here we are again yes we are back  oh my goodness i can't believe it  

it only seems like yesterday when i was with you  last in fact it was yesterday here we go then yes  

we are back together it is another english addict  quick fix coming to you live from a very autumnal

i still can't believe once again we don't have  live captions we had them for around about 10 days  

and then suddenly they've disappeared again so i  do apologize for the lack of live captions however  

don't worry there will be captions later on you  can watch this again in its recorded form with  

captions but i don't know what's happening  at the moment it would appear that youtube

gives and then takes away they  just can't make up their mind

it it it's not as exciting as wednesday because  that means you've made it halfway through the week  

and it's definitely not as exciting as friday i  think friday is probably the most exciting day  

of the week for most people because it means the  weekend is approaching so i hope you are having  

a good week my name is duncan i talk about  english i am an english addict and during  

the month of october i am doing lots of special  live streams to celebrate 15 years on youtube

and that's it really that's all i need to  say for the rest of this week well certainly  

tomorrow i will be with you not saturday but  on sunday i will definitely be with you live  

on sunday with mr steve from 2pm uk time and  of course as i said i'm here tomorrow yes  

another day of the week has arrived it's thursday

many people are unhappy today here in the uk

many people are feeling unhappy today  because yesterday we had the autumn budget  

that is when the government of  this fair land this green nation

decides to tell us the plebeians

how much tax we have to pay for the next few  months a lot of bad news yesterday in the budget  

we are talking about tax and taxation  today words associated with that  

it would appear that for the next two or maybe  three generations we will be paying off the debt  

from the past 20 months which we have  amassed i love that word if you amass  

something it means you gather something  or something slowly builds up so you amass  

a debt you amass some sort of deficit deficit so  you might be in profit or you might be in deficit  

that is money you have spent that you now have  to pay back so apparently we will be paying back  

and the national debt in this country  at the moment is just over 2 billion  

pounds no not 2 billion i wish it  was it's more than that 2 trillion  

i wish it was 2 billion 2 billion would  be easy we could pay that back tomorrow  

no it's over 2 trillion which apparently is a  record but still not as bad as the united states i  

think their national debt is something like maybe  eight maybe 10 trillion the united states they are  

just spending and borrowing money like there is  no tomorrow and for some people there might be no  

tomorrow so perhaps that's the reason why but here  yes we have we have our wonderful national debt  

of just over two trillion pounds and apparently  it's going to take many years to pay it back  

i think it's actually cost more than than paying  for for all of the weapons and everything that  

we had to build during the second world war i  think it's more than that it's a lot of money  

so a lot of people waking up this morning not  happy tax will be going up inflation will be  

going up things will be costing more so when we  talk about inflation we are talking about the way  

in which prices go up so apparently it's going  to be four percent which might not sound much  

but when you are going to the shops to buy your  tin of beans or maybe your eggs suddenly the cost  

will go up so not great to be honest there were a  lot of glum gloomy faces yesterday and of course  

some of it has been caused by circumstances and  situations that we have no control over and of  

course we are talking about coronavirus so it has  caused a lot of problems for individuals but also  

for the government as well i'm sure it is the same  situation around the world but i'm talking about  

what is happening here because that's where i am  but i'm sure wherever you are things are probably  

pretty gloomy as well i don't want to talk about  too much gloom today but it was rather sobering

i love that phrase if something is sobering  

it means it wakes you up suddenly you realize  the reality of something you suddenly sober up  

you are very attentive you suddenly  feel 100 percent receptive to what is  

happening around you you sober up so a lot of  people yesterday feeling gloomy because yeah  

we are going to be text more and more forever  and ever so i will never see a period of time

where we are not being taxed because of what  is happening at the moment i won't forever for  

the rest of my life isn't that lovely that's  good news oh we have the anagram hello anagram  

i used to go to school with a girl called annie  graham she was a lovely girl today's anagram is  

