What is our imagery of cities?

도시를 생각하면 어떤 모습을 떠올리시나요?

When we imagine cities,

도시의 모습을 상상한다면,

we often imagine it to be something like this.

아마도 이런 모습을 떠올리겠죠.

But what if what you're looking at is just half a picture,

하지만 이것이 전체의 반에 불과하다면 어떨까요?

but there is a city within the city.

도시 안에는 또 다른 도시가 있다면 말입니다.

This part of the city is often seen as slums,

이 부분은 빈민가이며,

squatters, informal,

불법 점유지이자, 등록되지 않은 곳이며

and people living here are called illegal, informal,

여기 사는 사람들은 불법 거주자, 무등록자,

criminals, beneficiaries, supplicants, etc.

범죄자,수혜자, 탄원자 등으로 인식됩니다.

But in reality,

하지만 실상

these are poor people with no choices.

그들은 선택권을 갖지 못하는 가난한 사람들일 뿐입니다.

Poverty is a vicious cycle.

가난은 악순환입니다.

If born poor, it can take three or more generations

가난하게 태어났다면, 여기에서 벗어나는데

to escape one.

삼대 혹은 그 이상이 걸릴지도 모릅니다.

Many are forced in this cycle without choices,

많은 사람들이 선택의 여지 없이 이 굴레에 내몰립니다.

to live on pavements,

포장도로에서 살거나,

along train tracks,

기찻길 옆,

in dumping grounds,

쓰레기장에서,

along rivers,

강가를 근처,

swamps and many such unlivable spaces,

늪지대 그리고 살기에 적합하지 않은 수많은 공간들,

without clean water, toilets or housing.

깨끗한 물이나 화장실, 집도 없이 말입니다.

But these places are not unfamiliar to me,

하지만 저한테는 이런 곳들이 낯설지 않습니다.

because since the age of six, I accompanied my father, a doctor,

여섯 살때부터 의사인 아빠를 따라다녔기 때문이죠.

who treated patients in the slums of Bombay.

뭄바이 빈민가의 환자들을 치료하는.

Growing up, I would help him carry his bag of medicines

커서도, 아빠의 진료가방을 들고 다니곤 했습니다.

after school lessons --

방과후에요.

I loved doing that.

전 그 일이 좋았습니다.

Wanting to do something about these habitats,

이 사람들을 어떻게든 도와야겠다는 생각에,

I decided to become an architect.

전 건축가가 되기로 결심했습니다.

But quite early on, I realized

하지만 전 곧 깨달았죠.

that the beauty of architecture was only for the rich.

건축은 부자들을 위한 것이라는 걸요.

So I decided to do urban planning

그래서 전 도시설계를 하기 위해

and joined an NGO in India that works with the urban poor

인도의 도시빈민을 위한 NGO에 합류하게 되는데

who organize themselves to access basic services,

사회적 기본 서비스에 접근하기 위해 이 사람들이 스스로 만든 단체이죠.

such as water, sanitation and housing, for the poor living in cities.

물, 위생시설, 집 같은 이 사람들이 도시에서 살 때 필요한 것들이요.

Now I spent 10 years of my life in professional education, in learning,

저는 10년 동안 전문적인 교육을 받았는데

and then five years in unlearning it.

5년째 그것들을 버리는 중입니다.

Because I realized

왜냐하면 제가

that all my training in architecture, design and planning

그동안 건축에서 배웠던, 설계나 계획들이

failed ground realities.

현실에 적용할 수 없다는 사실을 깨달았기 때문입니다.

And this is where I learned the power of choice.

여기에서 전 선택의 힘을 알게 됩니다.

I unlearned many things,

전 많은 것들을 알게 됐는데,

but there are two myths about the poor

그 중에 가난한 사람들에 대한 두 가지 편견에 대해서

that I would like to share that we live with.

같이 얘기해보고 싶습니다.

The first myth is a perception

첫 번째 편견은

that migration of poor people into cities is a problem.

가난한 사람들의 도시로의 이주가 문제라고 생각하는 것입니다.

Is migration really a choice?

그들의 유입이 그들의 선택일까요?

My mentor Sheela Patel

제 멘토인 실라 파텔은

asked to those who think of this as a problem,

이걸 문제라고 생각하는 사람들에게 이렇게 물었습니다.

"Go ask your grandfather where he came from," she says.

너희 할아버지가 어디에서 왔는지.

So what do poor people do when they migrate in cities?

가난한 사람들이 도시 안에 살게 되면 어떤 일을 할까요?

Let me share an example.

예를 하나 들어보죠.

