I came back to my home of Rwanda

two years after the 1994 genocide against the Tutsi.

The country was devastated.

The children I was caring for in the hospitals

were dying from treatable conditions,

because we didn't have equipment or medicine to save them.

I was tempted to pack my bag and run away.

저는 가방을 싸서 도망가고 싶었지만

But I debated with myself.

그 마음과 싸워야 했습니다.

And because I'm really dedicated to social justice and equity,

왜냐하면 저는 정말로 사회 정의와 평등에 헌신하고 싶었기 때문입니다.

and there were only five pediatricians in total

그런데 르완다에는 수백만의 어린이를 치료할

for millions of children in Rwanda,

소아과 전문의가 겨우 다섯 명에 불과했습니다.

그래서 전 남기로 했습니다.

I decided to stay.

But among the people who have motivated my decision to stay,

그리고 제가 남기로 한 결정에 동기를 부여한 사람들이 있습니다.

there were some fantastic women of Rwanda,

바로 르완다의 멋진 여성들이었습니다.

some women who had faced the genocide and survived it.

몇몇 여성들은 대학살 속에서도 살아남았습니다.

They had to overcome unbelievable pain and suffering.

믿을 수 없이 큰 고통과 괴로움을 극복해 내야 했죠.

Some of them were raising children conceived through rape.

일부는 강간으로 임신된 아이들을 기르고 있었고

Others were dying slowly with HIV

또 누군가는 HIV로 서서히 죽어갔습니다.

and forgave the perpetrators, who voluntarily infected them

하지만 그들은 HIV와 강간을 무기로

using HIV and rape as a weapon.

자신들을 감염시킨 가해자들을 용서했습니다.

So, they inspired me.

그래서 전 이분들이 할 수 있다면

If they can do that,

I can stay and try to do my best.

나 또한 이곳에서 최선을 다할 수 있다고 생각했습니다.

Those ladies were really activists

그 여성들은 평화와 화해를 실천하는

of peace and reconciliation.

진정한 활동가들이었습니다.

They show us a way to rebuild a country

우리에게 나라를 다시 세우는 법을 보여주는 분들이죠.

for our children and grandchildren to have, one day,

언젠가 우리 아이들과 손자들이 자랑스럽게

a place they can call home, with pride.

조국이라고 부를 수 있는 나라 말입니다.

And you can ask yourself

그럼 궁금증이 생길 것입니다.

where this shift of mindset has brought our country.

이러한 사고방식의 변화가 르완다를 어떻게 바꾸었는지 말입니다.

Today in Rwanda,

현재 르완다는

we have the highest percentage of women in parliament.

세계에서 여성 국회의원의 비율이 가장 높은 나라입니다.

Wait till I tell you the percentage --

잠시만요, 정확한 숫자를 말씀드릴게요.

sixty-one percent.

61%입니다.

(Applause)

Today, we have the best campaign for the vaccination of children

그리고 최고의 어린이 예방접종 캠페인을 시행해

with, among our success, 93 percent of our girls vaccinated against HPV --

전국의 여아 93%에 HPV 접종을 성공했습니다.

(Applause)

to protect them against cervical cancer.

이 덕분에 자궁암을 예방할 수 있게 됐죠.

In this country, it's 54.

여기 미국은 54%입니다.

(Laughter)

We have reduced child mortality by 75 percent,

우리는 유아 사망률을 75%나 줄였고

maternal mortality by 80 percent.

산모 사망률은 80%를 줄였습니다.

In early 2000s,

2000년대 초반까지는

there were nine women who were dying every day

매일 9명의 여성이 사망했습니다.

around delivery and pregnancy.

임신과 출산 과정 중에요.

Today, it's around two.

현재는 두 명입니다.

하지만 아직 끝나지 않았어요.

It's an unfinished agenda.

We still have a long way to go.

우린 아직도 가야 할 길이 멉니다.

Two is still too much.

두 명도 너무 많습니다.

But, do I believe that those results

그런데... 저는 과연

이러한 결과를 얻은 이유가 요직에 앉은 여성 비율이

are because we had a big number of women

높기 때문이라고 믿고 있을까요?

in power positions?

I do.

믿고말고요.

There is -- yes --

there is a study in the developing world

개발도상국에서 행해진 연구가 있습니다.

that shows that if you improve the status of women,

이 연구에서는 여성의 지위가 향상되면

you improve the status of the community where they live.

그 여성들이 사는 사회의 지위도 향상되며

Up to 47 percent of decrease in child mortality.

유아 사망률도 최대 47% 감소함이 밝혀졌습니다.

And even in this country where we are now,

현재 우리가 있는 미국에서도 마찬가지입니다.

it's true.

사실입니다.

