In 2021, Gabriel Boric became the elected President of Chile.

And by the time of the election,

I was in charge of the feminist front of that party.

So even though I was very confident our candidate was going to win,

the night itself of the election was still very overwhelming,

especially so when we got to walk through the crowds, held by security.

You know, it suddenly all felt so real

because we were walking to a stage

in front of where thousands of people had gathered to celebrate the victory.

Because Gabriel Boric was not just a candidate I was supporting,

he was also my partner.

제 배우자이기도 했기 때문입니다.

So soon enough,

this meant for people that I was about to become a First Lady.

제가 영부인이 된다는 뜻이었죠.

And now I come to you, this great audience,

이제 훌륭한 청중들, 여러분께 여쭤보고 싶은 것은,

and want to ask you,

have you ever thought of becoming a First Lady?

영부인이 된다고 상상해 본 적이 있으신가요?

(웃음)

Is it something you thought of growing up or lately, I don't know?

자라면서 생각한 적이나, 요즘 생각해 본 적이 있나요?

(Laughter)

(웃음)

Well, I didn't think so.

그렇지 않았겠죠.

Me neither.

영부인이 되기 직전까지는 저도 마찬가지였죠.

Until I was about to become one.

Because really, whatever your partner does, you know,

왜냐하면 정말로, 배우자가 뭘 하든지 간에,

아침에 일어나서

do you picture yourself getting up in the morning

and accompanying him or her to his or her job?

그 사람의 직장에 같이 가는 자신이 상상되시나요?

(Laughter)

You know?

아시겠나요?

And now picture that job being to rule over a country.

이제 그 직업이 한 나라를 다스리는 거라고 상상해 보세요.

(Laughter)

But as much as it comes as a surprise to me,

그런데 저한테도 놀라운 일이지만,

imagine what a surprise it might be to the voters that don't elect you.

여러분을 선출하지 않은 유권자들이 얼마나 놀랄지 상상해 보세요.

They elected the president, right?

그들은 대통령을 뽑았죠.

And the president chose me,

대통령도 저를 뽑았지만

but surely not thinking of me becoming an authority one day.

언젠가 제가 권력자가 된다고는 생각하진 않았겠죠.

And so I first rejected the idea

그래서 저는 처음에는

영부인이 된다는 생각을 거부했습니다.

of becoming a First Lady,

and all of, you know, what that meant.

그리고 그에 따라오는 것들도 말이죠.

And so, many people criticized me,

많은 사람들이 저를 비난했는데

but many feminists applauded me, right.

많은 여성주의자들은 저에게 박수를 보냈죠.

Because, as a feminist,

I can see that feminist beliefs

여성주의 신념이

seem contradictory or incompatible with being a First Lady.

On the one hand,

OK, what does a feminist possibly want to do

“좋아, 이렇게 보수적인 공간에서

여성주의자는 뭐를 하고 싶어 할까?”

in such a conservative space?

But on the other hand,

하지만 다른 한편으로는

ain't the pursuit of taking feminist action,

“특히 이처럼 특이한 상황에서

even more so in such an unlikely place,

여성주의 행동을 하는 것이

something that is worth doing

여성주의자로서 일관된 이미지를 신경 쓰는 것보다

more than caring about your coherent image as a feminist?

더 가치 있는 일이 아닐까?”

So I decided to meet up with former First Ladies

그래서 지난 수십 년 동안 영부인 역할을 했던 사람들을 만나서

of the last decades

그들의 업적과 경험을 들어보기로 했죠.

and talk to them about their achievements, about their experiences.

So I talked to them, and that was very important.

그래서 그들과 이야기를 나눴는데 그게 아주 중요했어요.

It was crucial.

정말 중요했어요.

And I also made meetings with feminists from different generations

또한 다양한 세대의 여성주의자들과 만나

to talk it all through.

여러 이야기를 나눴습니다.

But the point and the moment that really struck me

하지만 가장 인상 깊었던 순간은

was my meetings with attorneys,

변호사들과 만났을 때였어요.

because they told me the following.

변호사들이 이런 이야기를 해주었거든요.

They were like, "Well, this is great for you.

“이건 아주 좋은 기회입니다.

