At the Africa Climate Summit,

I met with a group of young climate leaders from across the continent.

And I was even more keen to talk to them,

And I've been struck by the difference in the applications

when compared to the ones we receive from North America or from Europe.

So I asked them,

why did the majority of you apply to the fund to plant trees

or to collect waste in order to generate income?

Why not become forest data analysts or carbon market experts

to support the existing initiatives that are already planting trees?

이미 진행되고 있는 나무 심기 활동에 도움을 주는 건 어떨까요?

I've been wondering about this.

저는 늘 궁금했어요.

How do we build tomorrow's workforce and talent for this transition

어떻게 하면 변화를 이끌어갈 인력과 인재를 육성할 수 있을까요?

if some group of young people have the mindset of doing the hard work

일부 젊은이들은 직접 힘든 일을 하고

다른 이들은 그로부터 기회를 만들도록 말이죠.

and others making opportunities from it?

I believe this is deeply rooted in the trenches of colonialism.

저는 식민주의에 박힌 뿌리가 문제의 근원이라고 생각합니다.

And sadly, we still need Global North partners to fundraise for our work

하지만 안타깝게도 여전히 선진국의 도움이 있어야

or even to be trusted.

A very depressing reality.

And this has affected most of our workforce in Africa

to believe that their role in this transition

is doing the labor-intensive work,

like planting trees or artisanal mining for critical minerals.

Yet very low income.

While others look at the lucrative aspects.

다른 이들은 수익을 거둘 걸 기대하는 데도 말이죠.

As we think about this massive transition that we need

우리에게 반드시 필요한 이 거대한 전환을 생각해보면,

to move our world away from fossil fuels and extraction,

화석 연료와 광물 채굴에서 벗어나기 위해서

I think we have two options on how we get there.

우리가 취할 수 있는 방법은 두 가지라고 생각합니다.

Option one:

Global North institutions and industries deploying solutions

선진국의 기관과 산업체들이 개발도상국에 해결책을 제시하고

in Global South countries,

and we in the Global South are expected to be grateful.

But our lives are not truly changed and our capacity is suppressed.

하지만 우리 삶은 전혀 바뀌지 않았고 우리의 역량도 제한되어 있습니다.

This is what we've currently invested in mentally and financially.

바로 이 부분이 우리가 관심을 갖고 자금을 투입하는 부분입니다.

So I want to propose a new vision.

그래서 저는 새로운 비전을 제시하고 싶습니다.

A vision where the young people from the Global South,

이 비전은 개발도상국 젊은이들로 하여금

who will be most impacted by this transition,

이 기후 전환에서 많은 영향을 받아 변화의 리더가 되도록 하는 것입니다.

are the leaders of the transition.

And in regions like Africa,

인구의 70%가 30세 미만인 아프리카 같은 지역에서

where 70 percent of our population are below the age of 30,

there is an urgent need to rethink,

그들의 재능에 대해 다시 생각하고, 집중 투자하는 것이 시급합니다.

refocus and reinvest in their talent.

I want you to join me in challenging the narrative

여러분도 지금까지의 통념을 바꾸시길 바랍니다.

that we don't have time to engage local communities

or to build local talent

because of the urgency to meet global climate targets.

지구 기후 목표 달성이 시급하다는 기존 인식 말이죠.

As a matter of fact,

we might not meet any of those targets on the timescales that we need

for this transition to happen if we do not change this mindset.

This is what stands in between us

이것이 우리 앞의 장애물이 되어

and an opportunity for a transition that secures Global South leadership.

개발도상국이 주도하는 전환의 기회를 가로막고 있습니다.

So I'll give you three examples

이번엔 학계, 금융, 정책 분야의 세 가지 사례를 통해서

from academia, finance and policy,

that are changing and must continue to change

그것들의 계속된 변화가 가져올 두 번째 비전을 보여드리겠습니다.

for the this second vision to be a reality.

First, we need to build a pipeline of talent

먼저 인재 양성 시스템 구축을 위해

that are focusing on solutions in our academic institutions.

교육 기관의 개편에 집중할 필요가 있습니다.

Between 2016 and 2020,

2016년에서 2020년 사이에

70 percent of the most cited climate research papers

가장 많이 인용된 기후 관련 연구 논문의 70%는

were authored in Global North institutions.

Even worse, 78 percent of all climate funding

dedicated for climate research in Africa ended up in Global North institutions.

A very absurd science inequality.

