Because, as a scientist,

the most important things that I've learned

about keeping our oceans healthy and productive

have come not from academia, but from fishermen and women

living in some of the poorest countries on earth.

I've learned that as a conservationist,

the most important question is not, "How do we keep people out?"

but rather, "How do we make sure that coastal people throughout the world

Our oceans are every bit as critical to our own survival

as our atmosphere, our forests or our soils.

Their staggering productivity ranks fisheries with farming

as a mainstay of food production

인류 식량 생산의 중심에

for humanity.

자리하고 있죠.

Yet something's gone badly wrong.

하지만 상황이 심각해졌습니다.

We're accelerating into an extinction emergency,

우린 멸종 위기를 향해 돌진하고 있고

one that my field has so far failed abysmally to tackle.

제 분야에선 이 문제 해결에 처참히 실패했죠.

At its core is a very human and humanitarian crisis.

그 중심은 무엇보다도 인류의 위기입니다.

The most devastating blow we've so far dealt our oceans

지금까지 우리가 바다에 안긴 가장 큰 일격은

is through overfishing.

다름 아닌 남획입니다.

Every year, we fish harder, deeper, further afield.

매년 점점 줄어드는 물고기를 잡기 위해

Every year, we chase ever fewer fish.

더 악착같이 더 깊고 먼 바다로 나갑니다.

Yet the crisis of overfishing is a great paradox:

그러나 남획 위기에는 큰 모순이 있습니다.

unnecessary, avoidable and entirely reversible,

because fisheries are one of the most productive resources on the planet.

With the right strategies, we can reverse overfishing.

올바른 계획만 있다면 상황을 바꿀 수 있어요.

That we've not yet done so is, to my mind,

one of humanity's greatest failures.

Nowhere is this failure more apparent

than in the warm waters on either side of our equator.

Our tropics are home to most of the species in our ocean,

most of the people whose existence depends on our seas.

We call these coastal fishermen and women "small-scale fishers,"

but "small-scale" is a misnomer

for a fleet comprising over 90 percent of the world's fishermen and women.

Their fishing is generally more selective and sustainable

than the indiscriminate destruction

too often wrought by bigger industrial boats.

These coastal people have the most to gain from conservation

because, for many of them,

fishing is all that keeps them from poverty, hunger or forced migration,

in countries where the state is often unable to help.

We know that the outlook is grim:

전망은 밝지 않습니다.

stocks collapsing on the front lines of climate change,

기후 변화 앞에서 어종은 급감하고

warming seas, dying reefs, catastrophic storms,

해수 온도 상승과 산호초의 소실 및 끔찍한 태풍

trawlers, factory fleets,

저인망 어선, 산업형 어획

rapacious ships from richer countries taking more than their share.

상대적으로 여유 있는 국가의 불필요한 남획까지

Extreme vulnerability is the new normal.

극도로 취약해진 상황이 새로운 현실이 됐습니다.

I first landed on the island of Madagascar two decades ago,

저는 약 20년 전, 해양 자연사 연구차

on a mission to document its marine natural history.

처음으로 마다가스카르를 방문했습니다.

I was mesmerized by the coral reefs I explored,

그곳의 산호초에 매료된 저는

and certain I knew how to protect them,

당연히 과학에 모든 답이 있으니

because science provided all the answers:

산호초를 보호할 수 있으리라 믿었습니다.

close areas of the reef permanently.

Coastal fishers simply needed to fish less.

어민들은 어획량을 줄이면 되거든요.

I approached elders here in the village of Andavadoaka

그래서 안다바도아카 지역 원로들을 만나

and recommended that they close off

the healthiest and most diverse coral reefs to all forms of fishing

어종 다양성 회복의 안식처로 삼을 수 있게

to form a refuge to help stocks recover

모든 형태의 어획을 금지하자고 했습니다.

because, as the science tells us, after five or so years,

과학적으로 예측했을 때 이 방법이면

fish populations inside those refuges would be much bigger,

replenishing the fished areas outside,

making everybody better off.

That conversation didn't go so well.

Three-quarters of Madagascar's 27 million people

마다가스카르 인구의 75%인 2천7백만 주민들은

live on less than two dollars a day.

하루 생활비가 2달러도 채 되지 않습니다.

My earnest appeal to fish less took no account

조업을 줄이라는 제 진지한 조언은

of what that might actually mean

어업으로 생계를 유지하는 이들의 삶에

for people who depend on fishing for survival.

어떤 영향을 미칠지 고려하지 않았습니다.

It was just another squeeze from outside,

해결보다는 구속일 뿐인

a restriction rather than a solution.

또 다른 외부 압박에 불과했던 거죠.

What does protecting a long list of Latin species names mean to Resaxx,

손주들의 학비를 대고 매일의 양식을 구하려 고기를 잡는

a woman from Andavadoaka who fishes every day

레삭스라는 여인에게 학계가 원하는 어종 보호가

to put food on the table

and send her grandchildren to school?

