and a frog have in common?

I'm sure you've heard about the metaphor of the boiling frog

끓는 물 속 개구리 이야기 들어보셨을 거예요.

that gets slowly cooked until it dies without even noticing.

서서히 익어가며 죽는 줄도 모르는 개구리 이야기 말이죠.

Well, this is what Hungary has felt like for the past 13 years.

지난 13년 간의 헝가리가 그와 비슷합니다.

After 40 years of state socialism,

헝가리는 40년의 사회주의 체제 끝에

we started out with a lukewarm democracy in the 1990s.

1990년대에 미온적인 민주주의로 출발했습니다.

It was not a democratic paradise,

민주주의 낙원까진 아니었지만

but it was a more or less functioning democracy.

어느 정도 민주적 기능은 하고 있었죠.

In 2010, a right-wing government came to power,

그러다 2010년에 우익 정당이 집권했고

and they have been elected three more times since then.

그 후에도 세 번 더 정권을 잡았습니다.

This government has taken the most dangerous aspects of our culture

이들은 우리 문화의 가장 위험한 곳을 공략해

and made them the main pillars of their politics:

자신들의 정치적 기반으로 삼았습니다.

nationalism, racism, homophobia,

바로 국수주의, 인종차별, 동성애 혐오,

a disdain for poor people

빈곤층 무시,

and the general fear and suspicion of "others."

일반적 두려움, 타인에 대한 의심 등이죠.

Today, Hungary is in the gray zone between a dictatorship and a democracy.

오늘날 헝가리는 독재와 민주주의 사이의

회색 지대에 있습니다.

This did not happen overnight.

하룻밤 새 이렇게 된 게 아닙니다.

The heat was turned up under us slowly, but with a very firm hand.

밑에서부터 서서히 가열하며 확고하게 다져온 것이죠.

I can't count how many times I have heard people say,

이런 말을 하는 사람들을 수도 없이 봤습니다.

"They will not go that far.

“그렇게까지 하진 않을 거예요. 절대 그럴 일 없어요.”

This will never happen."

We said this before they made homelessness a crime in the Constitution.

우리가 이런 말들을 하는 사이에 그들은 노숙을 법률상 범죄로 규정했죠.

We said this before they passed

그리고 우리가 그렇게 말하는 사이에

one of the most anti-worker labor laws of Europe, nicknamed the "slave law,"

유럽 최악의 반노동 법안인 속칭 “노예법“이 통과되었습니다.

which allows an extreme exploitation of workers.

극단적 노동자 착취를 허용하는 법이죠.

We said this before they turned our LGBTQ friends and family into internal enemies,

우리가 그렇게 말하는 사이에 LGBTQ 친구와 가족들이 적으로 규정되고

reduced same-sex couples to second-class citizens,

동성 커플이 2등 시민으로 전락했습니다.

and banned sexual education from schools

소아성애자로부터 어린이를 보호한답시고 학교에서 성교육이 금지되었습니다.

in the name of protecting children from pedophilia.

And we also said this before they fired,

우리가 그런 말을 하는 사이에 교사들이 해고당하기도 했고

censored and intimidated teachers

검열 및 협박당하는 일도 있었습니다.

for telling the truth about their wages and working conditions

임금과 근로조건에 대해 사실을 말했다는 이유로요.

and teargassed high-school students

양질의 교육을 요구하는 고등학생 시위대에 최루탄을 던지기도 했습니다.

for protesting for quality education.

But in the end, all of these things and many more have all happened.

결국 이런 일을 비롯해 수많은 일이 있었습니다.

Hungary is not the worst country in the world.

헝가리는 세계 최악의 나라가 아닙니다.

It's a member of the European Union.

유럽연합 회원국이에요.

It's considered a high-income economy.

고소득 국가로 분류되죠.

It has regular elections,

정기적으로 선거를 치르고 있으며

and it still has some independent media.

독립 언론도 존재합니다.

But it's definitely authoritarian

하지만 확실히 권위적이에요.

when it comes to how the government relates to the people

정부가 국민을 대하는 방식이나

and how most people relate to the government.

국민과 정부 사이의 관계에 있어서 말이죠.

A lot of people give up and leave our country

많은 국민들이 포기하고 헝가리를 떠납니다.

not only for economic, but also for political reasons.

경제적 이유뿐 아니라 정치적 이유로도 말이죠.

I also often get the question, "Why are you still here?"

이런 말도 자주 들어요. “왜 아직도 계세요?”

But my answer is very easy.

제 대답은 아주 단순합니다.

This is my home.

