When is seeing not believing?

눈으로 보고도 믿기지 않은 적 있으신가요?

A couple years ago, my friend sent me this photo from Ürümqi,

2년 전 쯤, 우루무치라는 곳의 제 친구가 이 사진을 보냈는데요.

which is the capital of Xinjiang province in northwest China.

중국 북서부에 있는 신장 자치구의 수도입니다.

On this particular day, she couldn't believe her eyes.

바로 이 날, 믿기 힘든 장면이 펼쳐졌다고 했죠.

Checking the quality of the air outside using this app on her iPad,

아이패드 앱으로 바깥 공기의 질을 측정해 봤더니

the numbers were telling her the air quality was good,

수치상으로 아주 좋게 나왔다고 했죠.

one on a scale of 500.

최대치 500 중 1로 나왔으니까요.

But when she looked outside, she saw something much different.

하지만 밖을 보니 상황이 너무 달랐죠.

Yes, those are buildings in the background.

네, 뒤로 건물들이 있는 게 맞아요.

(Laughter)

(웃음)

But the data were simply not telling the truth

측정치가 사람들이 보고 숨쉬는 걸

of what people were seeing and breathing,

정확하게 나타내지 못한 건데

and it's because they were failing to measure PM2.5,

PM2.5나 미세먼지를 측정하지 못하기 때문입니다.

or fine particulate pollution.

When PM2.5 levels went off the charts in 2012,

2012년, PM2.5 수치가 엄청나게 높았을 때

or "crazy bad," as the US Embassy once described it in a tweet,

미국 대사관이 트위터에서 "미친 수준"이라고 할 정도였지만

Chinese denizens took to social media

그 지역 중국 사람들은 소셜 미디어를 통해

and they started to question why it was that they were seeing this disconnect

공식적인 대기질 통계치와 그들이 직접 보고 숨쉬는 것 사이에

between official air quality statistics

왜 그렇게 차이가 나는지

and what they were seeing and breathing for themselves.

의문을 던지기 시작했어요.

Now, this questioning has led

자, 이런 의문들이 모여

to an environmental awakening of sorts in China,

중국에서는 환경에 대한 각성으로 이어졌고

forcing China's government to tackle its pollution problems.

정부로 하여금 환경오염 대책을 강구하도록 했죠.

Now China has the opportunity to become a global environmental leader.

현재 중국에겐 세계 환경 문제를 선도할 기회입니다.

But the picture that I'll paint for you today

하지만 오늘 제 이야기는

is one that's mixed.

좀 복잡한데요.

There are some signs that are very promising,

희망적인 것들도 있고

and there are other trends that are more troubling

좀 더 주의를 기울일 필요가 있는

that warrant closer attention.

골치가 아픈 것들도 있습니다.

But now let's go back to the story at hand.

그럼 당장 급한 문제부터 먼저 얘기해 보죠.

I started to witness the beginnings of China's green evolution

중국의 녹색 혁명이 시작되는 걸 제가 처음 본 건

when I was a PhD student conducting fieldwork in China in 2011.

2011년 중국에서 현장조사를 하며 박사 과정을 밟고 있을 때였어요.

I traveled all across the country seeking answers to the question

그때 전 중국 전역을 돌아다니며

이 문제에 회의적인 사람들이 자주 하던 질문에 대한 답을 찾고 있었습니다.

that I often got myself from the skeptical outsider:

What, you mean China is doing something on the environment?

뭐, 중국이 환경에 신경 쓴다고?

They have environmental policies?

환경에 대한 정책이 있어?

What policies?

어떤 정책인데?

At that time, PM2.5 data was considered too politically sensitive

당시에, PM2.5 데이터는 정치적으로 너무 민감해서

and so the government was keeping it secret,

정부에선 계속 감추기만 했습니다.

but citizens were becoming aware of its harmful human health effects,

그런데 시민들은 미세먼지가 인체에 해롭다는 걸 알게 되었고

and they were demanding greater transparency

이를 투명하게 공개할 것을 정부에 요구하기 시작했죠.

on the part of the government.

