I remember climbing to the top of our airing cupboard at home --

It was a disappointing afternoon.

In the end, it didn't come with a suit,

but I found there aren't many people like me in the environment sector

그러나, 환경 분야에 저 같은 사람은 드물다는 걸 알게 되었어요.

and being a Black economist who grew up in Derby

더비 출신의 흑인 경제학자란 점은

is my superpower in the fight for the environment.

환경을 위해 싸울 제 특별한 능력이 되었죠.

And we're facing huge challenges,

우리는 큰 시련을 맞고 있습니다.

but they are not insurmountable.

그러나, 극복할 수 없는 건 아니에요.

People have been working on climate change and nature restoration for years

사람들은 수년 간 기후변화와 생태계 회복에 노력해왔고

and they know what we need to do,

뭘 해야 하는지도 압니다.

and they know the sooner we act, the easier it will be.

더 일찍 행동할수록 더 쉬워질 거라는 것도요.

And we're not talking about a few green sectors.

We're talking about changing the whole economy,

using investment and policy to reward people and businesses

사람들과 기업에 보상하기 위한 투자와 정책을 통해

for the decisions they take that lower carbon

탄소 배출을 줄이도록 하고

and restore nature rather than degrade it.

환경을 파괴하기 보다 재건하도록 해야 하죠.

The problem is politicians aren't acting at the speed or scale we need them to

문제는 정치인들 행동의 속도나 규모가 우리 요구에 못 미친다는 거예요.

because they think the public want them to do something else first.

다른 일이 더 급하다고 생각하면서 말이죠.

Brexit, building more houses,

브렉시트, 주택 건설,

the economy, Brexit,

경제 발전, 브렉시트,

health sector, Brexit.

의료 발전, 브렉시트.

(Laughter)

How do we put the environment at the top of that list?

어떻게 해야 환경을 1순위로 만들 수 있을까요?

My answer is ... we don’t.

제 대답은...‘할 수 없다’에요.

We look at this the other way around instead.

대신 다른 관점에서 생각해 봅시다.

We show how moving to a green economy

녹색 경제로 바꿈으로써

delivers on the things that people are already worried about.

기존 걱정거리들을 해결할 수 있다는 걸 보여주는 거죠.

It improves their lives,

환경을 걱정하든 말든 간에, 사람들의 삶의 질은 나아집니다.

whether they care about the environment or not.

We're at the point we need to have a very different conversation with people

이제 정반대의 대화를 해야 할 상황에 놓여 있어요.

because we need to make the case to rapidly move to a green economy,

녹색 경제로 빠르게 전환해야 하기 때문입니다.

at a time people are facing real economic challenges,

사람들이 실제로 경제적 어려움을 겪고 있고

and we can't ask them to put that to one side.

그 문제를 잠시 미뤄두라고 할 수도 없습니다.

And we need to make the case to rapidly move to a green economy

또한, 인구가 급증하게 될 때 녹색 경제로의 빠른 전환이 필요합니다.

at a time of rising populism,

which says leaving the EU

유럽연합을 탈퇴하고

or stopping immigration will solve all our problems.

이민을 금지하면 현재의 문제를 해결한다고 하죠.

It won't,

그런 일은 없어요.

but we have to give people real solutions instead.

대신, 사람들에게 현실성 있는 해결 방안을 제시해야 해요.

So what does my perspective tell us?

그럼 제가 보는 관점은 뭘까요?

I grew up in Derby,

전 더비에서 자랐어요.

an industrial city right in the middle of the country

영국 한가운데에 있는 산업도시죠.

at the foot of the peak district,

고원지대 끝자락에 위치한,

some of the most beautiful countryside in the UK.

영국의 가장 아름다운 시골 지역 중 한 곳이죠.

전 지역 경제 발전에 관한 일을 했습니다.

And I started my career in regional economics,

and I know the UK has got the biggest differences

영국은 지역 경제 발전에 있어서 가장 큰 차이점을 갖고 있습니다.

in regional economic performance

of any economy in the advanced world.

다른 선진국들과 비교해서 말이죠.

