I greet you in the language of my Indigenous Kankana-ey Igorot ancestors.

And I acknowledge that I am in the homelands of the Lenape people.

저는 지금 레나페 사람들의 고향 땅에 서 있습니다.

I am Jing,

저는 징입니다.

and I come from the central mountain range

저는 필리핀 북부에 있는

of the northern part of the Philippines.

중부 산맥 출신이죠.

If you've heard of the Banaue Rice Terraces,

혹시 바나우에 계단식 논에 대해 들어보셨을지 모르겠습니다만,

which is one of the wonders of the modern world,

그곳은 세계 불가사의 중의 하나이기도 한데요,

that is the region where I am from.

그 곳이 바로 제 출신지입니다.

My ancestors built these terraces by hand,

저희 조상님들께서 이 계단식 논을 손수 만드셨어요.

as a community, through the centuries.

공동체로서, 수 세기에 걸쳐서요.

It is their intimate knowledge of nature and of the way that the river flows,

강물이 흘러가고, 물이 흐르고

the waters flow and the waters are stored,

자연에 대한 밀접한 지식이

that enables these terraces to be irrigated

without the help of machines.

The art and science of building and irrigating these terraces is magical.

They have been sustainably and beautifully irrigated for centuries.

Now, my people are also known as one of the unconquered

또한, 저희 부족은 코르디에라 산맥에서 정복당하고 식민지배 받지 않은

and uncolonized tribes of the Cordillera Mountains.

We successfully resisted more than 300 years of Spanish colonization

because the mountains that we nurtured and cared for protected us in return.

Now, to be sure,

the Spanish attempted. They heard about our gold.

So they sent many expeditions into the mountains to mine our gold

and to tax us.

But the historical records show,

I kid you not,

농담이 아니라,

members of the expedition were sent back inevitably

and sometimes without their heads.

We were a headhunting people.

And the name of my mother’s hometown, Besao, comes from the word “buso,”

which means headhunter.

머리 사냥꾼(헤드헌터)라는 뜻입니다.

And this is why I'm always joking around with my colleagues,

“I am a recovering headhunter.”

When we drove the Spanish out of the Philippines in the late 1800s,

they were unfortunately replaced by a more creative colonizer:

the Americans.

And the pressure on our homelands increased exponentially.

They wanted to mine our gold,

to dam our rivers and to log our forests that we had cared for

at the risk of our own lives.

When they wanted to dam the Chico River,

which is the lifeblood of the mountains where I'm from,

they were met with fierce resistance and protests from the people.

그들은 부족민들의 거센 저항과 항의에 맞딱드렸습니다.

Our burial grounds, sacred places and amazing terraces

우리의 매장지, 성소, 놀라운 계단식 논들이

would have been drowned and lost forever.

물에 잠겨서 영영 잃어버리게 생긴 거예요.

And this was simply a spiritual and cultural price

또 이건 간단히 말해 우리 부족 사람들이

that my people were not willing to pay.

절대 치르고싶지 않은 정신적, 문화적 대가였죠.

This project was funded by the World Bank.

And because of the fierce resistance of Indigenous peoples,

they were forced to back off in the 1980s

and to put in place an Indigenous people safeguard policy

to make sure that development aggression doesn't happen again

in Indigenous territories without consent.

OK, so that's a new word and a big word.

Don’t worry, I’ll explain it. (Laughs)

So what is development aggression?

그래서 개발 침략이란 뭘까요?

Well, development --

네, 개발,

development is ... physical or economic infrastructure

개발은 ... 물리적 또는 경제적 기반 시설로서

that's put in place in a community to help them thrive

공동체가 번성하고 목표를 달성하는 것을 돕도록

and reach their goals.

수립되는 것입니다.

Like, for example,

예를 들어,

if there is not enough affordable housing in a community

공동체 내에 저렴한 주거시설이 넉넉하지 않다거나

or inadequate access to culturally appropriate education,

문화적으로 적합한 교육에 대한 접근이 부적절하다면

development would build affordable houses

개발을 통해 저렴한 주택들을 짓고

and enable access to culturally appropriate education.

문화적으로 적절한 교육에 접근을 가능하게 해줍니다.

