It's so great to be here, and so great to see you in person.

CA: So look, you're up against a vast industry.

CA: 모니카씨는 방대한 산업에 맞서고 계신데요.

I mean, there are more than a billion polluting vehicles out there.

저 밖에는 10억 대 이상의 환경오염 차량들이 있잖아요?

How on Earth can you attempt system change at that scale?

그 정도 규모의 시스템은 대체 어떻게 변화시킬 수 있나요?

MA: Well, that is the point that, because of the scale

MA: 그게 정말 중요합니다.

그 정도 규모를 빨리 전환시켜야 하기 때문에

and because of the speed

that we need to inject into this transformation,

we have to work with all the levers of change simultaneously.

변화를 위한 모든 수단들을 한번에 총동원해야 합니다.

That's the key point.

그게 핵심이죠.

So, cities, we have to engage with cities.

그리고 도시들도 있죠. 도시와도 반드시 연계해야 합니다.

That's great.

그러면 최고죠. 하지만 충분치 않습니다.

Not enough.

We have to engage with politicians.

정치인들과도 관계를 맺고, 기업과도 직접 접촉해야 합니다.

We have to engage with the companies themselves.

We have to create business coalitions.

기업 연합체를 구축해야 하죠.

And we also have to empower citizens so that they play their act.

또한 시민들이 역할을 할 수 있도록 권한을 쥐어줘야 합니다.

Ultimately, we know that we have to create political space

궁극적으로 더 엄격한 규제 정책을 위한 정치적 공간을 마련해야 합니다.

for stricter regulations for policy.

So that is something we are doing right now.

그것이 현재 우리가 하고 있는 일이죠.

CA: In a sense, these aren't separate initiatives.

CA: 별개의 추진 계획들이 아니고 서로 맞물려 있다고 할 수 있죠?

They all build on each other?

MA: Exactly.

MA: 정확합니다.

So think about an automaker.

예를 들어 차량 제조업체를 생각해보세요.

Maybe we have some in the room.

여기에도 몇 분이 계실 것 같네요.

So you're not going to give up your profits just like this.

여러분은 자사의 이익을 한순간에 포기하진 않을 겁니다.

But.

하지만,

If you hear that so many cities start saying

만약 수많은 도시에서

더 이상은 휘발유와 디젤 차가 다니지 못하게 하겠다고 발표하고,

no more petrol and diesel cars are going to circulate in our streets;

and you hear the politicians saying

정치인들이 석탄 연료 사용을 더욱 규제하겠다고 말하고,

that life is going to get more difficult for fossil fuels;

and you turn on the TV and you see millions of people saying,

그리고 TV를 켰을 때

수백만 명이 여러분 제품에 분노한다는 뉴스를 보게 되고

you know, we’re angry about the products that you’re making;

and you look at the demand

시장 수요를 살펴봤더니 다른 회사들은 이러는 거예요.

and you look at companies that are saying,

“그거 아세요? 저희는 전환 중이에요. 효과가 있어요. 비용도 줄었고요.“

"You know what? We're switching.

It's working. We're saving money."

Then you have to act.

그러면 여러분도 행동할 수밖에 없을 겁니다.

CA: But how could you take on all these agendas at once?

CA: 하지만 이 모든 안건들을 어떻게 한번에 다루죠?

MA: That's the point.

MA: 그게 중요한 점입니다. 한 가지만 해서는 안 되죠.

You can't do just one thing,

or you can't just expect one single organization to do this.

하나의 조직이 이 일을 해낼 거라고 단순히 기대해서도 안 됩니다.

So this is the exciting news.

그런데 고무적인 소식이 하나 있는데요.

A group of over 70 -- seven, zero -- organizations are coming together,

70개 이상의 단체들이 모여서

creating a coalition, a global campaign,

연합체를 만들어 전 세계적으로 ‘전기차 운전하기’ 캠페인을 시작했죠.

we call it Drive Electric, and it's already shaking things up.

그 캠페인은 이미 많은 걸 변화시키고 있습니다.

CA: How so?

CA: 어떻게요?

MA: Well, the best thing would be to give you one example from this year.

MA: 올해에 있었던 일을 예시로 드는 것이 가장 좋겠네요.

So partners of this coalition

이 연합의 파트너들은

have done an amazing job persuading the European Commission

유럽연합 집행위원회를 설득해서 엄청난 일을 해냈습니다.

to propose that after 2035,

2035년부터 내연기관 차량의 제조와 판매를 금지하는 법안을 제안했죠.

there will be no more sales of petrol and diesel cars.

And this alone was unthinkable two years ago.

이런 일은 2년 전에는 엄두도 낼 수 없었습니다.

And even though I mentioned in Europe,

비록 유럽을 예로 들었지만

the progress is happening from China to California, everything in between,

중국에서 캘리포니아에 이르기까지 곳곳에 같은 일이 벌어지고 있습니다.

including the small countries.

