Coming out of the bright Texas sunshine,

Another guard came and escorted us down a hallway

On the left side of the gallery, in the front

was a smaller group of women.

Same orange jumpsuits, same Crocs.

Our small delegation took up the back two rows

جلس وفدنا الصغير في الصفّين الخلفيين لمحكمة الهجرة

of the immigration court

at the El Paso immigrant detention facility.

التابعة لمرفق احتجاز المهاجرين آل باسو.

On the bench to the left and the right of the judge

في المقعد، على يسار القاضي ويمينه،

was a clerk and an interpreter.

Coming out from the bench a few feet down was a table, perpendicular.

On the right side of the table would sit an attorney

Describing the process, what would come next,

He made sure that

if the immigrants had any questions, they were answered,

but they were also able to explain their side of the case.

And she would make the case of the government much more forcefully

Every single case that morning was either delayed or denied.

Then a young woman came and sat at the end of the table,

ثمّ جاءت امرأة شابّة وجلست في طرف الطاولة المقابل للقاضي أمام الميكرفون.

facing the judge in front of the thin microphone,

wearing the orange jumpsuit and the Crocs.

وكانت ترتدي تلك البدلة البرتقالية وحذاء “الكروكس“.

The judge, leaning forward, flipped through the case file,

انحنى القاضي ليتصفّح مستندات القضية

asked some clarifying questions,

ثمّ طرح بعض الأسئلة التوضيحية

looked down at the young woman.

ونظر إلى الأسفل ليرى المرأة.

And she explained with a poise and a clarity

شرحت المرأة بكل وضوحٍ واتِّزانٍ أنّ وضعيتها تختلف عن بقية المعتقلين،

that other detainees didn't have, what her situation was.

She had fled political violence in Nicaragua.

إذ أنّها كانت فارّةً من العنف السياسي في “نيكاراغوا“.

The judge turned to the attorney representing Immigration Enforcement.

استمع القاضي الى مرافعة محامية إدارة الهجرة والجمارك

And the attorney, sensing the power of the case

الّتي كانت واعية بصعوبة القضيّة

but also the poise of the young woman

واسشتعرت وقار المرأة الشّابة.

spoke very loudly and very aggressively.

تحدّثت المحامية بكل وضوحٍ وقوةٍ،

And she accused this young woman of being a part of a "caravan"

واتّهمت المرأة بكونها تابعة ل“قافلة”

that, in her words, stormed Mexico's southern border

اقتحمت الحدود الجنوبية للمكسيك بشكل همجي، على حد تعبيرها،

and put policemen and babies in harm's way.

وعرّضت حياة رجال الأمن والأطفال الرضّع للخطر.

And she angrily cited provisions of the Immigration and Nationality Act

ثم استشهدت بغضب بأحكام مقتطفة من قانون الهجرة والجنسية

and urged the judge to deny bond.

وحثّت القاضي على رفض الإفراج عن المتهمة مقابل كفالة مالية.

In the face of this onslaught,

في وجه هذا الهجوم،

this young woman,

all this being translated into her headphones, was calm.

And she answered those accusations and those concerns.

And she told the judge,

"I fled political violence in Nicaragua."

And then her voice rose

ثم علَتْ نبرة صوتها

and she leaned forward into the microphone and she said,

ومالت بجسمها إلى الأمام في اتّجاه الميكروفون وقالت:

"I have been detained for six months,

“أنا محتجزة منذ ستّة أشهر

and I left Nicaragua long before the caravans began.

وقد غادرت نيكاراغوا قبل أن تبدأ تلك القوافل”،

And the one thing that I want to do," she said, as she was leaning forward,

وأضافت وهي منحنية إلى الأمام “الشيء الوحيد الّذي أرغب به هو أن أكون برفقة عائلتي”.

"is to be with my family."

The immigration attorney looked down.

نظرت محامية إدارة الهجرة إلى الأسفل.

The judge, for the first time that morning, leaned back.

إتّكأ القاضي إلى الخلف للمرة الأولى في ذلك الصباح

He flipped through the file, asked a few more questions,

and he granted this young woman a bond of 5,000 dollars.

This young woman,

who had been treated like a criminal by our immigration system,

who was afforded no legal representation,

who was unfairly accused of violence by the United States government,

broke down in tears.

And so did we.

Because, look, no migrant wants to leave their home.

