So in 2011,

2011년,

someone broke into my sister's office

Now thankfully, the person was caught, arrested and charged to court.

When I get into court,

the clerks who were assigned to my sister's case informed her

that they wouldn't be able to process the paperwork

unless she paid a bribe.

Now, at first she thought it was part of a practical joke.

처음에 누나는 짓궂은 장난이라고 생각했습니다.

But then she realized they were serious.

하지만 이내 장난이 아님을 깨닫고,

And then she became furious.

분노했습니다.

I mean, think about it: here she was, the recent victim of a crime,

생각해보세요. 누나는 범죄사건의 피해자로 그 자리에 섰습니다.

with the very people who were supposed to help her,

자신을 도와주어야 할 사람들과 함께였죠.

and they were demanding a bribe from her.

그런데 그 사람들이 뇌물을 요구하고 있습니다.

That's just one of the many ways

이것은, 부정부패라는 것이

that corruption impacts millions of people in my country.

우리나라 수백만 명에게 영향을 끼치는 한 예에 불과한 겁니다.

You know, growing up in Nigeria,

나이지리아에서 자라다 보면,

corruption permeated virtually every element of the society.

실제로 부정부패는 사회 곳곳에 퍼져 있습니다.

Reports of politicians embezzling millions of dollars were common.

수백만 달러를 횡령한 정치인들 이야기가 흔하고요.

Police officers stealing money

경찰관이 돈을 훔치고

or extorting money from everyday hardworking citizens

하루하루 열심히 살아가는 시민들에게 돈을 갈취하는 것도

was routine practice.

놀랄만한 일이 아닙니다.

I felt that development could never actually happen,

발전이란 것은 없겠구나 싶었습니다.

so long as corruption persisted.

부정부패가 없어지지 않는 한 말이죠.

But over the past several years,

하지만 지난 몇 년 동안

in my research on innovation and prosperity,

혁신과 번영에 대해 연구하면서

I've learned that corruption is actually not the problem hindering our development.

부정부패가 실제로 발전을 막고 있는 문제가 아님을 깨달았습니다.

In fact,

현실은,

conventional thinking on corruption and its relationship to development

부정부패, 그리고 부정부패와 발전의 관계에 대한 우리의 보수적인 생각이

is not only wrong, but it's holding many poor countries backwards.

So, the thinking goes like this:

in a society that's poor and corrupt,

our best shot at reducing corruption is to create good laws,

enforce them well,

and this will make way for development and innovation to flourish.

이때 나라가 더 번창할 수 있는 발전과 혁신의 길이 열리겠다.

Now, it makes sense on paper,

그리고 지금, 이것이 이론상으로 통하고 있는데요.

which is why many governments and development organizations

그래서 여러 정부와 개발기구에서

invest billions of dollars annually

매년 수십억 달러를

on institutional reform and anti-corruption programs.

But many of these programs fail to reduce corruption,

because we have the equation backwards.

You see, societies don't develop because they've reduced corruption.

부패를 줄였다고 사회가 발전하는 게 아니라

They're able to reduce corruption because they've developed.

사회가 발전해서 부패를 줄일 수 있는 겁니다.

And societies develop through investments in innovation.

그리고 사회는 혁신에 대한 투자로 발전할 수 있다는 것입니다.

Now, at first, I thought this was impossible.

처음에, 저는 이것이 불가능하다고 생각했습니다.

Why would anyone in their right mind

왜 올바른 정신을 가진 사람들이

invest in a society where, at least on the surface,

어느 누구도, 보여주기 식으로라도

it seems a terrible place to do business?

사업하기에 정말 좋지 않은 곳에 투자하지 않을까.

You know, a society where politicians are corrupt

정치인들은 타락하고

and consumers are poor?

소비자들은 가난한 곳 말입니다.

But then, the more I learned about

the relationship between innovation and corruption,

the more I started to see things differently.

Here's how this played out in sub-Saharan Africa

as the region developed its telecommunications industry.

In the late 1990s,

1990년대 후반,

fewer than five percent of people in sub-Saharan Africa had phones.

In Nigeria, for example, the country had more than 110 million people

but fewer than half a million phones in the whole nation.

Now, this scarcity fueled widespread corruption in the industry.

I mean, public officials who worked for the state-owned phone companies

demanded bribes from people who wanted phones.

And because most people couldn't afford to pay the bribes,

phones were only available to those who were wealthy.

Then an entrepreneur named Mo Ibrahim

decided that he would set up a telecommunications company

on the continent.

Now, when he told his colleagues about his idea, they just laughed at him.

동료들에게 이 아이디어를 말했을 때, 모두 그를 비웃었습니다.

But Mo Ibrahim was undeterred.

And so in 1998, he set up Celtel.

1998년, Celtel을 설립합니다.

The company provided affordable mobile phones and cell service

to millions of Africans,

in some of the poorest and most corrupt countries in the region --

You see, in our research, we call what Mo Ibrahim built

Market-creating innovations transform complicated and expensive products

Now in this case, phones were expensive

before Celtel made them much more affordable.