Wealth is concentrated in London

런던에 모든 부가 집중되어 있죠.

and we spend our time -- concerning the economy,

그리고, 런던의 경제 문제에 대해서만 고민합니다.

that's the only region that matters.

And that really frustrates people,

그건 정말 실망스런 일입니다.

and it's really bad economics.

그리고 굉장히 뒤쳐진 경제죠.

For too long, we've ignored agriculture and manufacturing,

너무 오랜 시간 동안, 농업과 제조업,

two of the most important sectors for the environment,

즉, 환경에서 가장 중요한 분야들을 경시해왔어요.

that need to pioneer new ways of producing goods and food sustainably.

Being an economist,

경제학자가 되면서,

I know that UK productivity has stalled

영국의 생산체계가 멈췄다는걸 알게 됐어요.

and the average weekly wage has not recovered

since the financial crisis.

That's a decade of lower pay.

최저 급여가 10년간 유지되어 왔습니다.

And that really hurts.

정말 가슴 아픈 일이죠.

We need to invest in our economy,

우리는 경제에 투자해야 해요.

so businesses are competing, not on the basis of low wages,

사업체들은 낮은 급여 수준만 놓고 경쟁할 것이 아니라

but on high-design, engineering, smart use of resources,

높은 수준의 디자인, 공학 기술, 실용적인 자원 이용 등

all the things we need to succeed in a green economy.

모든 분야에서 성공적인 그린경제를 추구해야 합니다.

And being mixed race,

다인종 문제에 있어서

I know the dangers of populism.

포퓰리즘의 위험성은 알고 있어요.

I feel them personally.

개인적으로 느끼고 있죠.

I see people being divided

사람들이 분열되는 걸 봤고,

and told that some group or other is to blame for all their problems.

자신들의 문제를 다른 공동체의 탓으로 돌리는 걸 봤죠.

그래서는 그 누구의 삶도 향상시키지 못 합니다.

And I know that's not going to improve anybody's lives,

but the environment sector isn't reaching those people

그러나, 환경 분야의 문제는 그들과 동떨어져 있습니다.

우리는 그걸 변화시켜야 해요.

and we have to fix that.

You might be asking,

아마 이렇게 물을 수도 있어요.

why do we need to change the conversation now,

왜 지금 그런 걸 걱정해야 하냐고요.

when interest in the environment has never been higher?

환경에 대한 관심이 크지도 않은데요.

Aren't we already winning?

이미 충분히 발전하지 않았냐고 말이죠.

Yes, in some ways we are.

어떤 부분에서는 맞아요.

But we have all the people

그러나, 곤경에 처한 북극곰과 열대우림의 파괴를 보고

who are motivated by the plight of the polar bear

and the loss of the rain forest.

자극받은 사람들이 있어요.

We have all the people who can change their whole life around

탄소 배출량을 줄이는 모든 선택들을 함으로써

and make every decision

우리 삶 전체를 변화시키려는 사람들도 있습니다.

based on how they lower their carbon footprint.

You might be one of those people,

당신이 그들 중 하나일 수 있어요. 정말 대단한 개척자 말이죠.

that is amazing, you are a trailblazer.

But that is not a route that everyone can follow.

하지만 누구나 할 수 있는 일은 아니에요.

And it is not enough to rely on what individuals can do by themselves.

개인의 노력만 믿는 건 충분하지 않죠.

Now, we also need the backing

이제, 다른 데 관심을 두는 사람들을 끌어들여야 합니다.

of people who've got other things on their mind:

bills to pay,

내야 할 세금,

a busy and polluted route to school for the kids,

통학하는 아이들이 지날 복잡하고 더러운 도로,

crap job, no prospects,

형편없는 직업, 불투명한 희망,

living in a town where more businesses are closing than opening.

영업중인 상점보다 닫은 곳이 더 많은 그런 도시에서 사는 것.

They need to know the green economy is going to work for them.

녹색 경제가 그런 사람들을 위한 것임을 알아야 해요.

They do not need another thing to worry about.

다른 건 걱정할 필요가 없어요.

죄책감을 느낄 필요도 없죠.

They do not need to be made to feel guilty.

갖고 있지도 않은 걸 희생하라고 강요당하지도 않을 거에요.

And they do not need to be asked to sacrifice something they don’t have.

