The narrative of a rising Africa is being challenged.

About 10 years ago, I spoke about an Africa,

an Africa of hope and opportunity,

期待と可能性のアフリカ

an Africa of entrepreneurs,

起業家を生むアフリカ

an Africa very different from the Africa that you normally hear about

通常のアフリカの描き方である

of death, poverty and disease.

And that what I spoke about,

その時話した事が

became part of what is known now as the narrative of the rising Africa.

今では躍進するアフリカの物語の一部へと 展開したのです

I want to tell you two stories about this rising Africa.

この躍進するアフリカを象徴する ２つのストーリーをご紹介します

The first has to do with Rwanda,

まず最初はルワンダに関する話です

a country that has gone through many trials and tribulations.

数知れない貧苦を乗り越えてきた国です

And Rwanda has decided to become the technology hub, or a technology hub

そのルワンダがテクノロジーの中心地に

on the continent.

アフリカ大陸における中心の一つに なろうと決断しました

It's a country with mountainous and hilly terrain,

この国は丘陵や山岳地が多い国で

a little bit like here,

今いるこの場所と少し似ていますが

人々にサービスを届けるのには かなり厳しい条件の多い地形です

so it's very difficult to deliver services to people.

So what has Rwanda said?

そこでルワンダの解決案とは？

命を救うのにドローン技術を使い

In order to save lives, it's going to try using drones

to deliver lifesaving drugs, vaccines and blood

医薬品 ワクチンや血液を

to people in hard-to-reach places

孤立された地域に届け 人命救助にあたる計画をたて

Zipline （ジップライン）という企業や 宅配業者のUPS

in partnership with a company called Zipline,

with UPS, and also with the Gavi, a global vaccine alliance.

ワクチンの世界同盟Gavi と 手を組むことにより

人命救助にあたる計画をたてました

In doing this, it will save lives.

This is part of the type of innovation we want to see in the rising Africa.

アフリカが飛躍する上で必要な イノベーションの一例です

The second story has to do with something

２番目の話は皆さんも馴染みがあり

that I'm sure most of you have seen or will remember.

実際に見た事があったり 記憶にある話です

Very often, countries in Africa suffer drought and floods,

アフリカ諸国では干ばつや洪水による 災害に悩まされ

and it's getting more frequent because of climate change effects.

地球温暖化の影響で 災害の発生頻度も増えています

災害がおきると国際援助による 支援を求めるわけです

When this happens, they normally wait for international appeals to raise money.

You see pictures of children with flies on their faces,

ハエに覆われるた子供の顔や

動物の死骸などの報道写真 はご覧になられたと思います

carcasses of dead animals and so on.

Now these countries, 32 countries, came together

ところががこのような国々で　 –実際は32ヶ国ですが–

under the auspices of the African Union

アフリカ連合の後援のもと

and decided to form an organization called the African Risk Capacity.

African Risk Capacity （アフリカン・リスク・キャパシティー） という組織を立ち上げました

What does it do?

何をする組織なのか？

It's a weather-based insurance agency,

天候を対象にした保険機構です

and what these countries do is to pay insurance each year,

参加国が毎年保険金として

年間約300万ドルの資金を積み立てます

about 3 million dollars a year of their own resources,

so that in the event they have a difficult drought situation or flood,

干ばつや洪水が発生した際には

this money will be paid out to them,

保険金が支払われ

which they can then use to take care of their populations,

国際援助の到着を待つことなく

instead of waiting for aid to come.

国民の援助に充てることができます

ARCは去年2600万ドルを

The African Risk Capacity last year paid 26 million dollars

to Mauritania, Senegal and Niger.

モーリタニア、セネガル、ニジェール に給付し

This enabled them to take care of 1.3 million people affected by drought.

干ばつ被害を受けた130万人の 援助が行われました

They were able to restore livelihoods,

生活を取り戻させ

buy fodder for cattle, feed children in school

牛に飼料を与え 子供達には給食を支給し

and in short keep the populations home instead of migrating out of the area.

住民が地元に暮らし続けられるようにして 地域外への流出を防ぎました

So these are the kinds of stories

アフリカが 自己責任を持って

of an Africa ready to take responsibility for itself,

and to look for solutions for its own problems.

問題を自らの手で解決できるように なったことを示しています

But that narrative is being challenged now

ところが今 こんな物語にも 異議が唱えられています

because the continent has not been doing well in the last two years.

この２年間アフリカ大陸の成長は 停滞しています

It had been growing at five percent per annum

過去15年の間年間5%の成長率で

成長してきた経済が

for the last one and a half decades,

今年は3%に留まる予想です それは何故なのでしょう？

but this year's forecast was three percent. Why?