과연 무슨 의미가 있을까요?

That initial rejection taught me that conservation is, at its core,

a journey in listening deeply,

to understand the pressures and realities that communities face

through their dependence on nature.

This idea became the founding principle for my work

and grew into an organization that brought a new approach

to ocean conservation

by working to rebuild fisheries with coastal communities.

Then, as now, the work started by listening,

and what we learned astonished us.

Back in the dry south of Madagascar,

we learned that one species was immensely important for villagers:

this remarkable octopus.

We learned that soaring demand was depleting an economic lifeline.

But we also learned that this animal grows astonishingly fast,

하지만 성장 속도가 매우 빠른 동물이어서

doubling in weight every one or two months.

고작 한두 달 새 몸무게가 두 배씩 늘어난대요.

We reasoned that protecting just a small area of fishing ground

그래서 조업 지역의 아주 작은 부분을

for just a few months

단 몇 달이라도 폐쇄해

might lead to dramatic increases in catches,

어획량을 늘려보자고 이들을 설득했습니다.

enough to make a difference to this community's bottom line

마을 경제 회복을 꾀할 수 있을 정도로만

in a time frame that might just be acceptable.

딱 견딜 수 있는 동안만요.

The community thought so too,

주민들도 이에 동의했고

opting to close a small area of reef to octopus fishing temporarily,

문어잡이 구역이었던 산호초 지대 일부를 폐쇄했습니다.

using a customary social code,

전통적 사회적 규범에 따라

invoking blessings from the ancestors to prevent poaching.

선조들의 축복으로 이곳을 지켜주길 기원하면서요.

When that reef reopened to fishing six months later,

6개월 후, 해당 구역을 재개방했을 땐

none of us were prepared for what happened next.

아무도 예상치 못한 상황이 벌어졌습니다.

Catches soared,

어획량이 급증했고

with men and women landing more and bigger octopus

주민들은 몇 년간 보지 못했던 거대한 크기의 문어를

than anyone had seen for years.

더 많이 잡을 수 있었습니다.

Neighboring villages saw the fishing boom

이곳의 호황을 직접 본 주변 마을들도

and drew up their own closures,

자체 폐쇄를 시행했고

spreading the model virally along hundreds of miles of coastline.

When we ran the numbers,

we saw that these communities, among the poorest on earth,

had found a way to double their money in a matter of months, by fishing less.

Imagine a savings account

and your savings keep growing.

There is no investment opportunity on earth

어업만큼 안정적 수익을 담보하는 투자법은

that can reliably deliver what fisheries can.

지구상 그 어디에도 없습니다.

But the real magic went beyond profit,

하지만 진정한 마법은 경제적 이익 이상이었습니다.

because a far deeper transformation was happening in these communities.

이곳에선 더 깊은 변화가 일어나고 있었거든요.

Spurred on by rising catches,

어획량 증가에 고무되어

leaders from Andavadoaka joined force with two dozen neighboring communities

안다바도아카 지역 20여 개 마을 지도자들이 힘을 모아

to establish a vast conservation area along dozens of miles of coastline.

해안선을 따라 방대한 보호 구역을 지정하기에 이른 겁니다.

They outlawed fishing with poison and mosquito nets

독극물과 모기장을 이용한 조업을 금지하고

and set aside permanent refuges

위기에 처한 산호초 지대와

around threatened coral reefs and mangroves,

맹그로브 지대 일대를 영구 보존 지역으로 설정했죠.

including, to my astonishment,

놀랍게도 이곳은

those same sights that I'd flagged just two years earlier

두 해 전 처참히 거절당한 제 복음 설교에서

when my evangelism for marine protection was so roundly rejected.

접근 금지를 요청했던 바로 그 지역이었습니다.

They created a community-led protected area,

불과 몇 년 전까지만 해도 상상도 못 한

a democratic system for local marine governance

현지 해역 보호 관리를 위한 민주적 체계를 수립해

that was totally unimaginable just a few years earlier.

지역 공동체 기반의 보호 구역이 생겨난 것이죠.

And they didn't stop there:

그리고 거기서 멈추지 않고

within five years, they'd secured legal rights from the state

5년이 채 되지 않아 약 517제곱킬로미터의 바다를

to manage over 200 square miles of ocean,

직접 관리할 권리를 정부로부터 획득해

eliminating destructive industrial trawlers from the waters.

해양 생태계를 파괴하는 대기업 어선 출입을 금지했습니다.

Ten years on, we're seeing recovery of those critical reefs

10년이 지난 현재 이 보호 구역에선 주요 산호초 지대가

within those refuges.

되살아나고 있습니다.

Communities are petitioning for greater recognition

of the right to fish

정당한 어획권 인정과

and fairer prices that reward sustainability.

