Some months back, I was visiting this East African city,

while getting her to learn the alphabet.

So the traffic moved a bit, and I quickly grabbed a copy,

and we moved on.

そして車は先へと進んでいきました

When I had time to fully open the alphabet sheet

アルファベット表を 広げてみた時に

and take a more detailed look at it,

細部まで見てみると

I knew I was not going to use that to teach my daughter.

これは娘の学習には使えない しろものと気づきました

I regretted my purchase.

買ったことを後悔しました

Why so?

なぜかって？

Looking at the alphabet sheet reminded me of the fact

アルファベット表を見ていたら

that not much has changed

アフリカの教育課程は

in the education curricula in Africa.

ずっと変わっていないという事実に 気づいたのです

Some decades back, I was taught out of a similar alphabet sheet.

私も 数十年前に 同じようなアルファベット表で学びました

And because of that, I struggled for years.

おかげで何年も苦労しました

I struggled to reconcile my reality with the formal education I received

身の回りの現実と 私が通った学校で公式に学んだこととの

in school, in the schools I attended.

つじつまを合わせる悩みです

I had identity crises.

アイデンティティの危機に陥りました

I looked down on my reality.

自分の回りの現実を見下し

I looked at my ancestry, I looked at my lineage with disrespect.

祖先を振り返れば 自分の家系さえも 軽んじて見ていました

I had very little patience for what my life had to offer around me.

人生で身辺から差し出されるものが 我慢ならないものと感じたのです

Why?

なぜかって？

"A is for apple."

「Aはリンゴ(apple）のA」

"A is for apple."

「A は Apple の A」

"A is for apple" is for that child in that part of the world

「A は Apple の A」

where apples grow out;

リンゴが豊富に実り

who has an apple in her lunch bag;

お弁当箱に入っていて

who goes to the grocery store with her mom and sees red,

母親と食料品店に行けば 赤、緑、黄色など

green, yellow -- apples of all shapes and colors and sizes.

さまざまな色、形、大きさのリンゴが目に入る そんな国の子供のためのものです

And so, introducing education to this child

そこでは このようなアルファベット表を

with an alphabet sheet like this

子供の教育に導入することで

fulfills one of the major functions of education,

主な役割の一つを 満たすことになるのです

which is to introduce the learner

それは 学ぶ者たちが

to an appreciation of the learner's environment

身の回りにあるものを理解し

and a curiosity to explore more in order to add value.

さらなる価値を付加するための 好奇心を育てるという役割です

In my own case,

私は

when and where I grew up in Africa,

アフリカで育ちましたが

apple was an exotic fruit.

リンゴは異国の果物でした

Two or three times a year,

年に２、３度

I could get some yellowish apples with brown dots, you know,

食べることができましたが それは褐色の斑点がついた黄色っぽいものでした

signifying thousands of miles traveled -- warehouses storing --

to get to me.

I grew up in the city

to very financially comfortable parents,

so it was my dignified reality,

So what this did to me,

introducing education to me with "A is for apple,"

made education an abstraction.

It made it something out of my reach --

a foreign concept,

a phenomenon for which I would have to constantly and perpetually seek

the validation of those it belonged to

for me to make progress within it and with it.

That was tough for a child; it would be tough for anyone.

As I grew up and I advanced academically,

my reality was further separated from my education.

私の周りの現実は 受けている教育から まずます乖離していきました

In history, I was taught

歴史の授業で スコットランド人の探検家

that the Scottish explorer Mungo Park discovered the Niger River.

ムンゴ・パークがニジェール川を 発見したと教わりました

And so it bothered me.

そのことが私をいらだたせました

My great-great-grandparents grew up

私の祖祖祖父母は

quite close to the edge of the Niger River.

ニジェール川の すぐそばで育ったのですから

And it took someone to travel thousands of miles from Europe

誰かがヨーロッパから 何千キロも旅して

to discover a river right under their nose?

What did they do with their time?

Playing board games, roasting fresh yams,

fighting tribal wars?

I mean, I just knew my education was preparing me to go somewhere else

何が言いたいかというと 私が受けた教育の目的は他所へ行って

and practice and give to another environment that it belonged to.