In 2013, when I was an undergraduate student,

that was the first time I came across the word climate change.

Much of the conversation focused on their problems,

because my university did not have the tools, equipment

to allow us and equip us on the solutions.

So we learn about impending impacts, which are today's reality.

And I still see the same challenge today.

Young people across the Global South on frontline communities

기후 문제의 최전선에 있는 개발도상국의 젊은이들과

and institutions that do not have this capacity.

So earlier this year,

I went back to my alma mater

저는 제 모교로 돌아가서 환경 과학 연구실을 재편했습니다.

and refurbished the Environmental Science Laboratory

with Green Africa Youth Organization,

the same organization I founded in that university.

We are scaling this effort across four universities in Africa,

introducing new programs, courses and providing resources

학생들에게 학습 자원을 제공하고 있습니다.

so that our students, tomorrow's workforce,

can be leaders in current and emerging climate solutions,

whether that be methane reduction,

carbon markets or climate intervention.

But the huge science inequality

하지만 아프리카의 심각한 과학적 불평등과 격차는

and the gap in Africa cannot be solved by this alone.

We will need initiatives like this to scale all across the continent.

이러한 노력을 아프리카 대륙 전체로 확장해야 합니다.

Our researchers need to be the lead authors.

우리 연구자들이 논문의 주저자가 되어야 합니다.

Our universities need to hold the research funding.

Finance.

We need to finance the just transition like we are serious about it.

You've probably heard this statement before.

Local communities and Indigenous communities have a lot of wisdom

지역 사회와 원주민 공동체의 지혜로 기후 위기를 해결할 수 있다고요.

to solve the climate crisis.

Or, today's generation is the last generation

현재 세대가 기후 위기를 해결할 마지막 세대라는 말도 있죠.

to solve the climate crisis.

You've probably said that one before,

여러분도 아마 그렇게 말하셨을 거예요.

but how much resources are going into these groups?

하지만 그들에 대한 지원은 얼마나 될까요?

Out of the recent 1.7 billion dollars committed to land rights,

최근 토지 권리에 투입된 17억 달러 중

원주민 단체에 기부된 금액은 현재 2.4% 에 불과합니다.

only 2.4 percent as of today have gone to Indigenous groups.

Our research shows that less than one percent

of climate philanthropy goes to young people.

The world of business is no different.

비즈니스 분야도 다르지 않습니다.

Majority of investors are so risk averse

대다수 투자자는

that they wouldn't invest in local communities,

meaning no local leadership, no jobs created.

현지 지도자 양성이나 일자리 창출도 없다는 뜻이죠.

We can't achieve this transition,

그러면 기후 전환을 이룰 수 없습니다.

and it's not going to be possible if we can't trust resources

지역 사회에 자금을 맡길 신뢰가 없다면 불가능합니다.

in the hands of local communities

and in the hands of young people

기후 전환울 이끌 청년들을 믿고 자금을 맡기지 못하면 불가능합니다.

who are the workforce for this transition.

This is why we set up the Youth Climate Justice Fund.

이것이 바로 우리가 청년 기후 정의 기금을 설립한 이유입니다.

In less than two years,

2년도 안 되는 기간 동안

we've committed 2.1 million dollars to about 90 groups across 40 countries,

우리는 40개국의 90개 단체에 210만 달러를 기부했습니다.

all from historically underfunded communities.

We are seeding these groups so they can work with other generations

that put their communities where they find themselves today,

but also to learn from that

can be lasting and sustain.

Third, policies.

Policies are the fuels that drive transitions.

정책은 전환을 주도하는 원동력입니다.

And the transition can lead to a drastic collapse

그리고 이러한 전환은 급격한 붕괴를 초래하거나

or a beautiful opportunity.

혹은 멋진 기회가 될 수도 있죠.

Knowing very well that transitions that lack justice and inequality

정의가 결여된 불평등한 전환은 지속될 수 없음을 잘 알고 있습니다.

will lack durability.

And it's going to be a missed opportunity.

그러면 기회를 놓치게 될 것입니다.

For instance, in the next five years,

예를 들어,

the transition to renewable energy is expected to generate two million jobs

아프리카 전역에서 2백만 개의 일자리가 창출될 것으로 예상됩니다.

across Africa.

Most of those jobs are going to be scaled

and they will differ by location.

While solar will lead in Kenya and South Africa,

hydro will be the job-creating opportunity for Ethiopia and DRC.

