it struck me that I was losing the ability

I was a foreign service officer in Kenya

Their bottom line depends on provoking a strong emotion

When I started shifting my focus from threats abroad

So when Facebook called me in 2018

heading its elections integrity operations for political advertising,

There's no way to reward listening,

We're then bombarded with information confirming our views,

reinforcing our biases,

Unfortunately, I was never empowered by Facebook to have an actual impact.

In fact, on my second day, my title and job description were changed

တကယ်တော့ ဒုတိယနေ့မှာ ကျွန်မရဲ့ ရာထူးနဲ့ အလုပ် ဖော်ပြချက်ဟာ အပြောင်းခံရပြီး

and I was cut out of decision-making meetings.

ဆုံးဖြတ်ချက်ချတဲ့ အစည်းအဝေးတွေမှာ အဖယ်ခံရတယ်။

My biggest efforts,

နိုင်ငံရေး ကြော်ငြာတွေမှာ

trying to build plans

သတင်းမှားနဲ့ မဲပေးသူ

to combat disinformation and voter suppression in political ads,

ဖိနှိပ်မှုကို တိုက်ဖျက်ဖို့ အစီအစဉ်တွေ တည်ဆောက်ဖို့ အကြီးမားဆုံး

were rejected.

အားထုတ်မှုတွေဟာ ပယ်ချခံရတယ်။

And so I lasted just shy of six months.

ဒီလိုနဲ့ ကျွန်မ ခြောက်လ မရှိတရှိပဲ ကြာခဲ့တယ်။

But here is my biggest takeaway from my time there.

ဒါပေမဲ့ အဲဒီမှာ ရှိစဉ်က ကျွန်မရဲ့ အကြီးမားဆုံး မှတ်သားစရာက ဒီမှာပါ။

There are thousands of people at Facebook

Facebook မှာ လူတွေ ထောင်ချီပြီးရှိတယ်။

who are passionately working on a product

ကမ္ဘာကို ပိုကောင်းတဲ့ နေရာတစ်နေရာဖြစ်ဖို့

that they truly believe makes the world a better place,

သူတို့ ယုံကြည်တဲ့ ထုတ်ကုန်တစ်ခုအပေါ် စိတ်ထက်သန်စွာ အလုပ်လုပ်နေသူတွေဆိုပေမဲ့

ယန္တရားတစ်ခုလုံးဟာ ပုံစံချပြီး၊ ငွေရဖို့လုပ်ထားပုံကို စဉ်းစားတာနဲ့

but as long as the company continues to merely tinker around the margins

of content policy and moderation,

ဆန့်ကျင်တဲ့ အကြောင်းအရာ မူဝါဒနဲ့

as opposed to considering

အစွန်းမရောက်မှု နယ်နိမိတ်

how the entire machine is designed and monetized,

ပတ်လည်မှာ ဆက်ပြီး အပေါက်ဖာဖို့ သက်သက်ဖြစ်နေသရွေ့

they will never truly address how the platform is contributing

ဒီပလက်ဖောင်းဟာ အမုန်းစိတ်၊ပိုင်းခြားမှု ၊အစွန်းရောက်မှုကို ဖြစ်စေပုံကို

to hatred, division and radicalization.

ဘယ်တော့မှ သူတို့ စစ်မှန်စွာ ကိုင်တွယ်မှာ မဟုတ်ဘူး။

And that's the one conversation I never heard happen during my time there,

ဒါက အဲဒီမှာ ကျွန်မ ရှိနေစဉ် ဖြစ်တယ်လို့ တစ်ခါမှ မကြားဖူးတဲ့ စကားဝိုင်းတစ်ခုပါ။

because that would require fundamentally accepting

ဘာလို့လဲဆိုတော့ ဒါက သင် တည်ဆောက်တဲ့ အရာဟာ လူ့အဖွဲ့အစည်းအတွက်

အကောင်းဆုံး မဖြစ်လောက်တာကို အသိအမှတ်ပြုတာ နဲ့ ထုတ်ကုန်တစ်ခုလုံးနဲ့ အကျိုးအမြတ်

that the thing you built might not be the best thing for society

and agreeing to alter the entire product and profit model.