This is the Mumbai International Airport.

이곳은 뭄바이 국제 공항입니다.

All that you see in blue are large informal settlements around it.

파란색은 공항을 둘러싸고 있는 비공식적 주거지입니다.

Close to 75,000 people live here.

거의 7만 5천명이 살고 있죠.

So who are these people that work silently in hotels, restaurants,

호텔, 레스토랑, 등에서

as laborers, babysitters, house helps

노동자로서, 베이비시터, 가사도우미

and countless other jobs

그리고 수많은 직업군에서 조용히 일하며

that we need for cities to function without a glitch?

도시가 작은 문제도 일으키지 않게 하는 이들은 누구일까요?

And where do they live?

그들은 어디 살까요?

In most cities, they live in slums.

대부분의 도시에서, 그들은 빈민가에 삽니다.

So let us think again.

다시 한번 생각해봅시다.

Do we want poor people to stop migrating in our cities?

우리는 정말로 가난한 사람들이 도시로 이주해 오지 않았으면 할까요?

What if they had a choice of not to?

그들에게 그렇게 하지 않아도 될 선택권이 생긴다면요?

The second myth is my personal experience.

두 번째 편견은 제 개인적인 경험에서 나온 것입니다.

It's this attitude that we professionals know better.

전문가들이 뭐든지 더 잘 안다고 착각하는 겁니다.

We professionals love to make choices for others,

전문가들은 다른 사람들을 위한 선택을 하길 좋아합니다.

especially for the poor.

특히 가난한 사람들을 위해서요.

Let me share an experience.

제 경험을 들려드리죠.

In a workshop that looked at designing 250 new houses for poor families

빈민들을 위해 지을 새 집 250채에 관한 워크숍에서 있었던 일입니다.

from a slum nearby,

빈민가 근처에 살 집이었죠.

there were different building materials that were presented,

다양한 건축 자재들이 소개되었는데

ranging from papier-mâché, cardboard, honeycomb, etc.,

종이반죽, 마분지, 벌집, 등 다양했습니다.

simply because they were affordable.

모두 가격이 적당하다는 이유로 선택되었습니다.

But there was this one idea that was of shipping containers.

누군가 컨테이너를 제안했죠.

Now we immediately approved of it,

우리는 그 의견에 대해 당장 찬성했는데,

because we thought it was sustainable, scalable, affordable.

지속가능하고, 크기도 적당하고 가격도 적당했기 때문이죠.

But during this presentation,

하지만 이 논의가 진행되는 중에,

a lady from the slum humbly spoke up.

빈민가의 한 여성이 차분히 말했습니다.

And she asked the presenter,

발표자에게 질문하길,

"Would you choose to live in it?"

"당신이라면 거기 살고 싶으세요?"

(Laughter)

(웃음)

"If not, then why did you think we would?"

"그렇지 않다면, 저희는 왜 살고 싶을 거라 생각하시죠?"

Now this was a personal unlearning moment for me,

이 순간이 깨달음의 순간이었습니다.

where I realized that poverty only changes affordability --

가난은 적당한 대안을 어쩔수 없이 선택하게 하는 것 뿐이지,

it does not change aspirations.

결코 욕망 자체가 바뀌진 않는다는 것을 말입니다.

Now poor people have lived in temporary structures all their life.

가난한 사람들은 일생을 임시 건물에서 살고 있습니다.

They go from wall to wall,

이 벽에서 저 벽으로,

moving from bricks to tin.

벽돌집에서 깡통집으로요.

They move from building from bamboo,

대나무로 지은 건물에서 살다가,

tarpaulin sheets, plastic, to cardboard, to tin,

방수포나 플라스틱, 또는 보드지, 혹은 깡통에서

to bricks and cement,

벽돌 그리고 시멘트로.

just like the way we do.

우리처럼요.

So somewhere here, we were forcing our choices on them.

이러한 과정에서, 그들에게 우리의 선택을 강요했습니다.

So should we force our choices on them,

우리의 선택을 강요하는 것이 옳을까요,

or should we broaden their choices?

아님 그들의 선택의 폭을 넓혀야 할까요?

Now what if the opportunity to choose was given to people?

그들에게 선택의 기회가 주어진다면 어떨까요?

These are women who lived on the pavements of a neighborhood in Mumbai.

이 여성들은 뭄바이의 포장도로 위에 사는 이웃들입니다.

Now they faced constant evictions, and in response to it,

그들은 끊임없이 퇴거 당해왔는데, 그것에 대항하기 위해,

they organized a women's network called Mahila Milan.