It's like the gilets jaunes protesters were saying in France

프랑스의 노란 조끼 시위대가 주장한 것과 비슷한 거에요.

about fuel prices and the cost of living:

연료값과 생활비에 대해서 말이죠.

"You want us to worry about the end of the world

“우리가 일주일을 버티는 걸 걱정할 때 당신들은 세상의 종말을 이야기한다.”

when we're worried about the end of the week."

If we're not listening to those people,

우리는 이 말에 귀기울이지 않더라도 인민주의자들은 그럴 거라 확신해요.

you can be sure that the populists are.

In my experience,

제 경험상,

if you want to achieve change and persuade people,

세상을 변화시키고 사람들을 설득하고 싶다면

you have to talk to them about things that they care about,

그들이 중요하게 여기는 것에 대해 얘기해야 해요.

당신이 중요하게 여기는 것 말고요.

not the things you care about.

사람들에게 우리나라가 겪고 있는 가장 큰 위기가 뭐냐고 묻는다면,

And if you ask people,

what are the biggest issues facing the country?

아마 대부분의 사람들은 브렉시트라고 대답할 것이며,

They say Brexit, that's said by most people by far,

and then they say health,

그 다음은 건강,

and then the environment comes level pegging with crime and the economy.

그 다음에 환경, 범죄, 경제가 비슷한 순서로 나올 거에요.

Rather than constantly trying to put environment at the top of the list,

환경을 우선 순위로 두려고 끊임없이 노력하기보다

we need to show how delivering a green economy

어떻게 녹색 경제가 우리의 건강, 행복, 삶의 질 향상,

will improve our health and our well-being and our quality of life,

더 나은 직업과 경제, 더 많은 기회를 가져다 줄지 보여줘야 해요.

how it will deliver better jobs, a better economy,

more opportunities.

I'd even go as far as to say

더 나아가서는 브렉시트 문제에 대해서도요.

how it deals with the underlying consequences of Brexit.

How does environmental policy do all that?

환경 정책이 그 모든 걸 할 수 있을까요?

We keep being told that it's going to cost too much to save the planet.

지구를 살리려면 많은 돈이 든다고들 하죠.

그건 사실이 아니에요.

That's not true.

The best source on this

최선의 자원은,

is the global commission for climate and the economy.

환경과 경제를 위한 세계적인 위원회에요.

That's economists,

즉, 경제학자들,

former heads of states and finance ministers.

지역대표들 그리고 재정부처들이죠.

And they looked at all the costs and benefits of acting

그들은 정책을 실시할 때와 아닐 때의 비용과 이익을 비교해봤어요.

compared to not acting.

And they worked out the investments we need

지구온도 상승을 1.5도 이내로 유지하는 데 필요한 비용도 검토했죠.

to keep the planet within one and a half degrees temperature rise

actually improve the economy.

이는 실제로 경제를 발전시킵니다.

And that was true globally,

전 세계는 물론이고

and it's true for the global South that really suffer if we don't act.

대처가 없다면 고통받게 될 개발도상국가들도 마찬가지입니다.

And those calculations were based on the most prudent estimates

이러한 계산은 비용과 이익을 신중하게 따진 결과입니다.

of the cost and benefits,

not counting all the innovation benefits

정책 진행 중에 얻는 혁신적 혜택과 절감 비용을 제외하고 말이죠.

and the cost savings we're likely to realize on the way.

And it's the same story in the UK.

영국도 마찬가지에요.

The investments we need to make to move to a net zero economy

‘순 제로 경제’를 위한 투자는

will pay for themselves in jobs, opportunities, health and well-being.

직업, 기회, 건강과 행복으로 대가가 주어질 것입니다.

And that's just the climate action.

단지 기후 활동뿐만 아니고요.

It's increasingly clear

기후와 환경 위기에 대비해야 한다는 건 점점 확실해지고 있죠.

we need to deal with climate and nature risk together.

Species loss, habitat loss, climate change

종의 멸종, 서식지 파괴, 기후 변화는

are all driven by the same broken patterns of consumption and production.

소비와 생산의 잘못된 순환에서 발생합니다.

