These two Kenyan ladies were best friends

but they'd stopped seeing each other, literally, for 10 years,

because both had gone blind from a curable condition called cataracts.

두분 다 백내장에 걸려 앞이 보이지 않았기 때문이죠.

They hadn't been aware they'd been sat together for over an hour

저희가 수술을 해드리기 위해 가까운 병원으로 모셨을 때,

when we offered them surgery at the nearest hospital.

한시간 넘게 같이 앉아 계셨는데, 서로의 존재를 전혀 느끼지 못하더군요.

Mama Jane, on the right, told me

오른쪽의 제인 아주머니는

her biggest fear was that she would poison her grandson,

얼굴 한 번 보지 못한 손자에게 상한 음식을 줄까봐

whom she'd never seen,

늘 무섭다고 제게 말씀하셨습니다.

because she couldn't see what she was cooking for him.

음식을 할 때 보이지가 않으니까요.

Her arms were covered in burns from cooking on a charcoal stove,

팔에는 숯 화덕에 데인 상처가 가득했고

and she despaired that she was robbing her six-year-old grandson of his childhood

그녀의 눈이 되어주는 6살짜리 손자에게

because he was effectively her eyes.

짐이 되고 있다고 한탄하셨습니다.

The effect of her blindness was going through the generations.

앞을 보지 못해 겪는 불운이 대물림이나 되는 것처럼

He wasn't able to go to school or break the cycle of poverty.

손자는 학교에 갈 수 없어 가난의 굴레를 벗어나기 힘든 상황이었죠.

All of this, despite cost-effective solutions existing.

11만원 정도면

Cataract surgery can be done in under 10 minutes

10분도 안걸리는 백내장 수술을

for just a hundred dollars.

받을 수 있는데 말이죠.

Four in every five people who are blind don't need to be;

앞이 보이지 않는 5명 중 4명은

curative or preventive treatments already exist.

예방할 수 있었거나 치료가 가능합니다.

Fortunately for Mama Jane and her friend,

다행히 제인 아주머니와 친구는

a donor had provided treatment

기부를 통해 치료를 받게 됐고

so that we could take them to the nearest hospital

세 시간 거리의 근처 병원으로

three hours away.

저희가 모셨습니다.

But in that very same clinic,

그곳에서 저는

I met Theresa,

'테레사'를 만나게 됐죠.

a shy young woman who couldn't look me in the eyes,

이 수줍음 많은 어린 여성은 저와 눈을 마주치지 못했는데

not because she couldn't see,

앞을 보지 못해서가 아니라

but the appearance of the growth on her eyes called pterygium

익상편 때문에 눈에 백태가 생겨

meant she'd lost her confidence,

and with it, her place in her community.

사람들과도 어울리지 못했던 것입니다.

She had no prospects for marriage or children

결혼이나 아이를 가질 생각도 못했고

and had been completely ostracized.

철저히 외면당했죠.

I knew how to treat her condition; it was pretty straightforward.

제법 간단한 치료법을 제가 알고 있었지만

But we had strict instructions that the funds we had

저희 기금은 백내장 환자에게만

were for people with cataracts.

사용할 수 있게 정해져 있었습니다.

What was I supposed to do?

제가 어떻게 해야 했을까요?

Ignore her?

못본 척 해야 했을까요?

My wife and I managed to raise the funds to cover her treatment,

저는 아내와 함께 치료비를 모금했고

but situations like Theresa were common every day,

테레사처럼 "부적절한 질병"으로 고생하게되는 상황이

where people had the wrong diseases.

아주 흔하다는 걸 알게 됐습니다.

And by the "wrong diseases,"

"부적절한 질병"이란,

I mean conditions for which funding hadn't been earmarked.

기금을 책정받지 못한 질병을 말합니다.

Earmarking may seem like smart business or smart philanthropy on paper,

서류상으로는 기금책정이 효율적인 사업이나 자선활동으로 보이지만

but it doesn't make any sense when you're looking the person in the eye.