마힐라 밀란이라는 여성 조직을 구성했습니다.

Not only did they fight against evictions with those in power,

그들을 퇴거시키는 권력자들과 싸우기 위해서만이 아니라,

saved money and bought land,

돈을 모으고 땅을 사서,

but they also designed and helped construct their own houses.

자신들의 집을 짓고 설계하기 까지 했습니다.

Well, these were illiterate women, so how did they do that?

이 여성들은 문맹인데, 어떻게 그 일을 해냈을까요?

They used floor mats and saris to understand measurements.

그들은 측량에 매트와 사리를 이용했습니다.

A sari is four meters in length and 1.5 meters in width.

사리는 길이가 4미터이고 폭이 1.5미터 이죠.

They used these simple day-to-day items to demonstrate house models.

이런 일상용품을 견본주택을 짓는데 이용했습니다.

And even they made three options to choose from

심지어 세가지 옵션을 만들어서

and invited all their fellow residents to come and have a look.

주변 사람들을 불러 보여주기까지 했어요.

(Laughter)

(웃음)

And everybody loved this option that had a loft in it,

다락방이 있는 옵션을 모두가 좋아했는데요.

simply because it did two things.

두 가지 이유가 있습니다.

One is that it accommodated larger families to sleep in.

첫 번째는 더 많은 가족들이 거기에서 잘 수 있기 때문입니다.

And two, it allowed home-based work,

두 번째는 재택근무가 가능하기 때문이죠.

such as bangle-making, jewelry-designing,

팔찌 만들기나, 악세사리 디자인,

embroidery-stitching, packaging items, etc.

자수놓기, 포장, 등 같은 일들요.

Now they also decided to not have a toilet inside,

또한 화장실을 집안에 두지 않기로 결정했습니다.

but instead have it outside in the corridors,

대신 복도에 두는 거죠.

simply because it gave them more space and it was cheaper.

그것이 더 많은 공간을 확보하게 하고 비용도 적게 들기 때문이었습니다.

Now, professionals could have never thought

전문가들이라면 절대로

of something like that.

그런 발상을 하지 않았을 겁니다.

A formal design would have necessitated to have a toilet inside.

정석적인 설계는 항상 안에 화장실을 배치하니까요.

Now these are smaller examples --

이런 것들은 아주 작은 예에 불과합니다.

let me share some larger context:

좀 더 거시적으로 볼까요.

881,000,000 people --

8억8천백만 명,

that's about one sixth of this world, as we talk here --

전 세계 인구의 약 6분의 1 정도 되는 사람들이

are living in slums and informal settlements.

빈민가나 임시 거처에서 생활하고 있습니다.

Almost every city in the global south has large slums in the size of townships.

지구 남반구에 있는 거의 모든 도시에는 빈민가가 큰 구역을 이루고 있습니다.

Kibera, in Nairobi,

나이로비의 키베라,

Dharavi, in Mumbai,

뭄바이의 다라비,

Khayelitsha in South Africa, just a few.

남아공의 카엘리샤는 몇몇 예에 불과합니다.

Now initially, they were all on waste and abandoned lands

우선 이 빈민가들은 모두 버려진 땅에 형성되었습니다.

that cities were never interested in.

도시들이 전혀 관심을 두지 않는 곳에요.

As cities grew,

도시가 커지면서,

poor people started building on these lands

빈민들은 이 땅에 건물을 짓기 시작했습니다.

and brought value to this over time.

시간이 갈수록 가치가 부여되기 시작했죠.

And today, these lands have become real estate hot spots

오늘날 이 땅들은 큰 가치가 있는 부동산 자산이 되었습니다.

that everybody wants a piece of.

모든 사람들이 갖고 싶어하는 그런 땅이 된 거죠.

So how do cities and those in power choose to deal with them?

그렇다면 도시의 행정가들은 이것을 어떻게 처리하고 있을까요?

They demolish them and evict them

파괴하고 퇴거시킵니다.

and move them away from their cities and economies

도시나 그들의 경제권에서 몰아내고 있습니다.

in order to build a new infrastructure.

새로운 인프라를 구축하기 위해서요.

They move them into vertical housing,

빈민들을 세로로 높이 쌓은 건물로 밀어넣었죠.

which in reality looks like this.

실제로 보면 바로 이런 집입니다.

Now when built in high densities,

높고 빽빽하게 지었기 때문에,

they lack natural light and ventilation,

자연광이나 환기가 부족하게 되고,

and it often leads to unhealthy conditions.

대부분 건강하지 못한 상태에 놓이게 됩니다.