But all that is just the beginning of the story,

because this handful of fishing villages taking action

has sparked a marine conservation revolution

that has spread over thousands of miles,

impacting hundreds of thousands of people.

Today in Madagascar, hundreds of sites are managed by communities

applying this human rights-based approach to conservation

민꽃게부터 고등어에 이르기까지

to all kinds of fisheries, from mud crabs to mackerel.

인도적 접근의 보존 방법이 적용되고 있습니다.

The model has crossed borders through East Africa and the Indian Ocean

이 모델은 동아프리카를 지나 인도양을 거쳐

and is now island-hopping into Southeast Asia.

여러 섬을 지나 동남아시아까지 전해졌습니다.

From Tanzania to Timor-Leste, from India to Indonesia,

탄자니아에서 동티모르 인도에서 인도네시아까지

we're seeing the same story unfold:

같은 이야기가 들려오고 있죠.

that when we design it right,

올바른 방법의 해양 보존은

marine conservation reaps dividends that go far beyond protecting nature,

단순한 자연 보호를 뛰어넘어 훨씬 더 많은 수확을 가져옵니다.

improving catches

어획량 증가는 물론

and driving waves of social change along entire coastlines,

해안선을 따라 이어지는 사회적 변화의 물결

strengthening confidence, cooperation

믿음과 협력의 강화는 물론

and the resilience of communities to face the injustice of poverty

지역 공동체가 빈곤의 부당함과 기후 변화에 맞설 수 있는

and climate change.

강인함까지 길러주니까요.

I've been privileged to spend my career

제 일을 통해 전 세계에서

catalyzing and connecting these movements throughout the tropics,

이러한 움직임을 자극하고 이어갈 수 있어 큰 영광입니다.

and I've learned that as conservationists,

전 환경 보호론자로서

our goal must be to win at scale,

속도를 늦추는 것뿐만 아니라

not just to lose more slowly.

더 큰 승리가 목표입니다.

We need to step up to this global opportunity

to rebuild fisheries:

with field workers to stand with communities

and connect them, to support them to act and learn from one another;

with governments and lawyers standing with communities

to secure their rights to manage their fisheries;

prioritizing local food and job security

above all competing interests in the ocean economy;

ending subsidies for grotesquely overcapitalized industrial fleets

and keeping those industrial and foreign vessels

out of coastal waters.

막아야만 합니다.

We need agile data systems

지역민들이 과학을 이용해

that put science in the hands of communities

to optimize conservation to the target species or habitat.

We need development agencies, donors and the conservation establishment

이 시급한 목표의 빠른 실현을 위해서는

to raise their ambition to the scale of investment

개발 지원 기관과 후원가 보호 단체가 나서서

urgently required to deliver this vision.

투자 수준으로 의욕을 높여야 합니다.

And to get there,

이 목표에 도달하려면

we all need to reimagine marine conservation

권위와 소외가 아닌

as a narrative of abundance and empowerment,

풍요와 자율의 논리로서 해양 생태계 보전을

not of austerity and alienation;

다시 이해해야 합니다.

a movement guided by the people who depend on healthy seas for their survival,

추상적인 과학적 가치가 아닌 건강한 바다에 기대는 이들이

not by abstract scientific values.

Of course, fixing overfishing is just one step to fixing our oceans.

물론 남획 문제 해결은 고작 한 걸음에 불과합니다.

The horrors of warming, acidification and pollution grow each day.

온난화와 산성화 오염의 공포는 매일 커져만 가죠.

But it's a big step.

그래도 큰 걸음입니다.

It's one we can take today,

지금 당장 실천할 수 있고

and it's one that will give a much-needed boost

to those exploring scalable solutions

to other dimensions of our ocean emergency.

Our success propels theirs.

If we throw up our hands in despair,

희망을 잃고 포기해 버리면

it's game over.

We solve these challenges by taking them on one by one.

난관에 부딪히면 하나씩 해결해 나가면 돼요.

Our overwhelming dependence on our ocean is the solution

바다에 의지할 수밖에 없는 인간의 상황은

that has been hiding in plain sight,

오히려 등잔 밑에 가려진 해결책이었습니다.

because there's nothing small about small-scale fishers.

소규모 어부는 결코 소규모가 아닙니다.

They're a hundred million strong and provide nutrition to billions.

수십억 인구에게 양식을 제공하는 강한 집단이죠.

It's this army of everyday conservationists

바다에 모든 것을 의지하는

who have the most at stake.

생활 속의 환경 보호 군대입니다.

Only they have the knowledge and global reach needed

이들이야말로 바다와 인간의 관계를 재정비할 지식과

to reshape our relationship with our oceans.

전 세계적 영향력을 가진 집단입니다.

Helping them achieve this is the most powerful thing we can do

이들을 돕는 일이야말로 바다를 지키기 위해 우리가 할 수 있는

to keep our oceans alive.

가장 힘 있는 행위입니다.
