Let's get this out of the way.

이 말씀을 먼저 드려야겠어요.

I'm here because I wrote a book about civility,

제가 여기 있는 이유는 예의 바름에 관한 책을 저술했기 때문이고

and because that book came out

그 책이 출간된 것이

right around the 2016 American presidential election,

바로 2016 미국 대통령 선거 무렵이었기 때문입니다.

I started getting lots of invitations to come and talk about civility

그 뒤로 강연 초청을 많이 받기 시작했는데요.

예의 바름에 대해 강연해달라거나

and why we need more of it in American politics.

미국 정치에서 왜 예의 바름이 더 필요한지 말해달라는 거였죠.

So great.

엄청 대단했어요.

The only problem was that I had written that book about civility

문제는 제가 예의 바름에 대한 책을 저술한 이유였는데요.

because I was convinced that civility is ...

제가 확신하기에 예의 바름은..

bullshit.

헛소리라고 생각했거든요.

(Laughter)

Now, that may sound like a highly uncivil thing to say,

자, 그렇게 말하면 매우 예의에 어긋나게 들리겠지만

and lucky for you, and for my publisher,

그런데 여러분과 출판사에게는 다행스럽게도

I did eventually come to change my mind.

저는 결국 생각을 바꾸게 되었습니다.

In the course of writing that book

그 책을 저술하고

and studying the long history of civility and religious tolerance

예의 바름에 관한 오랜 역사와

17세기 무렵의 종교적 관용에 대해 연구하면서

in the 17th century,

I came to discover that there is a virtue of civility,

예의 바름에도 덕목이 있음을 발견하게 되었습니다.

and far from being bullshit, it's actually absolutely essential,

예의 바름이 절대 헛소리가 아니라 오히려 반드시 필요하다는 걸 알았죠.

especially for tolerant societies,

특히 관용적 사회에서 말이죠.

so societies like this one, that promise not only to protect diversity

그런 사회는 어떤 사회냐 하면

다양성을 지켜주겠다고 약속할 뿐만 아니라

but also the heated and sometimes even hateful disagreements

격하고, 때로는 혐오스런 이견조차 인정한다고 약속하는 사회입니다.

that that diversity inspires.

그런 이견도 다양성에서 나오죠.

You see, the thing about disagreement

그런데 '이견'을 뜻하는 'disagreement' 라는 단어를 보면

is that there is a reason

그 형용사인 'disagreeable'이 '불쾌한'의 뜻을 갖는 이유가 있습니다.

that "disagreeable" is a synonym for "unpleasant."

As the English philosopher Thomas Hobbes pointed out

1642년으로 거슬러 올라가 영국의 철학자 토마스 홉스는

all the way back in 1642,

that's because the mere act of disagreement is offensive.

의견 불일치의 단순한 행위가 모욕적이기 때문이라고 했습니다.

And Hobbes is still right. It works like this:

그런데 홉스의 말은 지금도 맞아요. 예를 들면 이런 식이죠.

so, if you and I disagree,

자, 여러분과 저의 의견이 서로 다릅니다.

and I'm right, because I always am,

그런데 제가 옳아요. 전 늘 옳은 말만 하거든요.

how am I to make sense of the fact that you are so very, very wrong?

그런데 여러분이 완전히 틀렸다는 걸 어떻게 증명할 수 있을까요?

It couldn't possibly be that you've just come to a different conclusion

여러분이 선의로 다른 의견을 받아들일 가능성은 없을 테니까요.

in good faith?

분명 뭔가 꿍꿍이가 있거나 아니면 멍청하거나

No, you must be up to something, you must be stupid,

bigoted, interested.

꽉 막혔고

뭔가 노리는 게 있거나 아마 미쳤다고 생각할 겁니다.

Maybe you're insane.

And the same goes the other way. Right?

그건 반대 입장에서도 마찬가지죠.

So the mere fact of your disagreeing with me

그래서 여러분이 저와 의견이 다르다는 단순한 사실만으로도

is implicitly an insult not only to my views, but to my intelligence, too.

저의 견해는 물론, 지성 측면에서도 절대적으로 모욕입니다.

