But this is happening at some libraries.

Public libraries have always been about community support

with all kinds of services and programs

from assisting with job seeking efforts

to locating resources for voter rights

to providing free meals to kids and teens even.

But what we think of as community support takes on new urgency

when you're in the middle of an opioid and overdose crisis.

I work at the McPherson Square Library of the Free Library of Philadelphia.

It's located in Kensington,

one of the lowest income communities in Philadelphia,

with a long history of being isolated from resources and opportunity.

And because of that,

it has been the center to the city's drug trade and drug use for decades.

And so inside the neighborhood,

our library is nestled inside of a park,

which has unfortunately garnered a reputation

And so inside the library,

it is routine to see people visibly intoxicated on opioids:

eyes closing, body swaying slowly.

It is routine for me to ask them if they are OK,

but at the same time remind them

if they can't keep their eyes open,

they have to go.

It is routine for our volunteer, Teddy,

to pick up dozens of discarded needles on our property and throughout the park.

도서관, 공원에 버려진 수십 개의 주삿바늘을 수거합니다.

And it is normal for kids to come into the library

to tell me or our guard, Sterling,

that someone is outside using,

which typically means finding someone injecting on our front steps,

or near the building,

And it is normal for the community

to see people in various states of intoxication and withdrawal,

and to see people act and react violently.

I'm not sharing this to sensationalize Kensington.

I'm sharing this because this is the reality of a community

that is constantly striving to move forward,

but due to factors like structural racism,

urban segregation,

the cyclical nature of poverty,

of trauma --

And this is also what it's like when the drug trade and use

affects every aspect of life in the neighborhood.

And the opioid epidemic has only amplified that stress.

When I was hired by the Free Library in 2013,

I specifically chose to work at McPherson

근무지로 맥퍼슨을 선택한 이유는

because I understand what it's like to grow up in an environment

where substance use disorder shapes the everyday,

성장하는 것이 어떤 의미인지 무척 잘 알았기 때문입니다.

and I wanted to use those personal experiences

개인적 경험을 안내 삼아 일하고자 했습니다.

as a guide for my work.

But before I get to that,

그 이야기를 하기에 앞서

I want to share what it was like

켄징턴에서 목격한 마약의 급속한 확산이

to witness this epidemic grow in Kensington.

어떤 모습이었는지 말씀드리고 싶습니다.

Like many other communities, we were just not prepared.

다른 지역 사회가 그러했듯 우리는 준비가 되지 않은 상태였죠.

We began to take notice of IDs we were seeing:

신분증에 적힌 주소를 보고 눈치채기 시작했습니다.

addresses from nearby and upstate counties

근방, 윗동네의 거주자에서부터

and then slowly out-of-state ones.

서서히 다른 주에서 사람들이 오기 시작했죠.

People from Arkansas, Ohio, South Carolina, Alabama

아칸소, 오하이오, 사우스캐롤라이나, 앨라배마주에서

coming to Philadelphia for cheap heroin.

값싼 헤로인을 찾아 필라델피아로 몰려들었습니다.

People began to linger longer and longer in our public restroom,

공공화장실에서 오랫동안 머무는 사람들이 더 많아졌고

causing us to pay more attention to the restroom

그로 인해 사서들은 일상적인 업무보다

than to our daily responsibilities

화장실 상황에 더 큰 관심을 쏟아야 했습니다.

because it was an accessible place to use drugs just purchased.

방금 산 마약을 가장 쉽게 쓸 수 있는 곳이었으니까요.

One day our toilet clogged so badly in the restroom,

하루는 화장실 변기가 심하게 막혀버렸습니다.

we were forced to close our library for two days

이틀간 도서관의 문을 닫아야 했었죠.

because the culprit of the clog was discarded needles.

폐기된 주삿바늘로 인해 변기가 막혀버렸죠.

For a while prior to that incident,

사건이 일어나기 얼마 전부터

we had been asking for a sharps container for the restroom,

우리는 화장실 비치용 주사기 처리함을 요청했었습니다.

and after that,

그 사건 이후

the library administration quickly approved installing one

도서관 행정부는 조속히 설치를 승인하였습니다.

along with hiring bathroom monitors.

화장실 감시인도 채용하였습니다.

And as the weather warmed,

날씨가 따뜻해지면서

we struggled to respond.

도서관은 힘겹게 상황을 대처해갔죠.

