Welcome to neoliberalism,

신자유주의의 세계에 오신 걸 환영합니다.

the zombie doctrine that never seems to die,

절대 죽지 않을 것 같지만 신빙성은 전혀 없는

however comprehensively it is discredited.

좀비 같은 사상이죠.

Now you might have imagined that the financial crisis of 2008

2008년 세계 금융위기의 여파로 신자유주의가 붕괴됐다고

would have led to the collapse of neoliberalism.

생각하실지도 모르겠습니다.

After all, it exposed its central features,

핵심이 드러나기는 했죠.

which were deregulating business and finance,

사업과 금융 규제를 완화하고

tearing down public protections,

공공을 보호하는 보호막을 없애고

throwing us into extreme competition with each other,

타인과의 극단적 경쟁으로 내몰지만

as, well, just a little bit flawed.

약간의 흠결이 있다는 거요.

And intellectually, it did collapse.

지적으로는, 붕괴 됐습니다.

But still, it dominates our lives.

하지만 여전히 우리 삶을 지배하고 있죠.

Why?

왜일까요?

Well, I believe the answer is that we have not yet produced

a new story with which to replace it.

Stories are the means by which we navigate the world.

They allow us to interpret its complex and contradictory signals.

When we want to make sense of something,

우리가 무언갈 이해하고 싶다고 할 때

the sense we seek is not scientific sense

이 무언가란 과학적인 것이 아니라

but narrative fidelity.

Does what we are hearing reflect the way

우리가 듣는 것이 인류의 행위와 세계의 작용에 대해

that we expect humans and the world to behave?

우리가 예상하는 바를 반영하나요?

Does it hang together?

그게 일치하나요?

Does it progress

as a story should progress?

Now, we are creatures of narrative,

우리는 모두 묘사의 산물이자

and a string of facts and figures, however important facts and figures are --

일련의 사실과 수치의 산물이죠.

and, you know, I'm an empiricist, I believe in facts and figures --

저는 경험론자이기에 사실과 수치를 믿지만,

but those facts and figures have no power to displace a persuasive story.

The only thing that can replace a story

is a story.

You cannot take away someone's story

without giving them a new one.

And it's not just stories in general that we are attuned to,

but particular narrative structures.

There are a number of basic plots that we use again and again,

and in politics there is one basic plot

which turns out to be tremendously powerful,

and I call this "the restoration story."

It goes as follows.

Disorder afflicts the land,

caused by powerful and nefarious forces

working against the interests of humanity.

But the hero will revolt against this disorder,

fight those powerful forces,

against the odds overthrow them

and restore harmony to the land.

You've heard this story before.

이 이야기를 들어보신 적 있을 겁니다.

It's the Bible story.

성경에 나오는 이야기죠.

It's the "Harry Potter" story.

"해리 포터"의 내용이고요.

It's the "Lord of the Rings" story.

"반지의 제왕"의 내용이기도 합니다.

It's the "Narnia" story.

"나니아 연대기" 이야기이기도 하죠.

But it's also the story

그러나 수천 년 전으로 거슬러 올라가는

that has accompanied almost every political and religious transformation

거의 모든 정치적, 종교적 변화가 수반된 이야기이기도 합니다.

going back millennia.

In fact, we could go as far as to say

사실, 강력한 새 복원 서사 없으면

that without a powerful new restoration story,

정치적, 종교적 변화가

a political and religious transformation

발생하지 않을 수도 있다고

might not be able to happen.

말할 수 있을 정도입니다.

It's that important.

After laissez-faire economics triggered the Great Depression,

John Maynard Keynes sat down to write a new economics,

and what he did was to tell a restoration story,

and it went something like this.

Caused by the powerful and nefarious forces of the economic elite,

which have captured the world's wealth.

But the hero of the story,

the enabling state, supported by working class and middle class people,

will contest that disorder,

will fight those powerful forces by redistributing wealth,

and through spending public money on public goods

will generate income and jobs,

restoring harmony to the land.

