What is our imagery of cities?

When we imagine cities,

we often imagine it to be something like this.

こんなイメージでは ないでしょうか？

But what if what you're looking at is just half a picture,

でも 見ているのが 写真の半分だけで

but there is a city within the city.

都市の中に 都市があるのだとしたら？

This part of the city is often seen as slums,

この地域はスラム街

squatters, informal,

and people living here are called illegal, informal,

そこで暮らす人々は不法占拠者 非正規居住者

criminals, beneficiaries, supplicants, etc.

犯罪者、受益者 被支援者などと呼ばれます

But in reality,

しかし 実際は

these are poor people with no choices.

選択肢を持たない 貧しい人々です

Poverty is a vicious cycle.

貧困とは 悪循環です

If born poor, it can take three or more generations

貧しい家庭に生まれると そこから抜け出すには

to escape one.

３世代以上かかるかもしれません

Many are forced in this cycle without choices,

多くの人々は この悪循環の中で 他に選択肢がなく

to live on pavements,

路上や

along train tracks,

線路脇や

in dumping grounds,

ごみ捨て場や

along rivers,

川辺や

swamps and many such unlivable spaces,

沼地などの 本来住宅地ではない場所で

without clean water, toilets or housing.

清潔な水も トイレも 家もない 生活を強いられています

But these places are not unfamiliar to me,

私は スラム街をよく知っています

because since the age of six, I accompanied my father, a doctor,

６歳の頃から ボンベイのスラム街で 診療をしていた―

who treated patients in the slums of Bombay.

Growing up, I would help him carry his bag of medicines

父の往診鞄を運ぶ 手伝いをしたものです

after school lessons --

I loved doing that.

私はそうするのが大好きでした

Wanting to do something about these habitats,

私はスラム街の居住環境を 何とかしたいと思い

I decided to become an architect.

建築家を志しました

But quite early on, I realized

しかし かなり早い段階で

that the beauty of architecture was only for the rich.

建築の美は 富裕層のためのものだと悟り

So I decided to do urban planning

都市計画に携わることにして

and joined an NGO in India that works with the urban poor

インドのNGOに加わりました

上下水道や住宅のような基本的な 生活インフラを手にするため

who organize themselves to access basic services,

such as water, sanitation and housing, for the poor living in cities.

自ら組織化している都市貧困層に 協力する組織です

Now I spent 10 years of my life in professional education, in learning,

私は10年かけて 専門知識を学びましたが

and then five years in unlearning it.

それに囚われなくなるまでに ５年かかりました

Because I realized

that all my training in architecture, design and planning

failed ground realities.

And this is where I learned the power of choice.

そして 私は「選択の力」を学び

I unlearned many things,

多くのことに 囚われなくなりました

but there are two myths about the poor

私たちが抱えている

that I would like to share that we live with.

貧しい人々についての誤った俗説を ２つご紹介します

The first myth is a perception

１つ目は

that migration of poor people into cities is a problem.

貧しい人々の都市への移住が 問題だという見方です

Is migration really a choice?

彼らは本当に 移住を選択したのでしょうか？

My mentor Sheela Patel

asked to those who think of this as a problem,

これを問題だと思う人々に こう言いました

"Go ask your grandfather where he came from," she says.

「皆さんのお祖父さんに出身地を 聞いてみてください」と

So what do poor people do when they migrate in cities?

では 貧しい人々は都市に来て 何をするのでしょう？

Let me share an example.

例をお見せしましょう

This is the Mumbai International Airport.

これはムンバイ国際空港です

All that you see in blue are large informal settlements around it.

空港周辺の青い部分は 大きな非正規市街地です

Close to 75,000 people live here.

ここに約７万５千人が暮らしています

So who are these people that work silently in hotels, restaurants,

ホテルやレストランで

作業員や ベビーシッターや 家政婦 その他諸々の仕事を

as laborers, babysitters, house helps

黙々とこなし

and countless other jobs

that we need for cities to function without a glitch?

都市が正常に機能するために 必要な人々は誰でしょうか？

And where do they live?

彼らの暮らしている所は？

In most cities, they live in slums.

多くの都市で 彼らは スラム街に暮らしているのです

So let us think again.

もう一度考えてみましょう

Do we want poor people to stop migrating in our cities?

貧しい人々が都市に 移住しないようにしたいですか？

What if they had a choice of not to?

彼らにそういう選択肢があったなら どうなっていたのでしょうか？

The second myth is my personal experience.

２つ目は 個人的な経験でもありますが

It's this attitude that we professionals know better.

