I'm an immigrant from Venezuela,

and I've lived in the US for six years.

미국에 산 지는 6년 됐고요.

If you ask me about my life as an expatriate,

I would say that I've been lucky.

그간 운이 좋았다고 할 수 있겠습니다.

But it hasn't been easy.

그러나 녹록지 않았어요.

Growing up, I never thought that I was going to leave my homeland.

어릴 땐 제가 조국을 떠날 거란 생각조차 안 했습니다.

I participated in my first student protest in 2007,

학생 시위에 첫 참가했던 게 2007년이었는데

when the president shut down one of the most important news networks.

당시 베네수엘라 대통령이 주요 뉴스사 중 하나를 폐쇄했습니다.

I was getting my bachelor's degree in communications,

제가 커뮤니케이션 학과를 마칠 무렵이었는데,

and that was the first time I realized I couldn't take free speech for granted.

표현의 자유를 당연시할 수 없다는 걸 그때 처음 깨달았습니다.

We knew things were getting bad, but we never saw what was coming:

상황이 악화되고 있는 건 알았지만 정확하게 뭔지 전혀 알 수 없었어요.

an economic crisis, infrastructure breaking down,

경제 위기에 인프라 붕괴,

citywide electrical blackouts,

시 규모의 대정전 사태가 일어나고

the decline of public health care and shortage of medicines,

공공 의료 서비스는 줄고 의료품마저 부족한 상황에서

disease outbreaks and starvation.

질병이 발생하고 기근에 시달렸습니다.

I moved to Canada with my husband in 2013,

2013년에 저와 남편은 캐나다로 이주했습니다.

and we always thought we'd move back home when the crisis improved.

저흰 늘 사태가 진정되면 고국으로 돌아갈 거라 생각했지만

But we never did.

결국 그러진 못했어요.

Nearly all my childhood friends have left the country,

제 어릴 적 친구들 거의 모두가 베네수엘라를 떠났고요.

but my parents are still there.

하지만 제 부모님은 아직도 남아 계십니다.

There have been moments where I've called my mom,

제가 엄마한테 전화를 드릴 때

and I could hear people screaming and crying in the background

수화기 너머 사람들이 비명을 지르고 우는 소리가 들렸습니다.

as teargas bombs exploded in the streets.

거리엔 최루탄이 터지고요.

And my mom, as if I couldn't hear it, would always tell me,

그런데도 엄마는 제가 그 소리를 못 듣는 것 마냥 늘 이렇게 말하세요.

"We're fine, don't worry."

But of course, I worry.

하지만 당연히 걱정되죠.

It's my parents, and I'm 4,000 miles away.

제 부모님이고 너무 멀리 떨어져 있으니까요.

Today, I'm just one of more than four million Venezuelans

현재 고국을 떠난 베네수엘라인이 4백만이 넘는데

who have left their home country.

저도 그중 한 명에 속하죠.

A lot of my friends are Venezuelan immigrants,

제 친구들도 베네수엘라 이민자가 많은데

and in the last few years,

몇 년 전부터 그들과 함께

we've begun talking about how we could make a difference

서로가 멀리 사는 환경에서 어떤 변화를 만들 수 있을지에 대한

when we live so far away.

얘기를 나누기 시작했습니다.

That is how Code for Venezuela was born in 2019.

그렇게 해서 2019년에 베네수엘라를 위한 코드를 만들었습니다.

It began with a hackathon, because we are experts in tech,

and we thought we could use our tech skills

to create solutions for people on the ground.

But first, we needed to find some experts actually living inside Venezuela

to guide us.

We'd see so many other hackathons

that came up with wily, ambitious, incredible technological solutions

that sounded great in theory but ultimately failed to work

그것들이 이론상으론 참 괜찮은데 결과적으로

in the actual countries they were intended to help.

정작 도움이 필요한 나라에선 통하지 않더라고요.

Many of us have been living abroad for years,

저희 대다수는 해외에 산 지 오래됐고

and we are detached from the day-to-day problems

베네수엘라 시민들이 매일 겪는 문제와 동떨어져 있기 때문에

that people are facing in Venezuela.

