So 40 percent of the world’s population live near the coast.

So you’ve got sea level rise, intense storms

But that's not the only problem.

It's a bit more complicated than that.

It's not just storms are increasing,

sea level rise is going to flood these areas.

You have secondary issues,

such as acidification that's going to damage coral reefs

and natural systems.

You have changing wind patterns because ocean temperatures are increasing

and storms are getting more intense and also more unpredictable.

And on top of that, you've got increased rainfall

and flooding that is happening deeper in the coast

This is a big problem.

아주 심각한 문제죠.

And it's a personal problem for me as well.

I'm from Singapore, an island state in Southeast Asia.

제 고향인 싱가포르는 동남아시아의 섬나라죠.

Many coastal communities.

그래서 다른 해안 지역들처럼

I worry about what's going to happen to my region,

우리 지역에 일어날 일도 걱정되고 제 가족도 걱정됩니다.

how it's going to impact my family.

I've got three boys that, you know, have grown up along the coast.

저는 세 아들을 해안 지역에서 키우고 있어요.

And with that, I've spent the last two years

그래서 지난 2년간 해안 지역의 마을과 국가들이

helping countries and coastal communities build resilience against climate change.

기후 변화에 맞설 수 있는 회복력을 키우도록 돕는 일을 했죠.

What's the challenge?

The challenge is no two coasts are alike.

해안 지역의 환경이 저마다 다르기 때문입니다.

They are highly diverse, physically diverse.

지역마다 사정이 다르고 물리적 환경도 다르고

They have different distributions of populations.

인구 분포도 다릅니다.

And they are socioeconomically different

지역 사회의 성격에 따라 사회 경제적 차이도 생기죠.

in terms of the communities that live there.

Now, there are many solutions to protect the coast.

이런 해안 지역을 보호할 방법은 지금도 많습니다.

You have seawalls, storm barriers.

방조제나 해일 방파제를 세우고

We can restore mangroves.

맹그로브 습지를 복원하면 해안 지역을 보호할 수 있죠.

And this can protect the coast.

The challenge is not so much the solutions.

방법이 없어서 힘든 게 아닙니다.

The challenge is actually what's the right mix of solutions

그 방법들을 적절히 조합해서 지역적 맥락에 맞춰야 하고

that fits the local context

최대한의 사회 경제적 이익도 내야 한다는 점이 힘든 거예요.

and delivers the highest socioeconomic return.

Now, let me illustrate this with an example.

예를 하나 들어 설명해 보죠.

I worked with a government in Southeast Asia,

저는 동남아시아에 있는 어떤 나라 정부와 일을 했었는데,

a country with a large population, diverse set of islands,

그 나라는 인구 밀도가 높고 섬이 많은 나라여서

many coastal communities, spread across.

여러 해안 지역사회가 곳곳에 퍼져 있었습니다.

And one region in particular faced a complex interplay of challenges.

그중 특히 한 지역이 이런 위험에 복합적으로 노출되어 있었죠.

Rising sea levels that were causing permanent flooding.

해수면 상승으로 홍수가 끊이지 않고

Increasing storms that were damaging the coast.

큰 피해를 주는 태풍이 자주 발생했습니다.

A large proportion of vulnerable people, in poverty, living in low-lying areas.

저지대에 사는 수많은 빈곤층 사람들은 이런 재난에 대비가 부족했죠.

On top of that, land subsidence had made matters worse.

게다가 대륙의 침식은 상황을 더 악화시켰습니다.

So we worked with the government to model the impact of climate change

그래서 저희는 정부와 협력하여 향후 수십 년간 기후 변화에 의한

over the coming decades

영향 예측 모형을 만들었습니다.

to answer questions like:

Which parts of the coast will be flooded?

Which populations will be impacted?

Where would schools, hospitals, critical infrastructure be damaged?

How would this impact crops, water systems?

What would be the impact on natural ecosystems

that are important to this country.

And importantly, what this did was that it combined climate science

with data analytics,

with local context,

and linked it to socioeconomic impact.

