my country was facing the need to rebuild everything from scratch.

Estonia regained its independence, but we were left with nothing.

No infrastructure, no administration, no legal code.

Organizational chaos.

무정부 상태였죠.

Out of necessity,

the state leaders back then had to make some daring choices.

필요에 따라 과감한 선택을 감행해야 했습니다.

The ones that our country could afford.

나라가 감당할 수 있는 선에서 말이죠.

There was a lot of experimentation and uncertainty

불확실한 상황 속에서 실험적인 선택들도 있었지만

but also a bit of luck involved,

운도 살짝 따라서,

particularly in the fact that we could count on a number

저희에게는 특히 믿을 만한

of brilliant visionaries,

선구안을 가진 사람들,

cryptographers and engineers.

I was just a kid back then.

당시 저는 어린 아이였습니다.

Today, we are called the most digital society on earth.

현재 에스토니아는 지구상 가장 디지털화 된 국가입니다.

I'm from Estonia,

전 에스토니아 사람입니다.

and we've been declaring taxes online since 2001.

2001년부터 연말정산을 온라인으로 하고 있습니다.

We have been using digital identity and signature since 2002.

2002년부터는 디지털 아이디와 서명을 하고 있죠.

We've been voting online since 2005.

2005년부터는 투표도 온라인으로 하고 있습니다.

And for today, pretty much the whole range of the public services

오늘날에는 대부분의 공공 서비스를 온라인으로 합니다.

that you can imagine:

여러분이 생각하는 그 모든 것이죠.

education, police, justice, starting a company,

교육, 경찰 및 사법, 회사 설립,

applying for benefits, looking at your health record

복지 신청, 진료 기록 조회,

or challenging a parking ticket --

주차 위반 딱지를 따지는 것까지

that's everything that is done online.

모두 온라인으로 합니다.

In fact, it's much easier to tell you

사실, 온라인으로 불가능한

what are the three things we cannot yet do online.

서비스 세 개를 말씀드리는 게 더 쉬울 것 같군요.

We have to show up to pick up our ID documents,

신분증 수령, 결혼이나 이혼,

get married or divorced,

부동산 매매는

or sell real estate.

직접 해야합니다.

That's pretty much it.

이 정도죠.

So, that's why don't freak out

when I tell you that every year

제가 매년 연말정산을 기다린다고 해도

I can't wait to start doing my tax declaration.

별로 놀라지 않으실 겁니다.

Because all I have to do

swipe a few pages with prefilled data on income and deductions

I'm looking at the tax return amount.

It actually feels like a quite rewarding experience.

직접 해 보면 꽤 뿌듯한 경험입니다.

No tax advisors,

세무사도 필요없고

no collecting receipts,

영수증을 모으거나

no doing the math.

직접 계산할 필요도 없습니다.

And have I mentioned that I have not visited a state office

제가 7년 동안 정부 청사에

for almost seven years?

간 적이 없다는 얘기를 했는지 모르겠네요.

Indeed, one of the features of the modern life

사실, 현대 사회의 삶의 특징 중 하나인

that has no reason to exist anymore,

considering technological possibilities of today,

복잡한 미로 같은 관료제도는

is the labyrinth of bureaucracy.

We've almost got rid of it completely in Estonia,

에스토니아에서는 관료조직을 거의 없앴습니다.

in an effort coordinated by the government that has also digitized itself.

정부 스스로 디지털화 하려는 노력으로.

For instance, cabinet of ministers' work in e-Cabinet is absolutely paperless.

예를 들어, 내각실 업무는 오직 전자 결재로만 진행됩니다.

The central idea behind this development

is transformation of the state role

and digitalization of trust.

Think about it.

In most countries, people don't trust their governments.

And the governments don't trust them back.

And all the complicated paper-based formal procedures

are supposed to solve that problem.

Except that they don't.

They just make life more complicated.

I believe Estonian experience is showing that technology can be the remedy

이런 기술 발전을 경험했던 에스토니아 사람으로서

for getting the trust back,

이것이 신뢰를 다시 쌓을 수 있는 하나의 해결책이라고 생각합니다.

while creating an efficient,

효율적이고,

user-centric service delivery system

시민들의 요구를 적극 반영한

that actively responds to citizens' needs.

사용자 기반 시스템을 구축함으로써요.

We did not do it by digitizing bureaucracy as it is.

기존 정부 조직 그대로를 디지털화 한 것이 아닙니다.

