What is our imagery of cities?

ما هو تصورنا عن المدن؟

When we imagine cities,

عنما نتخيل المدن،

we often imagine it to be something like this.

But what if what you're looking at is just half a picture,

but there is a city within the city.

This part of the city is often seen as slums,

squatters, informal,

and people living here are called illegal, informal,

criminals, beneficiaries, supplicants, etc.

But in reality,

these are poor people with no choices.

Poverty is a vicious cycle.

If born poor, it can take three or more generations

to escape one.

Many are forced in this cycle without choices,

ويجُبر الكثير على دخول هذه الحلقة دون أدنى خيار،

to live on pavements,

ليعيشوا على الأرصفة،

along train tracks,

وعلى مسارات السكك الحديدية،

in dumping grounds,

وفى مكبات النفايات،

along rivers,

وعلى ضفاف الأنهار،

swamps and many such unlivable spaces,

والمستنقعات والعديد من الأماكن غير الملائمة للمعيشة،

without clean water, toilets or housing.

وبدون مياه نظيفة أو دورات مياه ولا منازل.

But these places are not unfamiliar to me,

لكنني معتادة على مثل هذه الأماكن،

because since the age of six, I accompanied my father, a doctor,

who treated patients in the slums of Bombay.

Growing up, I would help him carry his bag of medicines

after school lessons --

I loved doing that.

Wanting to do something about these habitats,

I decided to become an architect.

But quite early on, I realized

that the beauty of architecture was only for the rich.

So I decided to do urban planning

and joined an NGO in India that works with the urban poor

who organize themselves to access basic services,

such as water, sanitation and housing, for the poor living in cities.

Now I spent 10 years of my life in professional education, in learning,

and then five years in unlearning it.

Because I realized

that all my training in architecture, design and planning

failed ground realities.

And this is where I learned the power of choice.

I unlearned many things,

but there are two myths about the poor

that I would like to share that we live with.

The first myth is a perception

that migration of poor people into cities is a problem.

Is migration really a choice?

asked to those who think of this as a problem,

"Go ask your grandfather where he came from," she says.

So what do poor people do when they migrate in cities?

فما الذي يفعله الفقراء عند هجرتهم للمدن؟

Let me share an example.

دعوني أشارككم بمثال.

This is the Mumbai International Airport.

هذا هو مطار مومباي الدولي.

All that you see in blue are large informal settlements around it.

وكل ما ترونه باللون الأزرق حوله عبارة عن مستوطنات كبيرة غير رسمية.

Close to 75,000 people live here.

ما يقرب من 75,000 شخص يقيمون هنا.

So who are these people that work silently in hotels, restaurants,

as laborers, babysitters, house helps

and countless other jobs

that we need for cities to function without a glitch?

And where do they live?

In most cities, they live in slums.

So let us think again.

Do we want poor people to stop migrating in our cities?

هل نرغب في وقف هجرة الفقراء لمدننا؟

What if they had a choice of not to?

وماذا لو أن لديهم الخيار بعدم الهجرة؟

The second myth is my personal experience.

الخرافة الثانية من واقع خبرتي الشخصية.

It's this attitude that we professionals know better.

هو ذلك السلوك الذي نعرفه أكثر كمهنيين.

We professionals love to make choices for others,

حيث نحب اتخاذ القرارات نيابةً عن الغير،

especially for the poor.

خاصةً الفقراء.

Let me share an experience.

دعوني أشارككم بتجربة.

In a workshop that looked at designing 250 new houses for poor families

في إحدى ورش العمل لتصميم 250 منزلاً جديداً للعائلات الفقيرة

from a slum nearby,

من إحدى العشوائيات المجاورة،

there were different building materials that were presented,

كان هناك مواد بناء مختلفة عما عُرضت بالورشة،

ranging from papier-mâché, cardboard, honeycomb, etc.,

ما بين الورق المعجّن والكرتون وأقراص العسل والخ،

simply because they were affordable.

حيثُ يسهل فقط تحمل تكلفتهم.

But there was this one idea that was of shipping containers.

حيثُ عرض أحد الأشخاص فكرة شحن حاويات.

Now we immediately approved of it,

والتي وافقنا عليها في الحال،

because we thought it was sustainable, scalable, affordable.

لاعتقادنا باستدامتها وقابليتها للتوسع وسهولة تحمل كُلفتها.

But during this presentation,

لكن أثناء هذا العرض،

a lady from the slum humbly spoke up.

تحدثت سيدة من قاطني تلك الأحياء الفقيرة بتواضع.

And she asked the presenter,

وسألت المُقدم:

"Would you choose to live in it?"