현장에서 직접 사람들을 대하다 보면 말이 안되는 경우가 많고

Yet, this is how we deliver health care to millions of people the world over.

아직도, 전세계 수백만 명에게 의료 혜택을 제공하는 방식으로 쓰이고 있습니다.

I've been thinking about this problem for a very long time.

저는 오랫동안 이 문제에 대해 고민해 왔습니다.

Things happened to me at the age of 12 that completely transformed my life.

제가 12살 때, 제 삶을 바꿔준 일이 생겼습니다.

My teachers insisted that I would go for an eye test.

선생님께서 시력검사를 꼭 받아보라고 말씀하셨는데

I resisted it for as many years as I could

몇년 동안 말을 듣지 않았죠.

because as the only brown boy in the school,

학교에서 유일한 유색인종이라서

I already felt like a chocolate chip in rice pudding,

항상 흰 쌀 푸딩 위의 초콜릿 칩 같았고

and the idea of looking more different was not particularly appealing.

될 수 있으면 남들과 다르게 보이고 싶지 않았으니까요.

You see, I'd associated an eye test with wearing glasses

시력검사를 받으면 안경을 써야하고

and looking different,

잘 보이는 게 문제가 아니라

not with seeing differently.

남들과 다르게 보이는 게 싫었던 거죠.

When eventually I was persuaded to go,

그러다 결국, 시력 검사를 받았고

the optometrist fitted me with the trial lenses

검안사 선생님이 제게 맞는 검안렌즈를 끼워 줬을 때

and was shocked at just how poor my sight was.

형편없었던 제 시력에 충격도 좀 받았습니다.

He sent me outside to report what I could see.

그분은 저한테 밖에 나가서 뭐가 보이는지 말해 달라 하셨습니다.

I remember looking up and seeing trees had leaves on them.

전 위를 쳐다봤고, 나무에 무성했던 잎사귀들을 지금도 기억합니다.

I had never known this.

전엔 전혀 보지 못했거든요.

Later that week, for the first time, I saw stars in the night sky.

그 주에, 태어나서 처음으로 밤하늘의 별들을 봤는데

It was breathtaking.

정말 장관이었죠.

In fact, the entire trajectory of my life changed.

실제로 제 삶이 바뀌었습니다.

I went from a failing child at school who was constantly told I was lazy

게으르고 집중하지 못한다는 소리를 항상 들으며

and not paying attention

뒤쳐지던 아이에게

to suddenly being a child with opportunity and potential.

새로운 기회와 잠재력이 별안간 생긴 것입니다.

But I soon realized that this opportunity was not universal.

곧, 이런 기회는 흔치 않다는 사실도 알게 됐죠.

That same summer, in Egypt,

그 해 여름

the home where my parents are originally from,

제 부모님의 고향인 이집트에서

I was with children that looked a lot more like me

저와 생김새만 비슷했지 너무나 달랐던

but couldn't have been more different.

아이들과 지내게 됐습니다.

What separated us was opportunity.

그 차이는 바로 기회의 여부에 있었죠.

How is it that I had this life and they had theirs?

"어떻게 서로 사는게 이렇게 다르지?"

It still makes no sense to me.

아직도 이해하기 힘든 부분입니다.

How is it we've --

도대체 어떻게...

in a world where glasses, that completely changed my life

제 삶을 완전히 바꿔준

have been around for 700 years,

700년의 역사를 가진 안경이

yet two and a half billion people still can't access them.

25억이나 되는 사람들에겐 여전히 보급되고 있지 않다는 사실 말이죠.

This deep sense of injustice drove me to become a doctor,

정말 불공평한 일이라 생각해 전 의사가 되기로 마음먹었고,

eventually an eye surgeon,

결국 안과 의사가 됐습니다.

and in 2012, my wife and I packed our bags and moved to Kenya

2012년, 제가 받은 혜택을 사회에 환원하기 위해

to try and give something back.

아내와 함께 짐을 챙겨 케냐로 갔습니다.