As other investors -- some of his colleagues, actually --

saw that it was possible to create a successful mobile phone company

휴대폰 회사가 성공 하겠구나 라는 생각을 하게 됩니다.

on the continent,

they flooded in with billions of dollars of investments.

그리고 수십 억 달러를 투자하겠다고 달려듭니다.

And this led to significant growth in the industry.

이것이 이 산업의 어마어마한 성장을 이끌어냈습니다.

From barely nothing in 2000,

2000년, 거의 맨땅에서 시작했지만

today, virtually every African country now has

a vibrant mobile telecommunications industry.

The sector now supports close to one billion phone connections,

it has created nearly four million jobs

and generates billions of dollars in taxes every year.

These are taxes that governments can now reinvest into the economy

to build their institutions.

And here's the thing:

여기 중요한 것이 있습니다.

because most people no longer have to bribe public officials

휴대폰 하나 갖겠다고 공무원에게 뇌불을 줄 필요가 없어져서

just to get a phone,

corruption -- at least within this industry -- has reduced.

적어도 이 산업에서의 부정부패가 줄어든 것입니다.

Now, if Mo Ibrahim had waited for corruption to be fixed

모 이브라힘이 부정부패가 나아지길 기다리고 있었다면,

in all of sub-Saharan Africa before he invested,

그가 투자하기 전의 사하라 사막 이남 아프리카에서 마냥 기다렸다면,

he would still be waiting today.

지금도 여전히 기다리고 있을 것입니다.

You know, most people who engage in corruption know they shouldn't.

타락한 일에 관여된 사람들 대부분이 이러면 안된다는 것을 알고 있습니다.

I mean, the public officials who were demanding bribes from people

휴대폰을 얻으려는 사람에게 뇌물을 요구하던 공무원과

to get phones

and the people who were paying the bribes --

그리고 실제로 뇌물을 준 사람들은

they knew they were breaking the law.

자신이 법을 어기고 있다는 것을 알고 있었습니다.

But they did it anyways.

하지만 어찌됐든 그러한 일을 했습니다.

The question is: Why?

여기서 궁금한 점은, 왜 그랬을까요?

The answer?

그 답은 바로

Scarcity.

희소성입니다.

See, whenever people would benefit from gaining access

사람들이 희소한 무언가를 통해 혜택을 볼 때마다

to something that scarce,

this makes corruption attractive.

부정부패가 매력적으로 보이게 됩니다.

You know, in poor countries, we complain a lot about corrupt politicians

우리는 가난한 나라의 타락한 정치인에 대해 자주 불평합니다.

who embezzle state funds.

국가의 돈을 횡령하기 때문입니다.

But in many of those countries, economic opportunity is scarce,

하지만 이러한 나라에는 대부분 경제적 기회가 부족합니다.

and so corruption becomes an attractive way to gain wealth.

때문에 부정부패가 부를 얻을 수 없는 매력적인 방법이 되는 것이죠.

We also complain about civil servants like police officers,

우리는 경찰관 같은 공무원에 대한 불평도 하는데요.

who extort money from everyday hardworking citizens.

하루하루 열심히 사는 사람들의 돈을 갈취하기 때문입니다.

But most civil servants are grossly underpaid

하지만 대부분의 공무원들이 심각하게 적은 월급을 받고 있다는 것입니다.

and are leading desperate lives.

필사적으로 살아가고 있죠.

And so for them, extortion or corruption is a good way to make a living.

그렇기 때문에, 그들에게 갈취나 부정이 생계를 꾸리는 데 좋은 방법인 것입니다.

You know, this phenomenon also plays itself out in wealthy countries as well.

이러한 현상은 부유한 나라에도 적용됩니다.

When rich parents bribe university officials --

돈이 많은 부모가 대학교 관계자에게 뇌물을 주면,

When rich parents bribe university officials

so their children can gain admission into elite colleges,

그 아이들은 명문 대학교에 입학을 할 수 있게 됩니다.

the circumstance is different,

상황은 다르지만,

but the principle is the same.

원리는 똑같습니다.

I mean, admission into elite colleges is scarce,

명문대 입학을 희소가치라고 한다면,

and so bribery becomes attractive.

뇌물수수가 매력적이게 되는 것이죠.

The thing is,

중요한 것은,

I'm not trying to say there shouldn't be things that are scarce in society

저는 사회에 희소한 것들이 있어서는 안된다고 이야기 하는 것이 아닙니다.

or things that are selective.

선택적인 것들도 마찬가지고요.

What I'm just trying to explain

제가 설명드리고 싶은 것은

is this relationship between corruption and scarcity.

부정부패와 희소성 간의 관계입니다.

And in most poor countries, way too many basic things are scarce.

대부분 빈곤국에서, 기본적인 것이 너무도 부족합니다.

I mean things like food,

음식도 될 수 있고요.

education,

교육,

health care,

의료 서비스,

economic opportunity,

경제적 기회,

jobs.

일자리도 그렇습니다.

This creates the perfect breeding ground for corruption to thrive.

