We are all shocked and saddened by the events

and by the human suffering they are causing.

전쟁으로 겪는 고통에 슬픔을 금치 못하고 있습니다.

And as we speak, really,

a Russian military convoy is headed towards Kyiv,

러시아 호송부대가 키이우로 진격하고 있으며

other Ukrainian cities are being bombarded,

다른 도시는 폭격 받고 있습니다.

half a million Ukrainians have already fled to neighboring countries

이미 우크라이나 국민 50만 명이 이웃 국가로 피난길에 올랐으며

and much more.

It's still early days,

and it's difficult to predict how the situation will evolve

even just in the next few hours.

But this is a war that should concern everyone, everywhere.

we want to try to give it a broader context with our guest,

historian and author, Yuval Noah Harari.

Thank you for inviting me.

BG: I want to start from Ukraine itself and its 42 million people

BG: 먼저 우크라이나와 4200만 명의 국민,

and its particular place between the East and the West.

What do we need to know about Ukraine

우크라이나의 어떤 것을 알아야

to understand this war and what's at stake?

YNH: The most crucial thing to know is that Ukrainians are not Russians,

YNH: 가장 중요한 점은

and that Ukraine is an ancient, independent nation.

Ukraine has a history of more than a thousand years.

천 년이 넘는 역사를 가진 나라로

Kyiv was a major metropolis and cultural center

키이우가 거대한 대도시로서 문화 중심지였을 당시에

when Moscow was not even a village.

모스크바는 촌락을 이루지도 못했습니다.

For most of these thousand years Kyiv was not ruled by Moscow.

또한 키이우는 지난 천 년간 모스크바의 지배를 거의 받지 않았고

They were not part of the same political entity.

오히려 서로 다른 정치 공동체에 속했었습니다.

For centuries, Kyiv was looking westwards

수 세기 동안 키이우는 서방 국가와 관련이 깊었으며

and was a part of a union with Lithuania and Poland

리투아니아와 폴란드의 동맹국이었지만

until it was eventually conquered and absorbed by the Russian Empire,

by the czarist empire.

But even after that,

Ukrainians remained a separate people to a large extent,

and it's important to know that

because this is really what is at stake in this war.

The key issue of the war,

푸틴 대통령이 생각하는 이번 전쟁의 핵심은

at least for President Putin,

is whether Ukraine is an independent nation,

우크라이나가 독립국이며 버젓한 하나의 국가냐는 것입니다.

whether it is a nation at all.

He has this fantasy that Ukraine isn't a nation,

푸틴은 우크라이나가 국가가 아니라는 환상에 빠져있습니다.

that Ukraine is just a part of Russia,

우크라이나는 러시아의 일부이고 우크라이나인은 러시아인이며

that Ukrainians are Russians.

In his fantasy,

푸틴의 환상 속에서는

Ukrainians are Russians that want to be back in the fold of Mother Russia,

우크라이나 국민은 러시아 국민이기 때문에

and that the only ones preventing it is a very small gang at the top,

which he portrays as Nazis,

even if the president is Jewish; but OK, a Nazi Jew.

And his belief was, at least,

푸틴 생각에는 우크라이나를 침공해서

that he just needs to invade,

Zelenskyy will flee,

젤렌스키를 내쫓고 나치 정부를 무너뜨린 뒤

the government will collapse,

the army would lay down its arms,

나치 군대를 무찌른다면

and the Ukrainian people would welcome the Russian liberators,

우크라이나 국민은 꽃잎을 흩뿌리며

러시아에서 온 구원자를 환영할 것으로 생각했습니다.

throwing flowers on them.

And this fantasy has been shattered already.

하지만 환상은 벌써 산산조각 났죠.

Zelenskyy hasn’t fled,

젤렌스키는 도망가지 않았고 우크라이나 군대는 분투하고 있으며

the Ukrainian army is fighting.

And the Ukrainian people is not throwing flowers on the Russian tanks,

우크라이나 국민은 꽃잎을 날리는 대신

러시아 탱크에 화염병을 날리고 있습니다.

it's throwing Molotov cocktails.