In an uncertain global environment, commodity prices have fallen.

不安要因が募る世界情勢の影響で 商品市場が下落しているからです

この大陸の経済の大半は 資源の輸出で補われています

Many of the economies are still commodity driven,

and therefore their performance has slipped.

よって成長の鈍化は免れないわけです

And now the issue of Brexit doesn't make it any easier.

Brexit（英国のEU離脱）も 下落に拍車をかけました

I never knew that the Brexit could happen

私自身もBrexitが起こりうる とは予測しておらず

その影響が世界情勢の不安要因になるとは

and that it could be one of the things that would cause global uncertainty

such as we have.

思ってもいませんでしたが

So now we've got this situation,

今そのような状況に強いられているのです

and I think it's time to take stock

それならこの時点で見直しを図り

and to say what were the things that the African countries did right?

アフリカ諸国は何を正しく行い 何を間違えたかを

What did they do wrong?

明らかにしましょう

How do we build on all of this and learn lessons

ここからどう学んで どう強化すれば

so that we can keep Africa rising?

アフリカの躍進を継続させられるでしょうか

So let me talk about six things that I think we did right.

ここで 正しく行われた６つのことを 説明します

The first is managing our economies better.

第一には経済運営が向上しました

80年 90年代は失われた期間で アフリカ経済は苦しんでいました

The '80s and '90s were the lost decades, when Africa was not doing well,

and some of you will remember an "Economist" cover

『エコノミスト』の表紙を 覚えている人もいるかと思いますが

that said, "The Lost Continent."

見出しで「失われた大陸」と 宣告されました

ところが2000年代に突入し 政策立案者たちは

But in the 2000s, policymakers learned

社会の安定を保つのには

that they needed to manage the macroeconomic environment better,

to ensure stability,

マクロ経済の効率的な運営が 必要だと気がつきました

keep inflation low in single digits,

インフレーションを一桁台に抑え

keep their fiscal deficits low, below three percent of GDP,

財政赤字をGDPの3%以内に抑え

give investors, both domestic and foreign,

国内海外の投資家に 安定した環境を提供することで

それらの経済に投資できる 信用を高める

some stability so they'll have confidence to invest in these economies.

So that was number one.

それが一つ目でした

Two, debt.

二番目の処置が債務

In 1994, the debt-to-GDP ratio of African countries was 130 percent,

1994年の時点では 負債対GDPの比率が130%

and they didn't have fiscal space.

よって財政上の余裕がありませんでした

They couldn't use their resources to invest in their development

蓄えていた資産を開発に投資する事ができず

because they were paying debt.

負債の支払いに追われていました

There may be some of you in this room who worked to support African countries

この会場にいる人の中にはアフリカ諸国の

負債の救済にあたった方もいるかと思います

to get debt relief.

So private creditors, multilaterals and bilaterals came together

民間債権者 多国間 ２カ国間の 債権提供者が合同となり

and decided to do the Highly Indebted Poor Countries Initiative

重債務貧困国イニシアティブを適用し

and give debt relief.

負債の救済にあたりました

So this debt relief in 2005

2005年に設けられた負債援助が機能し

made the debt-to-GDP ratio fall down to about 30 percent,

債務対GDPの比率を 約30%まで引き下げることにより

and there was enough resources to try and reinvest.

余剰資産を再投資する 余裕を生み出す事に成功しました

The third thing was loss-making enterprises.

３つ目は赤字企業の対策

Governments were involved in business

それまでは政府が企業の経営に関与し

which they had no business being in.

もちろんそんな筋合いはないはずですが

And they were running businesses, they were making losses.

企業経営に手を出しては 損失を出していました

So some of these enterprises were restructured,

一部の企業は経営改革に着手し

commercialized, privatized or closed,

営利化や民営化を促進させ 一部の企業は廃業させました

そうすることにより 政府の負担も軽減しました

and they became less of a burden on government.

４つ目はとても興味深い事ですが

The fourth thing was a very interesting thing.

The telecoms revolution came,

電気通信分野に革命が訪れると

and African countries jumped on it.

アフリカ諸国もその流れに乗りました

2000年には1100万の電話回線しか なかったのが

In 2000, we had 11 million phone lines.

Today, we have about 687 million mobile lines on the continent.

現在 大陸には6億8700万の 携帯通信回線が普及しています

その結果

And this has enabled us

to go, move forward with some mobile technology

携帯通信技術の進歩は更に拍車がかかり

where Africa is actually leading.