여기가 제 고향이고

This is where I belong.

제가 있어야 할 곳이니까요.

This is where I was fighting for social justice and democracy

이 정권이 들어서기 전부터

사회 정의와 민주주의를 위해 싸워 온 곳이고

before this regime came to power,

and this is where I will continue to work

이곳에서 제가 해 온 일을 앞으로도 계속 할 것 입니다.

for the very same things after they are long gone.

이 정권이 끝난 뒤에도 말이죠.

If you ask government propaganda about me,

이 정부는 저에 대해 이렇게 선전합니다.

I'm a public enemy and the foreign agent who is trying to destroy Hungary.

공공의 적이자

헝가리를 무너뜨리려는 간첩이라고요.

This is why they have been harassing,

이런 이유로 정부는 지난 10년간

smearing and targeting me over the past 10 years.

절 괴롭히고, 비방하고, 표적으로 삼아 왔습니다.

If you ask me about the government,

제가 볼 때 현 정부는

they are a bump in the road.

길에 놓인 커다란 장애물입니다.

A Himalaya-size bump,

히말라야만큼이나 거대한 장애물이죠.

but one that we will definitely overcome.

하지만 우리는 극복해낼 수 있습니다.

And I want to stop for a moment here.

여기서 잠깐, 제가 이런 얘길 하는 건

I'm not talking about my country to make you feel sorry for us.

저희를 불쌍히 여기라는 것은 아닙니다.

Instead, I would like you to think about the place where you live.

대신 여러분의 나라를 생각해 보세요.

Do you have a say in how things are happening there?

여러분께 충분한 발언권이 있나요?

Do you feel you have power?

여러분의 힘을 느끼고 계신가요?

And I'm not asking you if you can vote or if you have a constitution,

투표권이나 헌법을 얘기하는 게 아닙니다.

because we have both and we still don't have democracy.

헝가리도 둘 다 있지만 민주주의가 없으니까요.

What I'm asking you is whether it's ever possible

제가 궁금한 것은

아래로부터의 변화가 가능하냐는 거예요.

to achieve change from below.

Democracy is not a noun, but a verb.

민주주의는 명사가 아닌 동사입니다.

It only exists if we do it.

우리가 행동할 때만 존재하죠.

This is the slogan of the School of Public Life,

이것이 저희 공공생활 학교의 슬로건입니다.

an activist school that I co-founded.

제가 공동 설립한 활동가들을 위한 학교죠.

In this school, we believe that democracy is not about consent, but about dissent.

이 학교에선 민주주의의 근간이

동의가 아닌 반대라고 믿습니다.

It's not about being a big, happy family

모두가 서로 사랑하고 지지하는

where everyone loves and agrees with each other.

행복한 대가족이 되자는 게 아닙니다.

If there is conflict, struggle and change,

갈등과 투쟁, 변화가 존재한다면

there is a space for democracy to exist.

그곳에 민주주의가 존재할 수 있습니다.

It's always in the making, and we are the ones making it.

이런 민주주의는 늘 만들어지는 중이며

만드는 주체는 우리 자신입니다.

When I go abroad and tell people that I'm from Hungary,

해외에 나가서 헝가리에서 왔다고 하면

I get some sad looks.

사람들이 슬픈 표정을 하기도 합니다.

And the question,

그리고 이렇게 묻죠.

"Oh what's the name of your dictator again?"

“이번 독재자 이름은 뭐예요?”

(Laughter)

(웃음)

And yes, our Prime Minister has become a symbol of anti-democratic leadership.

헝가리 총리는 반민주적 리더십의 상징이 되었습니다.

But there is also another Hungary.

하지만 또 다른 헝가리도 있습니다.

This Hungary is hardly visible to the outside world.

이 헝가리는 외부에서는 거의 보이지 않습니다.

And you may never read about us in The New York Times,

뉴욕 타임즈 기사로도 볼 수 없죠.

but it's there

하지만 분명히 존재합니다.

and it's made up of many, many people and organizations

수많은 사람들과 단체들이

working for social justice, environmental justice,

사회 정의, 환경 정의, 노동자의 권리,

workers' rights and quality public services,

양질의 공공서비스 등을 위해 일하며

among many other things.

또 하나의 헝가리를 구성하고 있습니다.

In fact, many Hungarians are not aware of this other side of Hungary.

사실, 많은 헝가리 사람들도 이 또 하나의 헝가리를 알지 못합니다.

And this, I believe, is a real obstacle to change.

전 이게 변화의 진짜 장애물이라고 생각해요.

What you see around us as your reality determines what you believe is possible.