There is a study by a lady called Patricia Homan,

퍼트리샤 호먼이라는 분이 이런 연구 결과를 발표했습니다.

who projected that if women and men

만일 주 의회에 남성과 여성의 비율이

were at parity in state legislatures,

동등하게 보장된다면

there would be a drop of 14.5 percent in child mortality --

유아 사망률이 14.5% 떨어진다는 것입니다.

in America!

여기 미국에서요!

So we know that women,

우리는 알고 있습니다.

when they use their skills in leadership positions,

여성이 지도자가 되어 그 능력을 발휘한다면

they enhance the entire population they are in charge of.

그들이 책임지는 주민들의 상황이 향상된다는 것을요.

And imagine what would happen

어떤 일이 생길지 상상해 봅시다.

if women were at parity with men all over the world.

만약 전 세계 여성들이 남성과 동등한 지위를 가진다면

What a huge benefit we could expect.

우리가 얼마나 큰 혜택을 받을 수 있을지를요.

Hmm?

Oh, yeah.

맞습니다.

Because in general,

왜냐하면 일반적으로

we have a different style of leadership:

여성의 지도력은 남성과는 다르기 때문입니다.

more inclusive,

보다 포용력 있고

more empathetic,

보다 이해심이 많으며

more caring for little children.

어린이들에 대한 배려심도 많습니다.

And this makes the difference.

이런 게 차이를 만들죠.

Unfortunately, this ideal doesn't exist in the world,

유감스럽게도 이런 이상적인 상황은 아직 세계에 존재하지 않습니다.

and the difference between men and women in leadership positions

중요 직책에서의 남성과 여성 간 차이가

is too big.

지나치게 크죠.

Gender inequity is the norm in the majority of professions,

성 불평등은 주요 전문직에서 아주 일반적인 일입니다.

even in global health.

세계 보건 분야도 마찬가지입니다.

I have learned that if we focus on women's education,

저는 만약 우리가 여성의 교육에 보다 집중한다면

we improve their life positively

그들의 삶을 긍정적으로 개선하고

as well as the well-being of their community.

또한 그 지역사회의 복지도 개선할 수 있음을 알게 되었습니다.

This is why now I dedicate my life to education.

이것이 지금 제가 모든 것을 교육에 헌신하는 이유입니다.

And this is totally aligned with my sense of equity

저의 평등 정신과 사회 정의 추구와도

and my pursuit of social justice,

그 맥을 같이 하는 일입니다.

because if you want to increase access to health services,

공공 의료 접근성을 강화하고 싶다면

you need first to increase access to health education.

먼저 보건 교육에 대한 접근성이 커져야 하기 떄문입니다.

So with friends and partners, we are building a beautiful university

저와 제 친구들 그리고 파트너들은 르완다 북부 교외 지역에

in the rural north of Rwanda.

아름다운 대학교를 지었습니다.

We educate our students

우리는 학생들에게

to provide quality, equitable, holistic care

평등하고 전체론적인 양질의 의료를

to everyone, leaving no one out,

한 사람도 빠트리지 않고 모두에게 제공하라 가르칩니다.

focusing on the vulnerable, especially women and children,

특히 역사적으로 항상 순위에서 뒤처졌던

who are historically the last to be served.

연약한 여성과 아이들에게 더욱 집중하라고요.

We transform them into leaders

이들이 지도자가 되도록

and give them managerial skills and advocacy skills

관리자와 대변인이 될 기술을 가르쳐

for them to be smooth changemakers

그들이 살게 될 사회를 유연하게 변화시키는 사람이 되도록 할 겁니다.

in the society where they will be,

so that they can build health systems

그래서 그들이 구축하는 보건 체계가

that allow them to care about the vulnerable where they are.

사회의 취약 계층을 돌볼 수 있도록 할 것입니다.

And it's really transformative.

이것은 정말 큰 변화입니다.

Because currently,

왜냐하면 오늘날

medical education, for example,

예를 들어 의학 교육의 경우

is given in institutions based in cities,

도시에 기반을 둔 시설에서 제공되고 있습니다.

focused on quality health services and skills, clinical skills,

보건 서비스의 질과 기술, 임상 기술에 중점을 두고 있지만

to be given in institutions.

도시의 시설에서만 서비스를 제공합니다.

We also focus on quality clinical skills

저희도 양질의 임상 기술에 집중하고 있지만

but with biosocial approach to the condition of patient,

환자 상태에 관한 생물 사회적인 접근으로

for care to be given in communities where the people live,

실제 지역사회 내부에서 치료를 제공하고자 합니다.

with hospitalization only when necessary.

입원은 오직 필요한 경우로만 제한하고요.

And also,

또한

after four to seven years of clinical education in cities,

도시에서 4년에서 7년 동안 임상 실습을 한 학생들은

young graduates don't want to go back to rural area.