I actually started to see some of this growing evolution and awareness myself

실제로 중국 전역에 번지는 인식의 변화를 실감할 수 있었습니다.

cropping up all over China.

Department stores, for example, started to market these air purifiers

한 예로, 백화점에선

이 해로운 PM2.5를 걸러주는 공기청정기를 팔기 시작했고

that could filter out harmful PM2.5.

Citizens were also adopting PM2.5 as the title of musical festivals.

사람들은 어느 음악 축제의 제목을 PM2.5로 짓기도 했으니까요.

(Laughter)

And then I went to a golf course in Shenzhen, which is in southern China,

중국 남부의 선진에 있는 골프장에 갔을 땐

and you can see from this banner, they're advertising a retreat from PM2.5.

PM2.5로부터 안전한 곳이라고 선전하는 현수막도 있었죠.

Golf sub-par, but don't breathe sub-par air.

'타수는 낮추고, 공기 질은 높이고.'

And then Shanghai's Environmental Protection Bureau

상해 환경 보호국은

decided to create a mascot named after the air quality index

시민들에게 대기질 관련 정보를 보다 쉽게 전달하기 위해

to better communicate the air quality data to its people.

대기질 지표의 이름을 딴 마스코트를 만들기로 했어요.

I call her AQI Girl,

저는 'AQI 소녀'라고 부릅니다.

and her expression and hair color changes depending on the quality of air outside.

표정과 머리색이 대기질에 따라 변하죠.

Five years later and she's still the mostly smiling face

5년이 지났지만

이 소녀는 여전히 상해의 대기질에 대부분 미소를 짓고 있습니다.

of Shanghai's air quality.

And then in 2015,

그리고 2015년에

former CCTV reporter Chai Jing

전직 CCTV 기자인 차이 징은

created this documentary called "Under the Dome."

“언더 더 돔”이란 다큐멘터리를 제작합니다.

It would be likened to Rachel Carson's "Silent Spring."

레이첼 카슨의 “침묵의 봄”이 연상되는 작품이죠.

And much like Rachel Carson

레이첼 카슨이

brought to attention the fact that pesticides were harming human health,

농약이 인체에 해롭다는 사실을 널리 알렸던 것 처럼

"Under the Dome" stamped into the popular consciousness

“언더 더 돔” 역시

매년 중국에서만 대기 오염으로

that air pollution was leading to one million premature deaths

백만 명이나 조기 사망한다는 사실을 알리며

every year in China alone.

대중의 관심을 끌었어요.

This video garnered

그 영상은

more than a hundred million views in a single weekend

한 주말 동안 1억 회가 넘는 조회수를 기록했지만

before China's government,

사회적 동요를 우려한 중국 정부에 의해

fearing that it might incite some type of social unrest,

pulled it from the internet.

인터넷에서 삭제되었습니다.

But the damage had already been done.

하지만 이미 엎질러진 물이었어요.

Public outcry over air pollution

대기오염에 대한 대중의 절규가

galvanized China's government,

중국 정부를 자극했고

perhaps in an act of self-preservation,

to think big and decisively about how it could tackle

the root of its air pollution

and many of its other environmental problems:

For you see, in China,

about two thirds of its electricity comes from coal.

China has more coal-fired power plants than any other country in the world,

about 40 percent of the global total,

and it's because of this fact that China's government

has decided since 2014 to wage a war on coal,

shutting down small coal mines,

setting limits on coal consumption,

석탄 소비를 제한했으며

even canceling an Australia's worth of coal-fired power plants.

They've also been making enormous investments

또 깨끗하고 재생 가능한 에너지에

when it comes to clean and renewable energy,

막대한 투자를 하고 있는데

like hydropower, wind and solar,

수력, 풍력, 태양열 같은 것들이죠.

and the pace and the scale of this transformation

이 변혁의 속도와 규모는

has been absolutely mind-blowing.

정말 엄청납니다.

Let me give you a couple of statistics to show you what I mean.

제 말이 무슨 뜻인지 통계 자료를 좀 보여드릴게요.