People began camping out in the park for days, weeks.

며칠, 몇 주 동안 공원에서 캠핑하는 사람들이 생겨났죠.

You could walk outside on a sunny, warm day

햇살 좋은 따뜻한 날 밖을 걸어 다니면

to find multiple groups of people in various states of intoxication

마약에 취해 몽롱한 상태의 여러 무리의 사람들과

and children playing in between them.

그 속에서 뛰어노는 아이들을 볼 수 있었습니다.

The amount of needles collected by Teddy on a monthly basis skyrocketed

테디가 수거해온 주삿바늘 개수는 월 단위로 급증하여

from 100 to 300 to 500 to 800,

100에서 300 그리고 500에서 800으로

to over 1,000,

1,000개를 넘겼습니다.

with many found on our front steps and the playground.

대부분 도서관 입구와 놀이터에서 찾았습니다.

Then there were the overdoses.

약물 과다복용도 문제였습니다.

So many occurred outside in the park,

공원에서 많은 약물 과다 쇼크가 있었고

some inside the library.

도서관 안에서 일어날 때도 있었죠.

Sterling, our guard, would spend his time walking in and out of the building

보안요원인 스텔링은 건물 안팎을 오가며

and throughout the park,

공원을 순찰하여

constantly making sure everyone was safe,

지속해서 사람들이 안전한지 확인했습니다.

because at times,

우리는 그 당시

our fear of having someone overdose and die came close.

누군가 이러다 죽는 건 아닌지 걱정하기 시작했죠.

One overdose in particular occurred after school,

실제로 방과 후 사고가 일어났어요.

so the library was full of kids, noise and commotion.

도서관은 아이들로 가득했고 매우 소란한 상태였어요.

And in all of that,

그러던 중 갑자기

we heard the thud from inside the public restroom.

화장실에서 쿵 하는 소리가 들렸습니다.

When we opened the door, we found a man on the floor, unresponsive.

한 남자가 의식을 잃고 바닥에 쓰러져있었어요.

He was pulled out in plain sight of everyone --

모두가 지켜보는 가운데 그를 끌고 나왔죠.

kids, teens, adults, families.

아이들, 청소년, 성인, 가족 모두 앞에요.

Someone on staff called 911,

직원 중 한 명이 119에 신고했고

someone else escorted the kids and teens downstairs,

또 한 명은 아이들을 아래층으로 데려갔습니다.

somebody went to flag down the ambulance in the park.

다른 한 명은 구조차를 기다리러 공원에 갔습니다.

And the rest of us --

나머지 사람들은

we just waited.

그저 기다릴 뿐이었습니다.

This had become our overdose drill

응급상황 훈련을 따를 수 밖에 없었어요.

because at the time, it was all we could do.

달리할 수 있는 것이 없었어요.

So we waited and we watched this man lose air --

제대로 숨도 못 쉬고 움직이지 못하는 남자 앞에서

seize up.

그저 기다릴 뿐이었습니다.

He was dying.

그가 죽어가고 있는데도요.

I don't know how many of you have witnessed an overdose on opioids,

실제로 약물 쇼크를 보신 분이 계실지 모르겠네요.

but it's horrific

그건 정말 끔찍한 광경이었어요.

because you know the gasping for air,

숨을 헐떡거리며

the loss of color in someone's face,

핏기를 잃어가는 얼굴은

is a timer running down on the chances of this person surviving.

이 남자에게 살 기회가 얼마 남지 않았음을 뜻했어요.

But luckily for this man,

다행히 이 남자의 경우

the ambulance arrived

구급차가 제시간에 도착했고

and he received a dose of naloxone through injection.

날록손 주사를 맞을 수 있었습니다.

And I remember he jolted like he was electrocuted,

남자는 감전된 듯 세차게 몸을 움직였어요.

and he pulled the needle out,

주삿바늘을 빼내며

and he told the paramedics to back off.

응급구조원에게 물러서라고 말하더군요.

And then he stood up, and he walked out.

그리고 일어나 건물 밖으로 나갔습니다.

And we --

우리는

we went back to work

다시 업무로 복귀했습니다.

because people were still asking for time on the computers,

이용자에게 컴퓨터 사용시간을 알려주고

kids still needed help with their homework

아이들의 숙제를 도와줘야 했으니까요.

and this was our job --

그것이 우리의 일이고

our purpose.

