I grew up in one of the most privileged parts of the world,

Growing up, I believed that just as my parents would take care of me,

governments would take care of the big problems in the world.

I grew up in a world that told me

that things would just get better and better

for everyone.

I grew up in a fairy tale.

저는 동화 속에서 살았던 겁니다.

Part of this fairy tale is the story of Germany.

이 동화는 독일의 이야기인데요.

Or, to be more precise, the role of fossil fuels in Germany.

구체적으로 독일에서 화학연료의 역할에 관한 것이죠.

The most obvious impact of fossil fuels in Germany are soaring emissions.

독일에서 화학연료의 가장 큰 문제는 배기가스의 증가입니다.

Germany is the country fourth most responsible for the climate crisis.

독일은 기후 위기에 네 번째로 책임이 있는 국가인데도

Growing up, however, I didn't know that.

저는 이런 사실을 모르며 성장했고 이것만 알았죠.

What I knew was this.

Without fossil fuels,

화석연료 없이는 경제성장도 없다는 것만요.

there could never be economic growth.

Without economic growth, there couldn't be jobs,

경제성장이 없으면 직장과

there couldn't be wealth, there couldn't be peace.

부가 창출되지 못하고 평화도 없다고 했어요.

So Germany burnt coal, oil and gas

그래서 독일은 석탄과 오일뿐 아니라 가스를 태웠습니다.

그 결과를 따져보지도 않고 말이죠.

no matter where it was coming from.

This fairy tale isn't unique to Germany.

이런 동화는 독일에만 국한되지 않고

There are versions of it everywhere.

다양한 버전으로 나라마다 있습니다.

It took me years to figure out what was behind this fairy tale.

그리고 제가 이런 동화의 이면에 무엇이 있는지 알기까지 수년이 걸렸죠.

And once I did, I became a climate activist.

그것을 알게 되었을 때 저는 환경운동가가 되었습니다.

And together with thousands of others,

수천 명의 동지들과 함께

we organized the largest climate protests ever seen.

대규모의 환경운동을 추진했죠.

People then very quickly started calling us naive

그러자 사람들은 우리에게 순진하다고 했으며

and most found we were so radical.

급진적이라고 생각했지만

Yet the only thing we really did is we broke off the fairy tales

and instead we told the truth.

사실을 말했을 뿐입니다.

And because there are fairy tales everywhere,

telling the truth in the climate crisis

기후 위기에 대한 사실을 이야기하는 것은

means deconstructing almost every aspect of it.

그 동화들의 모든 면을 부정하는 일이죠.

People, for instance, call the climate crisis man-made

예를 들어 사람들은 기후변화를 인간이 초래했다고 하는데요.

and while there were, indeed, humans behind it,

맞는 말이긴 하지만

it's much less man-made and much more fossil-fuel-made.

인간보다는 화석연료의 역할이 더 큽니다.

It's made possible by the exploitation of coal, oil and gas

석탄, 오일 그리고 가스의 이용과 개발 때문이니까요.

and the profit-driven economic systems behind it.

그리고 이익에 의해 돌아가는 경제시스템도 있죠.

Calling the climate crisis man-made implies it's an accident of human nature,

기후 위기의 책임을 인간에게 전가하는 것은

인류의 잘못임을 암시합니다.

whereas it's actually a relatively small group of people

하지만 비교적 소수 그룹에 속한 사람들의 잘못이죠.

in just a few places around the world,

the fossil fuel industries, their marketing

and their political supporters.

The fossil fuel industry itself is also a powerhouse of fairy tales.

Fifty years ago,

they knew that their business would lead us into a climate disaster.

Back then in the '70s and the '80s and the '90s,

they had the chance to use that knowledge

to introduce a transition to renewable energies.

They decided not to.

And instead, they started telling fairy tales.

They started campaigns to mislead people.

They denied their own climate science that they did themselves.

And by that, they stole our very first historic chance to act from us.

So now, for many lives, it's already too late.

The droughts, the fires and floods are all happening already in 2022.

No place is safe anymore.

안전한 곳은 이제 없습니다.

So as the catastrophes can no longer be denied,

재앙을 더 이상 부정할 수는 없기에

fossil fuel industries have again started telling new fairy tales,

화석연료 산업들은 다시 새로운 동화를 지어내기 시작했고

and this time they present themselves as part of the solution.

이번에는 그들만이 해결책이라고 하면서

They call it transition.

‘전환’을 외치며 혁신을 약속하고 녹색성장을 주장하죠.

They promise innovations.

They speak of green growth.

And it sounds wonderful.

매우 훌륭하고 강력한 메시지로 들려서

It is powerful too.