And things only get worse when the disagreements at stake

그게 심해지는 경우는

기본적인 것에 있어서 의견 충돌이 생길 때입니다.

are the ones that we somehow consider to be fundamental,

whether to our worldviews or to our identities.

자신의 세계관이라든지 자신의 정체성에 대해서 말이죠.

You know the kinds of disagreement I mean.

어떤 종류의 의견 불일치를 말하는지 다들 아실 거예요.

One doesn't discuss religion or politics

식탁에서 종교나 정치를 논하거나

or increasingly, the politics of popular culture, at the dinner table,

한술 더 떠서 대중 문화의 정치성을 논하는 사람은 없습니다.

because these are the disagreements,

왜냐하면 이런 문제에 대해서는

these are the things that people really, seriously disagree about,

사람들이 실제로 진지하게 의견이 대립하게 되는 경우이고

and they define themselves against their opponents in the controversy.

상대방과 논쟁을 벌이는 과정에서 자신의 정체성을 규정하기 때문입니다.

But of course those fundamental disagreements

물론 그런 기본적인 문제의 의견 충돌은

are precisely the ones that tolerant societies

미국 같이 확실히 관용적인 사회에서는

like the United States propose to tolerate,

관대하게 받아들여집니다.

which perhaps explains why, historically, at least,

어쩌면 이 사실로부터

적어도 역사적으로 관용적인 사회에서

tolerant societies haven't been the happy-clappy communities of difference

다양성이 환영받지 못했던 이유가 설명될지도 모릅니다.

that you sometimes hear about.

No, they tend to be places where people have to hold their noses

아니에요. 그런 공동체에서는 마지 못해 받아들이는 것입니다.

and rub along together despite their mutual contempt.

서로를 경멸하면서도 친밀하게 지내는 것이죠.

That's what I learned from studying religious tolerance

그것이 제가 종교적 관용을 연구하면서 알게 된 것입니다.

in early modern England and America.

근대 초기 잉글랜드와 미국에서의 종교적 관용에 대한 연구였죠.

And I also learned that the virtue that makes

그리고 또 하나 알게 된 사실은

그럼에도 서로 해치지 않고 공존이 가능한 이유는

that un-murderous coexistence, if you will, possible,

is the virtue of civility,

예의 바름 덕분이라는 것입니다.

because civility makes our disagreements tolerable

왜냐하면 예의 바름은 이견을 참을 만하게 만들기 때문입니다.

so that we can share a life together even if we don't share a faith --

같은 신념을 갖지 않더라도 함께 살 수 있는 것이죠.

religious, political or otherwise.

종교, 정치 혹은 어떤 것이든지요.

Still, I couldn't help but notice

그리고 또 깨닫게 된 것이 있는데요.

that when most people talk about civility today --

오늘날 많은 사람들이 예의 바름을 따집니다.

and boy, do they talk about civility a lot --

예의 바름에 관해 정말로 많이들 말하는데요.

they seem to have something else in mind.

그것을 잘못 생각하고 있는 것 같아요.

So if civility is the virtue that makes it possible to tolerate disagreement

만약 예의 바름이 다른 의견을 인정하는 데 필요한 덕목이고

so that we can actually engage with our opponents,

이를 바탕으로 반대론자들과 실제로 논쟁할 수 있다면

talking about civility

예의 바름이란

seems to be mainly a strategy of disengagement.

논쟁을 피하기 위한 전략으로 볼 수 있습니다.

It's a little bit like threatening to take your ball and go home

마치 공을 가지고 집에 가버리겠다고 위협하는 것과 약간 비슷해요.

when the game isn't going your way.

경기가 뜻대로 안 풀릴 때 말이죠.

Because the funny thing about incivility

왜냐하면 무례함의 재밌는 점은

is that it's always the sin of our opponents.

그것이 늘 반대론자에게 죄가 있다는 것입니다.

It's funny.

웃기는 말이죠.

When it comes to our own bad behavior,

우리 자신의 나쁜 행실에 관해서는

well, we seem to develop sudden-onset amnesia,

갑자기 건망증이 찾아오기도 하고

or we can always justify it as an appropriate response

아니면 그걸 정당화하기 위해서

반대론자들의 무례함에 대한 적절한 대응이라고 말합니다.

to the latest outrage from our opponents.