그밖에 작은 나라들도 포함해서요.

CA: So Monica, what’s the overall goal of the Drive Electric campaign?

CA: 모니카씨, 그럼 ‘전기차 운전하기’ 캠페인의 총체적 목표는 뭔가요?

MA: Well, we have to persuade the world to do exactly what I just mentioned,

MA: 방금 말씀드린 것을 전 세계가 시행하도록 설득하는 것입니다.

and actually in some cities and some countries,

일부 도시와 나라에서는 사실 더 빠르게 진행될 수 있습니다.

you can actually go faster.

And the point is that we need to set these timelines,

중요한 것은 시한을 정하고 시행하는 거예요.

make it normal, you know.

Say, after this year, say, 2035,

예를 들어, 내년부터 혹은 2035년 이후에는

we're not going to sell more petrol and diesel cars.

더 이상 휘발유나 디젤 차를 판매하지 않겠다고 하는 것이죠.

And now our campaign works with all segments.

현재 저희 캠페인은 모든 부문에 걸쳐 진행되고 있습니다.

So we say, buses 2030, trucks 2040.

버스는 2030년까지, 트럭은 2040년까지 이런 식이죠.

And if we want to get there,

그리고 목표에 도달하려면

if we say we have to be here by 2035,

“2035년까지는 여기 있어야 해” 라고 말하려면

then the next five years are so critical.

앞으로 5년이 굉장히 중요합니다.

So that is what we have to achieve.

그것이 우리가 반드시 해내야 하는 것이죠.

You know, we have to get to these mark and tipping point.

그런 기준점들과 전환점에 반드시 도달해야 합니다.

CA: But just to play devil's advocate there.

CA: 하지만, 굳이 비평하자면...

MA: I know you like to do that.

MA: 그러시는 거 좋아하시죠.

CA: 네, 뭐.

CA: Well, you know. MA: It's OK.

괜찮아요.

CA: Wouldn't some people say

CA: 어떤 사람들은 실제로 그 전환점에 이미 도달했다고 말하지는 않을까요?

that actually were kind of already at that tipping point?

And that in a sense,

어떤 의미로는 전기차로의 전환이 이미 불가피하다고 말이죠.

the move to electrification is already inevitable?

MA: Thank you,

MA: 감사합니다.

because that's a very important question.

정말로 중요한 질문을 해주셨어요.

You know, it reflects that we're making progress,

그건 저희가 진전을 이루었다는 뜻이고, 그건 정말로 좋은 일이죠.

and that's a good thing.

So somebody could say, well, you know,

그렇게 말할 수도 있어요.

let's take Tesla, you know, super pioneering,

테슬라를 예로 들어볼까요.

엄청난 개척자로서 많은 공로를 인정받아 마땅합니다.

deserves a lot of credit.

And yet if we look at our partners,

그럼에도 저희 파트너를 보시면

early on, they advocated the very policies

일찍이 전기차의 빠른 도입을 위한 바로 그 정책들을 지지했습니다.

to promote early adoption of electric vehicles.

So timing is everything.

즉, 타이밍이 핵심이에요.

We cannot waste any time.

단 1초도 허비해서는 안됩니다.

So if you look at the progress we’re making, yes, it’s there,

저희가 이룬 진척을 보시면 발전한 것은 분명합니다.

and yet, only one percent of the global stock of cars and trucks

하지만 전 세계 자동차와 트럭 중 전기차는 단 1%에 불과합니다.

is electric right now.

So we have to keep that in mind and also, you know,

coming from a developing country myself, Costa Rica, as you know,

I would not say that in the global South, this is already inevitable.

저개발국에서는 전기차로의 전환이 불가피하다고 말하기는 어려워 보입니다.

In fact, when you look at some industry projections,

오히려 몇 개의 산업 전망을 살펴보면,

you still find that at least some companies see

2050년까지 여전히 화석연료 차량을 제조 판매할 것으로 보고 있습니다.

a lot of fossil fuel cars in their future up to 2050.

CA: OK, so if that's still happening in 2050, we're screwed.

CA: 그렇군요. 2050년에도 여전히 그렇다면 우린 망했네요.

So the goal of the campaign is basically to accelerate that by how much?

이 캠페인의 목표는 기본적으로 언제까지 전환시키겠다는 건가요?

MA: So here's the point.

MA: 핵심은 이거예요.

The campaign in the next year

앞으로 20년 내에 전환하는 걸 내년 목표로 삼고 있습니다.

is going to accelerate this 20 years,

Twenty years, make it happen faster.

20년을 목표로 더 빨리 전환시키는 거예요.

And we calculate that --

그리고 저희가 계산하기로,

I know you like the numbers --

수치 좋아하시죠.