there i will give you a clue as usual it is  not one word in fact it is more than one word

and it consists of five letters four letters  and ten letters so we have three words  

but they are all separate from  each other in this sentence

me the rain is heading towards my house so in a  few moments i think it is going to rain heavily  

we have a lot of rain coming this weekend  i think it's going to be rather soggy

ricardo says when countries speak about the  national debt who is the owner of the debt  

well that's very interesting because  when we borrow money in this country  

the government is actually borrowing the money  

from the bank of england it doesn't seem right  does it but it's true so the government has to  

now pay back the money that it's borrowed from  the separate entity known as the bank of england  

it is confusing because sometimes for some  reason we can just produce money out of thin air

and then other times we have no money  whatsoever it is rather confusing and i  

wish mr steve was here if mr steve was here  now he would give us all of the information  

he would give us the lowdown on why all of this  is happening but basically we owe a lot of money  

because we've been paying people not to go to work  so many people who would normally go to work have  

been staying at home and they've been literally  paid to do nothing as if they were at work and all  

of that money has come from the government  who borrowed it from the bank of england

i know and guess who has to pay for it go  on can you guess who has to pay for it us

big deficit because we've been paying or should i  say the government has been paying lots of people

what a crazy time to live i can imagine people in  the future maybe 20 or 30 years from now they will  

be telling their children or their grandchildren  how they lived through the early 2020s people will  

we'll talk about this for many years to come do  you remember when we had that pandemic in 2020 wow

there are some very useful things in my studio  some of the things that are in my studio  

things that i use are quite useful there are  other things in my studio that i rarely use  

or i might use occasionally but here is  something that i use all the time this  

might be one of the most useful things that i  have in my studio and yet it looks so innocent

this is something called

gaffer tape gaffer tape some people call  it insulating tape or insulation tape but  

this particular tape is very useful in my studio  because quite often things in here will sometimes  

start to droop or maybe i have to attach one thing  to another so i always find that my tape my sticky  

tape which we often refer to as gaffer tape or  insulating tape is really useful i can stick this  

anywhere it's very useful for sticking pieces  of paper maybe i want to hang something from  

the ceiling temporarily so this is very good for  sticking things together that i want to repair  

for just a short time or temporarily so is there  something in your life something in your house  

maybe something in your work that you use all  the time it doesn't have to be a big thing  

it can be a very simple thing like this so even  though this is a really simple thing i would  

describe this as a very useful item to have if  you are in a studio a studio environment because  

there are lots of things that can fall or slip  and sometimes you have to stick things together  

but you have to do it quickly so maybe you have  some unexpected problem with your equipment  

sticky tape gaffer tape is very useful so  this is one of the most useful things i have  

in my studio what about you do you have  something useful that you always have around you  

what about in the kitchen i think in the kitchen  there are certain things that you use all the time  

and maybe there are other things that you rarely  use so if i had to think of things that i use a  

lot in the kitchen i would say my bread knife so  my large bread knife i suppose i use that every  

day for cutting bread for slicing into the bread  so there are many things that we use all the time  

many things we use quite often even simple  things like my sticky tape something that  

is invaluable in my studio if something is  invaluable it means you can't live without it  

something that you would miss if it wasn't  there so i would say that my my sticky tape

my coffee machine is often used and is very useful

scissors so maybe sticky tape general purpose  sticky tape and something i always have nearby

scissors as well so i often  have scissors nearby sticky tape  

and scissors two things that i always use and i  often have nearby so yes i suppose sticky tape and  

scissors two things that i use a lot in an office  environment i would imagine that scissors are used  

quite a lot i think so shirin this is interesting  shirin says i always clean my bed with sticky tape

how how do you clean your bed with sticky tape i  am intrigued perhaps i think maybe perhaps you use  

the sticky side to get dust or crumbs or small  things off the sheets so maybe if there are  