ပုံစံကို ပြောင်းလဲမှုဖို့ သဘောတူတာကို အဓိက ပြဋ္ဌာန်းမှာမို့ပါ။

So what can we do about this?

ဒီတော့ ဒါနဲ့ပတ်သက်ပြီး ဘာလုပ်နိုင်လဲ။

I'm not saying that social media bears the sole responsibility

လူမှု မီဒီယာတွက ဒီနေ့ ကျွန်မတို့ရှိတဲ့ နိုင်ငံအတွက်တစ်ခုတည်းသောတာဝန်ကို

for the state that we're in today.

ခေါင်းခံတယ်လို့ ကျွန်မ ပြောနေတာမဟုတ်ဘူး။

Clearly, we have deep-seated societal issues that we need to solve.

ဖြေရှင်းဖို့ လိုတဲ့ အမြစ်တွယ်နေတဲ့ လူ့အဖွဲ့အစည်း ပြဿနာတွေရှိနေတာ ရှင်းပါတယ်။

But Facebook's response, that it is just a mirror to society,

ဒါပေမဲ့ Facebook ရဲ့တုံ့ပြန်မှုက ဒါက လူ့အဖွဲ့အစည်းအတွက် ကြေးမုံတစ်ချပ်၊

is a convenient attempt to deflect any responsibility

လက်ဖောင်းက ဘေးဖြစ်စေတဲ့ အကြောင်းအရာကို ချဲ့ကားပြီး

from the way their platform is amplifying harmful content

သုံးစွဲသူတချို့ကို အစွန်းရောက်တဲ့ အ မြင်တွေဆီ တွန်းပို့ပေးပုံကနေ

and pushing some users towards extreme views.

တာဝန်ဟူသမျှကို သွေဖည်စေဖို့ အခန့်သင့် ကြိုးပမ်းမှုတစ်ခုပါ။

And Facebook could, if they wanted to,

သူတို့သာ လုပ်ချင်ရင် Facebook က

fix some of this.

ဒါတချို့ကို ပြင်ဆင်နိုင်တယ်။

They could stop amplifying and recommending the conspiracy theorists,

လျှို့ဝှက် ပူးပေါင်း ကြံစည်သူတွေ၊ အမုန်း အုပ်စုတွေ၊လုပ်ကြံသတင်း ဖြန့်ချီသူတွေ၊

the hate groups, the purveyors of disinformation

and, yes, in some cases even our president.

ချဲ့ကား၊ ထောက်ခံတာတွေကို တားနိုင်တယ်။

They could stop using the same personalization techniques

ကျွန်မတို့ကို ဖိနပ်တွေ ရောင်းဖို့ သုံးတဲ့ နိုင်ငံရေးလေလုံး ပို့ပေးဖို့

to deliver political rhetoric that they use to sell us sneakers.

အလားတူ ကိုယ်ပိုင်ပြုလုပ်တဲ့ နည်းစနစ်တွေ သုံးတာကို တားဆီးနိုင်တယ်။

They could retrain their algorithms

ဆက်စပ်မှုထက် မက်ထရစ်တစ်ခုကို

to focus on a metric other than engagement,

စူးစိုက်ဖို့ အယ်လ်ဂိုရစ်သမ်ကို ထိန်းနိုင်ပြီး

and they could build in guardrails to stop certain content from going viral

တချို့ အကြောင်းအရာကို မသုံးသပ်ခင် ပျံ့သွားတာကနေ တားဆီးဖို့

before being reviewed.

အတားအဆီးတွေထဲမှာ တည်ဆောက်နိုင်တယ်။

And they could do all of this

without becoming what they call the arbiters of truth.

ဖြစ်မလာစေဘဲ ဒါအားလုံးကို သူတို့ လုပ်နိုင်တယ်။

But they've made it clear that they will not go far enough

ဒါပေမဲ့ အကျပ်မကိုင်ခံရဘဲ မှန်ကန်တဲ့အရာကို လုပ်ရလောက်ဖို့အထိ

to do the right thing without being forced to,

သွားမှာမဟုတ်တာကို ရှင်းအောင်လုပ်တယ်။

and, to be frank, why should they?

