Disturbing, right?

And yet, this is exactly what my colleagues and I found

while studying the links between women and climate

over the last years.

Our research has shown that climate action,

우리 연구 결과에 따르면

as it is unfolding,

could set gender equality back by 15 years.

I'm going to say that again.

So climate action, not climate change,

climate action,

기후 행동이에요.

meaning all the efforts that are being made

to reduce our emissions,

to adapt our lives to a warmer planet,

could actually set gender equality back by 15 years.

I know what you must be thinking.

This is a total buzzkill.

So the climate challenge is not big enough,

기후 문제가 별로 큰 것도 아닌데

you’re adding solving gender equality to the equation?

거기에다 양성 평등을 엮는다고?

I get the feeling.

느낌이 오네요.

But the good news is, if we do it right,

하지만 좋은 소식은 우리가 이것을 제대로 하면

we have a unique chance to advance both the climate agenda

and gender equality.

How?

By being intentional about it.

But first, let's go back to that 15-year setback risk I mentioned.

I give it to you, it's counterintuitive to say that climate action

성공적인 미래를 위한 기후 행동이

that aims at building a more viable future to all of us

could actually have a negative impact on gender equality.

양성 평등에는 실제로 부정적 영향을 미칠 수 있습니다.

So let me explain.

Obviously women, as well as men,

분명히 여성들은 남성들과 마찬가지로

women even more than men,

어쩌면 남성들보다 더,

will benefit from living in a more sustainable planet.

지속 가능한 행성에서의 삶으로 혜택을 받을 것입니다.

Their health, their education, their livelihoods will improve.

여성들의 건강과 교육, 생계는 개선될 것입니다.

But what I'm saying is that there is also a risk

하지만 제가 말씀드리고 싶은 것은

that women might miss out

on the green economy's massive investments

녹색 경제를 위한 막대한 투자와 취업 기회에 있어서요.

and job opportunities.

And here are two examples of that.

여기 그 두 가지 예가 있습니다.

By 2030,

2030년까지,

65 million green jobs will be created.

6천5백만 개의 친환경 일자리가 만들어질 것입니다.

The highest-paid, more stable ones will require what’s called STEM education:

보다 안정적이고 고임금인 직업들은 STEM 교육을 요구할 것이고요.

science, technology, engineering and mathematics.

과학, 기술, 엔지니어링 그리고 수학이죠.

Today, women represent 35 percent of STEM students globally.

오늘날 전 세계에 STEM 학생중 여성의 비율은 35%밖에 안됩니다.

So they might be less qualified to access these green jobs.

따라서 여성이 친환경 일자리를 얻을 자격도 그만큼 부족하겠죠.

Second example:

두번째 예로

by 2030, companies in highly emitting sectors --

탄소 배출이 많은 분야의 기업들,

such as energy, building materials, industrial goods --

즉 에너지, 건축 자재나 산업재 같은 분야의 기업들은

will be spending as much as 500 billion dollars

직원들에게 친환경 기술을 훈련시키는 데

to train their employees in new green skills.

2030년까지 5천억 달러 정도를 투자할 것입니다.

Now, these industries are historically male-dominated,

현재 이런 산업들은 역사적으로 남성 중심입니다.

so mechanically, women are less likely to participate in these retrainings,

그래서 여성은 통상적으로 이런 재교육에 참여할 가능성이 적고

widening the skill gap between men and women

남녀간의 기술 격차는 벌어집니다.

again in accessing the jobs of the future.

미래 직업에 대한 접근성도 달라지겠죠.

So, see, the risk is real.

Women might miss out on these opportunities and investments,

여성들은 이러한 기회와 투자를 아예 놓치거나

or at least miss out on part of them,

적어도 그 일부는 놓치게 될 겁니다.

even if this wasn't the initial intent.

이것이 원래 의도한 바가 아닐지라도 말입니다.

So what is it that we need to do

그렇다면 양성 평등과 지속 가능성,

to have a climate action

이 두 가지 주요 과제를 동시에 해결하는 기후 행동을 하려면

that solves these two major challenges at the same time:

gender equality and sustainability?

우리는 어떻게 해야 할까요?

Well, we need to do something that seems very simple,

종종 간과되는 것이지만 매우 간단한 행동을 하면 됩니다.

yet very often overlooked.