So we turned to the experts actually living inside of the country.

베네수엘라 현지 전문가들의 도움을 받았습니다.

For example, Julio Castro,

훌리오 카스트로를 예로 들게요.

a doctor and one of the leaders of Médicos por la Salud.

의사 겸 메디코스 포를 라 살루드의 리더로 활동 중이죠.

When the government stopped publishing official health care data in 2015,

Dr. Julio began collecting information himself,

using an informal but coordinated system

They track available personnel, medical supplies, mortality data,

compile it into a report;

and then share that on Twitter.

He became our go-to expert on health care in Venezuela.

Luis Carlos Díaz,

다음은 루이스 카를로스 디아즈입니다.

a widely recognized journalist who reports acts of censorship

저명한 언론가인 그는 베네수엘라인들이 겪은

and human rights violations suffered by the people of Venezuela,

검열과 인권 침해 행위를 보도했고

he helps us make sense of what is happening there,

정부의 언론 통제 이후 실태를 알리는

since the news is controlled by the government.

국민들의 알리미 역할을 하고 있습니다.

We call these people our heroes on the ground.

이런 분들을 현장의 영웅이라고 하죠.

With their expert advice, we came up with a series of challenges

이들의 전문적인 조언으로 해커톤 참여자들에게 주어질

for hackathon participants.

일련의 도전 프로젝트를 내놓게 되었습니다.

In that first hackathon, we had 300 participants

첫 해커톤 행사에선 7개국의 300명이 참가했는데

from seven countries

come up with 16 different project submissions.

이들에게 각기 다른 16개의 프로젝트 아이디어를 내서 제출하게 했습니다.

We picked the projects with the most potential

그중 가장 가능성 높은 프로젝트를 선정한 뒤

and continued working on them after the event.

해커톤 행사 이후에도 계속 프로젝트를 진행했습니다.

Today, I'll share two of our most successful projects

가장 성공한 프로젝트들 중 두 개를 오늘 소개드릴 텐데요.

to give you a taste of the impact we are having so far.

현재까지 저희가 가져온 변화를 확인하실 수 있습니다.

They're called MediTweet and Blackout Tracker.

두 프로젝트의 타이틀은 메디트윗, 블랙아웃 트래커이고

MediTweet is an intelligent Twitter bot

메디트윗은 인공지능 트위터봇인데,

that helps Venezuelans find the medicine they need.

베네수엘라인들이 필요한 약을 구할 수 있게 도와줍니다.

Right now in Venezuela,

현재 베네수엘라에선 만약 여러분이 아파서 병원에 가면

if you get sick and you go to a hospital,

there is a good chance they won't have the right medical supplies to treat you.

병원에서 치료에 적합한 의료품이 구비돼 있지 않는 경우가 많습니다.

The situation is so bad

상황이 이렇게 열악하다 보니

that patients often get a "shopping list" from the doctor

주로 의사가 환자에게 처방전 대신 "구매 리스트"를 주는데요,

instead of a prescription.

I live the need for this firsthand.

의료품이 얼마나 절실한지 직접 경험했습니다.

My mom was diagnosed with cancer in 2015.

저희 엄마께선 2015년에 암 진단을 받았는데,

She needed to have a lumbar puncture

척추 아랫부분에 바늘을 꽂아 골수를 뽑아내야

to get a final diagnosis and treatment plan.

최종 진단 및 치료 계획서를 받을 수 있었습니다.

But the needle for this procedure wasn't available.

그런데 수술에 필요한 바늘이 없었어요.

I was in Venezuela at that time,

당시 제가 베네수엘라에 있었는데

and I was seeing my mom getting worse in front of me every day.

매일 증세가 심각해지는 엄마를 지켜봐야만 했어요.

After looking everywhere, we found the needle in a site

수소문 끝에 그 바늘이 있는 사이트를 찾아냅니다.

that is like the eBay of Latin America.

