But maybe you could tell us a little bit about your district

WH: Sure, my district in Southwest Texas is 29 counties, two time zones,

820 miles of border from Eagle Pass, Texas

It takes 10 and a half hours to drive across my district at 80 miles an hour,

And when you think about the issue of the border,

I spent nine and a half years as an undercover officer in the CIA,

So when it comes to securing our border,

What is your reaction to President Trump's statement

that we need a big, beautiful wall that would stretch across our border,

and at 18 to 30 feet high?

WH: I've been saying this since I first ran for Congress back in 2009,

then a wall is not a physical barrier.

We should be having technology along the border,

we should have operation control of our border,

which means we know everything that's going back and forth across it.

We can do a lot of that with technology.

We also need more folks within our border patrol.

But in addition to doing all this,

one of the things we should be able to do is streamline legal immigration.

If you're going to be a productive member of our society,

let's get you here as quickly as possible,

And if we're able to streamline that, then you're going to see

some of the pressures relieved along our border

there's also been a conversation nationally about using emergency funds

What has your position been on that issue?

WH: I'm one of the few Republicans up here that has opposed that effort.

We are just now rebuilding our military,

and taking funds away from making sure

that our brothers and sisters, our wives and our husbands

have the training and equipment they need

in order to take care of us in far-flung places --

taking money away from them is not an efficient use of our resources,

And the reality is, what we should be focusing on

is some of the other root causes of this problem,

and many of your speakers today have talked about that.

Some of those key root problems are violence, lack of economic opportunity

AM: I was going to ask what you would recommend

in those three countries in Central America?

WH: One of the things I learned as an undercover officer in the CIA

is be nice with nice guys and tough with tough guys.

And one of the principles of being nice with nice guys

is to strengthen our alliances.

We have a number of programs currently in these three countries

that USAID and the State Department is doing to address this violence issue.

And we know, in El Salvador,

one of the problems was that the police were corrupt.

And so this is something we should be continuing to work on.

I actually think we should be increasing it.

So, where is the Organization of American States?

We should be having a collective plan to address these root causes.

And when you talk about violence,

a lot of times, we talk about these terrible gangs like MS-13.

But it's also violence like women being beaten by their husbands.

And they have nobody else to go to,

So these are the types of issues

that we should be increasing our diplomacy,

Starting in April 2018,

the Trump administration began a no-tolerance policy

for immigrants, people seeking refugee status, asylum

이민자, 난민 지위를 얻으려는 자, 망명 신청자 대상으로

in the United States.

미국 내에서 시행하였습니다.

And that led to the separation of 2,700 children

그로 인해 2,700여 명의 아이들이 가족과 헤어진 것이

in the first year that that program was run.

Now, I want to address this with you,

and I want to separate it up front into two different conversations.

One of the things that the administration did

was file legal court papers,

saying that one of the primary purposes of the separations

was to act as a deterrent

against people coming to the United States.

And I want to talk for a moment about that from a moral perspective

And so, using that strategy,

it didn't achieve the ultimate purpose.

WH: Well, that's something that you'd have to ultimately

These are questions that I've been asking.

The Tornillo facility is in my district.

We should be making sure that if they are in our custody --

a lot of times for the uncompanied children,

we don't have a ...

we don't know of a patron or a family member in the United States,

and we should make sure that they're in facilities

그리고 우리는 반드시 그 시설에서 아이들이 학교에 갈 수 있고,

where they're able to go to school

제대로 된 음식과 보건 관리를 받을 수 있도록 해야 합니다.

and have proper food and health care.

And if we're able to find a sponsor or family member,

let's get them into that custody,

아이들이 그쪽의 보호를 받게 하는 거죠.

while they're waiting for their immigration court case.

이민 소송을 기다리는 동안에 말입니다.

That's the other issue here.

When you have a backlog of cases --

I think it's now 900,000 cases that are backlogged --

we should be able to do an immigration hearing

within nine months.

I think most of the legal community thinks that is enough time

to do something like this,

so that we can facilitate whether someone, an individual,

is able to stay in the United States

or they're going to have to be returned back to their home country,

rather than being in this limbo for five years.

AM: If we think about the asylum system today,

What should we do?

WH: I tried to increase by four billion dollars

the amount of resources that HHS has

in order to specifically deal, ultimately, with children.

I think we need more immigration judges in order to process these cases,

and I think we need to ensure that folks can get representation.

to make sure they are being able to get access to the folks

And so this is something that we should be able to design.

AM: So I have two more questions for you

The first is about our focus in the United States

on the questions of immigration.

Because if you look at some of the statistics,

the majority of people have overstayed on visas,

If you look at the people who try to enter the country

who are on the terrorist watch list,

they enter overwhelmingly through the airports

If we look at drugs coming into the United States,

which has been a huge part of this conversation,

the vast majority of those drugs come through our ports

is that we focus so much on one thing,

whether we're looking completely in the wrong direction.

When you have --

let's start with the economic benefits.

When you have 3.6 percent unemployment,

what does that mean?