そこで経験を積み その地で役立てることに向けられていて

It was not for my environment, where and when I grew up.

私が育った場所においては 役には立たないと気づいたのです

And this continued.

こんな状態が続きました

This philosophy undergirded my studies

アフリカで学んでいる間は

all through the time I studied in Africa.

私の教育観はもっぱらこういうものでした

It took a lot of experiences and some studies

多くのことを経験し 学ぶことによって

for me to begin to have a change of mindset.

私の考え方に変化が起こり始めました

I will share a couple of the remarkable ones with us.

私が学んだ素晴らしいことを ２つほどご紹介します

I was in the United States in Washington, DC

アメリカのワシントンで

studying towards my doctorate,

博士課程で学んでいた時のことです

and I got this consultancy position with the World Bank Africa Region.

世界銀行アフリカ地域担当の コンサルタントの仕事をしました

And so I remember one day,

ある日のこと

my boss -- we were having a conversation on some project,

and he mentioned a particular World Bank project,

a large-scale irrigation project that cost millions of dollars

in Niger Republic

that was faltering sustainably.

He said this project wasn't so sustainable,

and it bothered those that instituted the whole package.

But then he mentioned a particular project,

a particular traditional irrigation method that was hugely successful

in the same Niger Republic where the World Bank project was failing.

And that got me thinking.

So I did further research,

and I found out about Tassa.

Tassa is a traditional irrigation method

where 20- to 30-centimeter-wide and 20- to 30-centimeter-deep holes

are dug across a field to be cultivated.

耕作地一面に掘るというものです

Then, a small dam is constructed around the field,

耕作地の周辺に小さなダムを建設し

and then crops are planted across the surface area.

苗を耕作地の表面全体に植えます

What happens is that when rain falls,

雨が降ると

the holes are able to store the water

穴に水が蓄えられ

and appropriate it to the extent that the plant needs the water.

作物が水を必要とする量を補給します

The plant can only assimilate as much water as needed

作物は 収穫の時期になるまでの間 必要な量だけの水を

until harvest time.

Niger is 75 percent scorched desert,

so this is something that is a life-or-death situation,

and it has been used for centuries.

In an experiment that was conducted,

two similar plots of land were used in the experiment,

and one plot of land

did not have the Tassa technique on it.

Similar plots.

The other one had Tassa technique constructed on it.

他方の区画では タッサ手法を適用しました

Then similar grains of millet also were planted on both plots.

そして同種のキビのタネを 両方の区画に蒔きました

During harvest time,

収穫時には

the plot of land without Tassa technique

タッサを適用していない方からは

yielded 11 kilograms of millet per hectare.

１ヘクタール当たり 11kgの収穫があり

The plot of land with Tassa technique

タッサを適用した方からは

yielded 553 kilograms of millet per hectare.

１ヘクタール当たり553kgでした

I looked at the research, and I looked at myself.

この研究と自分の過去を振り こう言いました

I said, "I studied agriculture for 12 years,

「農業について 小学１年生から高校３年生まで―

from primary to Senior Six, as we say in East Africa,

西アフリカではSS3とか 12年生といいますが―

SS3 in West Africa or 12th grade.

12年間学んできたのに

No one ever taught me

誰ひとりとして

of any form of traditional African knowledge of cultivation --

伝統的なアフリカの農耕法や 収穫方法といった知識を

of harvesting, of anything --

教えてくれなかったんです

that will work in modern times and actually succeed,

それは今の時代でもうまくいくはずで 西洋からもちこんだ技術が

where something imported from the West would struggle to succeed.

苦戦するような場所でも 実際に上手く行くものです」

That was when I knew the challenge,

その時 アフリカの教育課程に 取り組むという挑戦に

the challenge of Africa's curricula,

思い至りました

And I thus began my quest to dedicate my life, concern my life work,

こうして 私の人生を捧げる 探求が始まりました

to studying, conducting research on Africa's own knowledge system

アフリカ独自の知識体系の調査や研究を 私の生涯の仕事とするのです

and being able to advocate for its mainstreaming

この知識体系を教育、研究、政策など 各分野、産業にわたって

in education, in research, policy

across sectors and industries.