라틴 아메리카의 이베이 같은 곳이었죠.

I met the seller in a local bakery,

결국 판매자를 동네 빵집에서 만났는데

and it was like buying something on the black market.

뭔가 암시장 거래 같았어요.

My mom brought the needle to her doctor, and he did the procedure.

엄마가 의사에게 바늘을 갖다 주자 수술을 할 수 있었어요.

Without this, she could have died.

바늘을 못 구했다면 엄마를 살리지 못 했을 겁니다.

But it's not just medical supplies,

그런데 의료품 뿐만 아니라

it's medicines, too.

의약품도 매한가지였습니다.

When she was first diagnosed,

엄마께서 첫 진단을 받은 당시에

we bought her treatment in a state pharmacy,

정부에서 운영하는 약국에서 의약품을 사다 드렸는데

and it was, like, practically free.

거의 무료나 다름없었습니다.

But then the state pharmacy ran out,

그런데 정부 약국에 약이 떨어졌고

and we still had six months of treatment ahead.

앞으로 받을 치료가 여섯 달이 더 남은 상황이었습니다.

Six months of treatment ahead.

무려 여섯 달이나요.

We bought some medicines online and the rest in Mexico.

온라인에서 약을 사고 못 구한 건 멕시코에서 구매했습니다.

Now she's in her third year of remission,

현재 엄마께선 수술 3년차 회복 중입니다.

and every time that I call,

제가 전화드릴 때마다

she tells me, "I'm fine, don't worry."

엄마는 "괜찮으니까 걱정마." 라고 하시죠.

But not everyone can afford to leave the country,

하지만 모든 사람이 베네수엘라를 떠날 여건이 되는 것도 아니고

and many aren't healthy enough to travel.

장거리를 이동할 만큼 건강한 사람도 드뭅니다.

That is why people turn to Twitter,

그래서 사람들은 트위터에 의존해

buying and selling medicines using the hashtag #ServicioPublico,

#Servicio Publico라는 해시태그로 약을 사고 팝니다.

meaning "public service."

"공공 서비스"라는 뜻이죠.

Our Twitter bot scans Twitter for the hashtag #ServicioPublico

메디트윗은 이 해시태그가 달린 트윗을 스캔한 뒤,

and connects users who are asking for specific medicines

특정 약을 찾는 개인과

with those who are selling their private leftovers.

그 약의 여분을 파는 개인을 연결해 줍니다.

We also pool the location data of those Twitter users

또한 서로 연결된 사용자들의 위치 데이터를 수집해

and use it for a visualization tool.

시각화된 툴을 만듭니다.

It gives local organizations like Médicos por la Salud

그러면 메디코스 포를 라 살루드 같은 지역 단체가

a sense of where they have a shortage.

의약품이 부족한 지역을 파악할 수 있는거죠.

We can also apply machine learning algorithms

또한 기계 학습 알고리즘을 적용해

to detect clusters of disease.

질병 집중 지역을 파악할 수도 있습니다.

If they've received humanitarian aid,

만약 지역 단체가 인도적 지원을 받았다면

this could help them to make better decisions

메디트윗이 구호물자 배분에 대한

about the distributions of the supplies.

더 유익한 결정을 내리도록 도울 수도 있고요.

Our second project, is called Blackout Tracker.

다음으로 블랙아웃 트래커를 소개하겠습니다.

Venezuela is currently going through an electricity crisis.

현재 베네수엘라는 심각한 전력난을 겪고 있습니다.

Last year, Venezuela suffered what some people consider

작년 베네수엘라는 대정전 사태를 겪었고

the worst power failures in Venezuelan history.

일각에선 베네수엘라 역사상 최악이었다고 할 정도입니다.

I had two long days without communication with my parents.

이틀간 저와 부모님 간에 연락이 끊긴 건 물론이고

Some cities experienced blackouts every day.

일부 도시들은 하루가 멀다하고 정전이 되었습니다.

But you only know about this on social media.

하지만 SNS에서만 이런 상황을 알 수 있고

The government won't report blackouts on the news.