Now like all good restoration stories,

모든 좋은 복원 서사가 그렇듯

this one resonated across the political spectrum.

이 이야기 또한 정치적 스펙트럼을 가로질러 조화를 이룹니다.

Democrats and Republicans, labor and conservatives,

민주당과 공화당, 노동당과 보수당,

left and right all became, broadly, Keynesian.

Then, when Keynesianism ran into trouble

in the 1970s,

the neoliberals, people like Friedrich Hayek and Milton Friedman,

came forward with their new restoration story,

and it went something like this.

이런 식으로 이야기가 전개됐습니다.

You'll never guess what's coming.

Disorder afflicts the land!

혼란이 세상을 어지럽힙니다!

Caused by the powerful and nefarious forces

지나치게 비대한 힘을 가진 국가의

of the overmighty state,

강력하고 사악한 힘 때문에요.

whose collectivizing tendencies crush freedom and individualism

이 국가의 집산주의적 경향은 자유, 개인주의, 기회를 부숴버리죠.

and opportunity.

But the hero of the story, the entrepreneur,

하지만 이 이야기의 주인공인 기업가는

will fight those powerful forces,

이 강력한 힘에 맞서 싸우고

roll back the state,

and through creating wealth and opportunity,

부와 기회를 창출함으로써

restore harmony to the land.

And that story also resonated across the political spectrum.

Republicans and Democrats, conservatives and labor,

공화당과 민주당, 보수당과 노동당,

they all became, broadly, neoliberal.

모두가 신자유주의자가 되죠.

Opposite stories

정반대의 이야기지만

with an identical narrative structure.

서사 구조는 완전히 동일합니다.

Then, in 2008,

그리고 2008년이 되자

the neoliberal story fell apart,

신자유주의 이야기는 무너져내리고

and its opponents came forward with ...

반대되는 이야기가 나타나지...

nothing.

않았습니다.

No new restoration story!

그 어떤 새로운 복원 서사도 등장하지 않았습니다.

The best they had to offer was a watered-down neoliberalism

그들이 제시할 수 있는 최선은 희석시킨 신자유주의거나

or a microwaved Keynesianism.

전자레인지에 데운 케인스주의였어요.

And that is why we're stuck.

우리가 갇힌 이유가 바로 이겁니다.

Without that new story,

새로운 이야기 없이

we are stuck with the old failed story

실패한 옛이야기에 갇힌 채

that keeps on failing.

계속 실패하는 거예요.

Despair is the state we fall into

상상력이 기대에 미치지 못할 때

when our imagination fails.

우리는 절망에 빠집니다.

When we have no story that explains the present

현재를 얘기해주고, 미래를 그려주는

and describes the future,

이야기가 없으면

hope evaporates.

희망이 사라져버립니다.

Political failure is at heart

정치적 실패는 본질적으로

a failure of imagination.

상상력의 실패입니다.

Without a restoration story

우리가 향할 곳을 알려주는

that can tell us where we need to go,

복원 서사 없이는

nothing is going to change,

그 어떤 것도 변하지 않습니다

but with such a restoration story,

하지만 복원 서사가 있으면

almost everything can change.

거의 모든 것이 바뀔 수 있죠.

The story we need to tell

우리가 해야 하는 이야기는

is a story which will appeal to as wide a range of people as possible,

crossing political fault lines.

It should resonate with deep needs and desires.

It should be simple and intelligible,

and it should be grounded in reality.

현실에 근거를 둬야 하죠.

Now, I admit that all of this sounds like a bit of a tall order.

이 모든 게 실행이 어렵다는 걸 인정합니다.

But I believe that in Western nations,

there is actually a story like this

전해지길 기다리는 이야기가 실제로 있다고 믿고 있습니다.

waiting to be told.

Over the past few years,

there's been a fascinating convergence of findings

심리학, 인류학, 신경 과학, 진화 생물학 같은

in several different sciences,

in psychology and anthropology and neuroscience and evolutionary biology,

and they all tell us something pretty amazing:

that human beings have got this massive capacity for altruism.