BG: So let's unpack that

BG: 그렇다면 상황을 하나하나 살펴보고자 합니다.

and maybe take the different pieces one way one.

So Ukraine has a long history of being dominated and occupied.

우크라이나는 오랫동안 지배, 강점당했습니다.

You mentioned the czar, but also the Soviet Union,

Hitler's armies.

It also has a long history of mistrust of authority and of resistance,

which goes some way to explain the current strong resistance

that the Russians are encountering.

Anne Applebaum, the journalist, even suggests that this mistrust,

this resistance to authority,

is the very essence of Ukraine-ness, do you agree?

‘우크라이나의 얼’이라는 의견에 동의하시나요?

YNH: We did see in the last 30 years Ukrainians twice rising in revolt

YNH: 지난 30년간 두 번 일어난

전체주의 정권 설립 반대 시위로 우크라이나의 얼을

when there was a danger

of an authoritarian regime being established --

once in 2004, once in 2013.

And when I was in Kyiv a few years ago,

그리고 몇 년 전 키이우에 갔을 때

what really struck me was this very strong feeling

of the desire for independence and for democracy.

And I remember walking around this museum

of the Revolution of 2013-2014

and seeing these images, like these two elderly women

거기서 어떤 사진을 보았습니다.

두 명의 노년 부인께서

who were bringing sandwiches to the demonstrators,

시위대에게 샌드위치를 가져다주는 장면이었는데

to the fighters.

They couldn’t throw stones and they couldn’t do anything else,

직접 시위에 참여하지 못하는 대신

so they prepared sandwiches

샌드위치를 큰 쟁반에 가득 담아

and brought this huge tray full of sandwiches

시위대에게 가져다주는 순간을 포착한 사진이었습니다.

to the demonstrators.

And this, yes, this is the kind of spirit

바로 이런 모습이

that inspires not just the Ukrainians

비단 우크라이나 국민뿐만 아니라

but everybody who is now watching what is happening there.

보는 이의 가슴도 뜨겁게 하는 얼이라 할 수 있죠.

BG: Help me understand the actual nature of the threat here

BG: 그렇다면 우크라이나로 진격하는

in terms of Russia moving into Ukraine.

러시아의 진의를 알려주셨으면 합니다.

So in your last book, when you write about Russia,

러시아에 관해 쓰셨던 책에서

you describe the Russian model as: “not a coherent political ideology,

러시아의 정치이념은 비일관적이라기보다는

but rather a sort of practice of monopolizing power and wealth

권력을 가진 소수가 부와 권력을 독점하는 구조라고 말씀하셨습니다.

by a small group at the top."

But then, in his actions against Ukraine,

하지만 이번 전쟁에서

Putin in the last few weeks seems to move very much by an ideology,

방금 말씀하셨던 대로 푸틴은 지난 몇 주 동안

우크라이나를 국가로 인정하지 않는 등

an ideology of empire, of denial of Ukraine's right to exist,

as you mention.

What has changed in the four years since you wrote that book?

YNH: The imperial dream was always there,

YNH: 제국주의 이상향이야 변함없겠지만

but you know, empires are often the creation

제국이란 어떨 때는 권력을 가진 소수가

of a very small gang of people at the top.

I don’t think the Russian people [are] interested in this war.

러시아 국민은 전쟁에 관심 없을 뿐더러

I don't think that the Russian people want to conquer Ukraine

우크라이나를 점령하거나

or to slaughter the citizens of Kyiv.

키이우 주민을 학살해야 한다고 생각하지는 않을 테죠.

It's all coming from the top.

전부 권력을 가진 소수의 생각이며

So there is no change there.

4년 전과 변함없습니다.

I mean, when you look at the Soviet Union,

소련을 예로 들면

you can say that there was this mass ideology,

당시에는 여론이란 것이 있었습니다.

which was shared by a large proportion, or some proportion, of the population.

다수든 일부든 국민의 생각을 존중했지만

You don't see this now.

지금은 그렇지 않습니다.

You know, Russia is a very rich country,

러시아는 천연 자원이 굉장히 풍부한 나라지만

rich in resources,

but most people are very poor.