When investing in green projects

친환경 프로젝트에 투자하고,

and developing green products, crafting green legislations,

친환경 제품을 생산하고 환경 보호법을 제정할 때,

we need to make sure that women as well as men will equally benefit.

우리는 남성뿐만 아니라 여성도 똑같이 혜택을 받도록 해야 합니다.

Not more, not less.

Just equally.

Might seem obvious.

뻔해 보일 수도 있지만.

You might even think, "Isn't that what we're already doing?"

But history has showed us that time and time again,

하지만 역사는 우리에게 끊임없이 보여줬죠.

even though this is what we think we're doing,

우리가 이미 하고 있다고 생각해도

this is not what is actually happening,

그 일은 실제로 일어나고 있지 않습니다.

at least not naturally, organically,

적어도 자연스럽게, 유기적으로,

not without an explicit intent.

명백한 의도가 없이는 그 일이 진행되지 않아요.

So we need to take this intent into climate action.

We need to naturally, systematically,

intentionally embed what you could call a gender lens

in all of the green economy’s investments, projects and legislations.

And I am not just talking about projects targeting women

단지 여성을 대상으로 하는 과제나

or funds dedicated to women

여성 전용 기금

or a gender day in climate negotiations.

혹은 기후 협상의 젠더 데이만 놓고 하는 얘기가 아닙니다.

I am talking about gender as an intentional forethought

모든 친환경 과제와 친환경 투자,

in every green project, every green investment,

그리고 모든 친환경 법제화에서 나타나는

every green legislation.

성에 대한 의도적인 선입견을 말하는 것입니다.

Let's take an example.

예를 들어 봅시다.

Green cities.

그린 시티가 있습니다.

Green cities are a great illustration

그린 시티는 아주 좋은 예로,

of how we could integrate this gender lens

이러한 젠더 렌즈를 통합하고

and have climate action boost gender equality

기후 행동을 통해 양성 평등을 과거 수준으로 되돌리지 않고

instead of setting it back.

크게 향상시킬 수 있죠.

From Chicago to Shanghai,

시카고에서 상하이까지,

from Copenhagen to Rio,

코펜하겐에서 리오까지,

most large cities have ambitious programs to become greener.

대부분의 대도시에는 친환경 도시가 되기 위한 야심찬 프로그램이 있습니다.

Two trillion dollars will have to be spent every year

향후 20년간 매년 2조 달러를 써서

for the next 20 years

to upgrade urban infrastructure

도시 기반 시설을 개선하고

and make it more sustainable.

더욱 지속 가능하게 만들어야 하죠.

And this covers housing, energy

이것은 주택, 에너지, 안전

safety, public transportation, green spaces, you name it.

대중교통 그리고 녹지 공간 그 외 가능한 모든 것을 포함하죠.

With the right approach,

올바른 접근을 통해

these cities can become greener

이 도시들은 보다 많은 여성을 포함하여

and more inclusive of women.

더욱 친환경적인 도시가 될 수 있습니다.

Now greener, they sort of know how to do that.

환경운동가, 그들은 어떻게 하면 되는지 알고 있습니다.

They have already initiated multiple projects,

and there is already a lot of research in that field.

But becoming more inclusive of women,

we hear less about that.

This is less documented.

And yet there is a great story that can serve as an inspiration.

This story takes place in the beautiful city of Vienna,

이 이야기는 오스트리아의 비엔나라는 아름다운 도시의 이야기입니다.

in Austria.

In the '90s,

90년대에

planning officials in Vienna realized

여성들이 남성들보다 교통 체계에 있어 만족도가 떨어진다는 것을 알았습니다.

that women were less satisfied with transportation systems

than men.

Because these systems are designed for people going between home and work,

between suburbs and city centers

대부분 정해진 시간에 교외와 도심을 오가는 사람들이죠.

at mostly set times.

But women,

although they make up the majority of public transportation users,

women's trips are nothing like that.

여성들의 대중교통 이용 형태는 그렇지 않습니다.

They are much more fragmented, they are much shorter,

they require multiple transportation modes,

and they don't necessarily happen during rush hour.

All of this because women combine their work trips

with their domestic and caregiving responsibilities.