Now, on one hand,

어떤 면에서 보면,

poor people are not involved in the participation of design,

빈민들이 그들이 살 집에 대한 설계에 참여하지 못해,

and there is poor quality of construction.

바람직한 방향으로 집이 지어지지 않는 거구요.

And on the other hand,

다른 면에서 보면,

they do not understand how to do maintenance,

빈민들은 유지 관리하는 방법을 잘 모릅니다.

you know, keeping bills, keeping records, forming societies --

영수증이나 증빙처리 같은 사회구성원이 되는 일들요,

this is always difficult for them.

이런 일들이 그들에게는 항상 어려웠습니다.

And being forced to move into this formal society,

그렇기에 강제로 사회 구성원으로 들어오면

they end up looking like this in a few years.

몇 년 후 결국에는 이런 모습이 되어버리는 거죠.

Because formalization is not a product,

왜냐하면 사회화는 단적인 결과물이 아닌,

it's a process.

과정이기 때문입니다.

Moving from informal to formal for poor people is a journey.

무등록자에서 사회구성원이 되는 과정은 긴 여정입니다.

It takes time to accept and adapt.

받아들여지고 적응하는 시간이 필요합니다.

And when that choice is not given,

그들에게 선택할 기회가 주어지지 않는다면,

it becomes like this,

이렇게 돼버리고 맙니다.

which I'm afraid, in future, these would become the slums.

제가 우려하는 미래의 빈민가의 모습이죠.

Now instead of doing this,

이런 모습이 되지 않기 위해서,

what if we accommodated poor people

가난한 사람들을 받아들이고

and gave them a choice to be a part of our cities

우리 도시의 일부분이 될 수 있게 선택권을 줘서

and develop them where they are,

그들의 공간에서 그들을 교육하고,

giving them basic services, like in this picture?

기본적인 서비스를 제공한다면 어떨까요? 이 사진에서 보이는 것처럼요.

Now what happens if cities and governments could work together,

정부와 도시가 함께 협력해

if governments acknowledge poor people,

정부가 가난한 사람들을 받아들이고,

and they could build it together?

함께 쌓아나갈수 있다면요?

This is Mukuru.

이곳은 무쿠루입니다.

It's a large informal settlement in Nairobi.

나이로비에 있는 큰 임시주거촌이죠.

It's one of the largest settlements in Africa.

아프리카의 가장 큰 주거지 중 하나입니다.

It's home to 300,000 people

삼십만 인구의 주거지이죠.

living over 650 acres of land.

650에이커 이상의 면적에요.

To help us understand that scale,

그 크기를 상상하는데 도움을 드릴께요.

it's like squeezing the population of Pittsburgh

피츠버그 전체 인구를

into the New York Central Park.

뉴욕센트럴 파크에 구겨 넣은 거라고 생각하시면 되겠네요.

That's Mukuru.

그곳이 바로 무쿠루입니다.

So to give us a glimpse,

대략의 상황을 보면요,

this is the condition of housing.

주거의 형태는 바로 이렇습니다.

And this is what it is in between them.

집과 집 사이의 폭은 이렇죠.

So what is life in Mukuru like, just talking briefly?

무쿠루에서의 삶은 간단히 말해 어떨까요?

Five hundred and fifty people use one single water tap

550명이 한 수도꼭지를 쓰고,

and pay nine times more

그 도시 안에서 사람들이 낼 수 있는 돈보다

than what anybody else in the city could pay,

아홉 배는 더 많이 냅니다.

simply because there is no water infrastructure

수도 인프라가 없기 때문에

and water is sold.

물이 비싸게 팔리는 거죠.

Many come back from work to find out that their houses do not exist,

사람들은 일이 끝나고 집에 돌아와 집이 없어진걸 발견하곤 하죠.

because they have either been bulldozed,

불도저에 밀렸거나,

or they have been burned down.

혹은 불태워졌기 때문입니다.

So, tired of this situation,

이런 상황을 개선하고자,

a local slum dwellers' federation called Muungano

뭉가노라는 빈민주거자들의 조합이 만들어 졌고,

decided to do something about it.

그들은 뭔가를 추진하기로 결정했죠.

In four years,

4년 동안,

they organized 20,000 residents to collect data,

2만 명 주민의 데이타를 수집했고,

map structures and put it together.

그 데이터로 계획을 세웠죠.

And the plan was very simple --

계획은 매우 간단했습니다.

they only needed four things.

네 가지만 있으면 됐죠.

They wanted clean water,

깨끗한 물,

toilets, decent roads

화장실, 잘 닦인 도로

and, most importantly, not to be evicted.

