About 600 million people in Africa

still don’t have reliable access to electricity,

아직도 제대로 된 방식으로 전기를 얻지 못하고 있어서

and energy shortages are still a part of daily life.

에너지 부족은 일상생활의 일부입니다.

Africa needs energy.

아프리카에는 대량의 에너지가 필요합니다.

A lot of energy.

But the question is: What kind of energy?

그러나 '어떤 종류의 에너지가 필요한가?'라는 질문을 하게 되죠.

I want to tell you a story.

지금부터 말씀드릴게요.

My name is Chibeze Ezekiel

제 이름은 치베제 이지키엘이며

and I work at the Strategic Youth Network for Development.

청년 개발 전략 네트워크에서 일하고 있습니다.

In 2013, the government of my country, Ghana,

2013년, 우리나라인 가나의 정부는

began consultations to construct a coal plant,

석탄 발전소 건설 회담을 시작했습니다.

a 700-megawatt coal plant,

그래서 700MW 석탄 발전소가 에쿰피 지역에 설치될 예정이었는데

meant to be sited at Ekumfi District,

a coastal fishing community in the central region of Ghana.

이곳은 가나의 중부 지방에 위치한 해안 어촌 지역이었죠.

건설 자금은 중국-아프리카 개발 기금에서

It would have required a 1.5-billion US dollar loan

from the China African Development [Fund].

15억 미국 달러를 써야 했으며

And because Ghana has no coal reserves,

가나에는 석탄 매장량이 없어서

the project made a provision to import two million tons of coal annually

연간 200만 톤의 석탄을

남아프리카 공화국에서 수입하는 조항을 만들었습니다.

from South Africa.

So I ask again,

다시 한번 말씀드리는데

Ghana and Africa need energy.

가나와 아프리카는 에너지가 필요합니다.

But what kind of energy?

그런데 어떤 종류의 에너지일까요?

In Africa, job creation and economic opportunities are the priority,

아프리카의 최우선 과제는 일자리 창출과 경제적 기회 제공입니다.

and those were the same arguments

그래서 프로젝트를 추진하는 사람들도 위의 두 가지 사항을 주장했죠.

that were made by those who were in support of the project.

They claimed that the project of the coal plant

그래서 석탄 발전소 프로젝트가 실행된다면

would have created jobs for the local youth

지역 청년들의 일자리를 마련해주고

and also expanded the economy of the country.

나라 경제 또한 확대될 것이라고 주장했지만

But we know that coal is the most polluting form of power generation.

석탄이 환경에 가장 심각한 오염원이라는 것은 물론이고

We are also aware that from a purely economic point of view,

경제적인 관점에서는 석탄이 값싸다는 것도 알고 있죠.

coal is cheap.

But that is only true when we ignore the noneconomic impact of coal.

하지만 석탄이 환경에 미치는 영향을 무시할 때만 그렇습니다.

Talk about waste water,

폐수뿐만 아니라

fly ash, emissions of sulfur

비산회와 아황산가스의 방출 그리고

and mercury,

수은까지 포함해서

which would have posed serious health and environmental risk

에쿰피 주민들의 건강과 환경에 미치는 심각한 위험 요소를 무시했을 때 얘기죠.

to the Ekumfi population.

In our part of the world,

우리나라에는

we have people who depend on water bodies,

물가 근처에서 거주하는 인구가 많은데

for bathing, for cooking,

목욕을 하고 요리하고

for washing and even for drinking.

씻고 마시기까지 합니다.

그러니 이 프로젝트는 주민들의 생계 수단이자 삶 자체인 물에

So what this means

is that it's going to have a devastating impact

끔찍한 영향을 미치게 될 것입니다.

on their source of livelihood and their life as a whole.

So this shows

그러므로 석탄이 끼치는 악영향은

that the adverse impact of coal

far outweighs the economic benefit.

경제적 이익보다 훨씬 더 큽니다.

Ghana and Africa need energy,

가나와 아프리카는 에너지가 필요하지만

but we don't want coal to be that energy.

석탄은 원하지 않았기 때문에

We managed to shut down the coal plant.

석탄 발전소 건설 프로젝트를 중단시켰습니다.

And we didn't want coal to be part of the country's energy system.

우리나라 에너지 시스템의 일부가 석탄이 되는 걸 막아야 했으니까요.

But it did take a bit of fighting.

하지만 조금의 투쟁은 필요했죠.

When we learned of the plan to build a coal plant,

석탄 발전소 건설 계획을 알게 됐을 때

we began engaging the local communities.

우리는 지역 공동체들과 접촉하기 시작했습니다.

We took an approach known as the “submarine approach.”

그리고 일명 ‘잠수함 전략’을 실행했죠.

So basically, what that means

그 전략대로 소셜 미디어를 통하지 않고

is that we never wanted it on social media,

we didn't go publicly,

공개하지도 않았으며

we didn’t engage in media on our reservations.

회의할 때는 언론도 접근 못 하게 했습니다.

We spent days with the people in our community,

며칠간 우리는 지역 공동체 구성원인 단체장들, 연장자들 그리고

talking to the chiefs, the elders,

the women groups, the youth networks,

여성 그룹뿐 아니라 청년 네트워크와도 대화했습니다.

to inquire from them

그들이 석탄 발전소 건설에 관한 필수 정보를 아는지 파악해봤죠.

whether they have all the necessary knowledge about the coal plant

because it is our right to have adequate information.

충분한 정보를 갖는 것은 모두의 권리니까요.