things that are very small inside your bed or  on a surface maybe you can put some sticky tape  

on your hand and you keep the sticky side  facing downwards and you just press like that  

and then all of the small things will stick to the  tape is that what you mean that's a pretty good  

tip i like that one louis said i couldn't sleep  at all last night due to the third anti-covered  

vaccine i've got a pain in my left arm the first  two vaccines were medurna and i didn't have any  

pain the third was pfizer i think sometimes you  can there are other reasons why an injection  

might hurt sometimes they might strike a muscle or  maybe when they push the needle in it might just  

be a little bit deeper than it normally is so yes  but that you can you can get a lot of sensitivity  

i remember the first one that i had my arm was  very sensitive for three or four days afterwards  

but yes it can happen but there are various  reasons why it can happen also hello to antonio

used in movies when people are being taken hostage  they often put duct tape over a person's mouth

yesterday as i mentioned at the start of today's  live stream yesterday the nation was clenching

the the government official who is in  charge of all the finances for this country  

apparently a lot of women and maybe some men  like him they say he's very handsome apparently  

isn't it strange a handsome politician they don't  come along very often but yes today we are talking  

all about tax because yesterday we  had the budget the budget took place  

yesterday now normally we normally we normally  normally normally normally normally normally  

have two budgets each year at the  start of the year the spring budget  

and the autumn budget so yesterday we had  the autumn budget and what they are doing is

deciding how much money they have to spend  on all of the things we need but also  

how much we will have to pay to have our lovely  lifestyle that we are so used to things like  

running water and electricity and public  transport and also money that will be spent  

on filling all of the holes in the roads  so all of those sorts of things the budget  

is a thing that happens it's when the government  announces all of the spending that will take place  

during the following year but most  people are interested to find out what  

the government budget has in store because it  means that quite often us the general population  

the peasants of the land will have to probably  pay more tax and that's exactly what happened  

so in summary the budget autumn 2021 i suppose  if i had to summarize the situation at the moment  

uk public spending is at its highest for  decades as a result of measures to support  

the country during covert 19 the covet  19 pandemic and also brexit as well  

with the economy in a fragile state the spring  budget in march sought to strike a balance  

between stimulating economic activity investing  in protective measures and keeping a tight rain  

on tax rises so that was the  start of the year unfortunately

well we find ourselves in an interesting  situation at this point in time because things  

have got worse since spring this year things have  actually got much worse because we've had more  

problems with coronavirus more people becoming  infected a lot more people taking time off work  

because of illness and the impact of brexit so  things are actually worse now than they were  

in spring and that is the reason why it would  appear that we are going to spend a lot of money  

a lot of tax money that we have  to spend we have to pay for that

this little box that you see next to  me now so this is where the chancellor  

and when we say chancellor the chancellor is  the man who is in charge of all the spending  

in this country he is normally the second  person the second most important person  

that people normally listen to when he's talking  because quite often when the chancellor is talking  

it means things are going to change quite often in  a bad way and this is where the chancellor lives  

he lives at number 11 downing street next door  to the prime minister who lives at number 10  

i remember the days when you could walk  into downing street you could actually walk  

down the road and go past number 10 and number  11. you could actually walk past those places  

now of course you can't because in the 1980s there  were some terrorist attacks on downing street  

which meant that a large gate had to be put at  the entrance so now you can't but i remember  

when downing street was was actually open you  could walk into it there was there was some  

security but not much but now of course because  of terrorism and all sorts of things it is now all  

closed off christina asks what does tight rain  mean if you have a tight rain it means you keep  

control you keep strict control over something  you keep a tight rain so it's a little bit like  

riding a horse apparently the best way  to control a horse is to keep the reins  

the things that you use to control the  horse with normally using your hands  

you keep the reins tight because it's better  for controlling the horse when you are riding it  

and in the same respect or in the same sense  

keeping a tight rain on something means  that you are keeping control you are making  