But by rather agreeing on a few strong, common principles,

하지만 몇 가지 확고한 공통의 원칙은 동의한 채로,

redesigning rules and procedures,

규칙과 절차를 재정립하고,

getting rid of unnecessary data collection

불필요한 정보 수집과

and task duplication,

중복되는 작업을 제거해,

and becoming open and transparent.

투명성과 공정성을 확보한 것입니다.

Let me give you a glimpse

에스토니아 전자 정부의 중요한 원칙

into some of the key e-Estonia design principles today.

몇 가지만 살짝 보여드리겠습니다.

First, it is essential to guarantee privacy and confidentiality

우선, 개인 정보에 대한

of data and information.

기밀유지가 보장되어야 합니다.

This is achieved through a strong digital identity

어디에든 호환이 가능한

that is issued by the state

정부에서 발행한 디지털 신분증으로

and compatible with everything.

이건 해결될 수 있습니다.

In fact, every Estonian has one.

에스토니아 국민이라면 모두 가지고 있습니다.

The identity is doubled with a strong digital signature

that is accepted, used and legally binding

에스토니아와 유럽연합 둘 다에서

both in Estonia and the European Union.

법적 효력이 있습니다.

When the system can properly and securely identify who is using it,

시스템이 제대로 작동해 신분증의 주인을 제대로 보증해 준다면,

after logging in, it will provide access to the personal data of the citizen

로그인을 하면, 그 시민의 개인 정보에 접근할 수 있고

and all the public services within one tool,

하나의 툴로 모든 공공 서비스를 이용할 수 있으며,

and allow to authorize anything by signing digitally.

전자로 서명한 것이 무엇이든 그건 법적 효력을 갖게 됩니다.

A second principle, and one of the most transformative,

가장 혁신적이라 할 수 있는 두 번째 원칙은

is called "Once only."

"원스 온리(딱 한 번)"입니다.

It means that the state cannot ask for the same data

정부에서 동일한 정보를 한 번 이상 요청하거나

more than once,

한 곳 이상에 저장할 수 없다는

nor can store it in more than one place.

원칙입니다.

For instance,

예를 들어,

if you've already provided your birth or marital certificate

여러분의 출생 증명서나 혼인 신고서를

to the population registry,

주민 등록할 때 이미 제출 했다면,

this is the only place where this data is going to be held.

등록한 곳에서만 이 정보를 보관할 수 있다는 겁니다.

And no other institution will be ever asking for it again.

그 외의 기관에서는 절대로 그 정보를 다시 요청할 수 없습니다.

Once only is a very powerful rule,

원스 온리는 꽤 강력한 규칙이어서,

as it defines the whole structure of the data collection in a country,

국가에서 정보를 수집할 때의 전체적인 원칙을 제정합니다.

what information is collected

어떤 정보를 수집해야 하고

and who is responsible for maintaining it,

그걸 관리해야 할 사람은 누구인지,

making sure we avoid centralization of data,

이렇게 함으로써 저희는 정보의 중앙집권화를 막고

duplication of data,

정보의 중복을 피합니다.

and guarantee that it's actually up to date.

또한 계속해서 정보가 업데이트 되죠.

This distributed approach also avoids the problem

이렇게 분산시키면

of the single point of failure.

단일화를 했을 때 생기는 실패도 예방할 수 있습니다.

But since the data cannot be replicated,

그러나 정보를 복제하거나,

or collected more than once,

중복 수집을 할 수 없기 때문에,

it means that the design has to keep in mind

설계를 할 때

secure and robust access to that information at all times,

안전하게 그 정보에 항상 접근할 수 있도록 해

so the public institution can offer a service.

공공기관이 서비스를 제공할 수 있도록 해야 하죠.

This is exactly the role of the data exchange platform

2001년부터 사용되고 있는

"X-로드"라는 데이터 교환 플랫폼이

called the X-Road

that has been in use since 2001.

바로 이런 구조입니다.

Just like a highway,

고속도로처럼

it connects public sector databases and registries,

공공기관 데이터베이스와 등기소,

local municipalities and businesses,

지방정부와 기업체들을 연결해,

organizing a real-time, secure and regulated data exchange,

실시간으로 안전하게 정보를 교환할 수 있도록 통제,

saving an auditable trace after each move.

각각의 흐름을 감시하는 시간을 단축합니다.

Here's a screenshot of a live feed

and all the services that it actually facilitates.

And this is the real picture

of all the connections between public and private sector databases.

공공부문과 민간 부문이 어떻게 연결 되어 있는지를 보여주는.

As you can see,

보시다시피,

there is no central database whatsoever.

중앙 데이터베이스는 전혀 없습니다.