And this, transportation, is a major factor when it comes to women’s labor

그리고 이런 교통 체계는 여성의 노동과 경제 참여에 있어

and participation [in] the economy.

중요한 요소입니다.

They also noticed something else.

도시 계획자들은 또한 다른 것도 알게 되었죠.

Before the age of nine,

아홉 살이 되기 전에는,

boys and girls would equally go to parks.

남자 아이들이나 여자 아이들 모두 똑같이 공원에 갑니다.

But when girls reach the age of nine, something strange happens.

그런데 여자 아이들이 아홉 살이 되면 좀 이상한 일이 생기죠.

They almost disappeared from public parks.

그들은 공원에서 거의 보이지 않아요.

So they did some research and they confirmed that, no,

그래서 조사를 통해 확인해보니

it’s not that all of a sudden, when girls turn nine,

they no longer are interested in public parks.

It's again, because of the way these parks are designed

with their single large open space and multiple football cages,

boys feel welcomed,

남자 아이들은 환영받지만

girls feel they need to compete for space.

여자 아이들은 공간 확보가 힘들다고 느끼고

So they just stopped going there.

더이상 공원에 가지 않게 되는 거죠.

So bottom line, through these two examples and many more,

결론적으로, 이 두 가지 사례를 포함한 더 많은 예시를 통해,

they realized that the gender-neutral approach that the city had

도시 계획자들은 그 도시를 포함한 전 세계 대부분의 도시에서 행해지는

and that most cities in the world have,

this gender-neutral approach can actually be a women-blind one.

So they decided to intentionally design a gender-equal urban planning program.

So they surveyed men and women

to better understand the way they live in the city.

They brought in female architects and urban planners

to participate alongside their male colleagues,

to participate [in] the city’s redesign.

They added gender assessment in social housing

and infrastructure contracts.

So see, just like that, every step was made

with the intention, the explicit intention,

to make sure that women will benefit as well as men.

Again, not more, not less, as well as men.

So in parks they have added foot paths to divide up space.

They have integrated a wider range of activities

such as volleyball.

And just like that,

그렇게해서 십대 소녀들은 공원으로 돌아왔습니다.

teenage girls came back to parks.

And this has benefited teenage girls, but not only them.

십대 소녀들에게 혜택이 돌아갔지만, 단지 그들뿐만은 아니었죠.

Every year since 2009,

2009년 이후부터 매년,

except for COVID years,

코로나 몇 년을 제외하고,

Vienna has been named the best city in the world to live in.

비엔나는 세계에서 가장 살기 좋은 도시로 선정되었습니다.

Now, it's not just the gendered approach,

그것은 단지 성별을 고려해 접근했기 때문만이 아닙니다.

but it clearly contributed because for the first time,

처음으로 인구 나머지 절반의 특별한 수요를 고려했기 때문에

the specific needs of the other half of the population

were taken into account.

Now, what does Vienna's story tell us?

It tells us that if we want women to benefit from a green city project,

from an urbanism project, or from any project,

혹은 어떤 과제에서든 혜택 받기를 바란다면,

it needs intention.

반드시 의도가 필요하다는 것이죠.

And intention means at least these three ingredients:

upfront and ascending women specific needs,

even if the project is not specifically targeting women;

involving women in the design of the project;

and specifically measuring the impact of the project on women

to be able to adjust if necessary.

So this way, with this approach,

we could correct the biases

that exist everywhere.

And we could duplicate Vienna’s intentional experience

And I left the best part for the end.

When involved in urban planning,

women proved to be active agents of sustainability.

Statistically, the most sustainable cities

are also the ones with the highest representation of women

in policy making and leadership positions.

So this gendered approach will not only make green cities more inclusive of women,

it will also make them greener.

Treating women exactly like men,

as I have heard multiple times from policymakers and leaders,

is not what will get us to gender equality

because it turns a blind eye to the biases that we all have,

and it tends to perpetuate pre-existing inequalities

and could even be widening them.

Urbanism is just one example

of how the green economy will revolutionize the way we move,

If we intentionally embed a gender lens in the way we will sustainably rebuild,

rethink all of these aspects,

we can advance gender equality at the same time,

and this will in turn have a positive impact on the planet.

See, we can save the world all at once, after all.