sure everything stays under control you keep a  tight rain so i hope that answers your question

tax and how much revenue we have to pay as well  but all the ladies like him they say oh that  

rushi sunak he's he's so sexy even though he's  not very tall he's only about five foot three  

i used to love it when he uh when he gave  the speeches or the questions and answers  

during the coronavirus meetings and they  used to make him stand on a little box  

he would put a box in front of the microphone and  he would he would come come up to the microphone  

and then he would stand on the box like that  so he is the chancellor not to be confused with  

the leader of certain countries in europe  for example germany has a chancellor  

but that means the person who actually runs the  country so i would say that it is the equivalent  

of our prime minister or maybe president so the  chancellor is the person who looks after the money  

in this country but in some countries  i think germany is a good example  

the chancellor is the person who actually runs the  country they are in charge and i believe that is

for maybe the next two or three months  because she is going soon angela merkel  

she is the current chancellor but not for  much longer because she is going she is  

going tax no one wants to talk about this  mr duncan why are you talking about tax  

we don't we don't want to talk about  tax mr duncan everyone has to pay tax  

but we have to pay it as well you see i wish  i wish i could put all of my money into a  

swiss bank account and then i i wouldn't  have to pay any tax the only problem is

world at the moment living in extreme temperatures  in some places 49 or 50 degrees in some countries  

i can't imagine that hello ricardo in the past  budgets were balanced between income and expenses  

today they are a kind of fraud in most countries  because they never fulfil that is true in a way  

in the united states at the moment  they are currently budgeting  

for lots of improvements to things like the roads  the railway what we normally call infrastructure  

i think it's around 3.5 is it 3.5 trillion  they are going to borrow to do all this but  

there is a problem with this because  quite often when you do this when you  

give contracts out to companies quite often they  will overcharge they will overcharge for the work  

so they can make extra profit because  they know that that money is public money  

they know that they can charge anything and quite  often a lot of that money is taken illegally

so even if you give money to a country to do  something maybe to repair the roads or make  

life better you might actually find that  some of that money will be misused or even

stolen yes and there are  ways of doing it apparently  

ways that i don't know unfortunately  louis says the uk chancellor is the  

economic minister he would be an  economic minister in other countries  

yes well did you know that the prime minister his  official name or title is the first chancellor  

so boris johnson is actually the first chancellor  and that is actually his official title even  

though people rarely use it but it is actually if  you look at the front of number 10 downing street  

where the prime minister often lives on  the letterbox it does actually give the old  

title the first chancellor which is what  the prime minister would have been called

in today on the live chat so we are talking  about tax words connected to tax such as this  

taxation taxation is the practice of  collecting tax so taxation is the level of tax  

how much tax you are going to take  from the public taxation can be  

anything that relates to money being taken  to fund the country things that are needed

another thing that we have of course is income tax  now this is the one that lots of people get very  

worried about especially when the budget is being  announced income tax that is money that is taken  

from your salary so when you earn money every  month you have to pay a certain amount of tax  

people who earn a small amount of money  quite often don't have to pay any tax  

whilst other people who earn a lot of  money do have to pay tax so it does depend  

fortunately not everyone has to pay income tax  not everyone so if you are on a very low wage  

you don't have to pay income tax it's quite nice

inland revenue

this is the name this is the word this  is the phrase that a lot of people  

feel afraid of especially if you get one of those  brown envelopes through your door government  

letters anything being sent to you by the  government quite often come in brown envelopes  

the inland revenue they are responsible for  collecting tax and quite a lot of people  

are afraid of getting letters from  the inland revenue they are the people  

that will check to make sure that you have  paid your tax and if you haven't guess what  

they will take you to court and prosecute  you so a lot of people are are afraid  

or nervous about getting letters from the inland  revenue a big organization in this country

here's another one customs and excise this is a  little bit more complicated to explain customs  

and exercise customs and excise are responsible  for collecting tax for things that are imported  