"هل تقبل العيش بإحداها؟"

(Laughter)

(ضحك)

"If not, then why did you think we would?"

"إذا لا، فلما اعتقدت أننا سنرغب بذلك؟"

Now this was a personal unlearning moment for me,

تُعد تلك إحدى اللحظات للتغاضي عما تعلمته،

where I realized that poverty only changes affordability --

حيثُ أدركت بأن الفقر يغيّر فقط قدرتنا على تحمل التكلفة...

it does not change aspirations.

لا طموحنا.

Now poor people have lived in temporary structures all their life.

يعيش الفقراء حياتهم كلها في مساكن مؤقتة.

They go from wall to wall,

من حائط لآخر،

moving from bricks to tin.

متنقلين من الطوب للقصدير.

They move from building from bamboo,

ينتقلون من مباني من نبات البامبو،

tarpaulin sheets, plastic, to cardboard, to tin,

وبعض الأغطية والبلاستيك لأخرى من الورق المقوى والقصدير

to bricks and cement,

والطوب والأسمنت،

just like the way we do.

كما نفعل نحن.

So somewhere here, we were forcing our choices on them.

لذلك، كنا نفرض رأينا عليهم.

So should we force our choices on them,

فهل ينبغي أن نفرض خياراتنا عليهم،

or should we broaden their choices?

أم نزد على المتاح لهم من خيارات؟

Now what if the opportunity to choose was given to people?

فماذا لو أن فرصة الاختيار كانت متاحة لهم؟

These are women who lived on the pavements of a neighborhood in Mumbai.

هؤلاء النساء، عشن على الأرصفة بإحدى أحياء مومباي.

Now they faced constant evictions, and in response to it,

ونتيجةً لتعرضهن لعمليات الطرد المستمر،

they organized a women's network called Mahila Milan.

نظموا شبكة نسائية تُدعى ماهيلا ميلان.

Not only did they fight against evictions with those in power,

لم يواجهن فقط عمليات الإخلاء من أصحاب النفوذ،

saved money and bought land,

توفيراً لأموالهم وعدم الحاجة لشراء أراضي جديدة،

but they also designed and helped construct their own houses.

لكن قاموا أيضاً بتصميم منازلهم وتقديم العون في تشييدها.

Well, these were illiterate women, so how did they do that?

وهن مجرد نساء جاهلات، فكيف تمكنا من فعل هذا؟

They used floor mats and saris to understand measurements.

استخدمن السجاد والسواري لمعرفة القياسات.

A sari is four meters in length and 1.5 meters in width.

يبلغ طول الساري 4 متر وعرضه 1.5 متر

They used these simple day-to-day items to demonstrate house models.

استخدمن تلك العناصر اليومية البسيطة لعرض نماذج المنازل،

And even they made three options to choose from

وفرن أيضأً ثلاثة خيارات للاختيار بينهم

and invited all their fellow residents to come and have a look.

ودعوا جميع جيرانهم للقدوم وإلقاء نظرة.

(Laughter)

And everybody loved this option that had a loft in it,

وأحب الجميع الخيار مع علية،

simply because it did two things.

ببساطة لأنه يملك شيئين.

One is that it accommodated larger families to sleep in.

الأولى، استيعابه للعائلات الكبيرة للنوم فيه،

And two, it allowed home-based work,

والثانية، هي سماحه ببيئة مناسبة للعمل بالمنزل،

such as bangle-making, jewelry-designing,

كصناعة الأساور وتصميم المجوهرات

embroidery-stitching, packaging items, etc.

والتطريز والتعبئة والخ.

Now they also decided to not have a toilet inside,

كما قررن فيما بعد عدم إدراج مرحاض داخل المنازل،

but instead have it outside in the corridors,

وبدلأً عن ذلك، جعلوه بالرواق،

simply because it gave them more space and it was cheaper.

فقط لأن هذا منحهم مساحة أكبر كما يُعد أرخص.

Now, professionals could have never thought

لم يخطر بفكر المهنيين من قبل

of something like that.

A formal design would have necessitated to have a toilet inside.

Now these are smaller examples --

let me share some larger context:

881,000,000 people --

881,000,000 شخص...

that's about one sixth of this world, as we talk here --

يمثلوا سدس سكان العالم، كما تحدثنا هنا...

are living in slums and informal settlements.

يعيشون بالأحياء الفقيرة والمستوطنات غير الرسمية.

Almost every city in the global south has large slums in the size of townships.

تقريباً كل مدينة بالنصف الجنوبي من العالم تمتلك أحياء فقيرة بحجم مقاطعة.

Kibera, in Nairobi,

كيبيرا في نيروبي،

Dharavi, in Mumbai,

دهرافي بمومباي،

Khayelitsha in South Africa, just a few.