主流に据えられるようにするのです

Another conversation and experience I had at the bank

世界銀行で別の話を 耳にしたことがありました

I guess made me take that final decision of where I was going to go,

それこそが自分の進む方向を 決定づけたのではないかと思います

even though it wasn't the most lucrative research to go into,

それはとても利益の出る研究とは いえませんでしたが

but it was just about what I believed in.

私がまさに信ずるものだったのです

And so one day, my boss said that he likes to go to Africa

ある日のこと 私の上司が 世界銀行からの貸付の交渉や

to negotiate World Bank loans and to work on World Bank projects.

世界銀行のプロジェクトの仕事をしに アフリカに行くのは好きだというのです

And I was intrigued. I asked him why.

私は興味をそそられ 彼に理由を尋ねました

He said, "Oh, when I go to Africa,

彼はこう返事をしました 「アフリカなら

it's so easy.

簡単にできるんだ

I just write up my loan documents and my project proposal in Washington, DC,

貸付のための書類とプロジェクト提案書を ワシントンで書き上げて

I go to Africa, and they all just get signed.

後はアフリカに行くだけで 全てすぐ契約できるんだ

I get the best deal, and I'm back to base.

最も望ましい契約条件を勝ち取って ここに戻ってこられるし

My bosses are happy with me."

上司も褒めてくれるしね」

But then he said, "I hate going to Asia or ..."

一方 彼はこうも言っていました 「アジアに行くのは嫌なんだ」

and he mentioned a particular country, Asia and some of these countries.

アジアのある特定の国や いくつかの国を挙げました

"They keep me for this, trying to get the best deal for their countries.

「自国にとって最良の条件を 引き出そうと私を引き留めるんだ

They get the best deal.

そしてそれを勝ち取ってしまう

They tell me, 'Oh, that clause will not work for us

こう言うんだ 『この条項は我が国の環境には相応しくない

in our environment.

It's not our reality. It's just so Western.'

そんなのは現実的でないし あまりに欧米的なやり方だ』

And they tell me, 'Oh, we have enough experts

こうも言うんだ 『我々には十分な人数の専門家がいて

to take care of this.

うまく実行できるけれど

You don't have enough experts.

あなた方には専門家が足りない

We know our aim.'

我々は目的を理解している』

And they just keep going through all these things.

全てがこんな感じで進められていき

By the time they finish, yes, they get the best deal,

彼らが話し終える頃までには 彼らが望む条件になっている

but I'm so exhausted and I don't get the best deal for the bank,

私も疲れ切ってしまい 世界銀行にとっての最善の条件が得られないんだ

and we're in business."

これもビジネスだからね」

"Really?" I thought in my head, "OK."

I was privileged to sit in on a loan negotiating session

in an African country.

So I would do these consultancy positions during summer,

you know, since I was a doctoral student.

And then I traveled with the team, with the World Bank team,

as more like someone to help out with organizational matters.

But I sat in during the negotiating session.

I had mostly Euro-Americans, you know, with me from Washington, DC.

そこにいるのはワシントンから来た 欧米人がほとんどで

And I looked across the table at my African brothers and sisters.

I could see intimidation on their faces.

おじけている様子が伺えます

They didn't believe they had anything to offer

the great-great-grandchildren of Mungo Park --

「AはリンゴのA」を 考え出した人達に対して

the owners of "apple" in "A is for apple."

交渉材料を持っているとは 信じていないのです

They just sat and watched: "Oh, just give us, let us sign.

彼らはただ座って ながめて 「契約書をくれ 署名するから

You own the knowledge. You know it all.

あなた方には知識があり 全て理解している

Just, where do we sign? Show us, let us sign."

どこに署名するんだ？ 早く見せて サインするから」

They had no voice. They didn't believe in themselves.

何ら主張することもなく 自らを信じていませんでした

And so,

そして

I have been doing this for a decade.

私はこんなことを 10年間続けていました

I have been conducting research on Africa's knowledge system,

アフリカの知識体系、独自の起源を持った 真の伝統的な知識について

original, authentic, traditional knowledge.

研究してきました

In the few cases where this has been implemented in Africa,

何例かの伝統的なやり方が アフリカで実施され

there has been remarkable successes recorded.