Now, to give an example, one particular community faced the risk

of 100,000 people potentially being displaced

because of increasing sea levels.

해수면 상승으로 위험해졌습니다.

Eight percent of the economy

and almost half of the region's wetland reserves

were at risk of being damaged.

Now, in addition, with this insight

the government was able to better understand the knock-on effects

that this would have on public health, on food security,

on forced migration.

So a lot of issues.

So what do you do about that?

I mean, this massive exposure and no clear answers in what you do,

and in a developing economy such as this,

massive trade-offs that you need to manage in terms of where you deploy resources.

So ...

그래서...

Initially this region was looking at building seawalls,

우선적으로 이 지역은 방조제를 건설하거나

having early warning systems, storm barriers in place

that required a fair bit of capital and investment.

자본이나 투자 비용이 덜 드는 방법들을 고려했습니다.

In fact, what we found was that a mix of solutions were needed.

So that included mangrove restoration in selected areas as natural defense

and only in certain parts of the coast

investing to build storm barriers and seawalls.

Now with that, the region could consider --

with the same amount of resources, maximizing lives saved,

livelihoods protected and ecosystem safeguarded.

And on top of this, the cost of inaction, of not doing anything,

also meant massive negative impact for the private sector.

이것 또한 민간 부문에 적지 않은 피해를 줄 것입니다.

So private enterprises would have had billions of dollars of losses

with manufacturing, with critical infrastructure,

제조업과 주요 기반 시설,

with commercial real estate being damaged.

상업적 부동산 같은 사업이 피해를 입을 것입니다.

Now, having a visibility on this,

the government could then engage the private sector

정부는 민간 부분과 협상하여

on codeveloping and cofunding solutions

민간 사업과 지역 사회 모두에게 혜택을 주는

that benefitted both private enterprise

공동 개발과 공동 투자의 해결책을 찾을 수 있습니다.

and the local community.

Now, this is not a problem only in Southeast Asia.

A city in West Africa, for example, had similar challenges

but compounded with very dense populations along the coast,

and drainage challenges

the government was able to manage the trade-offs

on how you would balance the deployment of resources

to things such as:

Do I build more drainage infrastructure?

배수 기반 시설을 더 지을지,

Do I relocate some populations to other parts?

지역 주민 일부를 다른 곳으로 이주시킬지,

Do I build storm barriers?

해일 방파제를 건설할지,

What's the right mix?

이것들을 어떻게 병행할지 하는 문제들을요.

Now as you can see, this is a challenging and complex problem.

And when you look at it,

the challenge is every coast that you look at is different.

Right? They're socioeconomically, physically different.

And the most pressing challenges are often in developing countries

where they have limited capacity to adapt

On top of this, there are many technical solutions

and natural solutions out there.

You can protect the coast with mangrove restoration,

seawalls, storm barriers.

You can accommodate by flood-proofing buildings,

홍수 방지 시설, 배수 시설을 지을 수도 있으며

building drainage.

You can relocate people and critical infrastructure.

사람들과 주요 기반 시설을 다른 곳으로 옮기는 방법도 있죠.

The challenge is not so much what are these solutions,

이 문제는 해결이 그리 어렵지 않을 겁니다.

rather what's the right mix of solutions for any given context.

지역 상황에 따라 이 해결책들을 적절히 조합할 수만 있다면요.

So by combining climate science, data analytics,

따라서 기후 과학에 근거하여 자료를 분석하고

to local considerations, tightly to socioeconomic outcomes,

그것을 지역 상황을 고려하여 사회 경제적 결과에 맞게 적용한다면

decision makers can really balance the trade-offs

결정권자들은 실제로 균형 잡힌 해결책을 찾아

and take the right actions over time

시간이 지남에 따라 알맞은 조치를 취하면서

to be able to maximize lives saved,

최대한 많은 생명을 살리고

livelihoods protected and natural ecosystems saved.

So with that ...

we could protect more people along the coast

해안 지역 사람들을 보호할 때

and optimize the outcomes.

가장 좋은 결과가 있을 것입니다.
