As a girl, I walked along the shores of Lake Chad,

차드, 니제르, 카메룬, 제 고향 나이지리아까지요.

one of the largest lakes in Africa.

It went on forever,

어린 저에게 차드 호수는 바다나 다름없었고

touching four countries: Chad, Niger,

호수를 끼고 3천만 명이 삶을 영위하고 있었습니다.

Cameroon and my own country, Nigeria.

슬프게도 오늘날 창공에서 바라본 차드 호수는 그리 넓지 않습니다.

It seemed like an ocean to me at the time,

with 30 million people relying on its bounty.

원래 크기의 일부분만이 남아있죠.

이 담수호의 90%가 말라버렸습니다.

Sadly, today, as you fly over Lake Chad,

you won't see much.

그와 함께 수많은 농부, 어부

It's a fraction of its original size.

Ninety percent of this fresh water basin has dried up,

상인들의 생계 수단도 사라졌죠.

기후 변화는 희생자를 계속 만들고 있습니다.

and with it, millions and millions of livelihoods,

farmers, fisherfolk and our market women.

이제 또다른 극한 기후가 찾아옵니다.

바로 하마탄입니다.

Climate change takes yet another victim.

전에는 3개월간 짧게 부는 먼지 바람이었지만

Now, add another extreme weather event

먼지 폭풍이 매년 더 빨리 오고, 더 강해진다고 한 농부가 말하더군요.

the Harmattan.

What was once a short three-month season of dust and wind,

한 차례 폭풍이 한 해 농사를 다 망쳐버릴 수 있습니다.

one farmer told me the dust storms are coming earlier and bigger every year.

하룻밤 사이에요.

인간과 생태계는 어떻게 될까요?

A single storm can wipe out an entire year's crop overnight.

일자리가 더 많이 사라지고 더 많은 사람이 굶주리며

가족들은 흩어지게 되죠.

가난한 사람들에게는 최악의 폭풍이죠.

The human and ecological cost?

슬프게도 더 큰 폭력까지 불러옵니다.

More jobs lost.

Hunger.

그렇기에 오늘날 차드 호수 유역에서 농사를 짓기는 매우 어렵습니다.

Families displaced.

A perfect storm for crushing poverty.

And even more, sadly, violence.

하지만 극단주의자들이 자리잡기엔 훌륭한 장소가 되었고

And so it may be a challenge to grow food today

평화에 대혼란을 가져옵니다.

in the Lake Chad basin,

슬프게도 전 세계 어딜 가든지

but it has also become a fertile ground for extremists to take root,

황폐화된 기후로 인한 비극을 더 많이 들을 수 있습니다.

wreaking havoc on peace.

Sadly, touch down anywhere in the world,

가뭄, 홍수와 산불.

and you'll hear more tragic stories of climate devastation.

수많은 사람들이 위험에 처한 채

재난에 맞닥뜨리고 있습니다.

Droughts.

그럼에도 불구하고

Floods, wildfires.

저는 아직 인류에 희망을 품고 있습니다.

Lives and livelihoods in jeopardy,

tipping towards catastrophe.

이유를 물으시겠죠.

And yet, despite it all,

모든 고난을 뚫고 살아남은 우리 인간들의 노력 때문입니다.

I still have hope in our human family.

And you might ask why.

유엔 파리 협정이라는 극적인 협의를 만들어내고

It's our capacity for human endeavor to survive against all odds.

‘지속가능 개발 목표’ 17가지를 실행할 힘 말입니다.

One that created the extraordinary promise of the UN Paris Agreement

인류와 지구를 위해서요.

파리 기후 협약은 기온 상승을 1.5도로 제한할 것을 목표로 합니다.

and its power to drive the 17 Sustainable Development Goals

for people and for planet.

그래야 우리 인류가 살아남을 수 있기 떄문이죠.

We know that the promise of Paris aims to limit global heating to 1.5 degrees

이를 위해 우리가 해야할 일을 정확히 알아야 합니다.

2050년까지 세계 경제를 탈탄소화해야 합니다.

to ensure that we survive as a human family.

10년 안에 탄소 방출량을 반으로 줄여야 합니다.

To get there, we know exactly what we must do.

석탄 사용을 멈춰야 합니다.

We must decarbonise the global economy by 2050

단계적으로 줄여서 부유국들은 2030년까지,

by way of halving the emissions in this decade.