So, "How can I be civil to someone who is set out to destroy

"내 주장에는 뭐든지 반박하는 사람에게 어떻게 예의를 갖출 수 있어?

everything I stand for?

And by the way, they started it."

아무튼, 그쪽이 먼저 시작한 거야."

It's all terrifically convenient.

이렇게 굉장히 쉽게 넘어갑니다.

Also convenient is the fact that most of today's big civility talkers

또 다른 편리한 점은

오늘날 예의를 따지는 사람들 대부분이

tend to be quite vague and fuzzy

예의 바름이 실제로 뭐냐는 물음에는 모호하고 애매한 태도를 보인다는 거예요.

when it comes to what they think civility actually entails.

We're told that civility is simply a synonym for respect,

예의 바름은 단순히 존중의 유의어라고 흔히 말하고

for good manners, for politeness,

좋은 예절과 공손함을 의미하지만

but at the same time, it's clear that to accuse someone of incivility

그럼에도 명백히 누군가를 예의 바르지 않다고 비난하는 것은

is much, much worse than calling them impolite,

공손하지 못하다고 하는 것보다 훨씬 훨씬 더 나쁩니다.

because to be uncivil is to be potentially intolerable

예의 바르지 않다는 것은 잠재적으로 용인할 수 없기 때문이죠.

in a way that merely being rude isn't.

단지 버릇없다는 것은 그 정도까지는 아니거든요.

So to call someone uncivil, to accuse them of incivility,

그래서 예의 바르지 못하다고 하고 예의 없음으로 비난하는 것은

is a way of communicating that they are somehow beyond the pale,

누군가가 여하튼 도리를 벗어나 있다고 전달하는 방식입니다.

that they're not worth engaging with at all.

함께할 가치가 전혀 없다는 거죠.

So here's the thing:

자, 요점을 말씀드리겠습니다.

civility isn't bullshit,

예의 바름은 헛소리가 아닙니다.

it's precious because it's the virtue that makes fundamental disagreement

가치있는 것이죠.

왜냐면 그 덕분에 근본적인 의견 불일치가..

not only possible but even sometimes occasionally productive.

가능할 뿐만 아니라 때로는 생산적이 되게도 하기 때문입니다.

It's precious, but it's also really, really difficult.

예의 바름은 중요하지만 또한 정말 정말 어렵습니다.

Civility talk, on the other hand,

예의 바름을 논하는 것은.. 한편으로는..

well, that's really easy,

글쎄요.. 그건 정말 쉬워요.

really easy,

정말 쉽지요.

and it also is almost always complete bullshit,

그리고 그것 또한 언제나 완전 헛소리라고 할 수 있습니다.

which makes things slightly awkward for me

그래서 이 상황이 제게는 약간 어색한데요..

as I continue to talk to you about civility.

저도 예의 바름에 관해 계속 말하고 있으니까요.

(Laughter)

Anyway, we tend to forget it,

여하튼..

우리는 자주 잊어버리지만

but politicians and intellectuals have been warning us for decades now

정치가와 지식인들이 지금까지 수십년 동안 경고한 것이 있습니다.

that the United States is facing a crisis of civility,

미국이 예의 바름의 위기에 직면해 있다고 경고했죠.

and they've tended to blame that crisis on technological developments,

그리고 그 위기를 불러온 것이 과학기술의 발달 때문이라고 탓하며

on things like cable TV, talk radio, social media.

케이블 TV, 라디오 토크쇼, SNS 같은 것들을 비난했습니다.

But any historian will tell you

역사가들은 이렇게 말할 거예요.

that there never was a golden age of disagreement,

의견 충돌의 황금기는 결코 존재하지 않는다고 말이죠.

let alone good feelings,

적어도 미국 정치에 그런 건 없습니다.

not in American politics.