Sure, we all have a bit of selfishness and greed inside us,

but in most people, those are not our dominant values.

And we also turn out to be the supreme cooperators.

우리가 최고의 협력자라는 것도 밝혀졌죠.

We survived the African savannas,

우리는 포식자와 사냥감보다 약하고 느림에도 불구하고

despite being weaker and slower than our predators and most of our prey,

아프리카 사바나에서 생존했습니다.

by an amazing ability to engage in mutual aid,

상호 협력에 참여하는 놀라운 능력과

and that urge to cooperate has been hardwired into our minds

자연 선택을 통해 사고방식에 고정되어 온

through natural selection.

협력하고자 하는 욕구를 통해서요.

These are the central, crucial facts about humankind:

우리의 놀라운 이타주의와 협력은

our amazing altruism and cooperation.

인간에 대해 정의하는 중심적이고 중요한 사실입니다.

But something has gone horribly wrong.

하지만 뭔가가 아주 잘못돼 왔습니다.

Disorder afflicts the land.

혼란이 세상을 어지럽혔죠.

(Laughter)

(웃음)

Our good nature has been thwarted by several forces,

우리의 온화함은 몇몇 힘에 의해 좌절됐지만

but I think the most powerful of them is the dominant political narrative

그 중 가장 강력한 것은 우리 시대의

of our times,

지배적 정치 서사입니다.

which tells us that we should live in extreme individualism

극단적 개인주의 속에서 서로 경쟁하며 살아가야 한다고

and competition with each other.

우리에게 이야기하죠.

It pushes us to fight each other, to fear and mistrust each other.

서로 싸우고 두려워하고 불신하게 강요하고요.

It atomizes society.

사회를 분열시키는 겁니다.

It weakens the social bonds that make our lives worth living.

우리 삶을 살 가치 있게 해주는 사회 유대를 약하게 하기도 합니다.

And into that vacuum

그리고 사회 유대가 약해진 틈으로

grow these violent, intolerant forces.

폭력적이고 편협한 힘이 자라나죠.

We are a society of altruists,

우리는 모두 이타주의자이지만

but we are governed by psychopaths.

사이코패스들에게 지배받고 있습니다.

But it doesn't have to be like this.

그러나 이렇게 될 필요는 없습니다.

It really doesn't,

정말로요.

because we have this incredible capacity for togetherness and belonging,

and by invoking that capacity,

we can recover those amazing components of our humanity:

our altruism and cooperation.

Where there is atomization, we can build a thriving civic life

with a rich participatory culture.

Where we find ourselves crushed between market and state,

시장과 국가 사이에 밀어넣어진 자신을 발견한 곳에선

we can build an economics that respects both people and planet.

사람과 지구를 모두 생각하는 경제학을 만들 수도 있을 겁니다.

And we can create this economics around that great neglected sphere,

무시당하는 영역의 경제학을 만들 수도 있죠.

the commons.

공유지요.

The commons is neither market nor state, capitalism nor communism,

공유지는 시장도 국가도 아니고 자본주의도 공산주의도 아닙니다.

but it consists of three main elements:

하지만 세 가지 주요 요소를 갖고 있죠.

a particular resource;

특정한 자원.

a particular community that manages that resource;

그 자원을 관리하는 특정한 공동체.

and the rules and negotiations the community develops to manage it.

공동체 관리를 위해 발전시킨 규칙과 협상.

Think of community broadband or community energy cooperatives

지자체의 자체 광대역 서비스나 에너지 협력,

or the shared land for growing fruit and vegetables

영국에서 시민 농장이라 부르는 과일이나 야채를 기를 수 있는

that in Britain we call allotments.

공유지를 떠올려보세요.

A common can't be sold, it can't be given away,

공유지는 판매도 양도도 불가능하고

and its benefits are shared equally among the members of the community.