一部の技術においては アフリカが先端の位置付けにいます

In Kenya, the development of mobile money --

例えばケニヤでは携帯通貨も開発され

M-Pesa, which all of you have heard about --

皆さんもM−Pesa（携帯による 送金決済サービス）はご存知ですよね

it took some time for the world to notice that Africa was ahead

実はこの特定の分野において アフリカが先頭にいることは

世界にはなかなか認識されませんでした

in this particular technology.

And this mobile money is also providing a platform

この携帯通貨の普及により

for access to alternative energy.

更に代替エネルギーを利用する 可能性が生まれ

You know, people who can now pay for solar

人々は携帯電話の通信カードを 購入するのと同じように

the same way they pay for cards for their telephone.

太陽光発電の支払いができる 手段ができたのです

これは確実な進歩であり 良い成果を生み出しました

So this was a very good development, something that went right.

We also invested more in education and health, not enough,

教育と医療にも投資しました まだ十分ではありませんが

but there were some improvements.

ある程度の効果は表れており

250 million children were immunized in the last one and a half decades.

過去15年間で2億5000万人の子供に 予防接種が実施されました

The other thing was that conflicts decreased.

次に挙げられる事は 武力紛争が減ったこと

There were many conflicts on the continent.

大陸での紛争は絶えませんでした

それは多くの方が認めている事実です

Many of you are aware of that.

But they came down, and our leaders even managed to dampen some coups.

数は減っており 一部のリーダーは クーデターの鎮圧にも成功しました

New types of conflicts have emerged, and I'll refer to those later.

その反面 違う形の争いが出現しましたが その件は後で説明します

So based on all this, there's also some differentiation on the continent

これらすべての状況を基に いくつかの変化が表れています

これは是非皆さんに認識 してほしい点です

that I want you to know about,

because even as the doom and gloom is here,

将来への不安要素はもちろん 現実として残っていますが

中でも ― コートジボワール ケニヤ エチオピア

there are some countries -- Côte d'Ivoire, Kenya, Ethiopia,

タンザニア セネガルなど 現在成長の軌道に乗っています

Tanzania and Senegal are performing relatively well at the moment.

それではどんな誤りを おかしたかというと

But what did we do wrong?

Let me mention eight things.

８つの点が指摘できます

You have to have more things wrong than right.

正しい行為よりも過ちが多いのは あたりまえです

(Laughter)

So there are eight things we did wrong.

８つの誤った判断をしました

The first was that even though we grew, we didn't create enough jobs.

まずは経済成長があっても 雇用の増加は不十分でした

We didn't create jobs for our youth.

若い人の職を生み出す事 ができませんでした

Youth unemployment on the continent is about 15 percent,

若年層の失業率は約15%です

and underemployment is a serious problem.

不完全雇用は更に深刻な問題です

The second thing that we did is that the quality of growth was not good enough.

次の点は 成長はあったものの 成長の質が不十分でした

Even those jobs we created were low-productivity jobs,

雇用は増えても生産性の低いものでした

so we moved people from low-productivity agriculture

低い生産性の農業から

都市の非公式の部門の 低生産的な商業や仕事へと

to low-productivity commerce and working in the informal sector

労働者を移動させただけでした

in the urban areas.

The third thing is that inequality increased.

３番目は貧富の格差が増えたことです

So we created more billionaires.

億万長者を生み出しました

50 billionaires worth 96 billion dollars

960億ドルの時価資産を所有する 50人の億万長者の資産が

own more wealth than the bottom 75 million people on the continent.

大陸における低所得層7500万人を 併せた資産を上回っています

Poverty,

それから貧困

the proportion of people in poverty -- that's the fourth thing -- did decrease,

―これが４つ目の点ですが― 割合としては減りました

but the absolute numbers did not because of population growth.

ところが人口が増えたことにより 絶対数は減りませんでした

And population growth is something

that we don't have enough of a dialogue about on the continent.

大陸における十分な対話にも欠いています

この問題は抜本的な処置が必要です

And I think we will need to get a handle on it,

particularly how we educate girls.

特に女子をどのように教育するか ということに関してです

That is the road to really working on this particular issue.

貧困問題を解決する道となる点です

The fifth thing is that we didn't invest enough in infrastructure.

５つ目はインフラへの投資が 十分でなかった事です

We had investment from the Chinese.

中国資本の投資が進み

That helped some countries, but it's not enough.

その結果一部の国は援助されましたが 十分ではありませんでした

大陸における電力消費を見ると

The consumption of electricity in Africa on the continent

in Sub-Saharan Africa is equivalent to Spain.

サハラ砂漠以南の諸国全体と スペインの消費量が同等です

総消費量がスぺインと同じなのです

The total consumption is equivalent to that of Spain.