People really want to believe that this time,

사람들은 이번에는 정말 믿고 싶어 합니다.

the Equinors, the Totals, the Shells and all the others,

‘스타토일‘, ‘토탈에너지스’ ‘쉘석유’ 등의 주장을 말이죠.

this time, they will not steal another chance to act from us, right?

이번에도 우리가 행동할 수 있는 또 다른 기회를 빼앗기는 건 아니겠죠?

I would like to believe that too.

저도 그 주장을 믿고 싶지만

But I cannot, for two very simple truths.

다음의 두 가지 사실 때문에 그럴 순 없게 됐죠.

Number one,

첫 번째 사실은

we do not have time for any more delay.

더 이상 지체할 시간이 없다는 겁니다.

So whoever tells us that they will just need some more time

시간이 좀 더 필요하다고 하는 사람들은

does not understand the very basic logic of the crisis we are in.

우리가 처해있는 위기에 대한 기본 원리도 이해 못 한 거예요.

Back in Hamburg when I was in school,

제가 함부르크에서 학생이었을 때

we would get 90 minutes to finish a math exam.

90분 내에 수학 시험을 끝내야 하는 것처럼

The fossil fuel industry is, in a way, taking that very exam right now.

화석연료 산업은 시간 내에 시험을 끝내야 합니다.

But instead of 90 minutes,

그런데 그들은 90분 대신에 9년 내에 끝내겠다고 하니까

they tell us they will finish in nine years.

Back in school, that attitude would have got me failing my assignments.

학교였다면 시험에서 탈락했겠죠.

And the second truth is,

두 번째 사실은

and that's the simple equation behind the climate crisis,

기후 위기에 관련된 간단한 방정식인데요.

to limit global heating to 1.5 degrees,

지구 가열을 1.5도로 제한하거나

or as close as we can possibly get to that,

또는 최대한 그 정도에 가까워지게 하려면

there cannot to be any new fossil fuel explotation.

더 이상 새로운 화석연료 개발을 해서는 안 된다는 겁니다.

No single new project can be constructed.

단 하나의 새로운 프로젝트도 해서는 안 되는데

Yet, as we speak, fossil fuel industries are planning

바로 지금도 화학연료회사들은

let alone 195 new mega-projects, so-called climate bombs,

‘기후 시한폭탄’이라는 195개의 새로운 대규모 프로젝트를 계획했죠.

each of them emitting more than one gigaton of CO2.

프로젝트당 1기가톤이 넘는 이산화탄소를 배출하는데 말입니다.

So as the wind turbines peacefully spin

그들은 풍력 발전용 터빈이 평화롭게 돌아가는 TV 광고를 보여주면서

[in] the TV commercials they present to us,

fossil fuel industries are expanding everywhere around the world.

전 세계에서 화학연료 산업을 확장하고 있는 것입니다.

And dancing on our chances to create anything like a climate justice world.

우리에게서 기후정의 사회를 만들 기회를 빼앗으면서 말이죠.

And after all, this isn't just about the climate.

단지 기후에만 해당하는 것이 아닙니다.

Back in Hamburg 30 years ago,

30년 전 함부르크에서

when my grandmother installed her first solar panel on the roof

저의 할머니가 지붕에 첫 번째 태양광 패널을 설치했을 때

and people started talking of the German “Energiewende,”

사람들은 독일의 에너지 전환에 관해서 이야기하기 시작했고

it was estimated that Germany could become energy independent.

독일이 에너지 자립을 할 수 있을 것 같았습니다.

It didn't happen.

그러나 실패했죠.

Why?

왜냐고요?

Fossil fuel industries went ahead,

화학연료회사들이 발 빠르게 환경 정책에 영향력을 행사하고

lobbied against environmental policies

and together with their political supporters,

그들의 정치적 후원자들과 함께

brought the energy transition in Germany almost to a complete halt.

독일의 에너지 전환을 거의 중단 시켰기 때문입니다.

More than 100,000 jobs were lost in the solar industry alone,

태양광 산업에서만 십만 개가 넘는 일자리가 없어졌고

and as the energy transition slowed down,

에너지 전환이 늦어지면서

Germany imported more fossil fuels from Russia than any other country.

독일은 다른 어떤 나라보다 러시아에서 화석연료를 제일 많이 수입하게 됐죠.

And now we watch

현재 아시다시피

as Vladimir Putin invades Ukraine.

‘블라디미르 푸틴’이 우크라이나를 침공했죠.

Made possible by a fossil fuel war machinery

그것을 가능하게 한 것은 화학연료로 움직이는 전쟁 무기들과

and paid for by countries like Germany.

화학연료를 수입한 독일과 같은 다른 나라들이 지불한 돈입니다.