And that is what we did.

그래서 접촉했던 겁니다.

We brought them information

석탄이 다른 국가에서 어떤 부정적인 영향을 끼쳤는지 알려주면서

about the negative impact of coal in other countries.

We also had to assure them

이런 말도 했어요.

that the jobs being promised to them

약속된 일자리는 장기적으로 보장되는 것도 아니라고요.

do not guarantee long-term benefits.

We also sought their input in our advocacy campaign.

또한 우리의 옹호 프로그램에 대한 조언을 구하기도 했습니다.

In our engagement with the local communities,

지역 공동체들과 접촉하면서

we realized that most of them were not even aware of the consequences

공동체의 대다수가 석탄 발전소의 폐해를 전혀 모르고 있음을 알게 됐죠.

of the coal plant.

They had been assured by the promoters

프로젝트의 옹호자들은

that the plant will be clean and safe for residents.

발전소가 주민들에게 깨끗하고 안전하다는 말만 했으니까요.

Others also had their own reservations

의구심을 가진 사람도 있었지만 누구에게 확인해야 할지 몰랐죠.

but didn't know who to channel them to.

We teamed up with other NGOs working in the environmental sector.

그래서 우리는 환경 부문에서 일하는 다른 비정부기구들과 힘을 합쳤습니다.

It was only when local community got well-informed about the plant,

그 이유는 지역 사회가 발전소에 대해 잘 알아야만

to challenge the promoter’s claim,

프로젝트 옹호자들의 주장을 반박할 테니까요.

that gave us a time to bring out the “submarine approach.”

그래서 우리는 ‘잠수함 전략’을 대체할 시간을 벌었고

That was when we began social media campaigns,

소셜 미디어 캠페인을 시작으로

organized press conferences

기자회견을 열었으며

and did a lot of media engagement

언론 참여도 많이 했습니다.

to also share our views against the coal plant.

이 또한 석탄 발전소에 대한 우리의 견해를 나누기 위해서였죠.

We also accompanied our campaign against [the] coal plant

그리고 석탄 발전소에 반대하는 캠페인과 함께

with the need for renewable energy.

재생 가능 에너지의 필요성 또한 피력했습니다.

And I must say that I was very surprised

저는 정말 놀랐어요.

when the government of Ghana chose to back down

가나 정부가 석탄 발전소 프로젝트를 철회하기로 했으니까요.

on the construction of the coal plant,

having heard our concerns and voices of the local communities.

우리의 우려와 지역 공동체의 목소리를 들어줬다는 증거잖아요.

Indeed, the then-Minister of Environment at a press conference announced

실제로 당시의 환경부 장관이 기자회견에서 이런 발표를 했습니다.

that Ghana is not going to build a coal plant,

가나에 석탄 발전소를 건설하지 않겠다고 말이죠.

having signed the Paris Climate Agreement.

그리고 파리 기후 협정에 서명도 했고요.

In 2019, [the] government released our renewable energy master plan,

2019년에는 정부가 재생 에너지 계획을 발표했습니다.

which shows a very comprehensive plan

가나에서의 재생 에너지 개발에 대한

on the development of renewable energy in Ghana.

상당히 포괄적인 계획이었죠.

Among others,

무엇보다도 2030년까지 재생 에너지 개발 발전소를

the plant seeks to increase by 30 times our renewable energy development

30배 증설하는 것과 더불어서

by 2030,

and also create more than 200,000 jobs by 2030.

20만 이상의 일자리 창출을 목적으로 합니다.

Some countries have shut down,

석탄 발전소를 이미 폐쇄했거나 폐쇄할 계획인 국가들이 있으며

or are planning to shut down, their coal plants.,

Others are frantically planning to build coal plants.

미친 듯이 더 지으려고 하는 국가들도 있는데

Once a coal plant is built,

일단 건설이 되면

it becomes part of the energy system for decades.

몇십 년간 에너지 시스템의 일부로 작동하게 됩니다.

But our experience shows that resistance is possible.

그렇지만 우리의 경험을 통해 저지할 수 있다는 걸 알 수 있겠죠.

How?

어떻게 할까요?

By bringing into the conversation the adverse impacts

석탄 발전소의 부정적인 영향과 외부적인 효과를 공론화하면 됩니다.

and externalities of coal plants.

Secondly, also by providing clean alternatives,

두 번째는 청정에너지와 관련된 대안들을 제공하는 거죠.

가장 중요한 세 번째는

and more importantly,

by involving the local communities --

지역 공동체와의 협력입니다.

because they’re the first to be impacted,

그들이 맨 먼저 영향받기 때문입니다.

and they must also have a seat in the conversation.

그래서 그들도 담론에 참여시켜야 하는 거예요.

In the last decade,

지난 십 년 동안

technology has moved at a fast pace.

기술은 급격한 속도로 발전해왔으며

It has lowered its costs dramatically.

비용도 급격하게 낮아졌습니다.

Africa can, and must, develop

그래서 아프리카는 반드시 무슨 일이 있어도

필요한 에너지를 개발해내야 하는데요.

with all the energy it requires

without incurring the disastrous impact of coal,

대신에 석탄이 건강과 환경에 초래하는

i.e. health and environmental consequences.

끔찍한 영향을 방지하면서 해야 합니다.

Development and clean, breathable air

그리고 개발과 깨끗하고 숨을 쉴 수 있는 공기는

must not be mutually exclusive.

상호배타적이지 않아야 합니다.