If we get this right,

이를 바꾼다면,

dealing with climate change will help us preserve nature,

기후 변화에 대한 대책은 자연을 보호하는 방법이 될 것이며,

and investing in nature will help us mitigate and adapt to climate change.

환경에 대한 투자는 기후 변화의 완화와 적응을 도울 거예요.

The natural capital committee in the UK calculated that every one pound we spend

영국의 천연자원위원회(NCC)의 계산에 따르면

산림, 갯벌, 환경 다양성에 1 파운드를 투자하면

on our forests, our wetlands, our biodiversity,

gives us four to nine pounds back in social and economic benefits.

사회 및 경제에는 4에서 9 파운드의 이윤으로 돌아온다고 합니다.

And I've said all that, and it's true,

제 말씀이 모두 사실이더라도

but it means nothing to most people.

대부분의 사람들에게는 별로 와닿지 않죠.

I get a bit closer.

더 자세히 들여다 볼게요.

If I start talking about the investments we have to make in our houses,

만약, 도시 외곽 지역에 집을 짓고, 사업을 운영하고,

our businesses, transport infrastructure,

교통 시설을 만드는 것들에 대해 얘기하기 시작한다면,

in our countryside,

because those investments have got direct benefits for people,

이런 투자들은 사람들에게 직접적인 영향을 줄 거에요.

as well as the planet.

지구는 물론이고요.

They mean less drafty houses,

즉, 찬바람이 덜한 집들,

a less stressful and congested journey to work,

스트레스를 덜 받고 별로 혼잡하지 않은 출근길,

less flooding, cleaner air.

홍수도 줄어들고, 더 깨끗한 공기도 얻게 되죠.

So is that going to convince a gilets jaunes protester?

이런 걸로 노란조끼 시위대를 설득할 수 있을까요?

No.

아니요.

It is not enough to say there's all this great stuff coming.

이 정도 보상으로는 충분하지 않아요.

We have to show how it's going to reach people.

우리 삶에 어떤 영향을 줄지 보여줘야 합니다.

We can't have schemes for insulating your home

단열이나 난방시설, 태양 전지판을 설치하는 것 같은 계획은 아닙니다.

and installing a heat pump and a solar panel,

which are only accessible to people who own their own home.

그건 집의 소유자만을 위한 거죠.

In the UK,

영국에서는,

renters have got 10 percent less disposable income

세입자들은 주택 소유자보다 10% 적은 소득을 받고 있어요.

than people with a mortgage.

And they're the ones who need government policy

세입자들이 원하는 정부 정책은 단열 공사를 집주인이 하도록 하는 거죠.

to make sure their landlord insulates their home.

We can't just talk about 210,000 jobs which have been created,

새로 생긴 21만 개의 직업이나

적은 탄소량과 재생 가능한 경제에 대해서만 얘기할 수는 없어요.

and low-carbon and renewable industries.

We also have to talk about how so-called dirty industries,

이른바 오염 경제라 불리는 것들과 건설 및 제조업 얘기도 해야 하죠.

construction and manufacturing,

how they will generate better quality, highly skilled jobs

더 질 좋고, 전문적인 직업을 창출하기 위해

if they're investing in water, energy, material efficiency,

물, 에너지, 원자재 효율성에 얼마나 투자하고

in products that last longer and produce less waste.

더 오래가고 쓰레기가 적은 제품을 어떻게 만들 수 있을지를요.

We haven't even done the basics yet.

아직 기초도 마무리하지 못했어요.

We haven't even stopped supporting fossil fuels.

화석 연료에 여전히 의존하고 있죠.

The UK has got the biggest fossil fuel subsidies

영국은 다른 EU 국가들에 비해 가장 많은 화석연료 보조금을 투자합니다.

of any country in the EU.

Most of those are tax breaks to oil and gas companies,

대부분은 유전 회사들이 세금을 낭비하는 것이기에

which we should just stop.

중단하면 되죠.

But some of it is more complicated.

그러나, 몇몇의 문제들은 더 복잡해요.

No politician is going to stop winter fuel payments to an old person

난방비를 걱정하는 노인들을 생각하면 연료 보조금을 끊을 정치은 없죠.

who's worried about paying their heating bill,

unless they first put in place a retrofitting scheme

so that person has a warm, and comfortable home instead.