In my book, though, I argue that the first modern crisis of civility

그렇지만 제 책에서도 언급했지만 예의 바름의 첫 번째 근대적 위기는

actually began about 500 years ago,

사실 약 500년 전에 시작됐습니다.

when a certain professor of theology named Martin Luther

그때 마틴 루터라는 이름의 어느 신학 교수가

took advantage of a recent advancement in communications technology,

당대 최신의 통신 기술을 활용했죠.

the printing press,

바로 인쇄기였습니다.

to call the Pope the Antichrist,

교황이 적그리스도라는 내용의 인쇄물을 만들었죠.

and thus inadvertently launch the Protestant Reformation.

그래서 의도치 않게 종교 개혁이 일어났습니다.

So think of the press, if you will, as the Twitter of the 16th century,

그래서 인쇄기를, 말하자면 16세기의 트위터라고 한다면

and Martin Luther as the original troll.

마틴 루터는 악성 댓글러의 원조나 마찬가지예요.

And I'm not exaggerating here.

있는 그대로 말씀드리자면

He once declared himself unable to pray

그가 한번은 분명히 말하기를 자신은 기도할 때마다

without at the same time cursing

누군가를 비난할 수 밖에 없었다고 했어요.

his "anti-Christian," i.e. Catholic, opponents.

'반기독교도인', 즉 천주교도들이 그 비난의 대상이었습니다.

And of course, those Catholic opponents clutched their pearls

물론 반대파인 천주교도들은 그 말에 깜짝 놀라서

and called for civility then, too,

예의를 갖출 것을 요구했죠.

but all the while, they gave as good as they got

그러나 그들도 당한 만큼 똑같이 되돌려 주었습니다.

with traditional slurs like "heretic,"

'이단자'라는 고전적 비방을 하거나

and, worst of all, "Protestant,"

더 심하면 '프로테스탄트'라고 비하했습니다.

which began in the 16th century as an insult.

'개신교도'라는 뜻으로 16세기에 모욕적 의미로 쓰이기 시작했죠.

The thing about civility talk, then as now,

그때나 지금이나 예의 바름을 이야기할 때 중요한 점은

was that you could call out your opponent for going low,

반대파에게 수준 낮다고 하면서

and then take advantage of the moral high ground

도덕적으로 우월한 위치를 차지하는 것입니다.

to go as low or lower,

그래야 더 수준 낮게 행동할 수 있으니까요.

because calling for civility sets up the speaker

왜냐하면 예의를 갖춰 달라고 하면

그걸 요구하는 쪽은 예의를 지키는 본보기가 되고

as a model of decorum while implicitly, subtly stigmatizing

무모하게 반대하는 상대방은 무례하다고 낙인 찍히기 때문이죠.

anyone with the temerity to disagree as uncivil.

And so civility talk in the 17th century becomes a really effective way

그래서 17세기에는 예의 바름을 거론하는 것이

종교적 기득권층에게는 좋은 수단이 되었습니다.

for members of the religious establishment

to silence, suppress, exclude dissenters outside of the established church,

기존 교회의 반대파들을 침묵시키고 억압하고 배제하는 수단으로 쓰였죠.

especially when they spoke out against the status quo.

특히 그들이 공개적으로 저항할 때는 더욱 그랬습니다.

So Anglican ministers could lecture atheists

그래서 영국의 성공회 목사들이 설교를 할 때는

on the offensiveness of their discourse.

무신론자들의 무례한 발언을 문제삼곤 했습니다.

Everyone could complain about the Quakers

모두가 퀘이커 교도들을 비난하며

for refusing to doff and don their hats

그들이 모자를 벗으며 인사하지 않고

or their "uncouth" practice of shaking hands.

무례하게 악수를 한다고 비난했죠.

But those accusations of incivility

그런 무례함에 대한 비난은

pretty soon became pretexts for persecution.

곧이어 박해의 구실이 되었습니다.

So far, so familiar, right?

여기까지는 익숙한 내용이죠?

We see that strategy again and again.

우리는 그런 전략을 자주 접합니다.

It's used to silence civil rights protesters in the 20th century.

20세기에 인권운동가들의 입을 막기 위해 이용되기도 했죠.

And I think it explains why partisans on both sides of the aisle

이 사실로 알 수 있는 것이 있는데요.