自分たち専門家のほうが 分かっているんだという態度です

We professionals love to make choices for others,

専門家は 他人のために 特に貧しい人々のために

especially for the poor.

選択してやるのが大好きです

Let me share an experience.

こんな経験をしました

In a workshop that looked at designing 250 new houses for poor families

近隣スラムの 貧困世帯のために建てる

250軒の住宅についての 設計検討会で

from a slum nearby,

there were different building materials that were presented,

様々な建築資材が提示されました

ranging from papier-mâché, cardboard, honeycomb, etc.,

パピエマシェ、段ボール ハニカム材などで

simply because they were affordable.

どれも費用が抑えられるものです

But there was this one idea that was of shipping containers.

そこに輸送用コンテナを使う 案が出されると

Now we immediately approved of it,

私たちは即座に賛成しました

because we thought it was sustainable, scalable, affordable.

資源を再利用でき 大規模に行え 廉価だと考えたからです

But during this presentation,

しかし このプレゼン中に

a lady from the slum humbly spoke up.

スラム街の女性が慎ましくも率直に

And she asked the presenter,

発表者に尋ねました

「ご自分はコンテナに 住もうと思いますか？」

"Would you choose to live in it?"

(Laughter)

"If not, then why did you think we would?"

「そうでないなら なぜ私たちが そうしたがるとお考えなんですか？」

Now this was a personal unlearning moment for me,

目から鱗が落ちた瞬間でした

where I realized that poverty only changes affordability --

貧困が変えるのは 何を買えるかだけで

it does not change aspirations.

望むものは変わらないのだと 悟ったんです

Now poor people have lived in temporary structures all their life.

貧しい人々は 生涯を通して 仮設住宅で暮らし

They go from wall to wall,

壁を変えていきます

moving from bricks to tin.

レンガからブリキの家へと

They move from building from bamboo,

竹や防水シートや プラスティックの家から

tarpaulin sheets, plastic, to cardboard, to tin,

段ボールやブリキや レンガやセメントの家へと

to bricks and cement,

移っていきます

just like the way we do.

ちょうど私たちが家を移るように

So somewhere here, we were forcing our choices on them.

この過程のどこかで 私たちの選択を押し付けていたのです

So should we force our choices on them,

私たちは選択を 押し付けるべきなのでしょうか？

or should we broaden their choices?

それとも 選択の幅を 広げるべきでしょうか？

Now what if the opportunity to choose was given to people?

もし 彼らに選択の機会を与えたなら？

These are women who lived on the pavements of a neighborhood in Mumbai.

ムンバイ近郊で 路上生活をしている女性たちです

Now they faced constant evictions, and in response to it,

絶えず立ち退きを迫られるなか それを受けて

they organized a women's network called Mahila Milan.

「マヒラ・ミラン」という 女性ネットワークを立ち上げました

Not only did they fight against evictions with those in power,

権力者による 強制撤去に対抗し

saved money and bought land,

お金を貯めて 土地を購入しただけでなく

but they also designed and helped construct their own houses.

自分たちの家を設計し 建てるのを手伝いました

Well, these were illiterate women, so how did they do that?

読み書きも出来ないのに どうやったのでしょうか？

They used floor mats and saris to understand measurements.

大きさを把握するために 絨毯やサリーを使ったんです

A sari is four meters in length and 1.5 meters in width.

サリーは長さ4m、幅1.5mです

They used these simple day-to-day items to demonstrate house models.

シンプルな日用品を使って モデルハウスを示し

３種類から選べるようにまでして

And even they made three options to choose from

and invited all their fellow residents to come and have a look.

知り合い全員を集めて 内見会を開きました

(Laughter)

（笑）

And everybody loved this option that had a loft in it,

すると ロフト付きのものが

２つの点で好評でした

simply because it did two things.

One is that it accommodated larger families to sleep in.

第１に 大家族が寝る場所が 確保できるから

And two, it allowed home-based work,

第２に 在宅就労が可能となり

such as bangle-making, jewelry-designing,

腕輪作り アクセサリーのデザイン

embroidery-stitching, packaging items, etc.

刺繍や 梱包作業などが できるからです

Now they also decided to not have a toilet inside,

また 家の中にはトイレを付けず

but instead have it outside in the corridors,

外の通路に設置することに決めました

simply because it gave them more space and it was cheaper.

単に屋内のスペースを広くして コストを抑えるためです

Now, professionals could have never thought

専門家なら絶対に こういう案は

of something like that.