China leads the world when it comes to hydropower,

중국의 수력 발전량은 세계 최대인데요.

with a third of total capacity.

전체 전력의 3분의 1을 차지합니다.

There's enough for every Chinese citizen

중국인 1인당 두 가구의 전력을

to power two homes in a single year from hydropower alone.

1년 동안 수력 발전만으로 공급할 수 있는 양이죠.

You may have heard of the Three Gorges Dam,

삼협댐이라고 들어보셨을 거예요.

which is the largest power station in the world,

세계 최대 규모의 발전소인데

and it's powered by water.

수력으로 작동됩니다.

In terms of wind power,

풍력 발전의 경우도

China has a third of the global capacity.

중국이 전 세계 발전량의 3분의 1을 차지하고 있어요.

This makes it the number one leader by far.

단연 세계 최고입니다.

When we look at solar, China's also leading.

태양열 발전 또한 최고 수준이죠.

In fact, they crushed their 2020 target

실제로, 105기가와트의 태양열 설비를

of installing 105 gigawatts of solar power.

2020년까지 갖추려는 목표를 이미 달성했어요.

This is after the government already revised upwards

정부에서 이미 여러 번

several times its solar energy target

between 2009 and 2015.

Last year, in seven months alone,

지난해에는 7개월 만에

China was able to install a whopping 35 gigawatts of solar power.

중국에선 무려 35기가와트의 태양광 발전 설비를 세우기도 했습니다.

This is more than half of what the US has combined in total

미국 전체의 절반을 넘는 양을

and China did this in just seven months alone.

중국에서 7개월 만에 해낸 거죠.

We can verify this remarkable growth in solar power from space,

태양광 발전의 놀라운 성장은 우주에서도 확인할 수 있습니다.

like the startup SpaceKnow has done in this slide.

SpaceKnow라는 신생기업이 그 사실을 이미 확인해주었죠.

By 2020, China is on track to generate Germany's entire electricity consumption

2020년까지

중국의 발전량은 독일 전체의 전기 사용량을 넘어설 전망입니다.

from just wind and solar power alone.

풍력과 태양열 발전만으로요.

It's pretty darn remarkable.

정말 놀라운 일이죠.

And we see some evidence now

이제 여러가지 측면에서

that China's efforts on clean energy

이런 청정 에너지에 대한 중국의 노력이

is actually having an effect,

효과를 보고 있음이 입증되고 있습니다.

not just on air pollution reduction,

대기 오염의 감소뿐만 아니라

but also on global climate change,

지구 기후 변화에도요.

where China has the world's largest carbon footprint.

세계 최대의 탄소 발자국을 가진 중국에서 말이죠.

If we look at some of the data, we can see that China's coal consumption

몇 가지 자료를 살펴보면

2013년 초에 중국의 석탄 사용량이 이미 정점을 찍은 걸 알 수 있어요.

may have already reached a peak as early as 2013.

This is a major reason why China's government announced

그 주된 원인은

중국 정부의 발표에 따르면

that actually they've already achieved their 2020 carbon reduction pledge

2020년을 목표로 한 탄소배출 감소를 계획보다 빨리 달성했기 때문입니다.

ahead of schedule.

This reduction in coal consumption

is also directly driving improvements in air quality

나라 전체의 대기질 개선에 직접적인 효과가 있었습니다.

across the country,

as I've shown here in blue.

여기 파란색이 그런 지역이죠.

In most major Chinese cities,

대부분의 중국 주요 도시에서

air pollution has fallen by as much as 30 percent.

30%나 대기 오염이 감소했습니다.

And this reduction in air pollution is actually leading people

실제로 대기 오염의 감소로

실제로 중국인의 수명이 연장되기도 했습니다.

to live longer lives in China,

on average two and a half years more than they would have in 2013.

2013년에 비해 평균 2년 반이 더 늘었죠.

In yellow, we can see the cities that have experienced

노란색은 대기질이 가장 현저하게 개선된 도시들을 가리킵니다.

the greatest improvements in air quality.

