Youth like Sandra,

who, on a Saturday morning in March 2014,

woke up excited at the prospects of getting a coveted job

at the Nigerian Immigration Services.

She kissed her daughter goodbye,

그녀는 딸에게 작별 키스를 하고

left her home,

집을 나선 후

never to return.

다시는 돌아오지 못했습니다.

Sandra and 15 other young Nigerians died that day, applying for a job,

산드라와 15명의 나이지리아 청년들이 그날 일자리를 구하러 갔다가 죽었습니다.

in the ensuing stampede,

사람들에게 깔려 죽은 것이죠.

as tens of thousands of people applied for a few thousand open positions.

In the last 20 years, 20 million youth have entered the Nigerian workforce alone.

지난 20년 동안, 나이지리아의 생산인구로만 2천만 명의 청년이 유입됐습니다.

Today, half our population is under the age of 18.

현재 나이지리아 인구의 절반이 18세 이하입니다.

That's almost 80 million people

8천만 명에 달하는 청년들이

that will be entering the workforce in the next 20 years.

앞으로 20년간 나이지리아의 생산인구로 유입되는 것이죠.

My friends,

if a wave of 20 million people entering the workforce

I ask you:

What will four times that number do?

그 4배의 인구가 몰리게 되면 어떤 일이 벌어질까요?

To do my part to solve this challenge,

이 문제를 해결하고자

in 2012, I moved to a small village in northern Nigeria,

2012년에 저는 나이지리아 북부의 한 작은 마을로 갔습니다.

in the center of the area most recently hit

가장 최근 분쟁의 여파와 끔찍한 폭격사태,

by the spread of insecurity, brutal bombings and searing poverty,

그리고 극심한 가난으로 고통받는 곳이었는데

with an idea:

이런 생각을 했죠.

Could we create an economic buffer to halt the spread of this insecurity,

만일 이런 분열 사태를 막을만한 경제적 장치가 있다면

by unlocking the power of agriculture as a job-creation engine?

농업을 일자리 창출의 동력으로 활용할 수 있다면 어떨까?

We knew this had been done before in countries like Thailand,

실제로 이와 같은 사례를 태국과 같은 나라에서 찾아볼 수 있습니다.

where, in 1980, they suffered from the same economic challenges as us.

1980대에 우리와 비슷한 경제적 어려움을 겪은 나라죠.

Today, however, Thailand produces two million cars a year --

하지만 지금 태국은 연간 2백만 대의 자동차를 생산하는 나라가 됐습니다.

more than the United Kingdom --

영국을 넘어섰죠.

with over 30 percent of its workforce

그리고 노동인구의 30%가

as highly commercial, profitable small farmers,

사업성과 수익성이 높은 소규모 자작농이며

with an unemployment rate of less than one percent.

실업률은 1% 미만에 불과합니다.

How did they do this?

어떻게 이런 변화가 일어났을까요?

In the 80s, Thailand dramatically improved the productivity of its small farmers,

80년대 태국은 소규모 자작농들의 생산성을 높이는 데 주력했습니다.

ensuring that it was able to start to dominate

농산물 수출시장을 장악할 수 있다는 확신을 가지고 말이죠.

Building on this strength, they attracted investment

and started to process,

being able to export higher-value products like starch from cassava.

Finally, coupled with investment in education,

they started to expand to even higher-value manufacturing.

부가가치가 더 높은 제조업으로 확장할 수 있었던 것이죠.

To make our idea a reality and follow a path similar to Thailand,

저희도 저희의 아이디어를 실행하고 태국과 같은 사례를 만들려면

we knew that we would have to sell young farmers on farming.

젊은층이 농업에 종사하도록 설득해야 했습니다.

A young man in northern Nigeria,

나이지리아 북부에 사는 한 청년이 있었는데,

for the purpose of today's discussion, we'll call "Saminu,"

오늘 강연에서는 "사미누"라고 부르겠습니다.

made it very clear to me that this would not be easy.