목적이었습니다.

I think that incident stays with me because of the waiting.

그러나 그 사건, 특히 기다림이 잊혀지지 않았어요.

It made me feel helpless.

그 기억이 절 무력하게 만들었죠.

And it was that feeling of helplessness that reminded me so well of my childhood.

무력감이 어린 시절의 기억을 불러왔습니다.

Before I was born, both of my parents began using heroin.

제가 태어나기 전부터 제 부모님 두분 모두 헤로인을 했습니다.

It made our lives chaotic and unstable:

그 때문에 우리의 삶은 늘 혼란스럽고 불안정했습니다.

promises being made and constantly broken,

약속하고 깨기를 반복했고

their fighting, the weight of their secret --

부모님의 다툼, 그들의 비밀

the weight of our secret kept so much so-called "normal" out of our lives.

가족이 지닌 비밀이 일상이 되어버렸었죠.

Every time we'd be dropped off at our grandparent's house,

부모님이 우리를 할아버지 댁에 맡길 때마다

I'd be stuck on the thought that I was never going to see them again.

다시는 못 볼지도 모른다는 생각에 사로잡혔었고

Every time we'd be left in a car, at a house, at a store,

차, 집, 가게에 홀로 남겨질 때마다

I'd cry.

저는 울고 말았죠.

And every time I saw those El tracks --

맥퍼슨으로 통근하면서 항상 타는

the same ones I take to work now to McPherson --

고가 전철을 볼때면

from the backseat of a car,

차의 뒷자석에 앉아서

I'd be angry,

저는 화가 나곤 했습니다.

because even kids know

아이들조차도

when their parents are trying to score drugs.

자신의 부모가 마약을 사는 순간이 오면 눈치챕니다.

There was so little I could do to control what was going on around me,

주변에서 일어나는 상황을 막을 힘이 저에겐 없었어요.

that that feeling of helplessness was overwhelming.

그 무력감이 저를 뒤덮었고

I struggled in school, struggled to read,

힘겹게 학교생활을 했고, 읽는 것도 어려웠죠.

I was prone to anger and depression.

저는 쉽게 화를 내고 우울함을 느꼈습니다.

When I was 11 years old, I started smoking,

11살에 담배를 시작했고

which shortly after led to my own experiences with drugs and alcohol.

머지않아 마약과 술에 손을 대기 시작했죠.

I convinced myself that my parents' past would be my future.

부모의 과거가 제 미래가 될 거라고 확신했었습니다.

But eventually both of my parents entered recovery

그러나 마침내 부모님이 중독치료에 나서면서

and maintained recovery from opioid use.

마약 중독에서 벗어날 수 있었죠.

And their strength and their commitment

그들이 보여준 의지와 헌신이

provided support and stability for me and my siblings,

저와 형제들에게 힘을 주고 안정감을 찾아주었습니다.

and it was those personal experiences that brought me to McPherson.

이 경험이 저를 맥퍼슨으로 이끌었습니다.

Choosing to be a librarian

맥퍼슨으로 가서 사서가 되기로 한 것은

and choosing to be at McPherson

was me letting go of that feeling of helplessness

무력감을 떨쳐버리고

and finding ways to be supportive to others.

누군가를 도울 수 있는 방법을 찾기 위해서였습니다.

And one way to provide support

그 방법의 하나가

was learning how to administer Narcan.

나르칸 투여법을 터득하는 것이었습니다.

Public libraries respond to the needs of their communities,

공공도서관은 공동체의 필요에 응답해야 합니다.

and not knowing how to utilize Narcan

나르칸 투여법을 모르는 것은

was a disservice to the needs of our community.

우리 지역의 필요에 반하는 행동이었죠.

We were on the frontlines

우리는 최전선에 서 있었고

and desperately needed access to this lifesaving tool.

응급구조 도구가 절실히 필요했습니다.

So finally in late February of 2017,

마침내 2017년 2월 말

after much advocating,

필요성을 주장한 끝에

we finally received training from Prevention Point Philadelphia

필라델피아 예방국에서 훈련을 받게 되었고

and about a month of so later,

I utilized Narcan for the first time to save someone's life.

It was after school again,

and Teddy came into the library

and said someone was overdosing on a front bench.

Someone on staff called 911 again,

직원이 119를 불렀고

and I grabbed the Narcan kit.