We started by setting up a hundred eye clinics

먼저, 케냐 대지구대를 따라

across the Great Rift Valley,

안과 100개를 개설했고,

where we met people like Mama Jane and Theresa.

제인 아주머니와 테레사도 그때 만나게 됐죠.

We founded a new organization called Peek Vision,

그리고 '피크 비전'이라는

a social enterprise where we built smartphone technology

스마트폰 기술을 활용하는 사회적 기업을 설립해

that makes it possible for people in the community

지역마다 각 가정에서

to find people in their homes,

의료 혜택을 받지 못하는

the most vulnerable groups who are being missed,

소외된 사람들을 찾아

and created new tools that made it easier to diagnose them

쉽게 진단받고 치료받을 수 있는

and connect them to services.

새로운 시스템을 개발했습니다.

Inspired by the challenges I'd had as a child,

제 어린 시절의 경험을 살려

we equipped teachers, 25 of them, with smartphones

25분의 선생님께 스마트폰을 나눠드리고

to screen children in schools.

학교에서 검진을 할 수 있게 했죠.

Our first program resulted in 21,000 children

9일간 진행된 첫 프로그램에서 2만 1천 명의 학생들이

being screened in just nine days.

검진을 받았습니다.

That same program was replicated to reach 200,000 children,

전 지역으로 확장해, 20만 명의 학생들이

covering the entire district.

그 혜택을 받을 수 있었죠.

Soon we were able to repeat this in six new programs

곧 여러 나라에서, 6개의 새로운 프로그램을

in different countries.

시작할 수 있었습니다.

But now, I was faced with the very same problems I had with Theresa

여전히, 기금이 책정되지 않은 병을 가진 테레사와 같은 문제는

of earmarked funds,

but now as an organization.

People wanted to fund specific projects

or particular diseases

or subsets of the population.

But it didn't make sense,

because what we needed to do was build an incredible team

저희가 원했던 건 좋은 팀을 꾸려

who could create the systems that would change the lives

어떤 병이든 상관없이, 수백만 명의 삶을 바꿔 줄

of millions of people, whatever their needs were.

체계를 구축하는 것이었지만

But it didn't work that way.

Soon, we were able to align ourselves with partners who understood,

because I understand the challenge.

뜻을 같이 하는 동료들을 만나게 됐습니다.

Ultimately, you need to trust where your money's going,

결국 문제는 기금운용의 투명성을 높이기 위해

and that trust usually manifests through the requirement

세부적인 계획을 세우며 엄청난 양의

to create detailed plans -- lots of paperwork.

서류작업을 해야 하는 데 있었습니다.

But what happens if the dynamic needs of people

하지만 기금이 지출되는데 꼭 필요한

don't fit with the plan that you created,

목록에 포함되지 않는

and your funding is dependent on delivering the plan?

상황이라면 어떻게 해야 할까요?

You end up with a choice:

둘 중 하나죠.

Do you serve the plan, the funder,

기금을 운용하는 곳의 방침에 따르거나

or do you serve the need?

필요한 곳에 일단 쓰고 보는 거죠.

This is not a choice we should have to make,

사실 선택의 문제가 아닙니다.

because ultimately, we can only serve one master.

결국 누구에게 봉사할 지는 정해져 있으니까요.

The measure of our humanity

인간미를 가늠하는 척도는

is how we serve the most vulnerable amongst us.

얼마나 주변의 소외된 사람들을 돕는 지에 달려 있습니다.

Currently, the system is not working, and too many people are being left behind.

소외된 이들이 너무 많은 오늘날, 인간미를 찾아보긴 쉽지 않습니다.

We've been fortunate to find incredible supporters and partners,

운 좋게도 저희는 대단한 후원자들과 동료들을 만났고

which led to a new program in Botswana,

'보츠와나'에서 시작한 새 프로그램으로

in which every single schoolchild is being screened and treated

2021년까지, 모든 학생들이 검진과 치료를 받을 수 있게 준비했습니다.

by the end of 2021,

meaning an entire generation of children

모든 아이들이 좋은 시력을 갖을 수 있는

will have the opportunity that good vision affords.