But of course, as I mentioned at the beginning of this talk,

물론, 앞에 말씀드렸듯이

we have to temper some of this optimism

너무 낙관만 할 수는 없고

with a healthy dose of caution,

적당한 주의도 필요합니다.

and that's largely because the data are still being determined.

여전히 이 자료들이 검증을 거쳐야 하기 때문이죠.

At the end of last year,

지난해 말에는

after roughly three years of pretty steady global carbon emissions,

지난 3년 간 지구 탄소 배출량에 큰 변동이 없었는데

scientific projections suggest

과학적인 추정으론

that global emissions may be on the rise again

다시 상승할 가능성이 보입니다.

and that could be due to increases in China's fossil fuel consumptions,

중국의 화석 연료 소비량이 다시 증가했기 때문이죠.

so they may not have reached that peak that I showed earlier.

앞에 본 것 처럼 정점을 찍지 않았을 수도 있네요.

But of course, the statistics and the data are still murky

물론, 통계치와 자료들이 여전히 확실한 건 아닙니다.

and that's because China regularly revises its coal statistics after the fact.

중국에선 으레 석탄에 관한 통계치를 수정하기 때문이죠.

Actually, it's funny,

사실 재밌게도

since I've been here I've been having a debate on Twitter

제가 여기 온 후부터 다른 기후 모형 제작자들과

트위터에서 토론이 시작됐어요.

with other climate modelers,

trying to figure out whether China's carbon emissions

중국의 탄소 배출량이 늘었는지, 줄었는지

have gone up, gone down or whether they're staying relatively stable.

아니면 상대적으로 안정적인 수준인지 따지면서요.

And of course, China is still a rapidly developing country.

맞습니다, 여전히 중국은 급속도록 성장하고 있어요.

It's still experimenting with a range of policies,

다양한 정책을 시도하고 있는데

like dockless bike sharing,

자전거 공유 같은 사업은

which has been hailed as a possible sustainable transport solution.

환경친화적 교통수단으로 각광받고 있습니다.

But then we have images of this bicycle graveyard

하지만 자전거 무덤을 찍은 이런 사진들은

that tell a more cautionary tale.

우리에게 경고의 메시지를 던지기도 합니다.

Sometimes, solutions can move too fast

때로는 해결책이 수요를 앞서기도 하잖아요.

and outpace demand.

And of course, coal is still king in China,

여전히, 중국에선 석탄이 최고입니다.

at least for now.

적어도 지금까지는요.

So why should we care about what China is doing on the environment?

중국이 환경문제에 어떻게 대처하는지 왜 우리가 신경 써야 할까요?

Well, what China does at home on the environment

그것은.. 중국 내의 환경 문제가

can have global implications for the rest of us.

전 세계적인 영향력을 가지고 있기 때문입니다.

To borrow a line from Chai Jing,

차이 징의 말을 인용하면

we're all under the same dome,

우리 모두 하나의 돔 안에 살고 있고

and air pollution that originates in China

중국에서 발생한 공해는

can travel beyond its borders

국경을 넘어

and affect populations as far away as those in North America.

멀리 북미 지역까지 그 영향을 미치게 됩니다.

China's not only exporting air pollution,

중국은 대기 오염과 더불어

but they're also exporting aid, infrastructure, technology abroad.

그에 대한 기반 시설, 원조, 기술 등도 해외로 수출하고 있어요.

President Xi Jinping in 2013 announced the One Belt, One Road Initiative,

2013년 시진핑 대통령은 '일대일로 계획'을 발표합니다.

a massive, one-trillion-US-dollar infrastructure investment project

아주 거대한, 60개국 이상이 참여하는 천조 원 규모의

in more than 60 other countries.

기반 시설 투자 계획이죠.

And historically, when we've seen

역사적으로 보면

that China has made these infrastructure investments abroad,

중국의 이런 해외 투자가

they haven't always been clean.

항상 깨끗하게 진행되지는 않았어요.

