는 것입니다.

To work together to monitor the health of the glaciers;

함께 힘을 모아서 빙하의 건전성을 감시하고

to work together to shape and implement policies to protect our glaciers,

힘을 모아서 빙하를 지키기 위한 정책을 준비하고 실행하자는 것입니다.

and, by extension,

더 나아가서

to protect the billions of people who depend on our glaciers.

빙하에 의존하는 수십억 명의 사람들을 보호하자는 것입니다.

We have to work together,

함께 힘을 모아야 합니다.

because thinking globally, acting locally ...

전 세계가 고민해서 일부 지역만 실행하는 것은

does not work.

소용이 없기 때문입니다.

We've tried that in Bhutan.

이미 부탄에서는 그런 시도를 했습니다.

We've made immense sacrifices to act locally ...

국지적으로 실행에 옮기면서 엄청난 희생을 치러야 했죠.

and while individual localized efforts will continue to be important,

일부 지역에서의 개별적 노력은 앞으로도 중요하겠지만

they cannot stand up to the onslaught of climate change.

그것으로 기후변화의 맹공격애 맞설 수는 없습니다.

To stand up to climate change, we must work together.

기후변화에 맞서려면 힘을 합쳐야 합니다.

We must think globally and act regionally.

전 세계가 고민하고 모든 곳에서 실행해야 합니다.

Our entire region must come together,

모든 지역이 참여해야 하고

to work together,

힘을 모아야 합니다.

to fight climate change together,

함께 기후변화와 싸워야 합니다.

to make our voices heard together.

함께 우리 목소리를 내야 합니다.

And that includes India and China.

인도와 중국도 참여시켜야 합니다.

They must step up their game.

그들도 자신들만의 싸움을 준비해야 합니다.

They must take the ownership of the fight to protect our glaciers.

우리 빙하를 지키기 위한 싸움에 그들도 주인의식을 가져야 합니다.

And for that, these two countries, these two powerful giants,

그러기 위해서는 그 두 나라, 그 둘 힘 있는 거인들은

must reduce their own greenhouse gases,

자국의 온실 가스를 줄여야만 합니다.

control their pollution, and lead the fight.

자국의 공해를 억제하고 이 싸움을 이끌어야 합니다.

Lead the global fight against climate change.

기후 변화에 대한 세계적 싸움을 이끌어야 합니다.

And all that with a renewed sense of urgency.

이 문제의 시급성을 깨달아야 합니다.

Only then -- and that, too, only maybe --

그래야만, 오직 그때만이

will our region

우리 지역과

and other regions that depend on our glaciers

빙하에 의존하는 다른 지역들에게

have any chance to avoid major catastrophes.

심각한 재해를 피할 기회가 주어질 것입니다.

Time is running out.

시간이 없습니다.

We must act together, now.

함께 행동해야 합니다. 지금 당장이요.

Otherwise, the next time Nepal's cabinet meets on Mount Everest,

그렇지 않으면

다음에 네팔이 에베레스트산에서 국무회의를 연다면

that spectacular backdrop ...

배경의 그 눈부신 풍경은

may look quite different.

전혀 다른 모습일 것입니다.

And if that happens,

만약 그렇게 된다면

if our glaciers melt,

만약 우리 빙하가 녹아버린다면

rising sea levels could well drown the Maldives.

높아진 해수면 때문에 몰디브도 바다에 잠길 것입니다.

And while they can hold their cabinet meetings underwater

그들이 바닷속에서 국무회의를 열고

to send an SOS to the world,

세계를 향해 SOS를 보낸다 하더라도

their country can keep existing

그들의 국가가 계속 존재하려면

only if their islands keep existing.

그들의 섬이 계속 존재해야겠죠.

The Maldives are still distant, away.

몰디브는 여전히 멀리 떨어져 있습니다.

Their islands are distant from where I live.

제가 사는 곳에서 먼 섬나라입니다.

But now, I pay close attention to what happens out there.

하지만 이제는

그곳에서 일어나고 있는 일에 많은 관심을 기울이고 있습니다.