(CA laughs)

So we calculate that doing that faster will save the planet

저희가 계산하기로 그 정도로 빨리 진행한다면

1600억 톤 상당의 이산화탄소로부터 지구를 보호할 수 있습니다.

160 gigatons of CO2 equivalent.

CA: Wow. 160 billion tons of CO2.

와우, 1600억 톤의 이산화탄소요.

On my maths,

제 계산이 맞다면, 인류 전체 배출량의 3년치 이상에 해당하는 양인데요.

that's more than three years' worth of humanity's entire emissions,

excess emissions.

그 이상이겠죠.

So that's a huge, huge number.

정말 엄청난 수치네요.

But, look, you're up against

그렇지만 아시듯이...

industries that are, you know,

매년 수조 달러를 벌어 들이는 산업과 맞서고 계시잖아요.

getting trillions of dollars of revenue annually.

How can your coalition possibly take that on?

도대체 어떻게 이런 산업에 대항할 수 있으신가요?

MA: Well, there is opposition, and the more progress we make,

MA: 반대파도 있습니다.

저희가 더 많은 진전을 이룰수록 더 많은 반대파들이 활동하죠.

the more the opposition gets activated.

So that's why we're saying Drive Electric is the most ambitious coalition

바로 그런 이유에서 ‘전기차 운전하기’ 캠페인이야말로

지금까지 있었던 것들 중 가장 야심찬 협력체이자 캠페인이라 할 수 있습니다.

and campaign in our space ever undertaken.

And what we need to make sure is that we grow it,

우리는 캠페인과 파트너들을 성장시키고

we grow the partners and we secure funding for what they do

그들 활동을 위한 자금을 확보합니다.

because they are playing a key role

왜냐하면 그들의 활동은...

각자의 지역에서 모든 수단을 동원하며 핵심적 역할을 하기 때문이죠.

in their geographies, playing all these levers.

So we have to make sure they get the resources to work on the ground.

저희는 그 활동에 필요한 자원들을 얻을 수 있도록 해주어야 합니다.

CA: So you’re raising money, not just for ClimateWorks

CA: 그러면 지금 하시는 모금 활동은 클라이밋웍스 재단을 위해서가 아니라

but for all of these partners.

모든 협력체들을 위한 것이군요?

MA: 맞습니다.

MA: Yes.

CA: 그러려면 얼마나 필요한가요?

CA: How much is it going to take?

MA: 앞으로 5년 동안 약 10억 달러가 필요합니다.

MA: For the next five years, roughly one billion dollars.

CA: I mean, Monica, as you know,

CA: 모니카씨, 처음 그 액수를 듣고 저는 가능할 리가 없다고 말했었죠.

when I when first heard that number,

I said, “No way.”

I mean, you're looking for this from philanthropists.

제 말은, 그 금액을 자선가로부터 기대하는 거잖아요?

There's no precedent for that.

And yet this is kind of where the exciting news comes in,

그런데 여기 흥미로운 소식이 있습니다.

because ...

Drive Electric and TED and Countdown

and a coalition of visionary donors called the Audacious Project

‘대담한 프로젝트’의 미래지향적 기부자 연합이

have been working together on this,

이 목표를 위해 함께 일해왔습니다.

and just a few weeks ago, something kind of amazing happened.

그리고 바로 몇 주 전에 굉장히 놀라운 일이 벌어졌습니다.

We were able to secure a commitment from them for how much?

저희가 그들로부터 예산을 확보할 수 있었는데요.

얼마였죠?

MA: 300 million dollars.

MA: 3억 달러입니다.

CA: This was really exciting,

and it builds on a couple hundred million

already committed by the founding donors of Drive Electric,

so that we're already over halfway to your billion-dollar goal, right?

So how is this? How does this feel?

Where are you now?

MA: 전기가 통하는 느낌이요!

MA: It's electrifying.

But I mean, I know there partners are here,

I can see where they are sitting,

from foundations,

I’m sure Anthony’s somewhere here.

We are so excited because we have come to a point

where we know this campaign is unstoppable.

And in short, you know,

we are going to make sure that all of this gets translated

into all these strategies that we have to deploy

in the key geographies.

And, think about the fact that this is happening

UN 기후변화협약 총회를 앞두고 이 모든 일들이 일어나는 걸 생각하면

just as we move to COP.

So that is also very good news.

CA: And everyone in this room can actually play a part.

Ignore the fossilized lobbyists.

MA: If you are a citizen,

MA: 시민 여러분은 내연기관 차량을 구입하지 않는 걸 고려해보세요.

consider not buying an internal-combustion car.

MA: Yes, we have to work together, go faster.

And let me finish by saying this.

This campaign is about changing transportation,

이 켐페인은 교통수단을 변화하는 것이며

with all the benefits that that brings to people and the planet.

And yet,

it is also about showing how systems change works in practice

and making sure it happens everywhere else.