나머지는 2040년까지 달성해야 합니다.

We must make coal history,

G20 국가들이 온실 기체 배출의 80퍼센트를 차지합니다.

with coal phased out in rich countries by 2030

and in other countries by 2040.

그러므로 이 20개국이

선도적인 이 스무 개 나라가

The G20 produces 80 percent of all greenhouse gas pollution,

책임지고 이끌어야 합니다.

and so they too must,

막대한 화석 연료 지원금도 중단해야 합니다.

these 20 global leaders,

take responsibility and lead.

화석 연료는 사람들의 폐를 틀어막고 숲과 바다를 파괴합니다.

We must stop spending trillions subsidizing fossil fuels,

그리고 녹색 전환 혹은 청색 전환에

clogging the lungs of our people

필요한 자원들을 써야 합니다.

and destroying forests and oceans.

And we must provide the resources that are needed

for a just green and blue transition.

We know that these are all essential ingredients

Now, try to re-imagine with me

what this journey to net-zero emissions could look like

through another lens.

One that puts our focus on investing in people to reach their potentials

탈탄소화는 기후 행동을 실천하는 강력한 수단입니다.

while protecting our home, planet Earth.

지속가능 개발 목표 17가지를 달성하는 수단이기도 하죠.

Decarbonization, a powerful vehicle for climate action

어떤 모습일지 예를 하나 들겠습니다.

but also for delivering on the 17 Sustainable Development Goals.

‘녹색 만리장성’은

10년 전, 아프리카 사하라 사막 끝 언저리에서 나온 생각입니다.

Let me give you an example of what this looks like.

목적은 사막화를 멈추고

The Great Green Wall,

an idea born in Africa over a decade ago at the edge of the Sahara.

서부의 세네갈부터 아프리카의 뿔에 있는 지부티까지

황무지 1억 헥타르를 복구하는 거죠.

It aims to stop desertification

and restore 100 million hectares of degraded lands

아주 대담한 계획인데 나무 1억 그루를 심고

from Senegal in the West to Djibouti in the Horn of Africa.

빗물 저장 시설을 개선하고 토지를 활용하는 것입니다.

It's an ambitious plan to plant 100 million trees,

분명히 기후적 이익도 엄청나겠지만

본질은 모래 먼지를 사막 안에 가두어 두는 데에 있습니다.

improve water harvesting and the use of land.

친환경적인 녹색 장벽을 세워

Clearly, the climate benefits will be enormous,

5억이 넘는 사람들을 보호하는 것이죠.

but it's about much more than keeping dust in the desert.

남성, 여성, 아이들 모두를요.

It's about creating a green economic corridor

이는 또한 그 지역에 가치 사슬을 만듭니다.

for more than half a billion people.

그러면 경제가 활성화되고 젊은 인력이 빠르게 늘어나죠.

Men, women, children.

One that builds local value chains,

이처럼 경제적 기회가 늘어나면

strengthens economies and fosters a young, fast-growing workforce.

수많은 이들에게 미래에 대한 희망이 현실화될 것입니다.

그리고 테러와 극단주의가 설 자리는 줄어들죠.

And as an economic opportunity grows,

hope for the future becomes a reality in millions of lives.

녹색 만리장성은 저를 벅차오르게 합니다.

And the space for terrorism, extremism, recedes.

이것이 바로 인류의 잠재력을 활용하는 것이기 때문이죠.

원주민의 유서깊은 지식을 활용할 수 있습니다.

The Great Green Wall inspires me because it is a journey

그들은 자연과 더불어 생존하고 번영합니다.

of the human potential.

인류의 기술을 활용하여

Potential to amplify the deep knowledge of indigenous people

재생가능한 에너지의 격차를 줄일 수 있습니다.

who survive and thrive in harmony with nature.

특히 여성과 아이들에게요.

Potential to harness technology,

우리의 식량 시스템을 바꾸어

to connect and to bridge the renewable energy divide,

인류와 지구를 더 건강하게 만들 수도 있습니다.

especially for women and for girls.

그러면 우리는 왜 망설이고 있을까요?

The potential to transform food systems

왜 이 생각을 전파하고 실현하지 못할까요?

in ways which make people and planet healthier.

So what's holding us back?

돈 때문이라고 말하면 간단하겠죠.

