I work at the United Nations.

And for the past couple of years,

I have served as the head of the UN's Development Programme.

When I first walked into the UN headquarters

in New York City, many years ago,

the first thing I noticed was a sculpture standing outside

It's called the Knotted Gun.

exactly what the UN was created to do 75 years ago:

That's what I imagined that knotted gun to represent.

But now, another kind of war is brewing.

One that increasingly defines the 21st century

where the dominant risk to our own survival is ourselves.

A few years or even months ago,

if I had suggested that we’re all at war with ourselves,

it may have felt strange, especially when,

humans are on average, healthier,

wealthier, and more educated than at any time in history.

we lost our balance.

In fact, think about this.

whether for the very first time in human history,

instead of the planet shaping humans,

humans are knowingly shaping the planet.

It's called the Anthropocene

and it represents a new geological era.

Today, humans literally have the power to alter the atmosphere

and the biosphere in which we live.

The power to destroy and the power to repair.

No species has ever had that kind of power before.

With it, we humans have achieved incredible things together

from closing a giant hole in the ozone layer,

to eradicating smallpox.

But we have also taken the Earth and all the people on it to the brink.

It's not rational nor fair what we are doing.

Today, one third of all the food produced on the planet

goes to waste.

While one in 10 people go hungry.

Inequality has become extreme.

Twenty-six people own the same wealth as half of humanity,

오늘날 지구 상에서 생산되는 음식의 3분의 1이 버려지고 있습니다.

based on recent data.

Today, seven million people die from air pollution each year,

while about 7 million trees,

the very things that keep our air clean,

are cut down every few hours.

We spend over 10 times more on fossil fuel subsidies alone

like a drug running through the economy’s veins.

You don't have to be an economist like me

rupturing inequalities,

by conflict and crisis.

For all of our power,

these are the weapons we have built.

Less tangible than a gun,

but just as real, just as deadly.

Add an epic pandemic

and this year, for the first time in 20 years,

우리의 힘을 모두 다해서

global extreme poverty is projected to rise,

총처럼 만질 수는 없지만,

and global human development,

그만큼 실제이고 그만큼 치명적입니다.

a measure of the world's education, health and living standards,

여기에 거대한 대유행까지 더해져

is set to decline for the first time

올해에는 20년 만에 처음으로

since the measure began 30 years ago.

전 세계 극빈층이 늘어날 전망이며

COVID-19 has not changed the future yet,

세계 인간 개발 지수,

세계의 교육, 위생, 생활 수준을 가늠하는 지표가

but it has revealed these deep flaws in our present

30년 전 처음 측정된 이래 처음으로 감소하려 합니다.

bringing clarity to the fact

that ending this war against ourselves is not about trade-offs.

코로나19가 아직 미래를 바꾸지는 않았지만

It's not about choosing between people or trees,

between poverty or progress.

It's about choosing to do things differently.

우리 자신에 맞선 이 전쟁을 끝내는 것이

In the midst of tragedy,

the pandemic has also given us a glimpse of what peace could look like,

where we can see the snow cap of a mountain for the first time,

because the smog has cleared.

That's what happened in Nairobi, my home of many years,

That's what happened in Togo,

which set up a digital system in record time to get cash to people

unemployed or unable to work because of COVID-19 lockdowns.

10년이 아니라 10일이 걸렸습니다.

The idea of a green economy that is fair and just,

토고에서 일어난 일입니다.

where people and planet live in balance,

코로나19 봉쇄 때문에 실직하거나 일할 수 없게 된 이들에게

is not new.

현금을 지급하는 디지털 체계를 기록적인 시간 내에 수립했지요.

But this moment is.

And if I have learned one thing

since starting out as a young economist years ago,

사람과 지구가 균형을 맞춰 사는 공평하고 공정한 녹색 경제 아이디어는

whether I was working with Pattan elders

to improve the lives of farmers in Pakistan,

새로운 게 아닙니다.

하지만 지금 이 순간은 새로운 기회입니다.

or navigating the controversies of building colossal dams,

또 제가 젊은 경제학자로 출발한 이래 배운 점이 있다면

it's that systems don't change systems;

people change systems.

제가 파탄의 노인들과 일하며 파키스탄 농부들의 삶을 개선하려 했을 때였건,

And whether you're a prime minister,

a paramedic or a protestor on the street,

거대한 댐을 짓는 문제로 분쟁을 헤쳐나갔을 때였건,

you can choose to change this one.