여러분이 현실을 어떻게 보느냐에 따라

여러분이 무엇을 할 수 있는지 결정됩니다.

If you only see fear and passivity,

두려움과 수동적인 면만 본다면

you will not be able to imagine anything beyond that.

그 이상은 상상하기 어려울 겁니다.

But if you experience alternatives to social and political oppression,

하지만 사회적, 정치적 억압에 대한 대안을 경험한다면

you will be able to not only imagine,

변화된 미래에 대한 상상을 넘어 미래를 창조할 수 있을 겁니다.

but create a different future for all of us.

Let me give you an example of this other Hungary

또 다른 헝가리의 예를 하나 더 들어보죠.

that's especially close to my heart.

제겐 특히 소중한 사례입니다.

"The City Is for All" is a pioneer of the Hungarian housing movement,

“The City Is for All”은

헝가리 주거 운동을 선도하는 단체입니다.

where homeless people and their housed allies

노숙자와 그 동지들이

work together for housing justice.

주택 정의를 위해 함께 일하는 곳이죠.

What makes this group really special

이 단체의 특별한 점은 그들이 내건 구호에 있습니다.

is that it takes the message

"don't talk about us, talk with us" extremely seriously.

“우리 얘기를 하지 말고 우리와 이야기하세요.”

바로 이 구호죠.

In this group, many homeless people gained back their self-confidence,

이 그룹에서 많은 노숙자들이 자신감을 되찾았고

sense of belonging and political identity,

소속감과 정치적 정체성도 갖게 되었습니다.

all of which are essential for all of us to exercise our rights as citizens.

이 모든 것은 시민으로서의 권리 행사에 필수적인 것들이죠.

In this group, people like my friends Gyula, Jutka,

이곳에서 제 친구 쥴라, 유트카,

Jani and Erika have all become movement leaders,

야니, 에리카 등이 활동가 리더가 되었습니다.

even as they were living in self-made shacks, homeless shelters,

그들도 과거엔 직접 만든 판잣집, 노숙자 쉼터, 월셋방에서 살거나

rented rooms or even on the street.

심지어 노숙까지 했던 이들이죠.

And most importantly to me,

무엇보다도 저에게 중요한 건

this is also the community where my own political journey started.

여기서 제 정치적 여정이 시작됐다는 겁니다.

In 2011, activists of The City Is for All occupied the mayor's office

2011년, City is for All의 활동가들이

부다페스트 제 8 지구의 구청장실을 점거했습니다.

of the 8th district of Budapest.

With this city,

이 시위를 통해 저희는

we tried to stop the violent criminalization of homelessness

반노숙자 성향의 정부 수석 전략가가

by the chief anti-homeless strategist of the government,

노숙을 범죄화하려는 걸 막고자 했습니다.

who also happened to be the mayor of the district at the time.

이 전략가는 당시 구청장이기도 했죠.

I was one of the organizers of this protest, and in the end,

저도 시위를 조직하는 데 동참했었는데요.

결국 경찰이 저희 모두를 밖으로 끌어냈습니다.

we were all dragged out of the building by the police.

With a very unexpected turn of events,

그 후 예기치 못한 일들이 일어나

today, I work in the very same building

저는 지금 10여년 전 저희가 점거했던 바로 그 건물에서 일하고 있습니다.

that we had occupied more than ten years ago.

I walk the same corridors,

같은 복도를 걷고

and I have meetings in the mayor's office.

구청장실에서 회의를 하죠.

But how is this possible, how did this happen?

어떻게 된 일일까요?

In 2019, a progressive candidate

2019년,

지역 풀뿌리 단체의 한 진보 인사가

from a local grassroots organization challenged the anti-poor mayor

빈곤층에 적대적인 구청장에 대항해 지방 선거에 후보로 나섰습니다.

in the local elections.

And to everybody's biggest surprise, including our own,

그 결과는 모두를 놀라게 했죠.

he won.

그가 이겼습니다.

I was on the mayor's team,

저는 그분의 선거 캠프에 있었고

and today I work with him as the head of the Office of Community Participation.

현재 공동체 참여 사무국장이 되었습니다.

(Applause)

The mission of this office is to create a new relationship

이 사무국의 역할은

지자체와 지역 주민 간의 새로운 관계를 형성하는 것입니다.

between the municipality and local residents.

A relationship based on mutual trust,

상호 신뢰, 권력 공유와 존중에 기반한 관계 형성을 지향하죠.

power sharing and respect.

This is the complete opposite of what the central government is doing.