저는 나르칸 키트를 들고 나갔습니다.

The woman was barely in her 20s and barely breathing.

겨우 20대로 보이는 여자가 숨을 쉬지 못하고 있었죠.

Her friend was frantically slapping her in the face

친구는 여자를 살리고자

in hopes of reviving her.

미친 듯이 여자의 뺨을 때리고 있었죠.

I administered the Narcan nasally,

콧구멍에 나르칸을 투여하자

and thankfully she came to.

그녀의 의식이 돌아왔습니다.

But before the ambulance arrived,

그러나 구급차가 도착하기도 전에

she and her friend ran off.

그녀와 친구는 도망쳤습니다.

And when I finally turned around,

상황이 종료되고 뒤를 돌아봤죠.

I saw the kids --

아이들이 눈에 들어오더군요.

kids that come into the library on a daily basis,

매일 도서관에 오는

some that I have known for years --

몇 년을 알고 지낸 아이들이

standing on the steps of the building.

건물 계단에 서서

They saw everything.

모든 것을 지켜보고 있었습니다.

And they didn't seem like they were visibly upset or in shock,

딱히 놀라거나 충격을 받은 듯이 보이지 않았습니다.

and so I walked into the building,

건물로 들어온 저는

right into our workroom, and I cried.

곧장 사무실로 향했고 울고 말았습니다.

I cried partly from the shock of what just happened

방금 일어난 일에 대한 충격 때문이기도 했죠.

because I never thought I'd be saving anybody's life ever,

생명을 구할 거라고 생각해본 적 없었으니까요.

but I mostly cried because of the kids.

그러나 눈물의 주된 이유는 아이들이었어요.

This is their normal.

이 상황은 아이들에게 일상이었죠.

This is the community's normal.

이 공동체의 일상이자

This is a catastrophic normal,

비참한 일상입니다.

and in that moment,

바로 그 순간

I was forced to confront once again that this should never be normal,

결코, 이 상황이 일상이 되어서는 안된다고 생각했습니다.

and as with my childhood,

제가 어릴 때처럼

when you're in it, you just accept it.

아이는 특정 상황을 있는 그대로 받아들이곤 합니다.

The opioid epidemic is not just about those living

유사아편 유행은

유사아편 사용장애를 겪는 이들만의 문제가 아닙니다.

with opioid use disorder

because the reach of the epidemic goes well beyond those living with this

유행의 범위가 중독자 개인과 함께 사는 가족에서 멈추지 않기 때문이에요.

and their families.

It impacts the entire community.

전체 공동체에 영향을 미칩니다.

Kensington was a community in crisis before this

켄징턴은 이미 복잡하고 고질적인 문제로

for reasons that are endemic and intertwined,

위기를 겪고 있던 상태였습니다.

and anyone familiar with the neighborhood can think of why:

이 지역을 잘 아는 분이라면 그 이유를 가늠할 수 있겠지요.

racial disparities,

인종차별

failure of local and federal government to properly fund schools,

학교 기금마련에 실패한 지역 및 연방 정부

lack of economic opportunity.

경제적 기회 부족 등이 있죠.

And what we're trying to do at McPherson

맥퍼슨에서 우리가 하고자 하는 일은

is find ways to support this community out of crisis.

위기에 빠진 공동체를 구출할 지원 방법을 찾는 것입니다.

And perhaps now, because of the epidemic,

현재 유사아편 유행이 계기가 되어

more people are paying attention to Kensington.

켄징턴에 대한 관심이 많아졌을 수 있습니다.

But regardless of that,

그러나 이 관심과는 별개로

at McPherson,

맥퍼슨에서는

we will continue to do what we can with the resources we have

우리는 주어진 재원을 활용해 지원을 지속하고

and we will continue to provide whatever help we can

힘 닿는 데까지 공동체를 도우며

in hopes of keeping our community safe and healthy

이곳을 안전하고 건강하게 지키고자 합니다.

because public libraries have always been more than just books.

공공도서관은 책을 읽는 공간 이상의 의미를 가집니다.

We are physical shelter,

도서관은 쉼터이자

a classroom,

교실이고

a safe haven,

안전한 피난처이자

a lunch room,

구내식당이며

a resource hub

자원센터입니다.

and yes,

그리고 물론

even a lifeline.

생명선이 될 때도 있죠.