국민 대부분이 가난하고 생활 수준이 처참한 이유는

Their standard of living is very, very low

because all the wealth and power is kind of sucked

모든 부와 권력을 소수 권력이 극악하게 독점하고

by the people at the top,

and very little is left for everybody else.

국민에게는 남은 일부만 돌아가기 때문입니다.

So I don't think it's a society

이런 형태는 사회라 할 수 없죠.

where the masses are part of this kind of ideological project.

대중의 여론을 존중하는 사회의 모습이 아니라 생각합니다.

They're being ruled from the top.

오히려 소수가 대중을 지배하는 형태죠.

And you have this classic imperial situation,

이런 전형적인 제국주의 같은 상황은

when the emperor,

거대한 제국을 거느리는 황제가

which controls the largest country in the world,

feels that, "Hey, this is not enough.

만족할 수 없으니 더 가져오라고 하는 것과 같습니다.

I need more."

And sends his army to capture,

이런 건 정복 전쟁을 할 때나 볼 수 있던 모습입니다.

to extend the empire.

BG: I said at the beginning

BG: 강연을 시작하면서

that it's difficult, of course, to make predictions.

전황을 예측할 수 없다고 하셨습니다만

But yesterday, you published an article in "The Guardian"

어제 가디언지에 투고를 하나 하셨죠.

titled: “Why Putin has already lost this war.”

‘푸틴이 이미 패전한 이유’라는 제목은 어떤 의미인가요?

Please explain.

YNH: Well, one thing should be very clear.

YNH: 하나 확실히 말하자면

I don't mean to say

제목 그대로 러시아가 당장 전쟁에 졌다는 의미가 아닙니다.

that he's going to suffer an immediate military defeat.

He definitely has the military power to conquer Kyiv

분명 러시아는 키이우는 물론

우크라이나 전체를 점령할 군사력을 보유했습니다.

and perhaps the whole of Ukraine.

Unfortunately, we might see this.

안타깝지만 그렇게 되겠죠.

But his long-term goal,

장기적으로 볼 때 전쟁으로

the whole rationale of the war,

is to deny the existence of the Ukrainian nation

우크라이나라는 국가의 존재를 부정하고

and to absorb it into Russia.

러시아로 합병하려는 것입니다.

And to do that, it's not enough to conquer Ukraine.

하지만 단순히 무력만으로는 그렇게 할 수 없습니다.

You also need to hold it.

유지할 수 있어야 하죠.

And it's all based on this fantasy, on this gamble,

이번 전쟁의 바탕에는 환상과 도박이 깔렸습니다.

that most of the population in Ukraine would agree to this,

우크라이나 국민 대부분이

두 팔 벌려 환영할 거라는 환상에서 시작됐죠.

would even welcome this.

And we already know that it's not true.

하지만 아시다시피 현실은 달랐습니다.

That the Ukrainians are a very real nation;

우크라이나는 버젓한 하나의 국가이며 자명한 독립국입니다.

they are fiercely independent;

they don’t want to be part of Russia;

러시아의 속국이 되길 바라지 않고 처절히 저항하겠죠.

they will fight like hell.

And in the long-run, again, you can conquer a country,

우크라이나를 점령할 수야 있겠지만

But as the Russians learned in Afghanistan,

러시아는 아프가니스탄 전쟁으로,

as the Americans learned also in Afghanistan, also in Iraq,

미국은 아프가니스탄과 이라크 전쟁으로

장기적으로 지배하기가 훨씬 어렵다는 교훈을 배웠습니다.

it's much harder to hold a country.

And again, the big question mark before the war was always this.

따라서 우크라이나를 계속 지배할 수 있느냐가 관건입니다.

Before the war started, many things were already known.

전쟁 전에 많은 요소를 예상할 수 있었습니다.

Everybody knew that the Russian army is much stronger than the Ukrainian Army.

러시아군은 우크라이나군보다 훨씬 강하고

Everybody knew that NATO will not send armed forces into Ukraine,

나토는 러시아-우크라이나 전쟁에

군을 파견하지 않으며

troops into Ukraine.