Fossil fuels don't only take lives and livelihoods

화학연료는 생명과 삶만을 앗아가는 것이 아니라

and destroy our climate.

기후를 파괴하며

They empower autocrats everywhere to start wars, to threaten democracies,

독재자들이 전쟁을 일으켜서 민주주의를 위협하기도 하고

and to threaten energy systems in places like Germany

에너지 시스템을 위협하므로써

and across the globe onto their knees.

독일 뿐만 아니라 전세계를 굴복하게 만듭니다.

I grew up in a world where fossil fuels, one way or the other,

제가 자라온 세상에서는 화학연료가 어떻게든

would protect our democracies, our economies and our peace.

민주주의와 경제 그리고 평화를 지켜준다고 믿었습니다.

Yet the truth is,

그러나 사실

in the 21st century,

21세기의 우리는 화학연료가

we need to understand fossil fuels

as a single great threat to our democracies,

단 하나의 커다란 위협임을 알아야 하죠.

민주주의, 경제 그리고 평화에 말입니다.

our economies, and our peace.

So what can be the role of fossil fuel industries in the 21st century?

그렇다면 21세기의 화학연료 산업은 어떤 역할을 해야 할까요?

To the fossil fuel executives, the boards,

화학연료회사의 경영진과 이사회와 주주 등 연관 있는 사람들에게

the shareholders and everyone attached,

the messages are quite simple:

이런 메시지를 보내는 거예요.

stop expanding fossil fuels

더 이상 산업을 확장하지 말고 사람들에게 거짓말하지 말라고요.

and stop lying to us about that.

Yet maybe we shouldn't trust those messages to reach the right people

하지만 이 메시지가 그들에게 전달될 것이라고 믿지는 마세요.

in the short amount of time we have left.

주어진 시간 내에 전달 안 될 테니까요.

So there are other messages for everyone else.

그래서 다른 메시지를 준비했습니다.

Number one,

첫 번째 메시지는

if fossil fuel industries don't listen

화학연료 회사가 화학연료에서 벗어나야 한다는

when people and science tell them to get out of fossil fuels,

과학적 사실과 우리의 말을 무시하면

they should not be listened to

우리도 무시하겠다고 하는 겁니다.

when they tell us more fairy tales about wanting to be part of the solution.

그들이 해결책의 일부분이 되겠다는 동화 같은 거짓말을 말이죠.

Number two,

두 번째 메시지는

if fossil fuel industries don't stop the destruction of livelihoods,

화학연료회사들이 생계 파괴를 중단 안 하면

especially in the most affected places,

그들이 크게 영향받는 곳에서

they need to be stopped by us.

그들을 막겠는다는 겁니다.

And number three,

세 번째 메시지는

if fossil fuel industries get to make the rules

화학연료회사들이 우리가 간절하게 원하는

about the transition we so desperately need,

에너지 전환에 대한 규칙을 만들어도

we will not get that transition.

무시하겠다는 겁니다.

These rules will have to be made by the people

에너지 전환 규칙은 우리들이 만들어야 하니까요.

so they can ever be just and ever be on time.

그래야만 그 규칙은 정의로울 수 있고 시간 내에 이행될 수 있습니다.

And they will have to be informed by the science

또한 과학적 지식에 근거해야 하죠.

that luckily today tells us everything that we need to know.

과학은 다행히도 우리가 알아야 할 모든 것을 알려주니까요.

So this is a call for the people everywhere,

이것은 세상의 모든 사람에게 하는 외침일 뿐 아니라

for the normal people to stop their normal lives

지극히 평범한 사람들이 평범한 생활을 멈추고

and start beginning to build a new tomorrow

새로운 내일을 만드는 일을 시작하기 바라는 요청이기도 합니다.

so that at some point we can have a new normal again.

그러면 우리는 어느 순간 새로운 평범함을 찾게 될 거예요.

That new tomorrow,

그 새로운 내일은

it won't be built for those who have brought us into this entire mess,

현재 우리를 이 시궁창에 있게 한 그들이 만들 수 없습니다.

whom we have no reason to trust

우리가 무조건 믿어 주고

and who wish to sit at the same table as we do,

우리와 같은 테이블에 앉으려는 그들은

but will never sit at our side.

절대로 우리 편이 되지 않을 화학연료회사들이니까요.

It will be built for everyone else.

그래서 규칙은 우리가 만들어야 합니다.

It will put people over profits

이익보다 사람을 그리고 화학연료보다 삶을 우선시하는 규칙을요.

and lives over fossil fuels.

It will be just,

그래야만 올바르고

and it will be safe after all.

안전한 결과를 가져올 테니까요.

So I'd say, let's get to work.

이제 행동해야 할 때입니다.