So many people are living in the dark,

それはまだ沢山の人々が暗闇で 生活しているという事です

and as the President of the African Development Bank said recently,

アフリカ開発銀行の総裁が最近 発言したように

Africa cannot develop in the dark.

アフリカが暗闇の中にいる間は 発展は遂げられません

まだ残されている課題の一つに

The other thing we have not done

is that our economies retain the same structure

各国の経済構造が

that we've had for decades.

何十年と変わっていない事も 挙げられます

So even though we've been growing,

成長はあっても

経済の構造は大きく変わっていません

the structure of the economies has not changed very much.

We are still exporting commodities,

資源の輸出に頼る事により

and exporting commodities is what? It's exporting jobs.

結果的に雇用も輸出しているのです

Our manufacturing value-added is only 11 percent.

製造業付加価値は11% にとどまっています

We are not creating enough decent manufacturing jobs for our youth,

若年層の雇用でも きちんとした製造の仕事を生み出せていません

各国間の貿易もまだ十分とはいえません

and trade among ourselves is low.

Only about 12 percent of our trade is among ourselves.

アフリカ諸国間での貿易はまだ12% ぐらいのレベルです

So that's another serious problem.

これも課題として残っています

次にガバナンスの取り組み

Then governance.

管理統制は非常に重要な事です

Governance is a serious issue.

We have weak institutions,

ところが組織基盤が弱体です

and sometimes nonexistent institutions, and I think this gives way for corruption.

場合によっては組織がないに等しく その結果政治の腐敗が蔓延します

Corruption is an issue that we have not yet gotten a good enough handle on,

政治腐敗はまだしっかりと 取り組めていませんが

徹底的に対応しなくてはならない 事ですし

and we have to fight tooth and nail,

that and increased transparency in the way we manage our economies

経済と財政の管理体制の

and the way we manage our finances.

透明性を高める必要もあります

We also need to be wary of new conflicts,

新規に起こる紛争への 警戒も高める必要があります

new types of conflicts,

特に従来とは違う形の紛争

such as we have with Boko Haram in my country, Nigeria,

例えば私の国ナイジェリアの ボコ・ハラムや

and with Al-Shabaab in Kenya.

ケニヤのアル・シャバーブの征圧は

We need to partner with international partners,

特に海外の協力者との バートナーシップを結び

developed countries, to fight this together.

先進国の力を借りながら 共に対処するべきです

それにしくじると 新しい現実を生みだしてしまいます

Otherwise, we create a new reality

飛躍するアフリカに 存在してはならない現実です

which is not the type we want for a rising Africa.

And finally, the issue of education.

最後は教育に関する点

Our education systems in many countries are broken.

教育制度は破綻しています

将来必要とする技術を 生みだしていないからです

We are not creating the types of skills needed for the future.

So we have to find a way to educate better.

もっと有効な教育制度が必要です

So those are the things that we are not doing right.

以上の点が課題として残されています

Now, where do we go from there?

では　ここから進むべき方向とは？

I believe that the way forward is to learn to manage success.

まずは成功した要因を把握すること

Very often, when people succeed or countries succeed,

人間も国も成功を体験すると

they forget what made them succeed.

成功に導いた根源を忘れてしまうのです

Learning what you're successful at,

何が得意なのかを理解し

managing it and keeping it is vital for us.

それを上手に操り 維持し続ける事は極めて重要です

So all those things I said we did right,

我々が行った正しい政策は

we have to learn to do it right again, keep doing it right.

これを再現することを学び 正しい政策を繰り返すことが必要です

Managing the economy while creating stability is vital,

経済の舵取りをしながら 安定化を促進させることは必須です

getting prices right, and policy consistency.

物価を落ち着かせ 一貫した政策を打ち出すことです

Very often, we are not consistent.

多くの場合我々は一貫性に欠けます

One regime goes out, another comes in

一つの政権が滅びると 新しい政権が権力を握り

and they throw away even the functioning policies that were there before.

その度に機能していた政策さえも 放棄されます

その結果どうなるか？

What does this do?

It creates uncertainty for people, for households,

国民の不信感を招き

uncertainties for business.

企業の不安を生みだします

They don't know whether and how to invest.

投資を持続するべきか 何に投資するべきか

Debt: we must manage the success we had in reducing our debt,

負債― 負債を減らして得た成功を 維持すべきです

but now countries are back to borrowing again,

ところが近年借入金が また増えており

and we see our debt-to-GDP ratio beginning to creep up,

GDP対負債率が上昇しています

and in certain countries,

一部の国では

debt is becoming a problem, so we have to avoid that.