Everybody knew that the West, the Europeans, would be hesitant

다들 알다시피, 유럽 등 서방 국가는

about imposing too strict a sanction regime

러시아에 강력한 제재를 가하는

for fear of being hurt by it themselves.

자충수를 선뜻 두지는 않을 테죠.

And this was the basis for Putin's war plan.

푸틴은 이를 근거로 전쟁을 계획했지만

But there was one big unknown.

정말 중요하지만 예상할 수 없었던 것이 있습니다.

Nobody could say for sure how the Ukrainian people would react.

아무도 우크라이나가 어떤 반응을 보일지 확신하지 못했죠.

And there was always the option

가장 유력한 가능성은 푸틴의 환상이 현실이 되어

that maybe Putin's fantasy would come true.

Maybe the Russians will march in,

러시아는 키이우로 입성해 젤렌스키는 도망가고

Zelenskyy would flee,

maybe the Ukrainian army will just capitulate

군대는 항복하며 국민들은 순응하는 것이었죠.

and the population would not do much.

This was always an option.

가장 유력한 경우였지만

And now we know this was just fantasy.

현재로서는 망상이었다고 결론 났습니다.

Now we know that the Ukrainians are fighting, they will fight.

우크라이나는 끝까지 싸울 것이고

And this derails the whole rationale of Putin’s war.

푸틴이 전쟁으로 이루고자 하는 목적은

전부 물 건너갔습니다.

Because you can conquer the country, maybe,

점령 자체는 할 수 있을지도 모르지만

but you won't be able to absorb Ukraine back into Russia.

러시아로 흡수할 수는 없기 때문입니다.

The only thing he's accomplishing,

푸틴이 이룬 것은 오직 하나.

he is planting seeds of hatred

모든 우크라이나 국민의 가슴속에 심은

in the hearts of every Ukrainian.

증오의 씨앗입니다.

Every Ukrainian being killed,

우크라이나 국민이 죽어갈 때마다,

every day this war continues is more seeds of hatred

전쟁이 하루하루 흘러갈 때마다 증오의 씨앗은 퍼져

that may last for generations.

다음 세대까지 이어질지도 모르죠

Ukrainians and Russians didn't hate each other before Putin.

푸틴 이전까지는 서로 사이좋았습니다.

They’re siblings.

형제지간이니까요.

Now he's making them enemies.

하지만 지금은 형제를 적으로 돌리고 있으며

And if he continues, this will be his legacy.

전쟁을 계속한다면 지울 수 없는 과오가 되겠죠.

BG: We're going to talk a bit about that again later but, you know,

BG: 그렇다면 이 이야기는 잠시 접어두도록 하고

at the same time, Putin needs a victory, right?

푸틴은 이번 전쟁에서 이겨야 합니다.

The cost, the human, economic, political cost of this war,

인력, 경제, 정치 면에서 천문학적인 비용을 치렀습니다.

not even a week in, is already astronomical.

일주일도 채 지나기 전에 말이죠.

So to justify it and also to remain, by the way,

이제껏 치른 비용에 정당성을 부여하고

a viable leader at the head of Russia,

러시아 통수권자 자리를 지키려면

Putin needs to win, and even win convincingly.

단순한 승리가 아닌 압승을 거둬야 합니다.

So how do we square these things?

하지만 어떻게 그럴 수 있을까요?

YNH: I don't know.

YNH: 저로서는 잘 모르겠습니다.

I mean, the fact that you need to win doesn't mean that you can win.

이겨야 한다는 말은 이길 수 있다와 다릅니다.

Lots of political leaders need to win, and sometimes they lose.

리더는 승리해야만 하지만 가끔 패배할 때도 있습니다.

He could stop the war, declare that he won,

전쟁을 끝내고 승전 선언을 한 뒤

and say that recognizing Luhansk and Donetsk by the Russians

음... 예를 들어

루한시크와 도네츠크 정복이

is what he really wanted all along, and he achieved this.

진짜 목적이었다고 공언하고 나서

Maybe they cobble this agreement, or I don’t know.

종전 협정을 맺을 수도 있고 잘 모르겠습니다.

This is the job of politicians, I'm not a politician.

정치인이 할 일이고 저는 정치인이 아니니까요.