Simple.

간단하죠.

But development aggression is the opposite.

그런데 개발 침략은 그 반대입니다.

It is development that exploits the resources of the community

그건 공동체의 자원을 착취하는 개발로서

and not for the purpose of helping the community,

공동체를 돕는 목적이 아닌

but for the developer's gain.

개발자의 이익을 위한 것이죠.

It is a manifestation of colonialism,

이는 식민주의의 표상이며

and it is a very colonial worldview

매우 식민주의적 세계관이자

and comes from top-down decision making.

하향식 의사결정에서 나온 거예요.

As Indigenous peoples, we perceive it as projects imposed

원주민으로서 저희가 느끼기에 이건 공동체의 동의 없이

without the consent of the community

우리의 권리를 침해하는 방식의

and in a manner that violates our rights.

프로젝트에 불과해요.

It falls within the paradigm of overproduction,

이건 결국 과잉 생산, 과잉 소비,

overconsumption and accumulation of wealth by individuals,

개인에 의한 재산 축적이라는 패러다임에 들어오는 건데

which has proven to be not helpful at all for humanity and for the planet.

인류와 지구에게 아무런 도움도 안되는 걸로 증명된 거죠.

Sometimes I wonder and I really think about,

가끔 전 궁금증이 꼬리를 물어 진짜 곰곰히 생각을 해봅니다.

you know, why did my ancestors,

있잖아요, 왜 저희 조상님들은

why did my forebears resist the dam so strongly,

왜 저희 선조들께서는 그 댐에 그렇게 강하게 저항하셨을까요?

usually at the cost of their own lives?

대개 자신들의 목숨을 댓가로 치르면서까지 말이예요.

You know, the mountains are vast

아시다시피, 산맥은 광활하고

and we could have moved away from the inundated areas.

저희는 그냥 침수된 지역에서 벗어나 다른 곳으로 옮길 수도 있었어요.

We could have gone to a different place

광산 때문에 유독해졌거나

that was not poisoned by the mines

벌목으로 발가벗겨지지 않은

or that was not denuded by the logging.

다른 장소로 떠날 수도 있었죠.

But my people explain that the struggle against the dams,

그런데 저희 부족 사람들이 설명하길, 댐과 광산과

the mining and the logging

벌목에 반대하는 그러한 투쟁들은

is a struggle for our identity and for our cultural survival.

우리의 정체성과 우리의 문화적 생존을 위한 투쟁이라는 겁니다.

It is a struggle to make sure that we have healthy territories

우리에게 미래 세대에게 전해줄 건강한 영토가 있다는 걸

to pass on to the future generations.

증명해줄 투쟁인 거죠.

And this is what I have discovered

또 이건 제가 다른 원주민 사람들과 만난

through all my travels and interactions with other Indigenous peoples.

그 모든 여행과 교류를 통해 발견한 것이기도 합니다.

This is common among Indigenous peoples worldwide.

이건 전 세계 원주민들 사이에 공통적인 거란 거예요.

The notion that we hold our lands, our waters,

우리가 우리의 땅, 우리의 물,

our territories and our resources

우리의 영토, 우리의 자원을 지킨다는 개념은

not just for ourselves but for the future generations.

우리 자신들만을 위한 것이 아니라 미래 세대를 위한 것이라는 거예요.

Macli-ing Dulag, who is a pangat, or a peace pact holder,

막리잉 둘락은 팡앗트, 즉 평화 협정 체결자로서

he famously said to the government bureaucrats

댐을 밀어부치러 자신들의 영토에 들어온

who came through the territory to push the dam,

정부 관료들에게 다음과 같은 유명한 말을 남겼습니다.

"You asked us if we own the land

“당신네들은 우리가 땅을 소유하고 있는지 물어보고

and mock us by asking, 'Where is your title?'

When we asked the meaning of your words,

you taunt us by saying,

'Where are the documents to prove your ownership?

‘당신의 소유권을 증명할 서류가 어디있냐고?’

Titles, documents, proof of ownership.′

자격, 서류, 소유권 증명

Such arrogance to think that you can own the land

당신네들이 땅을 소유할 수 있다니, 그 얼마나 오만불손한 생각인가?

when we are instead owned by it.