The people who are choosing to build forward better from COVID-19

시스템을 바꾸는 건 사람입니다.

build on growing momentum,

수상이 됐건 의료대원이 됐건, 거리의 시위대가 됐건,

the momentum of people coming onto the streets in protest

시스템을 바꾸겠다고 선택할 수 있는 건 여러분입니다.

from Beirut to Bogota,

Quito to Cairo, or New York to New Delhi

코로나19로부터 더 나은 미래를 만들기를 선택한 사람들은

against racism and discrimination,

climate change,

점점 더 동력을 얻어가고 있습니다

the price of petrol or the cost of a train ticket,

거리의 시위로 사람들을 끌어모으는 그 동력은

all united in a deep and rising frustration

베이루트에서 보고타까지

키토에서 카이로까지, 혹은 뉴욕에서 뉴델리까지

with this war we have been waging against ourselves.

인종주의와 차별에 맞서,

기후 변화,

석유 가격, 혹은 열차표 값에 맞서,

This moment builds on the choices of leaders I met,

as I traveled with the United Nations before lockdown.

모두가 깊고 높아만 가는 좌절감으로 연대였습니다.

Leaders who choose to do things differently.

우리가 우리 자신과 맞서 싸우는 이 전쟁에 대한 좌절입니다.

Costa Rica made a choice to abolish its army

and redirect military spending to education, health

이 순간은 제가 봉쇄 전에 국제 연합과 함께 출장을 다니며

and the environment.

만나왔던 지도자들의 선택들로 쌓아져왔습니다.

Today, they pay people to protect the trees.

And as a result,

다르게 해 보기로 선택한 지도자들이지요.

forests have regenerated and now cover over half of the country.

Or consider Denmark.

It has chosen to produce all of its electricity

from renewable sources by 2050,

and has already passed the halfway mark.

One of many countries moving in this direction.

Thirty years ago,

I saw this in Kenya.

who kept the game going,

I saw this change, these better choices,

케냐에서의 일입니다.

with His Majesty the king of Bhutan

just turned 40 years old,

who chooses to measure progress based on gross national happiness,

경기를 할 수 있었던 건 태양광 LED 조명 덕분이었습니다.

not gross domestic product.

저는 이런 변화, 이러한 더 나은 선택들을

And I saw it on a rooftop

이제 막 40세가 된 부탄의 국왕이 이끈 변화에서 보았습니다.

in Khartoum with the young people who led the revolution in Sudan in 2019.

그는 국민 총 행복으로 발전을 가늠하기로 했습니다.

Young women and men

who came out onto the streets with everything to lose,

국내 총 생산(GDP)이 아니라요.

who spoke up for political change with conviction and courage

또 저는 2019년 수단에서

혁명을 주도한 젊은이들을 칼툼의 지붕 위에서 보았습니다.

and who ultimately changed the course of their country.

젊은 여성과 남성들이

These are the people,

모든 걸 잃을 각오로 거리로 나왔고,

the first generation of the Anthropocene who are writing the next chapter

확신과 용기를 갖고 정치 변화를 위해 목소리를 높였으며,

for people and planet in this unprecedented moment.

그들 나라의 경로를 궁극적으로 바꾸어 놓았습니다.

And with each choice they make,

이들이 바로

with each choice we all make,

인류세의 첫 세대로서

the future we want gets closer.

이 전례없는 순간에 사람과 지구를 위한 다음 장을 쓰고 있는 사람들입니다.

Just like the Knotted Gun,

there is another piece of art at the United Nations

그들이 내린 각각의 선택들로,

that I think about.

A poem by a great Persian poet, Saadi.

또 우리 모두가 한 각각의 선택들로,

우리가 바라는 미래는 점점 가까워 집니다.

The poem is embroidered on a giant carpet

꼬여있는 총과 마찬가지로

that hangs on the wall inside the UN building.

제가 생각하는 예술 작품이 국제 연합에 또 하나 있습니다.

beneath which diplomats and staff from all nations

work together every day towards that future we want.

페르시아의 위대한 시인인 사아디의 시입니다.

Saadi wrote that all the people on the planet

그 시는 거대한 카페트에 수놓아져서

유엔 건물 내부 벽에 걸려있죠.

are like different parts of the same body.

우리가 원하는 미래를 향해 매일 매일 함께 일하는

Different, but united as if limbs of each other.

모든 국가 출신의 외교관들과 직원들이 그 아래에 있습니다.

It was that idea that led the generation before us

사아디는 지구 상의 모든 사람들이

to come together in the wake of war

한몸의 다른 부분과 같다고 썼습니다.

to create the United Nations 75 years ago.

다르지만 팔다리처럼 엮여 있습니다.

The idea that though we are different, we must choose to be united,

이 아이디어가 바로 우리 앞 세대가 전쟁을 계기로 함께 모여

but now it's our turn.

Our challenge is to come together to preserve our collective self-interest

75년 전 국제 연합을 창립하도록 이끈 아이디어였습니다.

and humanity

우리가 비록 다르지만, 연합해야한다는 그 아이디어는

rather than tearing ourselves asunder.

이제 우리의 몫입니다.

People and planet in balance,

우리의 과제는 집단적 이익과 인류를 보존하기 위해

building lasting sustainable peace.