You will have so many opportunities

정말 많은 기회가 생길 것이고

and the chance to do whatever you want with your interests."

관심이 있는 것은 무엇이든 할 수 있을 것입니다.”

And I was like, this doesn't sound right.

저는 이게 옳지 않은 것 같다고 했고,

You know, he was like, "Yes, because you can create projects,

그는 이렇게 말했습니다.

“아니오, 영부인은 새 사업이나 새 재단을 만들 수 있어요.

you can create new foundations, because this is not regulated

규정도 없고 불명확한 것이 많거든요.”

and there are many gray zones."

(Laughter)

I realized what this construction was all about.

저는 그 공사들이 뭐였는지 깨달았죠.

In Chile, First Lady's institutionalized version looks like this,

칠레에서는 제도적으로 영부인이 이런 모습이에요,

because they got progressively more and more functions, alright?

점점 더 기능이 늘어났으니까요.

So they are anchored in the state through diverse set of things.

그들은 다양한 일에서 국가와 연결되어 있습니다.

On the one hand,

한편으로는 재단이 있습니다.

you've got foundations, a set of foundations,

for example, for childhood education.

예를 들어 아동 교육 재단이 있습니다.

Then you’ve got a foundation for recycling computers.

컴퓨터 재활용 재단도 있죠.

Then you’ve got a foundation for empowering women.

다음, 여성 역량 강화 재단도 있고요.

Then you've got a museum with a focus on interactive approach.

또 대화형 방식에 초점을 맞춘 박물관도 있습니다.

Then you’ve got education and music.

그리고 교육과 음악 재단이 있습니다.

But they were all formed by former First Ladies.

하지만 모두 전 영부인들이 만든 것이죠.

And you get to preside [over] all of these foundations,

그리고 이 모든 재단들을 관리하는 데

regardless of your professional background.

영부인이 무슨 전문성이 있는지는 상관이 없습니다.

(Laughter)

(웃음)

And through them, you can do your projects or make more foundations, right?

이 재단들을 통해 자신의 사업을 하거나 재단을 더 많이 만들 수도 있겠죠?

(Laughter)

(웃음)

And then you've got protocol, OK?

그리고 의전이 생겼어요.

Protocol is accompanying the president

의전은 대통령을 따라서

to several events, ceremonies, engagements.

여러 행사, 의식, 회담에 참석하는 겁니다.

And then you've got something very important.

또 아주 중요한 것이 생겼습니다.

Or at least I find it very important because it's so symbolic.

적어도 저는 아주 중요하다고 생각하는데 그게 아주 상징적이거든요.

They give you an office right inside of the presidential palace.

대통령궁 바로 안에 사무실이 생기죠.

But it's not just an office, it's the most beautiful one.

하지만 이곳은 그냥 사무실이 아니라 가장 아름다운 곳입니다.

사실 베르사유라고 부르잖아요.

Like, people actually call it Versailles, OK?

And you get to choose a team,

또, 보좌진을 선택할 수 있는데,

which I would publicly like to thank.

이건 공개적으로 감사드리고 싶습니다.

And so I decided to make a plan.

그래서 계획을 세우기로 했어요.

And my approach would be to tackle both issues,

제 접근법은 두 가지 문제를 해결하는 것이었습니다.

the democratic illegitimacy of having the institution of marriage

결혼 제도를 국가에 내재하게 만드는 것의 민주적 불법성과

so embedded in state,

and on the other hand, you know --

그리고, 다른 하나는,

the gender-biased imaginary around this figure, OK?

이 인물에 대해 성적으로 편향된 상상입니다.

But this meant making a turn again, towards action this time,

because I thought, OK, on the one hand,

왜냐하면 제생각에는 한편으로는

그 자리를 맡지 않고 아무것도 안 하면 아무것도 변하지 않을 테니까요.

if I do nothing, if I don't take the job,

nothing will change.

If I do take the job,

제가 그 자리를 맡는다면

at least I have the chance to change something.

적어도 뭔가를 바꿀 기회는 있겠죠.

And we all know how traditions work.

우리 모두는 전통이 어떻게 작용하는지 압니다.

They repeat in time until something or someone interrupts it.

시간이 흐르면서 무언가 혹은 누군가가 방해할 때까지 반복되죠.