Now, what policies are going to be in place

to take advantage of this moment

that is ahead of us?

To transfer our informal economy,

대륙 전체 고용의 83%를 차지하는 비공식 경제 구조를 바꾸어

which makes up 83 percent of employment on the continent,

기후 관련 기술 직종으로 전환하는 것입니다.

to take these skills jobs.

Unfortunately, they don't exist yet, so I can't share that with you.

안타깝게도 아직은 그와 관련한 이렇다 할 정책은 없습니다.

What I would do is to tell you an example

대신, 한 가지 사례를 통해서

of emerging initiatives that are showing hope

앞으로 그런 정책을 기대할 수 있는 최근 활동을 소개해 드리겠습니다.

for such policies in the future.

And for that, let's look at the transition to circular economy in Africa.

그 전에 아프리카의 순환 경제로의 전환에 대해 살펴봅시다.

In cities like Accra, Durban, Dar es Salaam,

아크라, 더반, 다르에스살람과 같은 도시에서는

the transition has led informal waste workers,

기후 전환에 가장 큰 영향을 받는 비정규직 폐기물 노동자들을

who are most impacted by this transition,

put them in policy-making situations with young people

정책 결정에 참여하도록 했습니다.

청년들과 함께 폐기물 제로 계획에 참여했죠.

through a zero-waste initiative,

and in Accra, this project has created numerous jobs,

아크라에서는 이 프로젝트를 통해 수 많은 일자리가 창출되었고,

has reduced as much emission in a single municipality

도시 한 곳에서 줄인 배출량만 해도

compared to a round-trip flight from Accra to London,

아크라와 런던 왕복 비행에서 배출되는 양에 달했습니다.

그 성과로 ‘어스샷 상’의 최종 후보까지 오르게 되었죠.

and has been shortlisted for the Earthshot Prize.

By doing this,

여기서 가장 큰 영향을 받을 비정규직 폐기물 노동자들은

the informal waste workers, who will be most affected,

have secured themselves,

지역 사회를 이끌며 주인 의식을 갖게 되었고

their local leadership and ownership,

better and more sustainable income,

더 나은 안정적 소득과 사회적 보호,

social protection and their inclusion in the formal economy.

그리고 공식 경제에 속하는 기회를 얻게 되었습니다.

These cannot be isolated examples.

이런 사례에 그쳐서는 안 됩니다.

This is what we need to take advantage of the opportunities for this transition.

전환의 기회를 활용하려면 이런 일들이 반드시 필요합니다.

So when I look back at my conversation with the young people at the summit,

그래서 정상회담에서 청년들과 나눈 대화를 되돌아보면

I didn't leave that room with despair or a sense of hopelessness.

절망감이나 우울함을 안고 그 자리를 떠나지 않았습니다.

Rather, I had a new resolve.

오히려 새로운 결심을 다졌죠.

I saw their desire to lead

변화를 이끌려는 그들의 열망을 보았고

and their ambition to become more than the hands that plant trees.

나무를 심는 일손 이상의 존재가 되고자 하는 야망을 보았습니다.

They wanted to be leaders of this transition.

그들은 이 변화의 리더가 되고 싶어했어요.

And in that moment, I realized that we actually know how to do this.

그리고 그 순간 깨달았습니다.

우리가 어떻게 해야 할지 알고 있다는 사실을요.

Africa is a leader in this transition.

아프리카는 기후 전환의 선두 주자입니다.

We have the workforce,

우리에게는 인력이 있고,

we have the talent, and we have the knowledge.

능력과 지식이 있습니다.

And we know what is at stake.

우리는 위태로운 현실을 잘 알고 있습니다.

That if we do not engage our young people,

우리 청년들의 참여 없이는 이미 실패한 것이나 다름없습니다.

we have already failed.

So as you are in this dilemma,

여러분이 어려운 선택으로 고민하고 있다면,

this transition is our opportunity

이번 전환을 기회로 삼으세요.

to make sure that the young people

아프리카와 개발도상국 청년들이

in Africa and across the Global South

are not workers in the field.

단순한 노동자에 머물지 않도록 말이죠.

But rather they can be forest data analysts,

그들은 산림 정보 분석가가 될 수도 있고,

they can be engineers and innovators,

기술자와 혁신가가 될 수도 있고,

they can be executive leaders in boardrooms,

이사회의 경영진이 될 수도 있고

and they can be leaders on a global stage.

세계 무대에서 리더가 될 수도 있습니다.