이게 정말 쉽지 않은 일임을 알려준 청년이었죠.

Saminu grew up in a beautiful village in northern Nigeria.

사미누는 나이지리아 북부에 있는 한 아름다운 마을에서 자랐는데

And he tells wondrous stories of playing for hours with his friends,

저에게 충격적인 이야기를 들려주었습니다.

running up and down the beautiful rock formations

그가 살던 동네는 아름다운 암석지대로 이루어져 있는데

that dot the countryside around his home.

그곳에서 친구들과 한참을 뛰놀곤 했다고 합니다.

Despite this beauty, Saminu knew

그렇지만 사미누는 이 아름다운 곳을

that the first chance he got, he would leave.

일단 떠나야 한다고 생각했답니다.

He did not want to be a farmer.

농부가 되고 싶지 않았기 때문이었죠.

Growing up, he saw his parents work so hard as farmers,

농사꾼인 그의 부모님이 아무리 열심히 일해도

but barely get by.

겨우 생계만 유지했죠.

As he says, they had "babu" -- nothing.

그의 말대로 "babu", 남는 게 없었다고 합니다.

Young farmers like Saminu

사미누 같은 젊은 농부들은

do not have access to the cash

그들의 노력과 더불어

to buy the farming products to pair with their hard work

성공적인 농사의 결실에 필요한 농기구를 살만한 여력이 되지 않습니다.

to be successful.

When their meager harvest came in,

수확량도 적은데

desperate for cash, they would sell most of it at fire-sale prices,

급전까지 필요하면, 이마저도 헐값에 팔아야 하죠.

when, if they could just wait six months, they could get 50 percent more.

6개월만 더 기다린다면 50% 더 받을 수 있는데 말이에요.

Hence, Saminu left to the city,

결국, 사미누는 도시로 떠났고

where he soon realized that life was not easy.

세상이 만만치 않다는 걸 깨달았습니다.

He borrowed a very old motorcycle,

오토바이 택시기사를 하려고

with tires that were more patches than tires,

때운 부분이 더 많은 타이어가 달린

to become a motorcycle taxi driver.

낡은 오토바이를 한 대 대여했는데,

He lived in constant fear every day

매일 걱정과 근심에 시달렸죠.

that his precious, tattered motorcycle would be ripped away from him,

그의 소중하고 낡은 오토바이를 잃을까봐 말이에요.

as it had before.

실제 그런 일을 겪기도 했었고요.

But he got it back, thankfully.

다행히도 다시 찾았다고는 합니다.

He knew of others, however, who were not so lucky --

하지만 그런 행운이 따르지 않을 경우

other young men who, once they'd lost their motorcycles,

자신의 오토바이를 잃은 청년들은

became destitute.

극빈층으로 전락하게 되는 것이죠.

Angry, these young men set out to wreak vengeance

분노에 찬 이 젊은 청년들이 결국 복수를 하기 시작하는 겁니다.

on a society that they believed had turned its back on them.

그들에게 등을 돌린 사회를 향해 말이죠.

Saminu told me that they joined insurgent groups,

사미누의 말에 따르면 이런 사람들이 결국 반란세력에 가담하고,

often acting as getaway drivers in bombings and kidnappings.

폭탄테러나 납치 과정에서 도주 운전사 역할을 한다고 합니다.

To end this cycle of insecurity,

이런 연결고리를 끊기 위해서는

we must make farming a viable choice.

농업을 생존 가능한 선택으로 만들어야 합니다.

We must ensure that these young men, on their small farms,

이 청년들에게 소규모 농장에서도

can earn enough money to make a life for themselves;

생계를 이어가고, 미래를 준비할 목돈을 벌 수 있다는

to make a future.

확신을 심어주어야 합니다.

The question now is how.

관건은 어떻게 하느냐입니다.