思い付きません

A formal design would have necessitated to have a toilet inside.

教科書的な設計だと 住宅にトイレは不可欠です

Now these are smaller examples --

これらは割と小さい事例ですが

let me share some larger context:

大規模な事例もあります

881,000,000 people --

8億8100万人

that's about one sixth of this world, as we talk here --

現時点で 世界人口の 約６分の１にあたる人々が

are living in slums and informal settlements.

スラム街や非正規市街地に 暮らしています

Almost every city in the global south has large slums in the size of townships.

グローバル・サウスのほとんどの都市に 町くらい大きなスラムがあります

Kibera, in Nairobi,

ナイロビのキベラ

Dharavi, in Mumbai,

ムンバイのダラビ

Khayelitsha in South Africa, just a few.

南アフリカのカヤリシャなどです

Now initially, they were all on waste and abandoned lands

当初 そこは都市の中で 目もくれられない

that cities were never interested in.

荒地や放棄地でした

As cities grew,

やがて都市が成長し

poor people started building on these lands

貧しい人々が そういう場所に家を建て始め

and brought value to this over time.

時と共に 価値が上がり

And today, these lands have become real estate hot spots

今日では 誰もが欲しがる

that everybody wants a piece of.

人気のある不動産になりました

So how do cities and those in power choose to deal with them?

すると都市当局や権力者は どういう選択をするでしょう？

They demolish them and evict them

建物を壊して強制退去を行い

and move them away from their cities and economies

貧しい人々を都市や 経済活動から締め出して

in order to build a new infrastructure.

新しいインフラを作ります

They move them into vertical housing,

住人は縦型の住宅に移されますが

which in reality looks like this.

実際はこのような感じです

Now when built in high densities,

すし詰め状態のため

they lack natural light and ventilation,

自然光は入らず 換気も悪く

and it often leads to unhealthy conditions.

不衛生な状態であることも しばしばです

Now, on one hand,

一方では

設計段階で 貧しい人々が参画しておらず

poor people are not involved in the participation of design,

建物の品質も良くありません

and there is poor quality of construction.

And on the other hand,

他方では

貧しい人々は管理維持の方法が 分かっていません

they do not understand how to do maintenance,

you know, keeping bills, keeping records, forming societies --

請求書の保管も 記録付けも コミュニティ作りも

this is always difficult for them.

彼らには 難しいことなのです

And being forced to move into this formal society,

こういう正規の社会に 強制的に移されると

they end up looking like this in a few years.

数年後にはこうなります

Because formalization is not a product,

正規への移行は 物の話ではなく

it's a process.

過程だからです

Moving from informal to formal for poor people is a journey.

非正規から正規への移行は 貧しい人々には旅路なのです

It takes time to accept and adapt.

受け入れ 順応するには 時間がかかります

And when that choice is not given,

選択肢が与えられないと

it becomes like this,

結果はこのようになり

which I'm afraid, in future, these would become the slums.

将来的に スラム化してしまう 懸念があります

Now instead of doing this,

こういう結果を避けるため

what if we accommodated poor people

貧しい人々に便宜を図り

and gave them a choice to be a part of our cities

都市の一部となって

住んでいる場所を開発するという 選択を与え

and develop them where they are,

この写真のように 基本的なインフラを 提供したらどうでしょう？

giving them basic services, like in this picture?

Now what happens if cities and governments could work together,

都市と政府が協力し

政府が貧しい人々の存在を認めて

if governments acknowledge poor people,

and they could build it together?

共に築いたなら？

This is Mukuru.

これはムクルです

It's a large informal settlement in Nairobi.

ナイロビの大きな 非正規居住区で

It's one of the largest settlements in Africa.

アフリカでも 最大規模のものです

It's home to 300,000 people

30万人が

living over 650 acres of land.

2.6㎢ほどの土地に 暮らしています

To help us understand that scale,

わかりやすく例えると

it's like squeezing the population of Pittsburgh

ピッツバーグの全人口を ニューヨークのセントラルパークに

into the New York Central Park.

押し込んだようなものです

That's Mukuru.

それがムクルなのです

So to give us a glimpse,

画像でお見せすると

住宅はこういう状態で

this is the condition of housing.

And this is what it is in between them.

街路はこのようになっています

So what is life in Mukuru like, just talking briefly?

ムクルでの生活がどのようなものか 簡単に言うと

Five hundred and fifty people use one single water tap

1つの蛇口を550人が使い

and pay nine times more

水道料金は 都市の他地域の９倍です

than what anybody else in the city could pay,

simply because there is no water infrastructure

上水道が整備されていないためで

and water is sold.