기회를 주려는 것이죠.

But this took years of work.

하지만, 준비만 몇년이 걸렸습니다.

It took multiple feasibility studies,

많은 동료들과 관계자들을 만나고

engaging different partners and stakeholders,

사업 계획과 시장 분석을 하는 등의

business cases, economic analyses,

여러가지 사전조사는

to persuade the government to eventually come on board.

결국 정부를 설득해 참여하게 했고

But they're now leading and funding this in their own national budget.

현재 그들은 국가 예산을 쓰며 독자적으로 운영하고 있습니다.

But we did not have the resources to do this.

당시 저희는 충분한 자원이 없었지만

Our visionary funders and partners came alongside us,

같은 사명과 이상을 가진

and the key ingredients were we were aligned on mission,

동료들과 후원자들을 만날 수 있어

on the why we were doing it.

가능한 일이었습니다.

We agreed on the outcome, what had to be done.

꼭 성취하고 싶은 것에 대한 뜻이 맞았던 거죠.

But critically, they were flexible and gave us autonomy

그들이 융통성을 가지고, 간섭하지 않은 것도 큰 도움이 됐습니다.

to work out how we got there,

저희 스스로 열정을 가지고

giving us the space to be creative, ambitious and take risk.

과감하게 창의적으로 일할 수 있었죠.

What if all health care looked like this?

모든 의료 체계가 이렇다면 어떨까요?

What would it mean for all the social causes we're trying to solve?

우리가 해결하려는 사회문제 전반에 어떤 영향을 줄까요?

Business knows this.

기업들은 이미 인지하고 있습니다.

By taking a long-term, ambitious view

세상의 큰 문제들을 해결하기 위해

and giving people the autonomy to be creative

장기적인 안목과 열망을 가지고

to solve our world's biggest challenges,

창의적으로 일할 수 있는 자율을 강조하며

we've disrupted entire industries.

산업 전반의 혁신을 도모하고 있습니다.

Look at Amazon, Google.

아마존이나 구글처럼 말이죠.

Surely, we need the same level of ambition

확실한 건, 우리 사회에서 가장 소외된 이들을 돕기 위해선

if we're going to serve the most vulnerable in our societies.

저희도 그 정도의 열망이 필요하단 것입니다.

As a planet, we've set a target,

전세계를 대상으로

the Sustainable Development Goals,

'지속 가능한 개발 목표'를 세웠지만,

yet we're spending less than half the amount on tackling the global goals

아직 거기에 집중하지 못하고 있습니다.

than we are on conflict resolution,

도움받지 못하는 소외층으로부터 야기되는

which mostly arises from the very inequalities we're not serving.

문제들을 해결하는데 급급하기 때문이죠.

It's time for change.

이제는 바뀌어야 합니다.

It's not just common sense as well -- it makes business sense.

상식에도 맞고, 사업성도 있어야 합니다.

Our work in Botswana showed

보츠와나에서 했던 사업은

for a modest investment, the economy would gain 1.3 billion dollars

소규모의 투자로, 그 아이들의 일생동안 13억 달러의 이윤이

over the lifetime of the children.

창출된다는 사실을 보여줬습니다.

That was 150 times return on investment.

150배의 수익률이죠.

But part of the problem is that value is generated in the future,

하지만 수익이 생기기까지 오랜 시간이 걸린다는 문제가 있습니다.

but we need the money now to deliver it.

당장 돈이 필요한데 말이죠.

Turns out, this is not a new problem.

사실 새로운 문제는 아니죠.

Banks have been solving it for centuries.

수백 년 동안 은행에서 해 오던,

Simply put, it's called financing.

간단히 말해, 융자의 개념인니까요.

If you want to buy a house

집을 사려는데

but you can't afford to pay for it up front,

당장 돈이 부족하다면

the bank financiers, you see, can realize that future value now.