But I can tell you that I hope, for the sake of everybody --

하지만 하나 확실한 것은

모두를 위해서,

Ukrainians, Russians and the whole of humanity --

우크라이나인과 러시아인, 모든 인류를 위해서

that this war stops immediately.

이 전쟁을 당장 끝내야 합니다.

Because if it doesn't,

전쟁이 끝나지 않는다면

it's not only the Ukrainians and the Russians

우크라이나와 러시아 모두 끔찍한 고통을 받을 것이며

that will suffer terribly.

Everybody will suffer terribly if this war continues.

우리 모두 고통에 시달릴 것이기 때문입니다.

BG: Explain why.

BG: 왜 그런가요?

YNH: Because of the shock waves destabilizing the whole world.

YNH: 전쟁의 여파가 전 세계를 뒤흔들기 때문입니다.

Let’s start with the bottom line:

가장 중요한 이야기를 하자면 바로 국방비 문제입니다.

budgets.

We have been living in an amazing era of peace in the last few decades.

지난 몇십 년은 유례없는 평화의 시대였으며

And it wasn't some kind of hippie fantasy.

결코 헛된 말이 아닙니다.

You saw it in the bottom line.

가장 중요한 지표인 국방비를 살펴보면 알 수 있습니다.

You saw it in the budgets.

In Europe, in the European Union,

유럽연합 EU의 경우 가입국 평균 국방비는

the average defense budget of EU members

was around three percent of government budget.

국가 예산의 3% 정도 되는데

And that's a historical miracle, almost.

전례 없는 기적에 가까운 일입니다.

For most of history,

인류 역사상 왕과 황제, 술탄이 거닐던 제국은

the budget of kings and emperors and sultans, like 50 percent,

80 percent goes to war, goes to the army.

예산의 50~80%가 국방비에 쓰였지만

In Europe, it’s just three percent.

EU는 3%, 전 세계 평균 약 6%가 국방비로 쓰인다고 봅니다.

In the whole world, the average is about six percent, I think,

fact-check me on this, but this is the figure that I know,

확인이 필요하겠지만 제가 알기론 6% 정도 됩니다.

six percent.

What we saw already within a few days,

하지만 지난 며칠 사이

Germany doubles its military budget in a day.

독일은 국방비를 하루 만에 2배로 증액했습니다.

And I'm not against it.

충분히 이해합니다.

Given what they are facing, it's reasonable.

현실을 고려하면 합당한 조치죠.

For the Germans, for the Poles,

독일과 폴란드 등 유럽의 모든 국가가 국방비를 2배로 늘렸고

for all of Europe to double their budgets.

And you see other countries around the world doing the same thing.

다른 나라도 따라서 국방비를 늘리고 있습니다.

But this is, you know, a race to the bottom.

결국 바닥으로의 경쟁을 시작했습니다.

When they double their budgets,

어떤 나라가 국방비를 늘린다면

other countries look and feel insecure and double their budgets,

주변국들도 불안감에 국방비를 늘리고

so they have to double them again and triple them.

이렇게 2배, 3배로 늘리겠죠.

And the money that should go to health care,

그러면 의료 복지와

that should go to education,

공교육, 환경보호에 쓰일 예산이

that should go to fight climate change,

this money will now go to tanks, to missiles, to fighting wars.

탱크와 미사일 등 전쟁에 쓰이게 되면서

So there is less health care for everybody,

의료복지 혜택은 축소되고

and there is maybe no solution to climate change

환경보호는 소홀해질 것입니다.

because the money goes to tanks.

돈이 전쟁에 쓰이니까요.

And in this way, even if you live in Australia,

이렇게 된다면 호주에 사는 사람이든

even if you live in Brazil,

브라질에 사는 사람이든

you will feel the repercussions of this war in less health care,

전쟁의 여파를 실감하게 되겠죠.

빈약한 의료 복지 혜택과

in a deteriorating ecological crisis,

계속 심각해지는 환경 문제 등을 겪으면서요.

in many other things.

이 외에도, 기술 발전 또한 정말 큰 문제가 됩니다.

Again, another very central question is technology.