What will it take for this potential to become a shared, lived reality?

그래서 그냥 말하겠습니다.

돈, 돈, 돈 때문입니다.

해결책에서 중요한 부분입니다.

It would be easy for me to say money.

이제 파리 협약에서 합의한

So let me say it.

Money, more money.

1천억 달러를 만들어야 합니다.

It's a big part of the solution.

매년 그만큼이 필요하죠.

We need to make good now on the handshake

부유국 여러분,

that we had at Paris of 100 billion dollars.

지금 여기서 말씀드리겠습니다.

끝나지 않은 이 과제를 마치려면 여러분이 필요합니다.

And that was promised annually.

여러분이 앞장서고 서둘러야 합니다.

Rich countries,

let me say here and now,

하나 더 필요한 것은 단결입니다.

we are looking at you for the unfinished business.

때론 아주 사라진 것 같을 때도 있지만

You must step up, and you must do it urgently.

단결은 여전히 존재합니다.

파리 협정을 가능하게 한 것도 결국 이 결속력이니까요.

The other ingredient we need is solidarity.

Sometimes that seems to be in fairly short supply.

몬트리올 의정서도 단결 덕이었습니다.

But we do know it exists.

덕분에 오존층 파괴를 막았고 지구는 회복되고 있습니다.

After all, it's solidarity that forged the Paris Agreement.

It's solidarity that got us the Montreal Protocol.

그런데 우리는 이 정신을 되새겨 지금 당장 행동해야 합니다.

And there you see that the ozone layer is saved and our world is healing.

너무 늦지는 않았습니다.

하지만 기회의 창은 점점 닫히고 있죠.

But we need to rekindle that spirit and we need to do that now.

그렇기에 여러분이 필요합니다.

여러분은 제가 희망을 갖는 이유입니다.

It's not too late,

과거를 돌아 보면 알듯이, 목소리를 내는 사람들이 있으면

but the window of opportunity is closing.

Which brings me back to you.

그 목소리는 점점 강렬해지고

You're the reason that I have hope.

점점 커져서 지도층이 무시할 수 없게 됩니다.

Time and time again,

we've seen that when people raise their voices,

더 과감한 기후 행동을 촉구하는 목소리가 커지고 있죠.

that chorus becomes too urgent

하지만 그때뿐입니다.

and too loud for leaders to ignore.

기후 변화는 기다려주지 않고 우리도 멈추면 안 됩니다.

That chorus for bold climate action is growing,

제가 알기론 이 방에 계신 모든 분들,

but it's in fits and starts.

Climate change doesn't pause, and neither must we.

온라인으로 시청하고 계신 분들,

선생님, 대통령, 주주, CEO,

Now, last I checked, every single person in this room

과학자, 노동자, 어머니와 아버지까지

and all those watching online,

지구 상의 모든 사람들은 지구의 시민입니다.

teachers, presidents, shareholders, chief executives,

이제 일어설 때가 왔습니다.

scientists, employees, mums and dads,

자신의 신념에 용기를 가지고,

everyone on Earth is a citizen on this planet.

다시 목소리를 높여

지도자들에게 행동하도록 요구합시다.

So now's the time to stand up.

1.5도의 약속을 지키라고요.

With the courage of your convictions,

raise your voices yet again

여러분의 진심 어린 목소리가 필요한 때입니다.

and demand our leaders to take action

세상을 바꾸기 위해서요.

on the promise of a 1.5 degree world.

Friends, it's time to make some serious noise

to transform our world.

Right now, there's another young girl,

먼 곳을 바라보며 자신의 미래를 상상합니다.

maybe it's Kolu, maybe it's Aisha, maybe it's Fatima,

소녀의 미래는 기회의 바다일까요?

walking on the shores of Lake Chad.

그럴지도요.

She's looking out and wondering what her future may hold.

아니면 눈길이 닿는 모든 곳이 먼지 날리는 황무지가 될까요?

해답은 미래를 쥐고 있는 지도자들에게,

Will it be an ocean of opportunity?

It could be.

Or will it be a wasteland of dust as far as the eyes can see?

여기 있는 우리 모두와 전 세계인들에게 있습니다.

She's asking that question of all leaders who hold her future in their hands,

이제는 움직일 때입니다.

and she's also asking it of all of us here today

선택은 우리의 몫입니다.
