This is because there are two types of “that.”

When “that” is used as a demonstrative adjective, meaning when we say “that window” or “that person,”

「あれ」が指示形容詞として使用される場合、つまり「あの窓」または「あの人」を意味する場合

then we use the “A” vowel sound, like in the word “cat.”

However, when it is used in phrases like “I think that we should go” or “the people that live next door”

the word “that” is said in its weak form, with a schwa sound.