見事な成功を収めています

I think of Gacaca.

ガチャチャのことが思い当たります

Gacaca is Rwanda's traditional judicial system

ガチャチャはルワンダの伝統的な 裁判システムで

that was used after the genocide.

集団虐殺の後に適用されました

In 1994, when the genocide ended,

1994年に集団虐殺が終焉すると

Rwanda's national court system was in shambles:

ルワンダの国の司法制度は機能せず

no judges, no lawyers to try hundreds of thousands of genocide cases.

何十万件という虐殺案件を裁く 裁判官も弁護士もいませんでした

So the government of Rwanda came up with this idea

そこでルワンダ政府が考えついたのは

to resuscitate a traditional judicial system known as Gacaca.

ガチャチャという 伝統的な裁判システムの復活です

Gacaca is a community-based judicial system,

ガチャチャは共同社会における裁判制度で

where community members come together

共同社会のメンバーが集まって

to elect men and women of proven integrity

高潔さが証明された男女を選び

to try cases of crimes committed within these communities.

共同社会の中で起きた犯罪を裁くのです

So by the time Gacaca concluded its trial of genocide cases in 2012,

2012年に起きた集団虐殺の裁判を ガチャチャが終える頃には

12,000 community-based courts had tried approximately 1.2 million cases.

12,000の共同社会において 120万ほどの裁判が結審していました

That's a record.

記録的なことです

Most importantly is that Gacaca emphasized Rwanda's traditional philosophy

最も大切なことは ガチャチャは和解と再統一という

of reconciliation and reintegration,

ルワンダの伝統的な哲学に 重きを置いたということです

as against the whole punitive and banishment idea

これは現代の西洋思想の底流にある

that undergirds present-day Western style.

懲罰、追放から連なる考えとは 全く異質なものです

And not to compare, but just to say that it really emphasized

優劣を述べたいのではなく ただ申し上げたいのは

Rwanda's traditional method of philosophy.

ルワンダの伝統的な哲学による筋道が 強調されたものだったことです

And so it was Mwalimu Julius Nyerere,

タンザニアの元大統領 ムワリム・ジュリウス・ニエレレは

former president of Tanzania --

(Applause)

who said that you cannot develop people.

「国民を啓発するのは不可能だ

People will have to develop themselves.

国民が自らを啓発するのだと」 と発言しました

I agree with Mwalimu.

ムワリムは正しいと思います

I am convinced

確信を持って言えますが

that Africa's further transformation, Africa's advancement,

アフリカのさらなる改革と進歩は

rests simply in the acknowledgment, validation and mainstreaming

アフリカに起源のある 伝統的で真正で土着の知識を認め

of Africa's own traditional, authentic, original, indigenous knowledge

実証し、本流とすることに掛かっています

in education, in research, in policy making and across sectors.

それは教育、研究、政策決定など あらゆる分野にわたります

This is not going to be easy for Africa.

その実行はアフリカにとって 容易な道ではありません

It is not going to be easy for a people used to being told how to think,

考え方、行動の仕方、取り組み方まで 指示されてきた人―

what to do, how to go about it,

a people long subjected to the intellectual guidance

つまり長年にわたり知的な指導や指示を 他人に仰いできた人には

and direction of others,

簡単な道ではありません

be they the colonial masters,

他人とは植民地の支配者や

aid industry or international news media.

援助を行う産業や 国際的な報道機関のことです

But it is a task that we have to do to make progress.

しかし 進歩は我々自身が 成し遂げなければなりません

I am strengthened by the words of Joseph Shabalala,

私は南アフリカのコーラスグループ レディスミス・ブラック・マンバーゾを結成した

founder of the South African choral group Ladysmith Black Mambazo.

ジョセフ・シャバララの 言葉に勇気づけられました

He said that the task ahead of us can never, ever be greater

「どんな試練が待ち受けていようとも 我々が内に秘める力で

than the power within us.

乗り越えられないものはない」

We can do it.

我々にはできるはずです

We can unlearn looking down on ourselves.

自らを卑下する行いは 止めることができます

We can learn to place value on our reality and our knowledge.

自分たちの周りの現実と我々自身の知識に 価値を見出すことを学べます