시골 지역으로 돌아가는 것을 원치 않습니다.

So this is why we have built the University of Global Health Equity,

이것이 우리가 세계 보건 평등 대학교를 설립한 이유입니다.

an initiative of Partners in Health, called UGHE,

UGHE라고 하는 이 대학은 '파트너스 인 헬스' 활동의 일환으로

in the rural north of Rwanda.

르완다 북부 시골 지역에 설립되었습니다.

Our students

우리 학생들은

are meant to go and change the world.

밖으로 나가 세상을 변화시켜야 합니다.

They will come from all over -- it's a global university --

전 세계에서 찾는 국제적 대학교가 되어

and will get the medical education for free

무상 의학 교육을 제공할 것입니다.

at one condition:

단 하나의 수칙은

they have to serve the vulnerable across the world

6년에서 9년간 세계 어디에서든 취약 계층을 위해

during six to nine years.

봉사해야 한다는 것입니다.

They will keep the salary for themselves and their families

물론 그들과 가족을 위한 급여는 주어질 것입니다.

but turn the education we give in quality clinical services,

하지만 우리가 가르친 평등한 의료 서비스를 보여주어야 합니다.

especially for the vulnerable.

특히 취약 계층을 대상으로요.

And doing so,

이를 위해서

they sign an agreement at the start that they will do that,

학생들은 입학 시 이 수칙을 지키겠다는 계약서에 서명해야 합니다.

a binding agreement.

법적 구속력이 있는 계약이죠.

We don't want money.

우리는 돈을 원하지 않습니다.

We have to go and mobilize the money.

필요한 자금은 외부에서 모금해야 하죠.

But they will turn this in quality service delivery for all.

하지만 그 돈은 모두를 위한 양질의 보건 서비스로 바뀔 것입니다.

For this, of course,

물론 이를 위해서는

we need a strong gender equity agenda.

강력한 양성 평등 계획이 필요합니다.

And in all our classes, master's course,

따라서 모든 수업과 박사 과정에는

minimum of 50 percent of women.

최소 50% 이상의 여성이 있어야 합니다.

And I'm proud to say

전 정말 자랑스럽습니다.

that for the medical school that started five months ago,

이 학교가 문을 연 지는 고작 5개월에 불과하지만

we have enrolled 70 percent girls.

학생의 70%가 여성이기 때문입니다.

This is a statement against the current inequity

이것은 현재 아프리카 대륙 의료 교육의

for women to access medical education in our continent.

성별 비대칭 현상과 정반대의 현실을 보여줍니다.

I believe in women's education.

저는 여성 교육을 믿습니다.

This is why I applaud African ladies who go all over the world

그래서 자신의 교육과 기술 지식 수준 고양을 위해

to increase their education, their skills and their knowledge.

전 세계에 나가 있는 아프리카 여성들에게 박수를 보냅니다.

But I hope they will bring that back to Africa

하지만 그들이 다시 아프리카로 돌아오길 바랍니다.

to build the continent

우리 대륙을 다시 세워

부강한 대륙을 만들기 위해서요.

and make the continent a strong continent,

because I'm sure

왜냐하면 전 확신하기 때문입니다.

a stronger Africa will make the world stronger.

강한 아프리카가 더 강한 세계를 만든다는 것을요.

Twenty-three years ago,

23년 전

저는 르완다로 돌아왔습니다.

I went back to Rwanda,

to a broken Rwanda,

상처받은 르완다로요.

that now is still a poor country

우리는 여전히 가난한 나라입니다.

but shining with a bright future.

하지만 밝은 미래가 빛나고 있습니다.

And I am full of joy to have come back,

너무나 힘든 날도 있었지만 저는 이곳에 돌아온 것이 기쁩니다.

even if some days were very difficult,

and even if some days I was depressed, because I didn't find a solution

때론 해결책을 찾을 수 없어 좌절했던 날들도 있었습니다.

and people were dying,

사람들은 계속해서 죽어갔고 일은 제대로 돌아가지 않았습니다.

or things were not moving enough.

But I'm so proud to have contributed to improve my community.

하지만 저는 조국의 개선에 기여할 수 있어 자랑스럽고

And this makes me full of joy.

그것만으로도 벅찬 기쁨입니다.

So, African women from the diaspora,

그러니 해외로 나간 아프리카 여성들이여

if you hear me,

제 말이 들리시나요?

never forget your homeland.

절대 자신의 조국을 잊지 마세요.

And when you are ready, come back home.

그리고 준비가 되었다면 집으로 돌아오세요.

I did so.

전 돌아왔습니다.

It has fulfilled my life.

그리고 제 삶이 충만해졌습니다.

So, come back home.