이는 중앙 정부의 방향과는 완전히 반대입니다.

Let me give you an example of this new relationship.

이 새로운 관계의 예를 들어보겠습니다.

In our district, there is a small community garden.

저희 지역에는 공동체 정원이 있습니다.

A year ago, it was surrounded by a fence

일 년 전만 해도 울타리로 둘러싸인

and there were plans to build a luxury condo there.

고급 콘도 건설 예정지였죠.

주민들은 이 울타리 때문에 이곳을 사유지로 알고 있었습니다.

Everybody thought that it was private property

because of the fence.

But then came a group of active citizens

그런데 시민 활동가들이 찾아와

who discovered that the fence had been built illegally.

이 울타리가 불법임을 알렸습니다.

They started to lobby the municipality to pull the fence down

이들은 지자체에 로비 활동을 해서

이곳의 울타리를 허물고 시민들에게 돌려줬습니다.

and give the land back to the public.

They were adamant and, from a bureaucratic point of view,

아주 단호한 행동이었고 관료주의적 관점에서는

really annoying.

참 짜증나는 일이었죠.

But in the end, they reached their goal.

그러나 결국 이들은 목표한 바를 이뤘습니다.

The fence was pulled down,

울타리를 허물었고

they created a garden

정원을 조성했죠.

which is now sustained by local neighborhood residents.

지금은 주민들이 정원을 관리하고 있습니다.

This is a very small everyday example, and this is exactly my point.

이건 일상적인 사례인데요.

제가 하고싶은 말이 바로 이것입니다.

Democracy emerges out of the everyday struggle that we call politics.

민주주의는 일상적인 투쟁에서 시작됩니다.

이것을 정치라고 하죠.

It's created both from above and from below.

이것은 위에서부터 만들어지기도,

아래에서부터 만들어지기도 합니다.

Those in power have to be open, responsive and responsible.

권력을 가진 사람들은 개방적이어야 하고

대응을 잘하며 책임감도 있어야 합니다.

People, on the other hand, have to be smart, organized

반면, 대중은 똑똑하고 체계적이며

and focused on getting what they need.

필요한 것을 얻는 데에 집중해야 하죠.

This is exactly what the story of the garden is all about.

이것이 공동체 정원 이야기의 핵심입니다.

Let me give you another example.

또 다른 사례를 말씀드리겠습니다.

In Hungary, the central government

헝가리의 중앙 정부는

is all about concentrating power and resources for its own interests.

권력과 자원을 집중하여 자신들의 이익만을 추구합니다.

국민들은 공적 자금의 사용처를 결정할 수도 없습니다.

People have absolutely no say in how they spend public money.

But things are radically different in both Budapest

하지만 상황이 근본적으로 다른 곳도 있습니다.

바로 부다페스트와 저희 8지구입니다.

and our own small 8th district,

which are both led by the Democratic opposition.

둘 다 야당인 민주당이 이끌고 있죠.

A few years ago, participatory budgeting was introduced

몇 년 전, 참여형 예산 편성 제도가

이 두 지역에 도입되었습니다.

in both the city and the district.

Participatory budgeting means

참여형 예산편성 제도란

that local residents get to directly decide

지역 주민들이 직접 참여하여

how to spend a certain amount of the municipal budget.

지자체 예산을 어디에 얼마나 쓸지 결정하는 제도를 말합니다.

In reality, this means that politicians give up some of their power

사실 이것은 정치인들이 권력의 일부를 양보한 것입니다.

because they believe that local residents know best

주민들이 무엇이 필요한지는 주민이 가장 잘 안다고 믿기 때문이죠.

what they need.

And they really do.

실제로도 그렇습니다.

Local people often vote on things

주민들은 때로 투표할 때

that elected representatives are otherwise reluctant to do.

선출된 대표들이 쉽게 하지 못하는 일에 표를 던질 때가 많아요.

People in Budapest have used this power to build new bus stops, crosswalks,

부다페스트 시민들은 이 권한으로

버스 정류장, 횡단보도, 공중화장실 등을 구축했고

public toilets and even launch new social and cultural programs.

사회문화 프로그램도 도입했습니다.

I know, you may be thinking now.

지금 이렇게 생각하실 수도 있어요.

"I have never had the say in how my city spends my tax money.

“시에서 세금을 어떻게 쓸지 우리도 결정권이 없는데

So why are you complaining about Hungary?"

헝가리가 뭐가 잘못됐다는 거지?”

But remember, I'm showing you a small island of freedom

하지만 제가 보여드린 건 작은 자유의 섬일 뿐입니다.

in the middle of a country with less and less political oxygen to breathe.