각 정당의 열혈 지지자들이

keep reaching for this, frankly, antiquated,

계속 이런 구식 전략을 꾀하는 이유를 알 수 있죠.

early modern language of civility

시대에 뒤떨어진 '공손함'을 들먹거리면서요.

precisely when they want to communicate that certain people and certain views

그건 바로 특정 집단과 그들의 특정한 견해가

are beyond the pale,

도리를 벗어났다고 알리고 싶지만

but they want to save themselves the trouble

실제로 그런 주장을 펼치기 위한 수고를 덜기 위해서입니다.

of actually making an argument.

So no wonder skeptics like me tend to roll our eyes

그래서 당연히 저와 같은 회의론자는

대화의 미덕을 말하기 시작하면 따분함을 느끼곤 합니다.

when the calls for conversational virtue begin,

because instead of healing our social and political divisions,

사회적, 정치적 분열을 치유함에 있어서

예의를 지나치게 강조하면 오히려 문제를 악화시키는 것 같아서죠.

it seems like so much civility talk is actually making the problem worse.

It's saving us the trouble of actually speaking to each other,

그것은 서로가 진지한 대화를 하지 못하게 하고

allowing us to speak past each other or at each other

서로 다른 말만 하며 자기 주장만 펼치게 만듭니다.

while signaling our superior virtue

자신이 도덕적으로 우월하다고 드러내면서

and letting the audience know which side we're on.

자신이 어느 편에 있는지 사람들에게 알리려 합니다.

And given this, I think one might be forgiven, as I did,

그래서 제가 이렇게 말해도 용서가 될 거라고 생각해요.

for assuming that because so much civility talk is bullshit,

예의를 지나치게 강조하는 게 헛소리라고 친다면

well then, the virtue of civility must be bullshit, too.

예의를 갖추는 미덕 또한 헛소리라고 할 수 있습니다.

But here, again, I think a little historical perspective goes a long way.

하지만 역사적 관점은 이게 전부가 아닙니다.

Because remember, the same early modern crisis of civility

생각해 보세요.

근대 초기의 예의 바름의 위기가,

that launched the Reformation

종교 개혁을 촉발했던 바로 그 위기가

also gave birth to tolerant societies,

관용적인 사회도 탄생시켰잖아요.

places like Rhode Island, Pennsylvania,

로드 아일랜드, 펜실베니아

and indeed, eventually the United States,

그리고 궁극적으로 미국과 같은 곳을요.

places that at least aspired to protect disagreement

이런 곳들에서는 적어도 이견을 보호하고자 했습니다.

as well as diversity,

다양성은 물론이고요.

and what made that possible was the virtue of civility.

그것을 가능케 해준 것이 예의 바름의 미덕이었습니다.

What made disagreement tolerable,

의견 불일치가 용인되고

what it made it possible for us to share a life,

우리가 더불어 살 수 있고

even when we didn't share a faith,

심지어 신념이 달라도 그럴 수 있었던 것은

was a virtue,

하나의 미덕 때문이죠.

but one, I think, that is perhaps less aspirational

그러나 제 생각에 그 미덕은 어쩌면 열망이 덜하고

and a lot more confrontational

훨씬 더 대립적인 미덕입니다.

than the one that people who talk about civility a lot today

오늘날 예의 바름에 관해 이야기하는 많은 사람들이

tend to have in mind.

마음에 두고 있는 것보다요.

So I like to call that virtue "mere civility."

저는 그 미덕을 일컬어 '최소한의 예의'라고 하고 싶습니다.

You may know it as the virtue that allows us to get through

아시다시피 그런 미덕은

헤어진 배우자와의 관계를 유지하는 데에 필요하죠.

our relations with an ex-spouse,

or a bad neighbor,

나쁜 이웃과의 관계나

not to mention a member of the other party.

다른 당의 구성원들과의 관계도 물론이고요.

Because to be merely civil is to meet a low bar grudgingly,

왜냐하면 최소한의 예의를 지키는 것은 마지못해 상대에게 맞춰주는 것이니까요.

and that, again, makes sense,

그런데 그것도 말이 되요.

because civility is a virtue that's meant to help us disagree,

예의 바름의 미덕이 있기에 우리가 반론할 수 있기 때문이죠.

and as Hobbes told us all those centuries ago,

그래서 몇 세기 전 홉스의 말대로

disagreeable means unpleasant for a reason.