خايليتشا بجنوب أفريقيا، مجرد أمثلة قليلة.

Now initially, they were all on waste and abandoned lands

في البداية، شُيد جميعهم على النفايات والأراضي المهجورة

that cities were never interested in.

التى لم تعيره المدن أي اهتمام.

As cities grew,

ومع توسع المدن،

poor people started building on these lands

بدأ الفقراء في البناء على هذه الأراضي

and brought value to this over time.

ومنحوها القيمة مع مرور الوقت،

And today, these lands have become real estate hot spots

واليوم، أصبحت هذه الأراضي نقط جذب عقارية

that everybody wants a piece of.

So how do cities and those in power choose to deal with them?

فكيف اختارت المدن ومن يملكون السلطة أن يتعاملوا معهم؟

They demolish them and evict them

بتحطيمهم وطردهم

and move them away from their cities and economies

ونقلهم بعيداً عن مدنهم واقتصادهم

in order to build a new infrastructure.

لتشييد بنيتها التحتية الجديدة.

They move them into vertical housing,

فنقلوهم لمساكن عمودية،

which in reality looks like this.

والتي في الواقع تبدو هكذا.

Now when built in high densities,

وعند بنائها بكثافة عالية،

they lack natural light and ventilation,

تفتقر الضوء والتهوية،

and it often leads to unhealthy conditions.

وعادةً ما تؤدى لظروف غير صحية.

Now, on one hand,

فأصبح من ناحية،

poor people are not involved in the participation of design,

لا يشارك الفقراء في تحديد التصميم،

and there is poor quality of construction.

وهناك رداءة البنايات.

And on the other hand,

ومن الناحية الأخرى،

they do not understand how to do maintenance,

لا يفهم الفقراء كيفية القيام بأعمال الصيانة،

you know, keeping bills, keeping records, forming societies --

كالاحتفاظ بالفواتير والسجلات وتكوين المجتمعات...

this is always difficult for them.

لطالما كان هذا صعباً عليهم.

And being forced to move into this formal society,

واضطرارهم للانتقال لمثل هذه المجتمعات الرسمية،

they end up looking like this in a few years.

ينتهى بهم الحال على هذا الوضع خلال بضعة أعوام.

Because formalization is not a product,

لأن الرسميات لا تُعد كمنتج،

it's a process.

بل عملية.

Moving from informal to formal for poor people is a journey.

والانتقال من الطابع غير الرسمي للرسمي يُعد رحلة للفقراء.

It takes time to accept and adapt.

فيتطلب الوقت لتقبلهم واعتيادهم عليه.

And when that choice is not given,

وعندما لا يتاح لهم هذا الخيار،

it becomes like this,

يصبح الوضع هكذا،

which I'm afraid, in future, these would become the slums.

والذي أخشى أن يتحول في المستقبل لعشوائيات.

Now instead of doing this,

فبدلاً من القيام بذلك،

what if we accommodated poor people

ماذا لو استوعبنا الفقراء

and gave them a choice to be a part of our cities

ومنحناهم الخيار لكي يصيروا جزءًا من مدننا

and develop them where they are,

وطورناها لهم أينما كانوا،

giving them basic services, like in this picture?

بمنحهم الخدمات الأساسية،كما في هذه الصورة؟

Now what happens if cities and governments could work together,

ماذا سوف يحدث إذا تمكنت المدن والحكومات من العمل سوياً؟

if governments acknowledge poor people,

إذا اعترفت الحكومات بالفقراء،

and they could build it together?

واستطاعوا تشييدها معاً؟

This is Mukuru.

تلك هي موكوروا.

It's a large informal settlement in Nairobi.

مستوطنة غير رسمية كبيرة بنيروبى.

It's one of the largest settlements in Africa.

والتى تُعد كواحدة من أكبر المستوطنات بإفريقيا.

It's home to 300,000 people

تُشكل منزلا لعدد 300,000 شخص

living over 650 acres of land.

يعيشون على مساحة 650 فداناً.

To help us understand that scale,

لمساعدتنا على فهم هذا الحجم،

it's like squeezing the population of Pittsburgh

إنه مثل ضغط سكان بيتسبرغ

into the New York Central Park.

داخل منتزه نيويورك المركزى.

That's Mukuru.

هذه موكوروا.

So to give us a glimpse,

this is the condition of housing.

And this is what it is in between them.

So what is life in Mukuru like, just talking briefly?

Five hundred and fifty people use one single water tap

and pay nine times more

ويدفعون تسعة مرات أكثر

than what anybody else in the city could pay,

simply because there is no water infrastructure

and water is sold.