We are on the verge, we are already in the middle, actually,

인공지능 등 첨단 기술을 탑재한

of new technological arms races in fields like artificial intelligence.

신무기 개발 경쟁이 활발히 이루어지고 있는 지금

And we need global agreement about how to regulate AI

전 세계가 인공지능 규제 협정을 맺어

and to prevent the worst scenarios.

최악의 상황을 방지해야 하지만

How can we get a global agreement on AI

냉전, 무력 전쟁 중이라면

when you have a new cold war, a new hot war?

어떻게 범지구적 협정을 맺을 수 있겠습니까?

So in this field, to all hopes

지금처럼 전쟁이 계속된다면

of stopping the AI arms race will go up in smoke if this war continues.

무분별한 인공지능 무기 개발 경쟁에

제동을 걸 기회마저 놓치게 됩니다.

So again, everybody around the world will feel the consequences in many ways.

이렇듯 전 세계 곳곳에서 전쟁의 여파에 영향받을 것이고

This is much, much bigger than just another regional conflict.

그 파급력은 어떤 지역분쟁보다 훨씬 클 것입니다.

BG: If one of Putin's goals here is to divide Europe,

BG: 만일 푸틴이 전쟁으로 유럽을 분열시켜 나토를 약화하고

to weaken the transatlantic alliance

and the global liberal order,

자유주의 세계질서를 어지럽히려 했다면

he seems to kind of accidentally have revitalized all of them in a way.

오히려 연대를 굳게 다지는 기회가 되었습니다.

US-EU relations have never been so close in many years.

미국과 EU가 지금보다 돈독했던 적은 없었죠.

And so how do you read that?

이를 어떻게 보시나요?

YNH: Well, again, in this sense, he also lost the war.

YNH: 다시 말씀드리지만 푸틴은 전쟁에서 패배했습니다.

If his aim was to divide Europe, to divide NATO,

유럽과 나토의 분열이 목적이었다면

he's achieved exactly the opposite.

결과는 정반대였습니다.

I mean, I was amazed by how quick,

how strong and how unanimous the European reaction was.

I think the Europeans surprised themselves.

You even see countries like Finland and Sweden sending arms to Ukraine

They didn't even do it in the Cold War.

It's really amazing to see it.

I think another very important thing is what has been dividing the West

it’s what people term the “culture war”.

The culture war between left and right, between conservatives and liberals.

And I think this war can be an opportunity

than these arguments between left and right

within the Western democracies.

And it's a reminder that we need to stand united

to protect Western liberal democracies.

But it's deeper than that.

Much of the argument between left and right

seemed to be in terms of a contradiction

between liberalism and nationalism.

Like, you need to choose.

선택해야 했던 거죠.

And the right goes with nationalism,

우익은 민족주의를, 좌익은 자유주의를 선택해야 했지만

and the left goes more liberalism.

And Ukraine is a reminder that no, the two actually go together.

이번 전쟁으로 아니라는 걸 배웠죠.

민족주의와 자유주의는 공존하고

Historically, nationalism and liberalism are not opposites.

역사상으로도 서로 정반대를 가리키지 않았습니다.

They are not enemies.

이제는 원수지간이 아닌 친구로서

They are friends, they go together.

They meet around the central value of freedom, of liberty.

자유로울 권리와 자유라는 미덕의 중도에 모여

And to see a nation fighting for its survival,

fighting for its freedom,

you see it on Fox News or you see it in CNN.

And yes, they tell the story a little differently,

but they suddenly see the same reality.

And they find common ground.

And the common ground is to understand

that nationalism is not about hating minorities or hating foreigners,

it's about loving your compatriots,

동포를 사랑하자는 의미인 것을 알고

and reaching a peaceful agreement

나라를 어떻게 운영할지

about how we want to run our country together.

평화롭게 합의하여 결정해야 합니다.

And I hope that seeing what is happening

이렇게 합의를 이룰 수 있다면

would help to end the culture war in the West.

서방의 문화전쟁 종식에 큰 도움이 될 뿐만 아니라

And if this happens, we don't need to worry about anything.

