have become an intense international debate.

But what the debates often miss is that Africa is not a single story.

As an energy systems modeler,

I can tell you that though the baseline is low,

many Sub-Saharan African countries already rely on low-carbon resources.

Kenya, where I live,

Even in West Africa,

Couple all of that with housing one of the world's largest carbon sinks,

So if the need is urgent and if the resources are bountiful,

then why are we still so far away from this clean energy future for Africa?

아프리카는 왜 청정 에너지 미래의 대안으로 꼽히지 않는 것일까요?

I've led the design and deployment of energy projects here myself.

여러 에너지 과제의 시스템 설계와 배치를 직접 주도하면서

And I found and what I've learned

제가 발견하고 배운 것은

is that though the world loves to remind Africa

전 세계는 아프리카에 잠재된 엄청난 청정 에너지에 관심은 많지만

about its vast clean energy potential,

the financial flows to deliver that potential

이 잠재력 발휘에 필요한 재정 유입은 여전히 부족하다는 것입니다.

remain troublingly scarce.

Projects and businesses incur a number of hidden compounding costs and premiums.

과제나 사업을 하게 되면 계획에 없던 복합적 비용과 웃돈을 지불해야 합니다.

Like the risk perception premium.

위험 수당을 지불해야 할 때도 있고

Or the “paying back your US dollar loan

in a constantly depreciating local currency” premium.

Or the “expected to deliver conventionally high rates of return

So international finance markets are not appetized

Effectively, this prioritizes risk to capital

over risk to human life.

In fact, though, 17 percent of the global population

and almost 90 percent of those still without access to basic energy,

today, Africa accounts for a mere two percent

These realities of local enterprise rarely make it into the models

leaving us with a skewed perception of what transition really takes

or why progress might seem so slow.

From this perspective, we can see a key missing ingredient:

International cooperation to deliver the finance flows

that Africa sorely needs

because there’s so much potential waiting right at the cusp.

If local enterprise had access to long-term, low-cost financing,

like their counterparts in other regions of the world

can simply take for granted,

then Africa's clean energy future would build itself.

We know this because African communities,

show us the kinds of futures that they want.

As our cushioned conferences wax on year after year,

still rely entirely on increasingly erratic rains.

So this is a game changer for food security.

Imagine how fast we could go and how far we could move

if they had a level playing field instead of yet more obstacles to climb.

And if they can be invested,

then what excuse remains for those with the means and the responsibility?

Africa is speaking.

But it's not one story.

It's not even 54 stories.

It's the stories of thousands of communities

mobilizing the features they want

and inviting the world's partnership in it.

지역사회가 말하는 수천 개의 이야기인 것입니다.

Partnership.

동업자 말이죠.

Not charity, not a victim song,

자선이나 희생을 바라는 것이 아닙니다.

but fairness and cooperation.

공정한 협력을 바랄 뿐입니다.

Ambitious, time-bound commitments

먼저, 국가와 은행, 개발 금융 기관들이

to deliver long-term, low cost financing at scale

기간이 한정된 규모 있는 계약을 통해

from countries, banks and development finance institutions.

저비용으로 장기간 자금을 조달할 수 있어야 합니다.

Two, increased concessional financing, not reclassified financing,

두 번째로, 자금이 따로 필요하지 않게 양허성 대출 규모를 늘려야 합니다.

that doesn’t just target the easily profitable projects,

but that is leveraged to drive global capital to least-electrified communities.

Programs that expand the access to that finance

generating value, revenues,

employment and skills at home.

These are the solutions

이 세 가지가

that the international community must make an urgent priority,

국제 사회에서 최우선으로 삼아야 할 해결책입니다.

even as African countries do their own homework

아프리카 국가들이 내부 사업 환경 개선에 힘쓰는 동안에도

to improve the local business environment.

이 해결책을 추진해 나가야 합니다.

And this, delivering accessible, clean energy financing at scale

그리고 청정 에너지를 위한 자금을 적정 규모로 제공한다면

will be a far more productive show of partnership and trust

각 나라가 가진 자원을 어떻게 활용해야 할지 논쟁하는 것보다

than debating what countries should do with their available resources.

협력과 신뢰 관계를 훨씬 더 효과적으로 보여줄 수 있습니다.

Climate justice is heavy emitters cooperating

기후 정의란, 탄소 배출이 많은 국가들이

청정 에너지 미래를 실현하기 위해 협력하는 것을 의미합니다.

to realize clean energy futures

for those countries that have been denied,

탄소 배출량 감축에 크게 기여하고 있지만

locked out of their fair share of a global carbon budget.

인정받지 못하는 국가들을 위해서요.

So today, let's cut past the talk

그래서 오늘, 강연을 떠나서

and focus on unleashing the avalanche of a clean-energy future

청정 에너지 미래가 몰고 올 파장에 초점을 맞춥시다.

that Africa is ready to deliver.