No politician is going to raise fuel levy

and we know that's true because it hasn't risen since 2011.

No politician is going to do that

and really change the incentives for owning a petrol and diesel car,

차량 소유자에 대한 혜택을 바꾸지도 않을 거에요.

unless they first put in place good quality, affordable public transport,

좋은 품질에 적당한 가격의 대중교통 제도를 시행하고,

a scrappage scheme

폐차 지원 제도로 사람들이 전기차로 바꾸도록 하고,

so people can upgrade to an electric vehicle,

and charging infrastructure,

특히 농촌 지역에 충전 시설을 만들고,

especially in rural areas,

so people aren't cut off from the shops and work and college.

가게, 직장 또는 대학에서 잘리지 않는 게 먼저여야 하죠.

And until that happens,

이런 일이 일어나기 전에는

the electric vehicle market doesn't take off

전기차 시장은 유행하지 않을 것이며

and we don't get the benefits of cleaner,

더 깨끗하고, 덜 혼잡하고, 살기 좋은 도시를 얻을 수 없습니다.

less congested, more livable cities.

The environment sector has to show it's on the side of people

이런 해결책이 필요한 사람들에게 환경 분야가 알려줘야 해요.

who need these solutions.

We have the technical side.

기술부분도 고려해야 하죠.

Now we need the social and economic policies to make this work for people.

이게 실제로 작동하도록 할 사회경제적 정책들이 필요해요.

And this isn't just a moral preference for fairness.

공평함을 추구하는 문제가 아닙니다.

This is also about effective policy.

효과적인 정책에 대한 것이죠.

Everywhere in the world is facing these same challenges.

전 세계가 이와 동일한 문제를 마주하고 있어요.

And businesses want to invest in the solutions

기업들은 해결책이 있을 때 투자하려고 합니다.

in the places where government is really thinking

변화에 대해서 정부가 어떤 조건을 제시할지,

about how to create the conditions for change

and how to build a widespread public support.

광범위한 대중의 지지를 어떻게 얻을지에 따라서요.

The people-side of this is not somebody else's job.

이런 일을 하는 건 다른 누군가의 직업이 아니에요.

This is our job as environmentalist too.

환경운동가인 우리가 해야 할 일이죠.

The environment sector has to be right in the middle of a conversation

환경 분야가 이 논의의 중심이 되어야 합나다.

about what kind of country we want to be

우리가 어떤 국가가 되고 싶은지,

and how our policies will really improve people's lives.

정책들로 우리 삶을 어떻게 향상시킬지 다뤄야 해요.

The fairness of the green transition is not a "nice to have."

녹색 변화의 공정성은 “있으면 좋은 것“이 아니에요.

It is a thing that will make the transition happen or not.

변화를 줄지 말지에 대한 것이죠.

We will get stuck in protests if we don't make this work for people.

만약 이런 성과를 내지 못한다면 대중의 저항에 발이 묶일 겁니다.

If you're serious about moving to the green economy, like I am,

만약, 저처럼 녹색 경제에 다다르는 문제에 진지하다면,

you have to be serious

필요한 이들에게 도움이 되는 걸 가장 중요하게 여겨야 해요.

about getting the benefits to the people who need them first.

There is no way of delivering a change this big without doing that.

그렇지 않고는 이렇게 큰 변화를 일으킬 방법은 없어요.

So my superpower might not be to do whatever a spider can.

제게 스파이더맨 같은 초능력은 없을지도 모릅니다.

But I can talk about the policies we need to green our economy

그러나, 녹색 경제를 위한 정책들에 대해 얘기할 수 있어요.

in a way a factory worker in Derby

더비의 공장 노동자와 컴브리아의 농부를 위한 정책 말이죠.

and a farmer in Cumbria can get behind.

My superpower

제 특별한 능력은,

is not trying to add to the list of things that people care about,

사람들이 신경쓰는 것들의 목록을 추가하는 게 아니라,

but showing how the plan for a green economy

녹색 경제를 위한 계획이

is a plan to improve lives right now.

현재의 삶을 어떻게 바꿀지를 보여주는 거에요.