That means you need folks in every industry,

모든 산업 전반에 사람이 필요하다는 거죠.

그게 농업이 됐건 인공지능 산업이 됐건 말입니다.

whether it's agriculture or artificial intelligence.

So why aren't we streamlining legal immigration?

그런데 왜 합법적인 이민을 간소화하지 않죠?

We should be able to make this market based

우리는 이 시장을 기반으로 하여

in order to have folks come in

사람들이 들어오도록 해서

and be productive members of our society.

우리 사회의 생산적인 구성원으로 만들 수 있어야 합니다.

When it comes to the drug issue you're talking about,

yes, it's in our ports of entry,

but it's also coming in to our shores.

The metric that we should be measuring [is]

are we seeing a decrease in illegal immigration?

It's not how many miles of fencing that we have ultimately built.

And so we have benefited

그리고 우리가 득을 봐 왔던

from the brain drain of every other country

I want to see that continue,

and I want to see that continue with the hardworking drain.

strong border security, streamline legal immigration,

fix DACA -- 1.2 million kids who have only known the United States of America

오직 미국을 자신의 고국으로 여기고 있는 120만의 아이들이

as their home --

아니 젊은 남녀라고 말해야겠네요.

these kids, or I should say young men and women,

they are already Americans,

그들은 이미 미국인이며,

let's not have them go through any more uncertainty

그들이 더는 불확실한 상황을 겪게 하지 말고

궁극적으로 그것이 일어나지 않도록 하자는 거죠.

and make that ultimately happen.

We had 245 people that were willing to sign this bill into law,

it wasn't allowed to come forward under a Republican speaker,

and also the current Democratic speaker hasn't brought this bill

through in something that we would be able to pass.

AM: So I want to close,

but you took a road trip with Beto O'Rourke

from your district to Washington, DC,

and you've become known for reaching across the aisle

초당적인 지지를 받으며 이름을 알리시더니

and engaging in these bipartisan conversations.

이런 초당파적인 대화에까지 참가하시는군요.

And one of the things I've seen you say repeatedly

그리고 매번 하시는 말씀 중에 제가 봤던 하나가

is to talk about how we are all united.

우리가 얼마나 단결되어 있는가에 관한 것이더군요.

And I think, when we think about the language of immigration

그래서 제 생각에, 우리가 이민의 언어에 대해 생각하고

and we start hearing words about enemies and militarization,

적과 군국주의 고취에 대한 말을 듣기 시작하게 될 때,

I think the real question is: How do we convince all Americans

제가 하고자 하는 진정한 질문은 어떻게 모든 미국인을 납득시켜서

to understand what you say that more unites us than divides us?

우리를 분열시키기보다는 더 결속시킨다는 의원님의 말을 이해시킬 것인가 입니다.

WH: Crisscrossing a district like mine that's truly 50-50 --

WH: 제 지역구야말로 50대 50인 지역입니다.

50%의 민주당 지지자와 50%의 공화당 지지자.

50 percent Democrat, 50 percent Republican,

it's been very clear to me that way more unites us than divides us.

제겐 이 방법이 우리를 분열시키기보다 더 결속시킨다는 것이 아주 명확해졌죠.

And if we focus on those things that we agree on,

우리가 동의한 것들에 초점을 맞춘다면,

we'll all be better off.

우리 모두가 더 나아질 것 이고, 저는 교회 개근상을 받지 않을 겁니다.

And I'm not going to get a perfect attendance award

for going to church,

but I do remember when Jesus was in the Second Temple

다만 예수님이 제2의 사원에 계셨을 때를 기억하겠습니다.

and the Pharisees asked him what's the most important commandment,

바리새인들이 그에게 가장 중요한 계명이 뭐냐고 물었을 때 말씀하셨죠.

and he said to "Love thy Lord God with all your heart, mind and soul."

"너의 주 하나님을 진심으로 사랑하라"

사람들은 잊었지만, 또 하신 말씀이 있습니다.

But people forget he also said, "Equally as important,

"그만큼 중요한 것은, 너의 이웃을 너 자신 같이 사랑하라."

is to love thy neighbor like thyself."

And if we remember that and realize what it would mean,

우리가 이를 기억하고 그 의미를 깨닫는다면,

and what you would have to be going through

그리고 여러분이 겪어야만 하는

to be living in a situation

어떤 상황에 처해서

that you may send your child on a 3,000-mile perilous journey,

여러분의 아이들을 4,828km나 되는 위험한 여행에 보내야 할지 모르는데

because that's what you think the only thing for their future,

여러분이 보기에 그것이 아이들의 미래를 위한 유일한 일이고

아이들의 밝은 미래를 보장하기 위해 유일하게 할 수 있는 일이고

the only thing that you can do to make sure their future is bright,

if we all remember that situation,

만약 우리 모두가 이런 상황을 기억한다면

and think what we would do in that situation,

그리고 그런 상황에서 우리는 무엇을 할 것인가를 생각한다면,

I think we'd also be better off.

우리는 더욱더 나아지리라 생각합니다.