So this meant making a new press conference

그래서 기자 회견을 열어서

저는 영부인의 모습을 바꾸기 위해

where I would say that I was to take office

in order to transform the figure of First Ladies.

취임할 것이라고 말하고 싶었습니다.

Of course, I got criticism again,

물론 다시 비판을 받았는데

and a lot of people actually didn't understand this.

사실 많은 사람들이 이걸 이해하지 못했죠.

But something a bit painful was, of course,

하지만 물론 조금 아팠던 건,

that many feminists criticized me too.

많은 여성주의자들도 저를 비판했다는 점이었죠.

So in that criticism, you know, is bad press

여러분이 여성주의 정당이나 진보 정당에서 나왔을 때는

when you come from a feminist party or a progressive party, for sure.

그 비판이 확실히 큰 압박입니다.

But while it was super uncomfortable

하지만 한편으로 정말 불편했고 제가 그렇게 될 거라는 걸 알았지만,

and I knew I was going to be,

I was very convinced that I should use my power this way.

제 힘을 이런 식으로 써야 한다는 확신이 들었습니다.

That's what I felt, at least.

적어도 제 느낌은 그랬어요.

So I started presiding [over] the existing foundations.

저는 기존 재단들을 관할하기 시작했습니다.

So I wanted to know if they were still, you know,

저는 그들이 아직 자신들의 사회적 목표를

following their social goals.

따르고 있는지 알고 싶었습니다.

And in order to have that diagnosed,

진단을 하기 위해 노동조합과 얘기하고 노동자들과 이야기를 나눴습니다.

I talked to the unions, to the workers,

I wanted to understand if they still felt valued,

그들이 여전히 잘 대우받고 있다고 느끼는지,

if they still felt that they were taken, you know,

그들이 여전히 전문가로서 대우받고 있다고 느끼는지,

into account as professionals

or if, you know,

아니면 정치가 그들을

politics were making something else out of them.

뭔가 다르게 이용하고 있다고 느끼는지 알고 싶었습니다.

And I talked to them. I improved salaries.

그들과 이야기를 나눴고 급여를 인상했어요.

I, you know, I made job listings public.

저는 구인 목록을 공개했어요.

We made processes more transparent.

절차를 더 투명하게 만들었죠.

And we also tried to make standards higher in general.

또한 전반적으로 기준을 더 높이려고 노력했습니다.

So after all of this was done,

이 모든 일을 끝내고 나서

we were ready for the next step,

다음 단계로 나아갈 준비가 되었습니다.

which was

더 이상 영부인이 재단들을 주재하지 않는 것이었죠.

the First Lady not presiding over these foundations anymore.

(Laughter)

So ...

그러니까...

Now you've got the ministries making the decision.

이제 각 부처들이 결정을 내립니다.

So, for instance,

예를 들어 여성 평등부가 있으니

now that we do have a Ministry for Women and Equality,

she decides who will be the president

그 부서가 결정해서

of the foundation about empowerment for women, right?

여성 역량 강화 재단의 회장을 정합니다.

The Minister of Education is the one who decides

예를 들어 교육부 장관이

어린이 교육 재단의 회장을 누가 맡을지를 결정합니다.

who will be the president of the foundation for childhood education.

Makes sense, right?

말이 되죠?

All these changes took about nine months.

이 모든 변화에는 약 9개월이 걸렸습니다.

Now I'm just me.

이제 저는 그냥 저입니다.

I have no team, no office, and no official role.

보좌진도 없고, 사무실도 없고, 공식적인 역할도 없어요.

I don't take any resources from state.

국가에 어떤 부담도 주지 않습니다.

And I still have a lot of public exposure,

하지만 저는 여전히 공개 행사가 많고

and I would still attend meaningful events with my partner.

여전히 배우자와 함께 의미 있는 행사에 참석하곤 해요.

Which brings me to the next issue I wanted to tackle,

배우자 이야기를 하니까

다음으로 다루고 싶었던 문제인 성 고정 관념으로 이어지네요.

which is gender stereotypes, right?

사실 우리는 여전히 남성 권력자를

Because it turns out we actually still look at masculine authorities

as people that need to be complemented by a feminine other.

여성에 의해 보완되어야 하는 존재로 보고 있으니까요.

