To complement is to make  something complete or better,  

보완 보완한다는 것은 어떤 것을 완전하거나 더 좋게 만드는

often referring to a good combination of things. For example “Green clothes complement your skin

But to compliment is to give praise to  someone. For example, if you tell your friend:

“that’s a fantastic oil painting!” if you  say that about their artwork, then you've  

"멋진 유화네요!" 당신 이 그들의 작품에 대해 그렇게 말한다면 당신은

complimented them. You have given them praise  and encouragement about something they have done.