Confidentiality and privacy are definitely very important.

정보 보안과 사생활은 매우 중요합니다.

But in the digital world,

그러나 디지털화된 세상에서

reliability and integrity of information

정보의 신뢰성과 진실성도

is just critical for operations.

중요한 요소 중 하나입니다.

For instance,

예를 들어,

if someone changes your medical health record,

알러지가 있는 환자의 진료 기록을

let's say allergies,

환자나 의사가 알지 못하게

without you or your doctor knowing,

treatment could be deadly.

That's why in a digital society, a system like an Estonian one,

when there's almost no paper originals,

integrity of data,

and log files is paramount.

We use a form of blockchain that we invented back in 2007,

저희는 2007년에 블록체인을 사용했었습니다.

way before blockchain even became a thing,

블록체인지 이렇게 중요해지기 전에요.

to check and guarantee the integrity of data in real time.

실시간으로 데이터의 진실성을 확인하려고요.

Blockchain is our auditor

블록체인은 감사관이자

and a promise that no access to the data

데이터에 그 무엇도 접근하지 못하게 하거나

or data manipulation remains unrecorded.

데이터를 조작해 기록되지 않게 합니다.

Data ownership is another key principle in the design of the system.

데이터 저작권은 이 시스템의 주요한 원칙 중 하나입니다.

Aren't you worried by the fact that governments, tech companies

정부나 다른 IT기업들,

and other businesses around the world

혹은 전세계에 있는 다른 기업들이

claim data they've collected about you is theirs,

여러분에 대한 정보를 수집해 놓고

generally refuse to give access to that information,

그 정보를 여러분이 접근할 수 없다고 주장하거나

and often fail to prove how it was used

그 정보가 어떻게 쓰이는지도 말해줄 수 없고

or shared with third parties?

제 3자에게 어떻게 제공되는지도 확인해줄 수 없다면요?

I don't know, for me it seems like a quite disturbing situation.

저는 꽤 심각한 상황이라고 생각합니다.

The Estonian system is based on the principle

에스토니아의 시스템은

that an individual is the owner of the data collected about him,

정보 수집에 대상 된 그 사람이 정보에 대한 저작권과

thus has an absolute right to know what information is collected

그 정보가 무엇이고

누가 접근하는지를 볼 수 있는 절대적인 권리를 가지고 있습니다.

and who has been accessing it.

Every time a policeman, a doctor or any state officer

경찰이나, 의사, 공무원 할 것 없이

is accessing personal information of the citizens online,

시민의 개인 정보를 온라인으로 조회하려면

first they only get to access it after logging in

먼저 그 정보에 접근할 수 있는 사람이 로그인을 한 다음

to the information they're authorized to see to do their job.

그 정보에 접근할 수 있도록 해줘야만 일을 할 수 있죠.

And secondly, every time they're making requests,

두 번째로, 정보 접근 요청이 있을 때마다

this is saved in a log file.

로그 파일에 저장됩니다.

This detailed log file is part of the state public services

여기 로그 파일의 세세한 내용들은 국가 공공 서비스의 일부로

and allows real transparency,

투명성을 보장하고 있습니다.

making sure no privacy violation will remain unnoticed to the citizen.

시민들이 알지 못하는 새 사생활 침해를 당하는 일이 없도록요.

Now, of course, this is only a simplified summary

물론, 이건 에스토니아의 전자 정부 시스템을

of all the design principles that e-Estonia is built on.

아주 간단히 설명한 것에 불과합니다.

And now, government is building up

현재, 에스토니아 정부에서는

to get ready for use of artificial intelligence

and building a whole new generation of public services --

proactive services

능동적인 서비스

that would activate seamlessly

그러니까 사람들이 처한 상황에 따라

based on different life situations that people might be in,

유연하게 대처할 수 있는 그런 서비스죠로

such as childbirth, unemployment or starting a business.

예를 들면 출산이나 실업 혹은 창업같은 것이죠.

Now, of course,

물론,

running a digital society with no paper backup

종이 문서로 된 백업이 없이 디지털 사회를 운영하는 건

can be an issue, right?

문제가 될 수 있겠죠.

Even though we trust our systems to be solid,

그 시스템이 견고하다고 믿지만,

but one can never be too cautious as we experienced back in 2007,

하나는 절대로 신뢰할 수 없다고 느낀 사건이 있었죠.

when the first cyberincident happened,

2007년, 첫 사이버 공격이 있었는데,

and it literally blocked part of our networks,

말그대로 저희 네트워크가 차단 돼,

making access to the services impossible for hours.