그리고 가장 중요한것은, 퇴거 당하지 않는 것이었죠.

So they presented this with the government of Nairobi.

그들은 이 요구사항을 나이로비 정부에 피력했습니다.

And for the first time in history ever,

그리고 역사상 처음으로,

a city has agreed to do it.

도시는 그들의 요구에 동의했습니다.

The city of Nairobi, the government of Kenya,

나이로비시와 케냐 정부는,

declared Mukuru to be a special planning area,

무쿠루를 특별계획지역으로 지정했는데,

which means that people could come up with their own plan.

그건 지역 주민들이 자신들의 계획을 실행할 수 있다는 의미였죠.

People could decide to come up with their own norms and standards,

주민들은 스스로의 규칙과 기준을 만들 수 있게 되었습니다.

because the standards that work for the formal citizens

기존의 시민들을 위한 기준들은

do not work in informal settings.

실제 빈민들에게 맞지 않았기 때문이죠.

So what does that mean, to give us an instance?

무슨 의미인지, 실제 사례를 한 번 볼까요?

If these are roads in Mukuru,

이곳은 무쿠루의 길입니다.

you can see that there are houses along both sides of the road.

길 양옆에 집들이 보이실겁니다.

Now in order to bring in a city bus,

시내버스가 이 길로 다니려면,

as per the standards,

기존의 개념으로 보면,

planners would have gone for a luxurious 25-meter-wide road.

버스가 다니기 위해서는 폭 25미터의 넓은 길이 필요합니다.

Now that would mean displacing [25] percent of the structures --

즉 그 길을 내기 위해서는 20% 정도의 집들이 옮겨져야 합니다.

that's a lot of people.

많은 사람들의 이동이 필요한거죠.

So instead of doing that, we came up with a 12-meter-wide road,

대신, 폭 12미터의 길을 내,

which had the structures intact and brought the city bus

기존 건물을 건드리지 않고 시내버스가 다닐 수 있다면,

without compromising on much services.

버스 노선을 조정하지도 않고요.

In another instance, let's talk about community toilets.

또 다른 예로 공중화장실을 볼까요?

You know, in high-density areas,

인구 밀집 지역의이며,

where there is no scope for individual toilets,

개별 화장실을 설치하기 어려운 곳이라면

like the public toilets that we have here.

이런 형태의 공중화장실이 설치되죠.

So we would go for a male section and a female section.

남자화장실과 여자 화장실로 나뉘겠죠.

But imagine this situation.

이런 상황을 생각해보세요.

In the morning rush hours to the toilet,

아침에 급하게 화장실을 가야할 때,

when everybody is in intense pressure to relieve themselves,

다른 사람들 또한 화장실이 급해,

and if you're standing in a queue of 50 people,

줄을 서있는데, 앞에 50명이 있고,

and there is a child standing behind an adult,

어린 아이가 어른 뒤에 서 있다면,

who wins?

누가 우선일까요?

Children end up squatting outside.

아이들은 밖에서 쪼그려 해결할 수 밖에 없게 됩니다.

And that's why women decided

그래서 여성들은

to come up with a separate squatting area for children.

아이들을 위한 화장실을 따로 마련했습니다.

Now, who could have thought of something like that?

누가 과연 이런 생각을 할 수 있을까요?

The idea here is that when poor people choose,

여기서 우리는 가난한 사람들이 선택을 하게 되면

they choose better.

더 좋은 선택을 한다는 겁니다.

They choose what works for them.

그들은 그들에게 필요한 선택을 합니다.

So choice is everything.

선택이 모든 걸 결정합니다.

And power decides choice.

그리고 권력은 선택을 결정하죠.

And we need those in power --

그래서 우리는 권력을 가진 사람들,

politicians, leaders, governments,

정치가, 지도자, 그리고 정부,

architects, planners, institutions, researchers --

건축가, 설계가, 기관, 연구자,

and all of us in our everyday lives to respect choices.

우리 모두는 다른 이들의 선택을 존중해야 합니다.

Instead of choosing what is right for people, for the poor,

가난한 사람들에게 무엇이 좋을지 선택하려 하지 말고,

let's acknowledge and empower their choices.

그들을 인정하고, 선택할 수 있도록 합시다.

And that is how we can build

이것이 우리가 이룰 수 있는,

better and inclusive cities for tomorrow,

더 나은 포용적인 미래의 도시의 모습이며,

completing the imagery of cities

도시의 개념의 완성은

built by the choices of its own people.

그곳에 사는 사람들의 주체적인 선택에 따라야 한다는 것입니다.