But because of violence, corruption, poverty, climate change,

record numbers of migrants are leaving their homes.

But they're leaving with dignity.

And whether it's a dangerous journey from Nicaragua to El Paso,

or from Syria to Twin Falls,

they are fighting at every step of the way to maintain their dignity.

Until they reach the United States border.

Because as I witnessed in that courtroom in El Paso,

it's our immigration system that strips the dignity from migrants.

So through our years of work at the National Immigration Forum,

through our work in conservative communities with pastors,

police chiefs and business owners,

we have come to believe very strongly

that the reconciliation of our nation of immigrants

Because that is the only way

that we restore the dignity of the immigrants

So let me tell you about Storm Lake, Iowa.

In 1989, two people started a journey that eventually took them to Storm Lake.

It's a small meat-processing town

إنّها قرية صغيرة تقع شمال غرب ولاية ايوا وتُعرف بتصنيع اللحوم.

in the northwestern part of the state.

Maria Ramos at this time is 12 years old.

كانت ماريا راموس تبلغ من العمر اثنتي عشرة سنة

Her parents told her and her sisters

حينما أخبرها والداها هي وأخواتها

that they are taking them to a beautiful place,

أنّهم ذاهبون جميعًا إلى مكان جميل،

and they're excited to leave their small village

ومتحمّسون لمغادرة قريتهم الصغيرة والخروج من بيورتو فالارتا لأوّل مرّة.

outside of Puerto Vallarta for the very first time.

But it's a dangerous, and as she told me,

ولكن كما أخبرتني ماريا كانت الرحلة خطيرة

it's a sad and overwhelming journey.

ومضنية وحزينة.

There are multiple times where they're told to hide.

لقد كان عليهم الاختباء في أكثر من مناسبة،

There are multiple times

when they're almost discovered by the authorities.

Because for Maria Ramos and her family,

crossing borders meant that they crossed the US-Mexico border

2,000 miles later, and multiple vehicles,

In 1989, Mark Prosser left East St. Louis

to drive 500 miles to Storm Lake, Iowa,

where he began a 30-year-career as the chief of police.

Now, in the 80s and the 90s, Storm Lake is changing dramatically.

There are two large meat-processing plants

that are providing 75 percent of the region's jobs.

That means that there is a large Laotian population,

and there's a fast growing Latino population.

In the early 90s, in fact, Maria Ramos moves to Storm Lake

to be with her soon to be husband, who works in one of those facilities,

and soon, Maria Ramos is a young, undocumented mother in Storm Lake.

In 1996, seeing how the tension is building in Storm Lake

and how these populations in these communities

are starting to rub up against each other,

Patrick Buchanan brings his presidential campaign to Storm Lake.

And the nativist ire that comes with Patrick Buchanan.

وجاءت موجة من التّعصّب القومي والعداء للهجرة مع باتريك بوكانان.

Lo and behold, three months later,

وصدّقوا أو لا، بعد ثلاثة أشهر،

Immigration Enforcement raids one of these facilities.

قام المكلّفون بإنفاذ قوانين الهجرة باقتحام إحدى تلك المرافق.

Maria Ramos, remember, an undocumented mother,

ماريا راموس، وهي كما تذكرون أمّ غير موثّقة،

her husband detained at one of these facilities,

لجأت إلى الاختباء بعد أن تمّ احتجاز زوجها في أحد المصانع.

goes into hiding.

Chief Mark Prosser,

بعد أن رأى القائد مارك بروسر

seeing how the immigrant community of Storm Lake is treated,

penned like cattle,

as the local newspaper editor told me,

vowed never to work with Immigration Enforcement again.

But regardless,

what's happened is that Storm Lake is suddenly the middle

of the nation's immigration debate.

And the leadership of Storm Lake is presented with a very clear choice.

They can go down the path that Patrick Buchanan gave them,

to nativism and fear and hate.

والانصياع للنزعة الوطنية المعادية للمهاجرين وللخوف والكراهية.

Or they can try to find a path towards reconciliation and dignity.

أو محاولة البحث عن مسار آخر يحقّق التّصالح والكرامة.