ပြောရရင် ဘာကြောင့် သူတို့ လုပ်သင့်တာလဲ။

စျေးကွက်တွေက သူတို့ကို ဆက်ထောမနာပြုတယ်။ ဥပဒေကို ချိုးဖောက်မနေဘူးပေါ့။

The markets keep rewarding them, and they're not breaking the law.

Because as it stands,

အကြောင်းက တည်ရှိတဲ့အတိုင်း

there are no US laws compelling Facebook, or any social media company,

ကျွန်မတို့ရဲ့ အများပိုင်နေရာ၊ဒီမိုကရေစီနဲ့ ရွေးကောက်ပွဲတွေကိုတောင်

to protect our public square,

ကာကွယ်ဖို့ Facebook (သို့)

မီဒီယာ ကုမ္ပဏီတစ်ခုခုကို

our democracy

and even our elections.

အကျပ်ကိုင်တဲ့ အမေရိကန် ဥပေဒေတွေ မရှိလို့ပါ။

We have ceded the decision-making on what rules to write and what to enforce

ဘယ်စည်းမျဉ်းတွေ ရေးဖို့၊ ဘာကို အာဏာတည်စေ ဖို့ အပေါ်ဆုံးဖြတ်ချက်ချခြင်းကို

to the CEOs of for-profit internet companies.

အကျိုးအမြတ်ရတဲ့ အင်တာနက် ကုမ္ပဏီတွေရဲ့ CEO တွေဆီ ပေးလိုက်ရတယ်။

Is this what we want?

ကျွန်မတို့ လိုချင်တာ ဒါလား။

A post-truth world where toxicity and tribalism

ရေးတင်တာ အမှန်ဆိုတဲ့ ကမ္ဘာ၊ အဆိပ်အာနိသင်နဲ့ စုဖွဲ့မှု၊

trump bridge-building and consensus-seeking?

ထရမ့် တံတား ထိုးခြင်းနဲ့ အများသဘော ရှာခြင်းလား။

I do remain optimistic that we still have more in common with each other

လက်ရှိ မီဒီယာနဲ့ အွန်လိုင်း ပတ်ဝန်းကျင်က ပုံဖော်တာထက်အ ချင်းချင်း ပိုပြီး

than the current media and online environment portray,

သူလိုကိုယ်လိုဖြစ်နေတုန်းပဲဆိုပြီး အကောင်းမြင်စိတ် ဆက်ရှိနေပြီး

and I do believe that having more perspective surface

အမြင်ပိုင်း မျက်နှာပြင်ပိုရှိတာက ခိုင်ခံ့ပြီး ပါဝင်တဲ့

makes for a more robust and inclusive democracy.

ဒီမိုကရေစီတစ်ခုအတွက် ဖန်တီးတာကို ယုံကြည်နေဆဲပါ။

But not the way it's happening right now.

ဒါပေမဲ့ လက်ရှိ ဖြစ်နေပုံတော့ မဟုတ်ဘူး။

And it bears emphasizing, I do not want to kill off these companies.

ဒါက အလေးပေးတာကို တာဝန်ယူတယ်၊ ကုမ္ပဏီတွေကို သုတ်သင်ချင်တာ မဟုတ်ဘဲ

I just want them held to a certain level of accountability,

ကျန်တဲ့ လူ့အဖွဲ့အစည်းလို သူတို့ကို တာဝန်ခံမှု

just like the rest of society.

အဆင့်တစ်ခုကို စွဲကိုင်စေချင်တာပါ။

It is time for our governments to step up and do their jobs

အခုက အစိုးရတွေဟာ အရှိန်အဟုန်မြှင့်ပြီး ပြည်သူပြည်သားတွေကို ကာကွယ်တဲ့

of protecting our citizenry.