The Global Environment Institute, a Chinese civil society group,

중국의 시민 단체 '지구환경 연구소'는

found that in the last 15 years,

지난 15년 동안

China has invested in more than 240 coal-fired power plants

중국이 68개 이상의 국가에 240개가 넘는 석탄 발전소에

in more than 68 countries

투자한 사실을 밝혀냈어요.

affiliated with the One Belt, One Road Initiative.

일대일로 계획으로 진행된 일이죠.

That's more than a quarter of China's own domestic coal-fired capacity

해외에 수출되는 중국 내 석탄 발전 용량의

that is exported abroad.

4분의 1 수준입니다.

So we can see that even though China is cleaning up at home,

그러니까 중국이 아무리 자기 집 청소를 열심히 해도

it's exporting some of that pollution

다른 나라에 공해를 수출하며 더럽히는 걸 막을 수 없습니다.

to other countries,

and greenhouse gas emissions simply don't have a passport.

온실 가스는 여권도 필요 없으니까요.

So when we're trying to evaluate this question

그래서 중국이 실제로 선도국의 위치에 있는지는

of whether or not China is actually leading,

we can see it's still very much an open debate.

여전히 논란의 여지가 있습니다.

But time is running out.

그런데 시간이 많지 않습니다.

I've studied the climate models, and the outlook is not good.

기후 모형을 연구해 왔지만 전망이 그리 좋지 않거든요.

We still have a gap between current policies

여전히 괴리가 있으니까요.

기후 변화를 막기 위해 필요한 것들과 오늘날의 정책들 간에 말이죠.

and what needs to happen if we want to avoid dangerous climate change.

Leadership is what we desperately need,

누군가 선도해야 하는데

but it's not coming from the US, for example.

예를 들어, 미국에 기댈 순 없겠죠.

The US administration last June announced its intent

지난 6월 미 정부는 파리 기후 조약을 탈퇴한다고 발표했으니까요.

to withdraw from the Paris Climate Agreement,

so now people are looking towards China to fill that leadership void.

사람들은 그 공백을 채우기 위해 중국을 주목하고 있어요.

So China is very much in the driver's seat

이제 중국이 운전석에 앉아

determining our global environmental future.

지구 환경의 미래로 향하고 있습니다.

What they do on carbon trading,

중국이 하고 있는 탄소배출권 거래, 청정 에너지, 대기 오염 등에서

on clean energy, on air pollution,

we can learn many lessons.

많은 교훈을 얻을 수 있어요.

One of those lessons is that clean energy is not just good for the environment,

그 교훈 중 하나는

청정 에너지는 환경에만 좋은 것이 아니라

it can save lives by reducing air pollution.

대기 오염을 줄여 생명을 구할 수도 있다는 거죠.

It's also good for the economy.

경제에도 유익합니다.

We can see that last year,

작년만 봐도

China was responsible for 30 percent of the global growth

중국 덕에 환경친화적 직업이 전 세계적으로 30%나 증가했죠.

in green jobs.

The US? Only six.

미국은요? 고작 6%입니다.

So the picture that I just painted for you

따라서 제가 보여드리는 그림은

hopefully seems much different

많이 달랐으면 하는 바람입니다.

from those murky, foggy air quality statistics

탁하고 뿌연 대기질에 관한 통계치 같은 그림이 아니라

to a much clearer picture of China's clean energy.

중국의 청정 에너지 같은 선명한 그림이었길 바랍니다.

And even though China is headed in the right direction,

중국이 올바른 방향으로 가고 있더라도

we know that there's still a very long road ahead.

여전히 갈 길이 멀다는 걸 우린 알고 있죠.

So let me ask you once more: Is seeing believing?

한 번 더 물어 볼게요. 보이는 대로 믿을 수 있을까요?

Can we trust the data and the statistics

중국의 대기질이 좋아지고 있다는 자료와 통계치를 믿을 수 있을까요?

that show that China's air quality is coming down

and that its war on coal is actually having an effect?

석탄과의 전쟁이 효과를 보인다는 걸 믿으시나요?

Well, let's take a look at some of the latest satellite images

of China's solar power installations.

I want you to look very closely at this image.

Can you see?

보이시나요?

The proof may just be in the pandas.