은행에선 미래 가치를 산정하죠.

In other words, you can live in the house straightaway.

다시말해, 대출을 통해 집을 장만할 수 있게 해주는 거죠.

But what if you couldn't?

이런 제도가 없다면 어떨까요?

What if you had to wait until you'd raised all of the money to move into the house,

값을 다 지불해야 집을 살 수 있다면

and you were kept homeless whilst trying to save the money

그 돈을 다 모으기 전엔

to get there in the first place?

노숙을 해야 할까요?

You'd end up in an impossible cycle, never able to get there,

이렇게 아주 비효율적인 방식을

yet that's this very same bind we've put on ourselves.

저희는 지금껏 써 왔던 것입니다.

Inspired by the change in Botswana

보츠와나에서 경험한 변화와

and by the visionary support of our funders and partners,

이상을 가진 동료들과 후원자들의 헌신에 영감을 받아

we've come together -- two world-leading banks,

두 곳의 세계적인 은행,

for-profit and private, not-for-profit organizations,

기업, 영리단체, 비영리단체, 재단

foundations and philanthropists --

그리고 자선 사업가들과 손잡고

to launch the Vision Catalyst Fund,

'시력 증진 기금'을 조성했습니다.

a fund which will have trust built in by design.

신탁기금으로 설계되었죠.

It will make funding available now

당장 도움이 필요한 소외층에

to the organizations that can serve the need of the most vulnerable.

도움을 줄 수 있도록 여러 기관에 기금이 분배됩니다.

It will ensure that those organizations can work together in partnership,

한정된 기금을 두고 경쟁하기보다,

rather than competing for limited funds,

서로 협력하는 구조로

serving the priority needs of an entire population,

무엇이든 시급한 사람들부터

whatever they are,

혜택을 받게 해주는 것이죠.

so that ultimately the individuals affected

이런 식으로 모든 사람들에게

can receive the care that they deserve.

의료 혜택을 제공하려는 것입니다.

And as we've shown,

앞서 말씀 드렸듯이

it doesn't make just a health and social difference,

건강과 사회적 변화 외에

it creates huge economic benefit.

엄청난 경제적 수익도 창출하게 됩니다.

This benefit in itself will create sustainability

자체적인 수익의 발생으로 지속 가능한 구조가 만들어지고

to perpetuate a virtuous, catalytic cycle of improvement and change.

성장과 변화의 선순환이 유지되는 것입니다.

Because when we do this,

이런 식으로, 저를 포함한

the individual needs of people like myself can be met.

많은 사람들의 다양한 필요가 충족될 수 있는 것이죠.

And this coalition has come together this year

올해 조직된 이 연합체는

to make a commitment with 53 heads of government,

53개국의 정부 대표들과 손잡고

who have now committed to take action

누구나 양질의 안과 진료를

towards achieving access to quality eye care for all.

받을 수 있도록 노력하고 있습니다.

We've had incredible commitments

놀랍게도

of 200 million pairs of glasses to the fund

안경 2억개와

and millions of dollars,

수십억의 기금이 모였고

so that the dynamic and individual needs of people --

여러가지 다양한 상황에 맞게 도움을 주고 있습니다.

like my own issues that I had as child,

예를 들어, 제 어린 시절의 시력 문제나

and like Theresa, who just required simple surgery --

테레사처럼 간단한 수술이 필요한 상황들 말이죠.

can be met.

For Theresa, it meant her place back in society,

테레사는 다시 사람들과 어울릴 수 있었고

now with her own family and children.

이젠 가정을 꾸리고, 아이들도 키우고 있습니다.

And for Mama Jane, it wasn't just restoring her sight,

그리고, 제인 아주머니는 단순히 시력만 회복한 것이 아니라

it meant the opportunity to restore hope,

새로운 희망을 갖고

to restore joy

삶의 기쁨을 누리며

and to restore dignity.

존엄성까지 되찾게 됐습니다.