Recognizing that Africa has grassroot-level leadership,

아프리카가 각각의 지방자치제로 운영된다는 점을 고려해

we simply developed a model

저희는 단순하게 접근했습니다.

to bring the professional management and investment to scale

전문기술 전수와 투자를

to these grassroot leaders.

이 자치장들 중심으로 진행한 것이죠.

We called it "Babban Gona" -- "great farm" in Hausa.

우리는 이 프로젝트를 "Babban Gona", 하우사어로 "위대한 농장"이라고 합니다.

Upon reaching the village in 2012,

2012년에 마을에 도착하자마자

I traveled from community to community,

저는 이 동네, 저 동네를 다니며

trying to convince people of our idea,

저희 프로젝트에 대해 알리려 했고

trying to recruit farmer members.

농부를 모집하려고 했죠.

We failed woefully that first year,

barely recruiting 100 brave souls.

But we persevered.

하지만 멈추지 않았습니다.

We kept doing what we promised,

slowly we gained their trust.

조금씩 그들의 신뢰를 얻게 됐습니다.

More farmers joined us.

더 많은 농부들이 참여하기 시작했죠.

Fast-forward now five years.

그리고 5년이 지난 지금

With a passionate and committed team

저희 팀원들의 열정과 헌신

and the tremendous support of our partners,

그리고 협력자들의 전폭적인 지지를 바탕으로

we grew dramatically,

엄청난 성장을 일궜습니다.

today, serving 20,000 small farmers,

현재 저희는 2만 명 이상의 농부들을 돕고 있는데

enabling them to double their yields and triple their net income

다른 농부들에 비해 이들의 수확량은 2배 더 늘었으며,

relative to their peers.

수익은 3배가 더 늘었습니다.

We are very proud of the fact --

Fast-forward three years,

Saminu has earned enough money

사미누는 꽤 많은 돈을 벌었습니다.

to buy three goats for his mother to start a goat-rearing business,

그의 어머니가 염소농장을 운영하도록 염소 3마리를 사주었고,

owns his own retail store

그의 가게를 차리게 되었고,

and bought not one, but two motorcycles,

오토바이 한 대가 아니라 두 대를 살 수 있게 되었죠.

with vanity license plates: "Babban Gona."

in the next 20 years,

앞으로 20년 동안

over 400 million Saminus are entering the African workforce,

사미누와 같은 청년 4억 명이 아프리카 노동시장에 진출할 겁니다.

with potentially half of them having opportunities in agriculture.

이중 반은 농업에 종사할 가능성이 높죠.

To unlock these opportunities, through models similar to ours,

저희가 했던 방식으로 이들을 농업에 정착시키려면

they would require 150 billion dollars a year in financing.

매년 1,500달러 정도의 자금이 필요합니다.

This is a big number.

상당히 큰 액수죠.

But if we can tap into commercial debt, it is a small number --

그런데 대출을 받는다고 생각하면 그다지 큰 액수가 아닙니다.

only 0.1 percent of all the debt in the world today,

전 세계 부채의 0.1%밖에 되지 않고

10 cents out of every 100 dollars.

100달러당 10센트에 불과하죠.

This is why we designed our model

그렇기 때문에 우리가

to be very different from conventional agricultural development programs.

기존의 농업개발 프로그램과는 다르게 접근할 수 있었던 것입니다.

In a few short years, we have shown that our model works,

짧은 시간 동안 저희는 저희의 방식이 통한다는 것을 보여주었고

is high-impact and can turn a profit,

attracting commercial investors

투자자들을 유치할 수 있었습니다.

that do not typically invest in small farmers in Africa.

hardworking young men,

have other options.

I know these driven, ambitious young men

제 생각엔 이 의욕 넘치고, 꿈 많은 청년들은

will make the right choice.

분명 올바른 선택을 할 수 있을 겁니다.

We can realize this dream

더 살기 좋은 아프리카를 만들 수 있습니다.

if they have a choice.

그들에게 더 나은 선택권이 있다면요.