여기서 나온 수익은 지역 사회 구성원들에게 공평하게 분배되죠.

Where we have been ignored and exploited,

우리가 무시당하고 착취당했던 곳에서

we can revive our politics.

우리의 정치를 부활시킬 수 있는 겁니다.

We can recover democracy from the people who have captured it.

민주주의를 가져간 사람들에게서 이를 되찾을 수 있고요.

We can use new rules and methods of elections

다시는 경제적 힘이 민주적 힘을 이기지 못하게

to ensure that financial power never trumps democratic power again.

새로운 규칙과 선거 방식을 사용할 수 있죠.

Representative democracy should be tempered by participatory democracy

대의 민주주의는 참여 민주주의로 단련이 되어야 합니다.

so that we can refine our political choices,

그래야 우리의 정치적 선택을 가다듬을 수 있으니까요.

and that choice should be exercised as much as possible at the local level.

또, 이 선택은 가능한 한 지역 차원에서 행사되어야 합니다.

If something can be decided locally, it shouldn't be determined nationally.

And I call all this the politics of belonging.

Now, I think this has got the potential to appeal

전 이것이 다양한 범위의 사람들에게

across quite a wide range of people,

and the reason for this is that among the very few values

that both left and right share

몇 안되는 가치가

are belonging and community.

And we might mean slightly different things by them,

but at least we start with some language in common.

In fact, you can see a lot of politics as being a search for belonging.

Even fascists seek community,

파시스트조차 공동체를 추구했죠.

albeit a frighteningly homogenous community

비록 모든 사람이 똑같아 보이고

where everyone looks the same and wears the same uniform

같은 유니폼을 입은 채 똑같은 슬로건을 외치는

and chants the same slogans.

무서운 단일 공동체이지만요.

What we need to create is a community based on bridging networks,

우리가 만들어야 할 사회는 가교형 연결망에 기반한 것이지

not bonding networks.

결속형 연결망에 기반한 것이 아닙니다.

Now a bonding network brings together people from a homogenous group,

결속형 연결망은 동일한 집단 구성원을 한 데 묶지만

whereas a bridging network brings together people from different groups.

가교형 연결망은 다른 집단 구성원을 하나로 묶습니다.

And my belief is that if we create

sufficiently rich and vibrant bridging communities,

we can thwart the urge for people to burrow into the security

defending themselves against the other.

So in summary,

our new story could go something like this.

Caused by the powerful and nefarious forces

사회 같은 건 존재하지 않는다며

of people who say there's no such thing as society,

삶의 궁극적 목적은 쓰레기통 위에서

who tell us that our highest purpose in life

길 잃은 개처럼 싸우는 것이라 주장하는

is to fight like stray dogs over a dustbin.

강력하고 사악한 사람들의 힘 때문에요.

But the heroes of the story, us,

그러나 이야기의 영웅인 우리는

we'll revolt against this disorder.

이 혼란에 대항해 들고 일어날 겁니다.

We will fight those nefarious forces by building rich, engaging,

풍부하고 매력적이고 포용적이며 관대한 공동체를 건설함으로써

inclusive and generous communities,

이 사악한 힘과 싸우는 거예요.

and, in doing so,

그리고 그렇게 해서

we will restore harmony to the land.

세상에 조화를 되찾아 올 겁니다.

Now whether or not you feel this is the right story,

I hope you'll agree that we need one.

We need a new restoration story,

which is going to guide us out of the mess we're in,

which tells us why we're in the mess and tells us how to get out of that mess.

우리 상태가 엉망인 이유를 설명해주고 벗어날 방법을 알려주는 서사가요.

And that story, if we tell it right,

만약 우리가 제대로 이야기 한다면

will infect the minds of people across the political spectrum.

정치적 스펙트럼을 가로질러 사람들의 사고방식에 영향을 줄 것입니다.

Our task is to tell the story that lights the path to a better world.

우리의 임무는 더 나은 세상으로 향하는 길을 비추는 이야기를 하는 것이죠.