You know, when you look at the real power balance,

if the Europeans stick together,

and stop this culture war and stop tearing themselves apart,

Elaborate about that essay you wrote.

YNH: Yeah, I mean, some people think

YNH: 평화의 시대 같은 건

that all this talk about the decline of war

존재하지 않는다고 생각하는 사람도 있습니다.

was always just a fantasy.

But ...

Again, you look at the statistics.

1945년 이후 통계를 살펴보면

Since 1945,

there has not been a single clash between superpowers,

강대국 간 무력 충돌은 단 하나도 없었습니다.

whereas previously in history,

사실 이전까지 인류사에서는 전쟁을 빼놓고 이야기할 수는 없었죠.

this was, you know, the basic stuff of history.

Since 1945,

하지만 1945년 이후로 외세의 침략으로 멸망한 나라는

not a single internationally recognized country

was wiped off the map by external invasion.

단 한 가지 사례도 없었습니다.

This was the common thing in history.

국가의 멸망은 흔한 일이었지만 이제는 그렇지 않죠.

Until then and then it stopped.

This is an amazing achievement,

which is the basis for everything we have,

for our medical services,

and this is all now in jeopardy.

Because this era of peace,

it wasn't the result of some miracle.

It wasn't the result of a change in the laws of nature.

It was humans making better decisions and building better institutions,

that there is no guarantee for the future.

If humans, some humans, start making bad decisions

then we will be back in the era of war

with budgets, military budgets going to 20, 30, 40 percent.

And I'll just say one more thing,

No, I mean, the message was really the opposite.

It was a message of responsibility.

If you think that there is no era of peace in history,

인류사에 평화의 시대가 없었고

it's always war, it's always the jungle,

전쟁을 일삼는 약육강식의 시대,

there is a constant level of violence in nature,

폭력이 일상인 시대에 살았다면

then this basically means

평화를 쟁취하려고 애쓸 필요가 전혀 없을 테고

that there is no point struggling for peace

and there is no responsibility on leaders like Putin

푸틴 같은 지도자에게 책임을 물을 수도 없겠죠.

because you can't blame Putin for the war.

그 사람의 문제가 아니라 전쟁이 자연이 섭리니까요.

It's just a law of nature that there are wars.

When you realize, no, humans are able to decrease the level of violence,

then it should make us much more responsible.

And it should also make us understand

지금 우크라이나에서 벌어지는 전쟁을

that the war in Ukraine now, it’s not a natural disaster.

It’s a man-made disaster, and a single man.

It's not the Russian people who want this war.

BG: So one of the things that has come back

in the last weeks and months is the nuclear threat.

It's moved back into the center of political and strategic considerations.

Putin has talked about it several times,

What's your thinking about the return of the nuclear threat?

YNH: It's extremely frightening.

But no, it's here.

of difficulties on the battlefield

I belong to the school of thought that if it was not for nuclear weapons,

we would have had the Third World War

sometime in the 1950s or '60s.

That nuclear weapons actually, until today, served a good function.

because it was obvious that this would be collective suicide.

But the danger is still there, it's always there.

we neglected it, we stopped repairing it.

We allow it to deteriorate more and more.

It is collapsing now.

So I hope that people will realize before it's too late

that we need not just to stop this terrible war,

we need to repair the global house in which we all live together.

No, we won't think that.

I mean, lots of things that were inconceivable just 10 days ago

But is it a failure in the sense that a different diplomatic approach,

some kind of other proposition, would have stopped the war?

I don't know, but it doesn't seem like it.

it doesn't seem that Putin was really interested

I would say, aside from the nuclear threat from Russia, but what else?

YNH: Several things.

First of all,

we have here, again, something we haven't seen since 1945,

which is a dominant power

trying to basically obliterate from the map

an independent country.

You know, when the US invaded Afghanistan

you can say a lot of things about it

There was no question of the US annexing Iraq

This is what is happening in Ukraine

I was struck by what the Kenyan representative

The same way the Soviet empire collapsed into different independent nations,

also, African nations came out of the collapse of European empires.

The other thing which is different is that we are talking about superpowers.

This is not a war between Israel and Hezbollah.