사실은 땅이 우리를 소유하고 있는지도 모르고.

How can you own something that will outlive you?

당신네들보다 훨씬 오래 살아갈 존재를 어떻게 소유한단 말인가?

Only the people own the land

사람이 땅을 소유한다는 것은

because it's the people that live forever."

사람이 영원히 산다는 뜻이다.”

As Indigenous peoples,

원주민으로서

we own our past, our present and our future.

우리는 우리의 과거, 우리의 현재와 우리의 미래를 소유하고 있습니다.

Private development for the gain of the few

소수의 이익만을 위하고

and to the detriment of the community,

공동체에 위해를 가하는 민간 개발은

flies against the face of the reality

원주민들이 수 세대에 걸쳐 존재해왔다는

of the generational existence of Indigenous peoples.

현실을 외면하는 것입니다.

So development aggression is actually an extension

따라서 개발 침략은 사실 과잉 소비와

of a version of capitalism that pushes overconsumption,

과잉 생산을 밀어부치는 식으로 작동하는 자본주의의

overproduction

연장선상에 있으며

and has no regard for the future generations.

미래 세대를 전혀 고려하지 않는 것입니다.

It’s always “more is better,”

항상 “많을수록 좋다“는 식이죠.

“extract as much value and labor as you can

“할 수 있는 한 최대한으로 가치와 노동력을 착취하라.

from the land and from the people

땅과 사람으로부터,

without caring for the future.”

미래는 보살피지 않고.”

So when I was younger --

그래서 제가 어렸을 때엔,

Story time. (Laughs)

옛날 이야기 시간이예요. (웃음)

I grew up with my grandparents and they always told me,

저는 조부모님 곁에서 자랐고 그분들께서는 항상 제게 이렇게 말했어요.

"Eat everything in your plate."

“네 그릇에 있는 건 다 먹어라.”

I'm sure you've heard that as well.

여러분도 그 말을 들어보셨을 거예요.

But there's a deeper undercurrent there.

하지만 거기엔 더 깊은 속 뜻이 있습니다.

Eat everything on your plate in order to honor the hands that planted, nurtured,

네 그릇에 있는 걸 다 먹어서 벼를 심고, 가꾸고, 수확하고

harvested and cooked the food.

음식을 요리한 그 손들을 공경하라.

He taught me about the concept of “inayan,”

할아버지는 제게 “이나얀“이란 개념에 대해 가르쳐 주셨습니다.

or “do not do anything that might harm others

“다른 이들을 해치는 일이나 나쁘고, 사악하고, 금기시되고

or things that are bad, evil, taboo or unethical.”

비윤리적인 것들은 행하지도 마라“는 뜻이죠.

So getting more than what you need

그래서 당신이 필요한 것보다 더 많이 가지는 것은

deprives others.

남들에게서 빼앗는 것입니다.

Getting more food than what you can eat

당신이 먹을 수 있는 것보다 더 많이 먹는 것은

deprives the hungry and dishonors those that produced it.

배고픈 이들에게서 빼앗는 것이고 음식을 생산한 이를 욕보이는 일입니다.

He would ask me, when he sees uneaten rice on my plate,

할아버지는 제 그릇에 남긴 밥을 보시곤 제게 타이르셨습니다.

"Don't you hear the rice crying?"

“밥이 우는 소리가 안 들리니?”

And I would hear it crying.

그러곤 저는 밥이 우는 소리를 들었죠.

So until this day, I can't leave rice on my plate

그래서 오늘날까지도 저는 그릇에 밥을 남길 수 없습니다.

because I always hear the cries of the rice.

왜냐하면 항상 제겐 밥이 우는 소리가 들리거든요.

Another concept that my relatives taught me

제 친척분께서 제게 알려주신 또 다른 개념은

is (Speaking in Kankana-ey).

(칸카나에이어) 입니다.

Literally, “Spread the good.”

직역하면 “좋은 건 널리 퍼뜨려라“는 뜻이죠.

Spread the good values, the good virtues, practices,

좋은 가치, 좋은 덕목, 관행들을 널리 퍼뜨려라.

even material things.