이러한 여건이 부정부패가 뻗어나가는 완벽한 환경을 조성하는 것입니다.

Now, in no way does this excuse corrupt behavior.

하지만 그렇다고 부정한 행동을 정당화시킬 수는 없습니다.

It just helps us understand it a bit better.

단지 조금 더 이해할 수 있게 해주는 것입니다.

Investing in businesses that make things affordable

더 많은 사람들이 어떤 물건을 쉽게 사서 이용할 수 있도록 투자하는 것이

and accessible to so many more people

attacks this scarcity

이러한 희소성을 공격하는 것이고,

and creates the revenues for governments to reinvest in their economies.

정부가 경제에 재투자 할 수 있도록 수입을 창출하는 것입니다.

Now, when this happens on a countrywide level,

이러한 일이 전국적 차원으로 일어난다면,

it can revolutionize nations.

국가를 대대적으로 바꿀 수 있습니다.

Consider the impact in South Korea.

한국의 영향을 생각해봅시다.

Now, in the 1950s,

1950년대,

South Korea was a desperately poor country,

한국은 지독하게 가난한 나라였습니다.

and it was very corrupt.

매우 타락했었고요.

The country was ruled by an authoritarian government

나라가 독재정부의 힘으로 움직였고,

and engaged in bribery and embezzlement.

뇌물수수와 횡령이 빈번하게 일어났습니다.

In fact, economists at the time said South Korea was trapped in poverty,

and they referred to it as "an economic basket case."

When you looked at South Korea's institutions,

even as late as the 1980s,

they were on par with some of the poorest and most corrupt African countries

at the time.

But as companies like Samsung, Kia, Hyundai

invested in innovations that made things much more affordable

for so many more people,

South Korea ultimately became prosperous.

한국은 마침내 강성해졌습니다.

As the country grew prosperous,

나라가 번영하면서

it was able to transition from an authoritarian government

독재정부에서

to a democratic government

민주정부로 바뀔 수 있었고,

and has been able to reinvest in building its institutions.

제도를 구축하는 데 재투자 할 수 있었습니다.

And this has paid off tremendously.

그리고 이것은 엄청난 이득을 가져옵니다.

For instance, in 2018,

한 예로, 2018년

South Korea's president was sentenced to 25 years in prison

대한민국 대통령이 징역 25년형을 선고 받았습니다.

on corruption-related charges.

부정부패 관련 혐의였죠.

This could never have happened decades ago when the country was poor

and ruled by an authoritarian government.

In fact, as we looked at most prosperous countries today, what we found was,

they were able to reduce corruption as they became prosperous --

not before.

그 전에는 불가능했습니다.

And so where does that leave us?

I know it may sound like I'm saying we should just ignore corruption.

부정부패를 그냥 무시해야 한다는 이야기로 들릴 수도 있지만,

That's not what I'm saying at all.

그것은 결코 제가 말하려는 것이 아닙니다.

What I'm suggesting, though,

제가 말씀드리고 싶은 것은,

is that corruption, especially for most people in poor countries,

is a work-around.

It's a utility

in a place where there are fewer better options to solve a problem.

더 나은 해결책이 없는 곳에 존재하는 것입니다.

Investing in innovations that make products much more affordable

많은 사람들이 제품을 살 수 있게 해줄 혁신에 투자하는 것은

for many people

not only attacks this scarcity

희소성에 공격을 가할 뿐 아니라

but it creates a sustainable source of revenue

지속적인 수입원을 만들어 준다는 것입니다.

for governments to reinvest into the economies

정부가 경제에 재투자 할 수 있게 해주는 수입원으로서,

to strengthen their institutions.

그들의 제도를 강화하기 위해 사용되는 것이죠.

This is the critical missing piece in the economic development puzzle

이것이 경제발전 퍼즐에서 잃어버린 중요한 조각입니다.

that will ultimately help us reduce corruption.

결과적으로 부정부패를 줄여주는 해답입니다.

You know, I lost hope in Nigeria when I was 16.

저는 열 여섯살 때 나이지리아에서 희망을 잃었습니다.

And in some ways, the country has actually gotten worse.

어떤 면에서는 실제로 나라 상황이 더 안좋아졌습니다.

In addition to widespread poverty and endemic corruption,

Nigeria now actually deals with terrorist organizations

But somehow, I am more hopeful about Nigeria today

When I see organizations investing in innovations

that are creating jobs for people

I mean organizations like Lifestores Pharmacy,

making drugs and pharmaceuticals more affordable for people;

or Metro Africa Xpress,

메트로 아프리카 익스프레스도 있는데,

tackling the scarcity of distribution and logistics for many small businesses;

이 곳은 여러 소기업들을 위해 유통과 물류의 희소성을 해결해 주는 곳입니다.

or Andela, creating economic opportunity for software developers --

소프트웨어 개발자들에게 경제적 기회를 마련해주는 안델라라는 곳도 있습니다.

I am optimistic about the future.

이러한 곳들을 볼 때, 저는 미래를 긍정적으로 보고 있습니다.