정치적으로 숨을 조여오는 이 나라의 외딴 섬 같은 곳이죠.

By opening up the municipal budget in Budapest,

부다페스트의 지역 예산을 개방함으로써

we are modeling, learning and teaching a new kind of politics

우리는 새로운 대안 정치를 모델링하고, 배우고, 가르치며

that builds an alternative to authoritarianism.

권위주의에 대항하고 있습니다.

Let me go back to the boiling frog.

끓는 물 속 개구리 이야기로 돌아가 보죠.

Have you ever felt like this frog?

이 개구리 같은 기분 느껴본 적 있으신가요?

And why is the frog not doing anything?

개구리는 왜 아무것도 안 하는 걸까요?

And where are the other frogs, and why are they not doing anything?

다른 개구리들은 어딨는 거죠? 왜 이대로 두는 걸까요?

(Laughter)

(웃음)

You can't just be sitting around

그냥 가만히 앉아서

and wait for democracy to work miraculously on its own.

기적적으로 민주주의가 저절로 작동하기만을 기다릴 순 없습니다.

It will not.

그렇게는 안 됩니다.

And you can never wait for somebody else to make democracy work for you.

누군가 내게 맞는 민주주의를 만들어주길 기다릴 수도 없습니다.

They will not.

그렇게 해줄 사람은 없어요.

Only you can make democracy work

오직 여러분만이 민주주의를 작동시킬 수 있습니다.

by standing up,

자리에서 일어나

organizing and pushing the boundaries of what's possible politically.

함께 연대하여 정치적 영역을 넓혀 가면서요.

Just like we Hungarians have to fight for our own freedom

우리 헝가리인들이 자유를 위해 싸우고

and rebuild our own democracy,

민주주의를 재건해야 하는 것처럼

you all have to do the same,

여러분도 똑같은 일을 해야 할 것입니다.

no matter where in the world you are sitting,

전 세계 어디에 있든,

in lukewarm or even boiling water.

그곳이 미지근한 물이든 뜨거운 물이든 간에요.

Enjoy your democracy when you have it,

그곳에 민주주의가 있다면 즐기세요..

but don't ever get too comfortable with it.

그러나 그곳에 안주하지는 마세요.

Remember the frog

개구리를 기억하세요.

and never take the temperature of the water for granted.

그곳의 물 온도를 당연히 여기지 마세요.

This idea, actually, I'll quote you.

뭐냐면, 하신 말씀을 인용해볼게요.

You said, "If you asked me about the government,

“제가 볼 때 현 정부는 히말라야만한 거대한 장애물입니다.

they are a bump in the road, a Himalaya-size bump,

but one we will definitely overcome."

하지만 우리는 극복해낼 수 있습니다.”

I'm wondering how you keep that sentiment alive and how that affects your activism.

이런 의지를 어떻게 유지하시나요?

또 본인의 행동주의에 어떤 영향이 있나요?

TU: So I think one of the most dangerous forms of oppression

테사: 제 생각에 억압의 가장 위험한 형태는

is when they oppress your imagination,

여러분의 상상력이 억압될 때입니다.

when you are not able to imagine anything beyond what's actually happening to you.

실제로 여러분께 일어나는 일 외에

다른 걸 상상할 수 없을 때 말이죠.

And one of my missions, I think, in life, is

제가 생각하는 제 사명 중 하나는,

well, I have a really strong personal and political imagination.

저는 개인적, 정치적 상상력이 강한 편인데요,

So one of the missions in my life is to try to teach other people

그래서 제 사명은

다른 사람들에게 상상력을 가르치는 겁니다.

to acquire this ability to imagine,

to imagine that things can be different.

상황이 달라질 수 있음을 상상할 수 있도록 말이죠.

And for example, we do this by trying to show Hungarians

예를 들면, 헝가리 사람들에게

that they have a really rich history of social movements.

우리 역사에 아주 많은 사회운동이 있었음을 보여주고,

That change was actually brought about in Hungary through social movements.

이를 통해 많은 변화가 있었다는 걸 보여줍니다.

And we are also helping people through our political work and education work.

정치, 교육 활동을 통해 사람들을 돕기도 합니다.

We are trying to show them a different version of what's possible,

사람들에게 다른 가능성을 제시하고

and helping them to inhabit the space that exists between what is now

그 가능성과 현재 사이의 공간에서 살아가도록 도와 주죠.

and what could be,

and trying to teach them the way to get there.

또 그 가능성을 이룰 수 있는 방법을 가르치고 있습니다.