وتُباع المياه.

Many come back from work to find out that their houses do not exist,

because they have either been bulldozed,

or they have been burned down.

أو تم حرقها.

So, tired of this situation,

بعد أن ضاق ذرعاً من مثل تلك المواقف،

a local slum dwellers' federation called Muungano

قرر اتحاد محلي للسكان بالعشوائيات يُدعى مانجونا

decided to do something about it.

القيام بشيء في هذا الشأن.

In four years,

خلال أربعة أعوام،

they organized 20,000 residents to collect data,

نظموا 20,000 ساكن لجمع البيانات،

map structures and put it together.

وتخطيط الرسوم وجمعها معاً.

And the plan was very simple --

وتحلت الخطة بالبساطة الشديدة..

they only needed four things.

احتاجوا فقط لأربعة أشياء.

They wanted clean water,

احتاجوا لماء نظيف،

toilets, decent roads

ومراحيض وطرق مناسبة

and, most importantly, not to be evicted.

والأهم، ألا يتم طردهم.

So they presented this with the government of Nairobi.

فقاموا بتقديم هذا لحكومة نييروبى،

And for the first time in history ever,

ولأول مرة في التاريخ على الإطلاق،

a city has agreed to do it.

وافقت المدينة على تنفيذها،

The city of Nairobi, the government of Kenya,

مدينة نييروبى وحكومة كينيا،

declared Mukuru to be a special planning area,

أعلنوا موكورو كمنطقة تخطيط خاصة،

which means that people could come up with their own plan.

ما يعنى إن بإمكان الأشخاص المجيء بخططهم.

People could decide to come up with their own norms and standards,

وبإمكانهم المجيء بقواعدهم ومعاييرهم،

because the standards that work for the formal citizens

لأن المعايير التي تصلح للمواطنين الرسميين

do not work in informal settings.

لا تصلح لغير الرسميين.

So what does that mean, to give us an instance?

فماذا يعني ذلك،لإعطائنا مثالاً؟

If these are roads in Mukuru,

إذا كانت تلك الطرق بموكور،

you can see that there are houses along both sides of the road.

بإمكانك رؤية المنازل على جانبي الطريق.

Now in order to bring in a city bus,

ومن أجل إحضار حافلة المدينة،

as per the standards,

وفقاً للقواعد،

planners would have gone for a luxurious 25-meter-wide road.

يرغب المخططون في طريق فاخر بعرض 25 متر.

Now that would mean displacing [25] percent of the structures --

that's a lot of people.

So instead of doing that, we came up with a 12-meter-wide road,

which had the structures intact and brought the city bus

without compromising on much services.

You know, in high-density areas,

where there is no scope for individual toilets,

like the public toilets that we have here.

So we would go for a male section and a female section.

But imagine this situation.

In the morning rush hours to the toilet,

when everybody is in intense pressure to relieve themselves,

حينما يكون الجميع في حاجة ملحة للتخفيف عن أنفسهم،

and if you're standing in a queue of 50 people,

وإذا كنت تقف في طابور من 50 شخص،

and there is a child standing behind an adult,

وهناك طفل بخلف شخص بالغ،

who wins?

فمن سيفوز؟

Children end up squatting outside.

وينتهي الأمر بتبوّل الصغار في الخارج.

And that's why women decided

ولذلك قررت النساء

to come up with a separate squatting area for children.

بتخصيص مكان للصغار للتبول.

Now, who could have thought of something like that?

من كان ليخطر بباله هذه الفكرة؟

The idea here is that when poor people choose,

الفكرة هنا، حينما يتاح للفقراء الخيار،

they choose better.

يختارون الأفضل.

They choose what works for them.

يختارون ما يصلح لهم.

So choice is everything.

فالاختيار هو كل شيء.

And power decides choice.

والسلطة تقرر الخيار.

And we need those in power --

ونحتاج من هم في السلطة...

politicians, leaders, governments,

كالسياسيين والقادة والحكومات

architects, planners, institutions, researchers --

ومهندسي العمارة والمخططين والمؤسسات والباحثين...

and all of us in our everyday lives to respect choices.

وكل منا أن يحترم الخيارات في حياته اليومية.

Instead of choosing what is right for people, for the poor,

بدلاً من اختيار الصواب للناس وللفقراء

let's acknowledge and empower their choices.

دعونا نعترف ونعزز خياراتهم.

And that is how we can build

وهكذا نستطيع بناء

better and inclusive cities for tomorrow,

مدن أفضل وأشمل للغد،

completing the imagery of cities

مستكملين لتصورنا عن المدن

built by the choices of its own people.

التي شُيدت بخيارات ساكنيها.