水は買うものなのです

Many come back from work to find out that their houses do not exist,

仕事から帰ってくると

ブルドーザーで壊されたり 燃やされたりして

because they have either been bulldozed,

or they have been burned down.

家がなくなっているなんて よくあることです

So, tired of this situation,

こういう状況に疲れ果て

a local slum dwellers' federation called Muungano

「ムンガノ」という 地元のスラム住民組織は

decided to do something about it.

行動を起こすことを決めました

In four years,

その４年後には

they organized 20,000 residents to collect data,

２万人が加盟し データを集めたり

建物の地図を作り まとめ上げました

map structures and put it together.

And the plan was very simple --

計画はとてもシンプルで

they only needed four things.

４つのことだけを 求めていました

They wanted clean water,

清潔な水

toilets, decent roads

トイレ、まともな道路

and, most importantly, not to be evicted.

そして 一番重要な 追い出されないことです

So they presented this with the government of Nairobi.

彼らがこれをナイロビ当局に 提示したところ

And for the first time in history ever,

なんと歴史上初めて

a city has agreed to do it.

市側が同意したのです

The city of Nairobi, the government of Kenya,

ナイロビ市とケニア政府は

declared Mukuru to be a special planning area,

ムクルを特別計画地域に指定し

which means that people could come up with their own plan.

住民自らが計画を 提案できるようになりました

People could decide to come up with their own norms and standards,

自分たちの基準を 提案できるようになったのです

because the standards that work for the formal citizens

正規住民のための基準は

do not work in informal settings.

非正規市街地には 合わないからです

So what does that mean, to give us an instance?

どういう意味か 例を見てみましょう

If these are roads in Mukuru,

これがムクルの道路ですが

you can see that there are houses along both sides of the road.

道の両脇に家がひしめいています

Now in order to bring in a city bus,

市バスを導入するために

as per the standards,

基準に基づいて

planners would have gone for a luxurious 25-meter-wide road.

プランナーが 贅沢にも道幅を25mにすると

Now that would mean displacing [25] percent of the structures --

建物の25％を撤去することになり

that's a lot of people.

多くの人に影響が出ます

So instead of doing that, we came up with a 12-meter-wide road,

そこで 道幅を12mにすることを 提案しました

which had the structures intact and brought the city bus

建物を撤去することなく 市バスを導入でき

without compromising on much services.

運行にもあまり支障は出ません

In another instance, let's talk about community toilets.

別の例 共同トイレについて お話ししましょう

You know, in high-density areas,

人口密度が高い所では

where there is no scope for individual toilets,

私達の公衆トイレのような 個室を設けるゆとりがなく

like the public toilets that we have here.

So we would go for a male section and a female section.

男性 女性の区分だけです

But imagine this situation.

でも想像してみてください

In the morning rush hours to the toilet,

朝のトイレが非常に込み合う時間帯に

when everybody is in intense pressure to relieve themselves,

皆がかなり我慢をしながら

and if you're standing in a queue of 50 people,

50人もの列に並んでいます

and there is a child standing behind an adult,

子供も大人の後にいますが

who wins?

勝つのは誰ですか？

Children end up squatting outside.

子供は外で用を足すことになります

And that's why women decided

こうした状況から 女性たちは

to come up with a separate squatting area for children.

子供用トイレの設置を 提案しました

Now, who could have thought of something like that?

誰が そのようなことを 思い付けたでしょうか？

The idea here is that when poor people choose,

このように 貧しい人々自身が 選べるなら

they choose better.

より良い選択をすることが 分かります

They choose what works for them.

彼らにとって 機能するものを選びます

So choice is everything.

選択できるということ

And power decides choice.

選択の力が 重要だということです

And we need those in power --

権力を持つ者―

politicians, leaders, governments,

政治家、指導者、政府職員

architects, planners, institutions, researchers --

建築家、プランナー、 機関投資家、研究者

and all of us in our everyday lives to respect choices.

そして私達みんなが 日常的に 選択を尊重する必要があります

Instead of choosing what is right for people, for the poor,

貧しい人々のために 選択してやろうとするのではなく

彼らに選択の権利を認め 権限を与えましょう

let's acknowledge and empower their choices.

And that is how we can build

それが より良い 誰も排除しない

better and inclusive cities for tomorrow,

明日の都市を つくる方法であり

completing the imagery of cities

住民自身の選択で創られた 都市の姿を

built by the choices of its own people.

生むことになるのです