Chief Mark Prosser, to a large degree, led the effort

ادّخر القائد “مارك بروسر” جهدًا كبيرًا

to organize leadership of the town

في تنظيم قيادة في المدينة

to go across the town, the county, the state, the country,

يمكنها أن تجوب أنحاء المدينة والمقاطعة والولاية وحتّى أنحاء البلاد،

and make the case that Storm Lake was safer,

it was growing, it was thriving because of immigrants and immigration.

And the other piece of this that's so remarkable,

is that new leaders started to emerge in Storm Lake over this period of time.

In fact, it was Maria Ramos.

In 2019,

Maria Ramos decides she's going to run for Storm Lake City Council.

And she wins.

And she's supported by Mark Prosser and so many others from Storm Lake

وقد تلقّت الدّعم من مارك بروسر والعديد من متساكني ستورم ليك

who've been fighting for immigrants and immigration

الّذين كانوا يناضلون من أجل المهاجرين والحق في الهجرة طيلة العقود الماضية.

over these decades.

As Maria told the local paper,

صرّحت ماريا للصحيفة المحلية:

"We needed woman representation

“كنّا بحاجة لامرأة تمثّلنا

and what's better than a Latina woman?"

ومن أفضل من امرأة لاتينية؟”

(Laughter)

And as I was sitting with her,

وحينما كنت جالسًا معها،

she told me,

أخبرتني

"I would not be able to do what I do if I had stayed in Mexico.

أنّها ما كانت لتستطيع أن تفعل ماتفعله الآن لو بقيت في المكسيك.

So I needed to step up

and do something good for this country."

وتفعل شيئًا لصالح هذا البلد.

Which ultimately is my message today.

We all need to step up and do something good for this country.

علينا جميعا أن نضافر الجهود ونقدّم شيئًا جيّدًا لخدمة هذا البلد،

Because our character as individuals,

لأنّ ما يحّدد شِيَمنا كأفراد وكأمّة

our character as a nation,

is determined to such a large extent

مبني إلى حدّ كبير

by the way that we treat immigrants and refugees,

على طريقة تعاملنا مع المهاجرين واللّاجئين

regardless of their legal status.

بغضّ النّظر عن وضعيتهم القانونية.

So together as a community,

لذلك علينا كمجتمع

we need to bring the nation together around an immigration system

أن نوحّد الأمّة حول نظام هجرة

that provides a path to citizenship for the undocumented.

يخوّل للمهاجرين غير القانونيين الحصول على الجنسية.

So just like Maria Ramos can fully own the American dream as a US citizen,

ومثلما تملك ماريا راموس كامل الحق في الحلم الأمريكي كونها مواطنة أمريكية

so can the other 11 million undocumented immigrants.

We need to bring the nation together around a legal immigration system

that provides pathways for legal entry

so that families that follow the Ramos family

لكي لا تضطر عائلات أخرى شبيهة بعائلة راموس

don't have to pay cartels.

And yes, we as a nation need to come together

وبالتّأكيد علينا كأمّة أن نوحّد صفوفنا

around an enforcement system that keeps us safe and secure

ونتّفق على نظام إنفاذ قوانين من شأنه أن يوفّر لنا الأمن والحماية

but treats people compassionately.

ولكن يضمن معاملة البشر برحمة في آن واحد.

The policy questions at their core are easy,

إنّ قضايا سياسات الهجرة تبدو في جوهرها سهلة

they're simple, straightforward.

وبسيطة وواضحة.

Reconciling our communities, our culture, our politics,

ولكنّ تطبيق تلك السّياسات لتحقيق الصُّلح في مجتمعاتنا وثقافتنا وسياستنا

are more difficult.

هو الأمر الأكثر صعوبةً.

But what we've seen across the country is that across religion, across race,

ethnicity, across politics, across gender,

people are doing this work, and it is heroic.

In Twin Falls, Idaho,

you have conservative dairymen working with immigrants and refugees,

to convene pastors, police chiefs and business owners

Across the country, you have conservative and moderate evangelical women

working together to welcome Afghan families

into their communities, into their churches.

But more than that, these women are sitting together

and ask themselves the question,

In the past, I would have said that these are unlikely allies,

you know, working together for immigrant justice.

But what I've seen over the last ten years through our work,

what we do on a day-to-day basis,

leads me to believe that this is slowly but surely becoming the norm.

Because as my friend Ai-jen Poo,

who founded the National Domestic Workers Alliance, told me,

she said that there are no unlikely allies

in the stories of human dignity.