"의견 불일치"가 "불쾌함"을 의미하는 것도 이유가 있는 겁니다.

But if it isn't bullshit, what exactly is civility or mere civility?

허나 헛소리가 아니라면

'예의 바름'과 '최소한의 예의'는 정확히 무엇일까요?

What does it require?

그것은 무엇을 필요로 할까요?

Well, to start, it is not and cannot be

자, 미리 말씀드리면

존중이나 공손함과는 같지도 않고 같을 수도 없습니다.

the same thing as being respectful or polite,

because we need civility precisely when we're dealing with those people

왜냐하면 예의가 정말로 필요한 때는

존중하기 어렵거나 불가능한 사람들을 대할 때이기 때문이죠.

that we find it the most difficult, or maybe even impossible, to respect.

Similarly, being civil can't be the same as being nice,

또한, 예의 바른 것은 친절함과도 같을 수 없습니다.

because being nice means not telling people what you really think about them

왜냐하면 친절함이 의미하는 것은

상대방에 대해 어떻게 생각하는지 말하지 않는 것이기 때문이죠.

or their wrong, wrong views.

그들의 잘못된 견해에 대해서도요.

No, being civil means speaking your mind,

반면에 예의 바르게 행동하는 것은 여러분의 생각을 말하는 것입니다.

but to your opponent's face,

그것도 상대방을 앞에 두고 말하는 거예요.

not behind her back.

뒤에서 수근대지 않고요.

Being merely civil means not pulling our punches,

최소한의 예의를 지키는 것은 비난하는 것을 의미합니다.

but at the same time, it means maybe not landing all those punches all at once,

그렇다고 해서 갑자기 주먹다짐을 하는 것도 아니에요.

because the point of mere civility

왜냐하면 최소한의 예의의 요점은

is to allow us to disagree, to disagree fundamentally,

근본적으로 반론 제시를 용인하면서도

but to do so without denying or destroying the possibility of a common life tomorrow

장래에 공존할 가능성을 부정하거나 파괴하지는 않는다는 것입니다.

with the people that we think are standing in our way today.

비록 지금은 상대방이 우리 앞길을 가로막고 있더라도 말이죠.

And in that sense, I think civility is actually closely related

그런 면에서 예의 바름은 실제로 다른 덕목과 긴밀히 연관되어 있습니다.

to another virtue, the virtue of courage.

바로 용기라는 덕목이죠.

So mere civility is having the courage to make yourself disagreeable,

그래서 최소한의 예의는 동의하지 않을 용기를 갖는 거예요.

and to stay that way,

그리고 그 상태를 유지한 채로

but to do so while staying in the room

반대파와 같은 공간에 있고

and staying present to your opponents.

함께 머무르는 것입니다.

And it also means that, sometimes, calling bullshit on people's civility talk

또한 사람들이 예의에 대해 논할 때 헛소리라고 말하는 것이야말로

is really the only civil thing to do.

사실 유일하게 예의 바른 행위라고 할 수 있습니다.

At least that's what I think.

적어도 저는 그렇게 생각해요.

But look, if I've learned anything from studying the long history

그런데, 그 오랜 역사를 공부하며 제가 뭔가 배운 것이 있다면

of religious tolerance in the 17th century, it's this:

17세기의 종교적 관용에 대한 연구에서 이걸 깨달았습니다.

if you're talking about civility as a way to avoid an argument,

여러분이 논쟁을 피하는 방편으로 예의 바름에 관해 말하고

to isolate yourself in the more agreeable company

더 우호적인 사람들 사이에서 자신을 고립시키는 수단이 되어

of the like-minded who already agree with you,

같은 생각으로 여러분 의견에 동의하는 사람들과 멀어지거나

if you find yourself never actually speaking to anyone

혹은 반대파와 실제로 진정한 대화를 하지 않고

who really, truly, fundamentally disagrees with you,

정말로 근본적으로 의견이 다른 사람들과 전혀 대화를 하지 않는다면

well, you're doing civility wrong.

글쎄요, 당신은 예의 바름을 잘못 행하고 있는 것입니다.