အလုပ်တွေကို လုပ်ဖို့အချိန်ပါ။

And while there isn't one magical piece of legislation

ဥပဒေပြုမှုရဲ့ မှော်ဆန်တဲ့ အပိုင်းတစ်ခု မရှိပေမဲ့

that will fix this all,

ဒါက အားလုံးကို ပြင်ဆင်မှာပါ။

I do believe that governments can and must find the balance

အစိုးရတွေဟာ လွပ်လပ်စွာ ပြောဆိုခွင့်ကို ကာကွယ်တာနဲ့ ဒီပလက်ဖောင်းတွေက

between protecting free speech

လူ့အဖွဲ့အစည်းအပေါ် သက်ရောက်မှုတွေအတွက်

and holding these platforms accountable for their effects on society.

တာဝန်ခံမှုကို ထိန်းသိမ်းတာကြားက ဟန်ချက်ညီ မှုကို ရှာနိုင်/ရမယ်လို့ ကျွန်မယုံကြည်တယ်။

And they could do so in part by insisting on actual transparency

ဒီအကြံပေး အင်ဂျင်တွေ အလုပ်လုပ်နေပုံ၊ ထုတ်နှုတ်စုစည်းခြင်၊

around how these recommendation engines are working,

ချဲ့ကားခြင်းနဲ့ ပစ်မှတ်ထားခြင်းတွေ ဖြစ်ပျက်နေပုံ တစ်ဝိုက်က

around how the curation, amplification and targeting are happening.

တကယ့် ပွင့်လင်းမြင်သာမှုအကြောင်း မနားတမ်း ပြောရင်းကနေ တစ်စိတ်တစ်ပိုင်း လုပ်နိုင်တယ်။

You see, I want these companies held accountable

မြင်တဲ့အတိုင်း ဒီကုမ္ပဏီတွေကို တာဝန်ခံစေချင်တာက

တစ်ဦးချင်း တင်တဲ့ သတင်းအချက်အလက် (သို့)အစွန်းရောက်

not for if an individual posts misinformation

or extreme rhetoric,

လေလုံးအတွက်သာ မဟုတ်ဘဲ

but for how their recommendation engines spread it,

သူတို့ရဲ့ အကြံပေး အင်ဂျင်တွေက ဒါကို ပျံ့နှံ့စေပုံကို၊

how their algorithms are steering people towards it,

ဒီအယ်လ်ဂိုရစ်သမ်တွေက လူတွေကို အဲဒီဘက်ကို ဦးတည်သွားစေပုံ၊

and how their tools are used to target people with it.

ဒါနဲ့ လူတွေကို ပစ်မှတ်ထားဖို့ ကိရိယာတွေကို အသုံးပြုပုံကိုရောပါ။

I tried to make change from within Facebook and failed,

ကျွန်မ Facebook အတွင်းကနေ အပြောင်းအလဲ လုပ်ဖို့ကြိုးစားခဲ့ပြီး ကျရှုံးခဲ့တယ်။

and so I've been using my voice again for the past few years

ဒါနဲ့ ဒီသတိပေးချက် ဆက်မြည်နေဖို့နဲ့ ဒီတာဝန်ခံမှုကို တောင်းဆိုဖို့

to continue sounding this alarm

ပိုများတဲ့ လူတွေကို စေ့ဆော်ပေးဖို့

and hopefully inspire more people to demand this accountability.

မျှော်လင့်ကာ နှစ်အနည်းငယ်ကြာကြာ ကျွန်မရဲ့ အသံကို ပြန်သုံးနေခဲ့တယ်။

My message to you is simple:

သင်တို့အတွက် ကျွန်မရဲ့ သတင်းစကားက ရိုးရိုးလေးပါ။

pressure your government representatives

အကျိုးအမြတ် ရှေးရှုလုပ်ငန်းတွေအတွက်

to step up and stop ceding our public square to for-profit interests.

အများပိုင်နေရာကို ပေးတာကို ထွက်ကာတားဆီး ဖို့ အစိုးရ ကိုယ်စားလှယ်တွေကို ဖိအားပေးပါ။

Help educate your friends and family

အွန်လိုင်းမှာ ခြယ်လှယ်ခံနေရပုံအကြောင်း

about how they're being manipulated online.

မိတ်ဆွေတွေနဲ့ မိသားစုကို ပညာပေးပါ။

Push yourselves to engage with people who aren't like-minded.