몇 시간 동안 서비스를 이용할 수 없었습니다.

We survived.

저희는 살아났습니다.

But this event put cybersecurity at the very top of agenda,

하지만 이 사건으로 사이버보안이 최우선 의제로 올라왔죠.

both in terms of strengthening the platform and backing it up.

플랫폼을 강화하고 백업하는데 있어서요.

So how do you back up a country-wide system in a small state

그럼, 모든 것이 가까운 거리에 있는 작은 국가에서는

전 국가적 시스템 백업을 어떻게 해야 할까요?

where everything is super close?

Well for instance, you can export a copy of the data

데이터의 복사본을 국가 영토 밖에 있는

outside the country territory

대사관으로 보내

to an extraterritorial space of an embassy.

치외법권인 영사관에 보관하는 것이죠.

Today, we have those data embassies

오늘날 저희는 데이터 대사관이라고

that are holding the most critical digital assets of Estonia,

에스토니아의 중요한 자산인 대부분의 데이터들을 여기에 보관합니다.

guaranteeing continuity of operations,

시스템 운영의 연속성을 보장하고

protection of our data,

데이터를 보호하며

and most importantly, our sovereignty.

가장 중요한 주권도 지키면서요.

Even in case of a physical attack on our territory.

국가 영토가 공격을 당해도 보호할 수 있게 말입니다.

Some of you might be thinking by now:

그렇다면, 과연 단점은 뭐가 있는지

Where are the downsides?

궁금하실 텐데요.

Well, going all digital

전면 디지털화는

is administratively, and let's be honest, financially more efficient.

행정적으로나 재정적으로도 효율성이 좋습니다.

Interfacing primarily with computer systems

컴퓨터 시스템으로 먼저 마주하기 때문에

might create an impression that the human factor,

인간적인 요소들,

elected politicians

국회의원을 선출하거나

and participating in democratic processes

민주적인 정치참여등과 같은 이런 요소들이

is somehow less important.

별로 중요하지 않다고 느낄 겁니다.

And there are also some people

또한, 몇몇 사람들은

who feel threatened by pervasive technology

우리 삶을 침투하는 기술이 위협적이라고 느껴

자신들의 기술이 쓸모없다고 느낄 수도 있겠죠.

that might make their skills obsolete.

So all in all, unfortunately,

그렇다보니, 안타깝게도

running a country on a digital platform

디지털 플랫폼으로 국가를 운영해도

has not saved us from political power struggles

정치 권력의 다툼과 사회의 양극화에서

and polarization in the society,

저희를 구해주진 못했습니다.

as we have seen in the last elections.

지난 선거에서 뚜렷해졌죠.

Well, until there are humans involved.

맞아요, 여전히 인간이 해결해야 할 영역이 있는 거겠죠.

One last question.

마지막 질문입니다.

If everything is location-independent

모든 정보가 위치 독립적이고

and I can access all of the services from anywhere in the world,

전 세계 어디서든 서비스를 이용할 수 있다면

why cannot others tap into some of these services,

에스토니아에 살고 있지 않은 다른 사람들은

even if they don't reside within Estonian borders?

왜 이런 서비스를 사용할 수 없을까요?

Five years ago,

5년 전,

we launched a governmental start-up called e-Residency program

정부에서는 "e-레지던시"라는 스타트업을 시작해

that for today joins tens of thousands of people.

오늘날 수만 명의 사람들을 연결시켜줍니다.

These are businessmen and women from 136 different countries,

136개국에서 온 다양한 사업가들이

사업을 디지털로 시작할 수 있게 해줍니다.

who establish their businesses digitally,

은행 업무도 온라인으로 보고

who do their banking online,

e-에스토니아 플랫폼에서 회사를 가상으로 운영해

and who run their companies virtually over e-Estonia platform,

within European Union legal framework,

유럽연합의 법률에 따라,

using an e-identity card similar to mine

제 것과 비슷한 전자 신분증으로

and all of that from anywhere in the world.

전세계 어디서든지 사용할 수 있습니다.

The Estonian system is location-independent

에스토니아의 시스템은 위치 독립적이고

and user-centric.

사용자 기반입니다.

It prioritizes inclusiveness, openness and reliability.

포용성, 개방성, 신뢰성을 최우선으로 여기고,

It puts security and transparency at its center.

보안과 투명성을 중심에 두고 있습니다.

And the data into the hands of the rightful owner,

그리고 소유권을 주장할 수 있는 사람에게만

the person they refer to.

데이터를 쥐여줍니다.