負債が増えており これはどうしても免れたい事です

So managing success.

成功を上手に運営する事

The next thing is focusing with a laser beam

次に よい結果が出なかった点を

on those things we did not do well.

レーザー光線でピンポイントするように 焦点を当てる事です

First and foremost is infrastructure.

その優先となるのがインフラの整備です

Yes, most countries now recognize they have to invest in this,

ここへの投資の必要性はほとんどの国が 理解しています

and they are trying to do the best they can to do that.

そのために最善を尽くしています

We must.

それは徹底的に必要なのです

The most important thing is power.

その一番として上がるのがエネルギー源の確保

You cannot develop in the dark.

暗闇の中にいての発展はあり得ません

And then governance and corruption:

ガバナンスと汚職問題 ―

we have to fight.

これは絶対に戦い続けるべき事

各国の透明性を高める事は必須です

We have to make our countries transparent.

And above all, we have to engage our young people.

そして何よりも若者の参加を 促進する事が重要です

We have genius in our young people.

若い世代は沢山の才能を秘めてます

I see it every day.

その事実は毎日のように目撃します

その事実こそが毎朝起きて 頑張ろうと思う私のエネルギー源です

It's what makes me wake up in the morning and feel ready to go.

We have to unleash the genius of our young people,

若者の可能性を解放する必要があります

若者の妨害をしないように 創造性とイノベーションを支援し

get out of their way, support them to create and innovate

and lead the way.

道をひらく事が必要です

And I know that they will lead us in the right direction.

彼らの力が我々を導いてくれると 確信しています

And our women, and our girls:

女性や少女の力も

we have to recognize that girls and women are a gift.

我々にとっての贈り物であると 認識を改めること

They have strength,

彼女たちは秘めた力を もってます

我々の務めはその可能性を 解放すること

and we have to unleash that strength

so that they can contribute to the continent.

そうする事で彼女らの 大陸への貢献が期待できます

I strongly believe that when we do all of these things,

これらすべての事が実現できれば

躍進するアフリカのストーリーは 偶然ではなく トレンドになると確信しています

we find that the rising Africa narrative

is not a fluke.

It's a trend.

It's a trend, and if we continue, if we unleash our youth,

このトレンドを保ち 若者の可能性を解放し

if we unleash our women,

女性の束縛をとくことにより

we may step backwards sometimes,

時には後退があったり

we may even step sideways,

停滞することがあっても

but the trend is clear.

上昇のトレンドは明白となり

Africa will continue to rise.

アフリカの躍進を継続できます

And I tell you businesspeople in the audience,

この会場にいるビジネスマンに 言いたいのです

investment in Africa is not for today, is not for tomorrow,

アフリカに投資するのなら 今日の為ではなく明日の為でもなく

it's not a short-term thing, it's a longer term thing.

短期の営利が目的ではなく 長期の投資が目標です

アフリカへ投資せずにいるなら

But if you are not invested in Africa,

then you will be missing

今 世界に現れつつある

one of the most important emerging opportunities in the world.

最重要の可能性を 見逃すことになります

and you're known, well-known as a strong anticorruption fighter.

But that's had consequences.

People have fought back, and your mother was kidnapped.

How have you been handling this?

Thank you for mentioning the issue of the kidnap of my mother.

It's a very difficult subject.

But what it means is that when you fight corruption,

ただ汚職に立ち向かうと いうことは

when you touch the pockets of people who are stealing money,

お金を盗んだ人のポケットに ふれるのと同じことです

they don't just keep quiet.

彼らも黙っていません

They fight back, and the issue for you is when they try to intimidate you,

問題は 彼らが抵抗してあなたを脅迫するときです

do you give up, or do you fight on?

降参するか 戦い続けるか

Do you find a way to stay on and fight back?

踏みとどまって戦うすべは 見つかるか

And the answer that I had with the teams I worked with

私と協力してくれたチームの答えは

is we have to fight on.

戦い続けなければならないと言うことです

体制を作りあげ

We have to create those institutions.

We have to find ways to stop these people

将来の基盤となる 財産が奪われる事を

阻止する制度を作る

from taking away the heritage of the future.

And so that's what we did.

そのような事に努めました

And even out of government, we continued to make that point.

政府の職務を離れても 同じ主張を続けました

In our countries, nobody, nobody is going to fight corruption

我々の国では自分たちの力で 汚職と戦わないと

for us but us.

誰も代わりに戦ってはくれません

And therefore, that comes with consequences,

その為には犠牲もあるのです

and we just have to do the best we can.

そのような状況の中で 最善を尽くすしかないのです