စိတ်တူသဘောတူ မဟုတ်တဲ့သူတွေနဲ့ ပတ်သက်သက်ဖို့ သင့်ကိုယ်သင် တွန်းထုတ်ပါ။

Make this issue a priority.

ဒီပြဿနာကို ဦးစားပေးတစ်ခုအဖြစ်ထားပါ။

We need a whole-society approach to fix this.

ဒါကို ပြင်ဆင်ဖို့ လူ့အဖွဲ့အစည်း ချဉ်းကပ်မှု တစ်ခုလုံး လိုအပ်တယ်။

And my message to the leaders of my former employer Facebook is this:

ကျွန်မရဲ့ Facebook အလုပ်ရှင်ဟောင်းရဲ့ ခေါင်းဆောင်တွေအတွက် သတင်းစကားကတော့

right now, people are using your tools exactly as they were designed

လောလောဆယ် လူတွေဟာ အမုန်းစိတ်၊ပိုင်းခြားမှု နဲ့ မယုံကြည်မှုကို ပျိုးဖို့ ထုတ်ထားတဲ့

to sow hatred, division and distrust,

သင်တို့ရဲ့ ကိရိယာတွေကို အတိအကျ သုံးနေကြတယ်။

and you're not just allowing it, you are enabling it.

သင်တို့ဟာ ဒါကို ဖြစ်ခွင့်ပေးရုံမက ဖြစ်မြောက်နေစေတာပါ။

And yes, there are lots of great stories

နောက်ပြီး ကမ္ဘာအနှံ့က သင့်ရဲ့ပလက်ဖောင်းမှာ

of positive things happening on your platform around the globe,

ဖြစ်ပျက်နေတဲ့ အပြုသဘော အရာတွေ ရဲ့ ကြီးကျယ် ဖြစ်ရပ်တွေ အများကြီးရှိပေမဲ့

but that doesn't make any of this OK.

ဒါက အဆင်ပြေတာ တစ်ခုခု မဖြစ်စေဘူး။

And it's only getting worse as we're heading into our election,

ရွေးကောက်ပွဲထဲကို ဦးတည်နေစဉ်မှာ ပိုသာ ဆိုးလာနေပြီး

and even more concerning,

ပိုတောင် စိတ်ပူစရာက

face our biggest potential crisis yet,

if the results aren't trusted, and if violence breaks out.

အကြီးမားဆုံး ကပ်ဘေးကို ရင်ဆိုင်ရသေးတာပါ။

So when in 2021 you once again say, "We know we have to do better,"

၂၀၂၁ မှာ သင်တို့ ထပ်ပြောတာက “ပိုကောင်း ကောင်း လုပ်ဖို့လိုတာကို ငါတို့သိတယ်“ပါ။

I want you to remember this moment,

ဒီကာလကို အမှတ်ရစေချင်တာက

because it's no longer just a few outlier voices.

သင်းကွဲနေတဲ့ အသံတွေ အနည်းငယ်ပဲ မဟုတ်တော့လို့ပါ။

Civil rights leaders, academics,

ပြည်သူ့ ရပိုင်ခွင့် ခေါင်းဆောင်တွေ၊ ပညာရှင်တွေ၊

journalists, advertisers, your own employees,

သတင်းသမားတွေ၊ကြော်ငြာရှင်တွေ သင့်ဝန်ထမ်းတွေက

are shouting from the rooftops

သင့်မူဝါဒတွေနဲ့ လုပ်ငန်း အလေ့အထတွေက

that your policies and your business practices

လူတွေနဲ့ ဒီမိုကရေစီကို ထိခိုက်နစ်နာနေစေတယ်လို့

are harming people and democracy.

အတွင်းစကားကို မောင်းခတ်ကြေညာနေကြတယ်။

You own your decisions,

သင့်ဆုံးဖြတ်တွေကို သင်ပိုင်ပေမဲ့

but you can no longer say that you couldn't have seen it coming.

ဒါက ဖြစ်ပါ်လာတာကို မမြင်နိုင်ခဲ့ဘူးလို့ တော့ မပြောနိုင်တော့ဘူး။