정부에선 정전 상황을 뉴스 보도하지 않습니다.

When the power goes out,

정전 시, 베네수엘라인 대다수는

many Venezuelans, we quickly tweet out the location with the hashtag #SinLuz,

"전기 없음"이라는 뜻의 해시태그인 #Sinluz를 달고

meaning "without electricity,"

신속히 트윗으로 알립니다.

before their phones ran out of battery,

핸드폰 배터리가 닳기 전에 말이죠.

so people around the country know what is happening.

그러면 사람들이 현 상황을 파악할 수 있게 됩니다.

Like MediTweet,

메디트윗과 마찬가지로

Blackout Tracker scans Twitter for the hashtag #SinLuz

블랙아웃 트래커도 트위터의 해시태그를 스캔한 뒤,

and creates a map using the location data of those users.

트윗한 사용자들의 위치 데이터를 이용해 지도를 생성합니다.

You can quickly see

그러면 현재 정전 발생 지역을

where the blackouts are happening today

신속하게 파악할 수 있을 뿐만 아니라

and how many blackouts have happened over time.

그간 일어난 정전 건수도 확인할 수 있습니다.

People want to know what is happening,

국민들이 원하는 건 상황 파악이고

and this is our answer.

이러한 기술이 저희의 답인 거죠.

But it's also a way of holding the government accountable.

또한 정부에게 책임을 묻는 방법이기도 합니다.

It's easy for them to deny that the problem exists

정부가 정전 사태를 부인하거나 핑계를 대기 쉬운 건

or make excuses,

because there is no official data on it.

이에 대한 공식 데이터가 부재하기 때문입니다.

Blackout Tracker shows how bad the problem really is.

그러나 블랙아웃 트래커가 사태의 심각성을 보여줄 수 있죠.

Now, some people in Silicon Valley may look at these projects

실리콘 밸리 일각에선 저희의 프로젝트를 보고

and say that there are no major technological innovations.

큰 기술적 혁신이 없다고 말할 수도 있겠지만,

But that is the point.

중요한 사실은 이겁니다.

These projects are not insanely advanced,

비록 저희 프로젝트에 대단히 고도화된 기술은 없지만

but it's what the people of Venezuela need,

베네수엘라 국민들에겐 정말 필요한 것이고

and they can have a tremendous impact.

정말 큰 영향력을 발휘할 수 있습니다.

Beyond these projects, perhaps our most significant accomplishment

프로젝트를 넘어서 저희가 이룬 가장 중요한 성과는

is that a movement has been created,

하나의 운동을 일으켰다는 겁니다.

one where people around the world are coming together

전 세계 사람들이 모여

to use their professional skills to create solutions for the people of Venezuela.

베네수엘라인들을 위한 솔루션을 위해 그들의 전문적 기술을 활용합니다.

And because we are partnering with locals,

그리고 저희가 현지인들과 협력함으로써

we are creating the solutions that people want and need.

사람들이 원하고 필요로 하는 솔루션을 내놓을 수 있는 겁니다.

What is so great about this

이 일에서 정말 멋진 점이라면

is that we are using our professional skills,

so it comes easily and naturally.

손쉽게 해결할 수 있다는 거죠.

It's not that hard for us to make a difference.

변화를 만들어내는 일은 그리 어렵지 않습니다.

If someone from San Francisco

만약 실리콘 밸리 관계자가

were to hire professionals to create solutions

저희 프로젝트같은 솔루션을 고안할 기술 개발자를 고용한다면

like MediTweet or Blackout Tracker,

it would cost a small fortune.

돈이 만만치 않겠죠.

By donating our services,

하지만 저희는 기술 서비스를 기부함으로써

we are making a bigger impact than if we were just to donate money.

And you can do the same thing --

꼭 베네수엘라가 아니더라도

not in Venezuela, necessarily,

but in your own community.

In a world that is more connected than ever,

we still see how specialized communities can be living isolated or in silos.

There are so many great ways to help,