that are brought into the country so you have  to put a charge on everything that is imported  

we often call it normally a tax charge or a  customs charge other words we can use of course  

include levy or duty so this is the amount that  is added on to the price of something i suppose  

the most common example would be petrol  gasoline so when we think of petrol  

you pay a certain amount for the petrol but on top  of that there is also duty as well so not only do  

you have to pay for your petrol you have to pay  tax every time you buy petrol it is always there  

in the price so that is one of the reasons why  things like petrol will often go up in price not  

just because of the value of oil but also because  of rising taxation which will be happening i think  

over the next couple of years i think we are we  are in for a very rough ride with the economy

here's another one something that is  classed as tax exempt the word exempt  

means not involved or not included so you are  exempt you don't have to do that thing you have  

been made exempt you have been excluded from that  thing so tax exempt means you don't have to pay  

tax you are a lucky person who doesn't have to pay  tax maybe because you're earnings are very low or  

certain products are also tax exempt we  think about products that are for your  

health maybe sanitary products they are they are  not charged with tax so there is no tax on certain  

products quite often involving a person's  health or involving a person staying healthy  

things that you need to stay healthy are often  exempt from tax there there is no tax added  

here's another one this is something we all have  to pay in this country we have to pay national  

insurance and the reason why we pay  this is so when we get old like me  

soon we can claim our pension so national  insurance is something that is taken from  

every person it is a form of  tax that allows you to have  

your pension when you retire from your job when  you stop working and everyone has to pay that  

including me we all have to pay for our  national insurance and then we will get  

our pension when we are old and great social  security we have a very good social security  

system in this country a very good system if you  are unable to work maybe you have a disability  

or an illness or an injury and you  are unable to work you can claim

money from the government social security  maybe you have a child but you don't work  

then you can get social security to help to keep  that child to feed the child and give it clothes  

and also heat your house so social security is in  place to stop people from becoming well i suppose  

falling into poverty so social security is  like we often describe it as a safety net  

so imagine a safety net people falling  and the safety net is there to catch them  

social security is a safety net for society  to prevent people from falling into poverty  

to have no money you have no money to buy  food you have no money to heat your house  

social security is there to help that  person perhaps also you are unemployed  

maybe you lose your job if you lose your  job you have no income so you can claim  

social security to help you survive until you find  a new job so i think in this country we do have  

quite a good social security system even though  there are people who who disagree with some of the  

rules some of the rules are quite strict and some  people see them as unfair if you are really lucky  

can you see i'm ending on a happy note so this  is a happy note you might get a tax refund  

it doesn't happen very often but you might you  might actually get some money back from the  

government they might give you a tax refund it  can happen sometimes in the unlikely chance or  

the unlikely event of you paying too much tax they  will give it back they will give you a tax refund

it doesn't happen very often but you can  actually have a tax refund money is returned  

to you because you've paid too much tax and i  suppose we should look at the meaning of the word  

tax why not the word tax comes from the latin word  meaning to charge and perhaps from the greek word  

for fix so we are sure that it comes from latin  but we're not sure whether or not it comes from  

greek but we think it might be related to the  greek word for fix to tax to charge you charge  

all of the people that live in a certain place  in a certain country or maybe if you are buying  

something quite often you will have to pay tax  on top of that it is something that we can't  

do anything about i believe there is a famous  quote two things in life that are inevitable  

death and tax apparently you  can't avoid either of those things

the number of words five four and ten  although i didn't really see any answers today  

i can only assume that you were really  enjoying everything i was saying you was  

you were concentrating so much you didn't even  hear the anagram you didn't even have time  

to solve it here it is then here is the answer  to today's anagram something you must do when  

you are learning english a good piece of advice  i think and here it is build your vocabulary  

build your vocabulary try to learn some new  words every day you have to build your word  

power so when we say vocabulary we mean  your word power and there it was today's