But if you think about a woman

하지만 생각해 보세요.

이제 막 당선된 여성이나 권력을 잡은 여성을 생각할 때면

that has just been elected, or a woman in power,

we expect her to have both male and female qualities.

그녀가 남성과 여성의 자질을 모두 가지고 있을 것으로 기대합니다.

So this not only tells you

이것이 말해 주는 것은

that relationships in such high rank,

눈에 보이는 자리처럼

like in a visible platform,

그렇게 높은 지위에 있는 사람들의 관계가

are expected to be heteronormative and traditional,

이성애적이고 전통적일 것으로 예상된다는 것뿐 아니라

but it also tells you how embedded marriage is in state.

국가에 결혼이 어떤 식으로 내재되어 있는지까지입니다.

Turns out it was very normal to have the wife around.

알고 보니 아내가 곁에 있는 건 아주 평범한 일이었어요.

So I thought

그래서 저는

this kind of condescending constellation around the president

대통령 주위에서 다른 사람들을 무시하는 듯한 이런 무리들은

is something that will not be well-received

새로운 세대의 정치인들에게

from the new generations of politicians.

잘 받아들여지지 않을 것이라고 생각했습니다.

Because if you think about it,

왜냐 하면 그에 대해 생각해보면

women accompanying presidents are still seen as assets.

대통령과 동행하는 여성을 여전히 자산으로 본다는 것이니까요.

They are seen as someone who gives the president an image of more stability,

그들은 대통령에게 더 안정적이고 완전하며

of completeness and of balance.

균형 잡혔다는 인상을 주는 사람으로 여겨집니다.

하지만 그것은 우리가 이중성에 익숙하기 때문입니다.

But that is because of our accustomed view of duality.

And I think we were already past that.

저는 우리가 이미 그걸 넘어섰다고 생각합니다.

I mean, church and state,

state and love,

state and marriage.

국가와 결혼 말입니다.

Doesn't it sound antiquated already when you say it out loud?

정치에 종사하는 여성들에 대해서는,

When it comes to women in politics,

yes, of course we want as many as possible.

네, 물론 가능한 한 많이 나타나길 원합니다.

But the good news is, we can vote for them, right?

하지만 좋은 소식은 우리가 그들에게 투표할 수 있다는 거죠.

Yeah.

저는 결혼을 대통령 필수품에서 제외하고

I say we keep marriage out of the presidential must-haves

and legitimize the person we vote for.

우리가 투표하는 사람을 합법화하자고 말합니다.

My goal for taking on the institutional side of First Lady was to make change.

영부인의 제도적 측면에 관한 제 목표는 변화를 만드는 것이었습니다.

To take away power from a position that is a result of affection

민주적 절차가 아니라 애정의 결과로 생긴 지위에서

and not of democratic process.

권력을 회수하는 것이죠.

Some people may think

어떤 사람들은 이것을

that this is a personal rejection of a privilege.

개인적으로 특권을 거부하는 것으로 생각할 수도 있습니다.

Instead, it's a political rejection of power

오히려 정당하지 않은 권력을 정치적으로 거부하는 것입니다.

from where it doesn't belong.

I am not to have --

저는 그럴 수 없어요.

I am not to have power that people have not given me.

사람들이 주지 않은 권력을 가질 순 없어요.

So I see state innovations as crucial to turn the game around

저는 국가의 혁신이 우리 민주주의의 평가 절하에 관한

판도를 바꾸는 데 중요하다고 생각합니다.

when it comes to the devaluation of our democracies.

왜냐하면 생각해 보면

Because when you think about it,

making changes in governmental institutions,

updating them, making them more legit again,

and taking away parts

현대에 들어 와서 더 이상 필요하지 않은 부분을 없애면

that don't represent contemporary needs anymore

might make people feel more close, more reflected

민주주의의 도구로 더 잘 쓰이고 있다고 느낄 것입니다.

in the instrument of democracies.

And that's what it's there for.

그것이 바로 그들의 존재 이유입니다.

So if making symbolic, cultural and institutional changes

따라서 상징적, 문화적, 제도적 변화를 통해

increases our attachment to democratic values,

민주적 가치에 대한 애착이 커진다면

then I say it's worth a try.