물질적인 것들까지도요.

Another way of saying it in my language is

저희 말로 달리 표현하면 이렇게 말할 수도 있습니다.

(Speaking in Kankana-ey).

(칸카나에이어)

It means no one person should own what is good.

아무도 좋은 걸 혼자 차지할 수는 없다는 뜻이죠.

It is to be shared with the community.

공동체와 나누어야 한다는 거예요.

It is an expression of reciprocity and honor for the collective,

그것은 호혜성과 집단에 대한 존중을 나타내는 표현이며

and it teaches us to care for the common good.

우리에게 공공의 이익을 보살피라는 가르침을 줍니다.

So these values,

그래서 이러한 가치들,

reciprocity,

호혜성,

spirituality,

영성,

not taking more than you need,

필요한 것 보다 더 많이 취하지 않는 것

obligation to future generations

미래 세대를 위한 의무,

and collective decision making,

집단 의사 결정,

all of these values are now finding their way into scientific studies

이 모든 가치들은 이제 과학 연구에서도 적용되어

and global scientific assessments

on the status of biodiversity and ecosystem services,

climate change and land degradation.

So what we all need to do now

그래서 지금 우리 모두가 해야 할 일을

is what Indigenous peoples have always known

원주민들은 늘 알고 있었고

and have always done.

늘 해왔던 것이었던 거예요.

As we face the negative effects of biodiversity loss,

생물 다양성 손실, 기후 변화,

climate change, extreme weather events

홍수나 산불, 가뭄 같은

like the flooding, the wildfires, the droughts --

극단적 기상 현상의 부정적 효과에 직면함에 따라

the scientists, they are slowly moving towards the conclusion

과학자들은 서서히 다음과 같은 결론을 향해 움직이고 있습니다.

that it is only through Indigenous wisdom and values

즉, 오직 원주민의 지혜와 가치와

and ways of caring for territory

영토를 보살피는 방식을 통함으로써

that we see the path towards our salvation.

우리를 구원해줄 길이 보일 거라는 겁니다.

The path towards our salvation is not through more development,

우리를 구원해줄 길은 더 많은 개발을 통해서도 아니고

it's not through more consumption or more production.

더 많은 소비나 더 많은 생산을 통해서도 아닙니다.

Overconsumption, development aggression, overproduction,

과잉 소비, 개발 침략, 과잉 생산은

are all manifestations of destructive colonialism

모두 지구를 다치게 하고,

우리 모두에게 필요하다고 과학자들이 인정한

that has harmed the planet

and that has undermined the Indigenous wisdom

원주민의 지혜를 훼손시켜온

that the scientists acknowledge

파괴적 식민주의의 표상인 것입니다.

that we all need.

So think about it.

그럼, 생각해 보세요.

In spite of everything,

이 모든 것에도 불구하고,

all the challenges we have faced,

우리 모두가 직면한 과제와,

more than 500 years of colonization,

all of the development aggression, we are still here.

Indigenous peoples and our values have thrived and have endured.

We have survived,

and the least we can do is to honor this resistance

by decolonizing our structures,

Colonization and its tentacles has always deprived people and planet

It is only by decolonizing our understanding of history

우리의 역사 이해를 탈식민화 하는 것 만이

that we will understand

우리가 어떻게 이처럼

how we have arrived at this planetary crisis.

전 지구적 위기에 처하게 됐는지 이해할 것입니다.

And it is only through honoring Indigenous peoples

또 원주민들을 공경하고

and being inspired by the values,

그들의 가치에 영감받고

providing the support and the resources

원주민들이 계속해서 개발 침략과 식민주의에 대한

in order for Indigenous peoples to continue to resist

저항을 지속할 수 있도록

development aggression and colonialism

성원과 자원을 제공해주는 것만이

that we can save ourselves and save the planet.

우리가 스스로를 구하고 지구를 구할 수 있는 방법인 것입니다.

So I invite us,

그럼 우리 함께 합시다.

let's listen,

함께 듣고,

let's be inspired,

영감을 받고

let us learn,

배워 봅시다.

and let us support the struggles of Indigenous peoples.

This is the only path forward.