This is potentially a war between Russia and NATO.

and, again, would plant terrible seeds of hatred

분명 수년, 수십 년 동안 증오의 씨앗을 뿌려대겠죠.

for years and decades.

So far, we've seen hundreds of people being killed,

지금까지 수백 명의 사람이 죽었고

Ukrainian citizens being killed.

수백 명의 우크라이나 국민이 죽었습니다.

It could reach tens of thousands, hundreds of thousands.

앞으로 희생자는 수만, 수백만 명에 달할지도 모릅니다.

So in this sense, it's extremely painful to contemplate.

피해 규모를 예상하기에는 너무나도 가슴 아픕니다.

And this is why we need again and again

아무리 강조해도 모자라지만

to urge the leaders to stop this war,

각국 정상은 종전을 촉구해야 하며

and especially, again and again,

또다시 말하지만 푸틴에게 현실을 알려줘야 합니다.

tell Putin,

"You will not be able to absorb Ukraine into Russia.

러시아는 우크라이나를 합병할 수 없을뿐더러

They don't want it, they don't want you.

합병을 원치도 않고 러시아를 좋아하지도 않습니다.

If you continue,

전쟁을 계속한다면 우크라이나와 러시아 사이에

the only thing you will achieve is to create terrible hatred

수세대 동안 누구도 메꿀 수 없는

between Ukrainians and Russians for generations.

감정의 골이 생길 뿐이죠.

It doesn't have to be like that."

이런 일이 있어선 안 됩니다.

BG: Yuval, let me finish with one question about your county.

BG: 이스라엘 관련 질문으로 강연을 마치려 합니다.

You are in Israel.

이스라엘은 러시아와 우크라이나에 인접하고

Israel has close ties with both Russia and Ukraine.

It's actually home of many Russian-born and many Ukrainian-born Jews.

여러 러시아계, 우크라이나계 유대인의 고향이기도 합니다.

How is the country reacting to this conflict,

이번 전쟁에서 이스라엘의 공식 입장과 여론은 어떤가요?

I'm talking about the government, but also about the population?

YNH: Actually, I'm not the best person to ask.

YNH: 제가 말씀드려도 되는 분야는 아닌 것 같습니다.

I've been so, kind of, following what's happening around the world,

이제까지 해외 정세에만 관심 있었고

I didn't pay so much attention to what is happening right here.

국내에는 그다지 큰 관심이 없었습니다.

And even though I live here,

이스라엘에 살지만 국내 사회나 정치 전문은 아니니까요.

I'm not an expert on Israeli society or Israeli politics.

Definitely, the sentiment in the street, in the social media is with Ukraine.

하지만 길거리나 SNS에서는 우크라이나에 우호적인 것은 분명합니다.

You see Ukrainian flags,

사람들은 길거리에는 물론 SNS 프로필에도

you see on social media people putting Ukrainian flags

우크라이나 국기를 올려놓습니다.

on their accounts.

And another thing, so many people in Israel,

또한 여러 이스라엘 국민이 구소련 출신이기도 합니다.

they came from the former Soviet Union.

And until now,

그 사람들은 전쟁 전까지는 러시아 출신이라고 말하고 다녔습니다.

everybody was simply known as Russians.

You know, even if you came from Azerbaijan or you came from Bukhara,

아제르바이잔이나 부하라 출신이라면 러시아 출신이라 했죠.

you were a Russian.

And suddenly, "No, no, no, no, no.

하지만 지금은 예전과는 다르게 자신을 우크라이나인이라고 합니다.

I'm not Russian.

I'm Ukrainian."

And again, these seeds of hatred that Putin is planting,

앞서 말했지만 푸틴이 뿌린 혐오의 씨앗이

it's reaching also here.

이스라엘까지 도달했고

That suddenly people are saying no, Russian, Ukrainian,

러시아인과 우크라이나인을 구별하기 시작했습니다.

until a very short time ago, it's the same thing.

며칠 전까지만 하더라도 구별하지 않았지만 더는 아닙니다.

No, it's not the same thing.

So the shock waves are spreading.

전쟁의 여파는 세계로 퍼지고 있습니다.
